    LEGAL REGULATION OF RENEWABLE ENERGY IN RUSSIA, EEU AND CIS

    The research work is relevant since renewable energy is poorly developed in the Russian Federation, and there is a need for effective legal regulation of relations in the specified area. This problem is especially acute against an active use of renewable energy sources across the globe. Hence, the paper is devoted to identification of legal regulators, which would facilitate an active development of renewable energy both in Russia and other countries that are members of EEU and CIS integration associations. The basic approach to studying the problem involves analysis of statutory regulations in the area of renewable energy in Russia and worldwide to reveal shortcomings and gain an advanced experience of legal regulation of using renewable energy sources that made it possible to substantiate a number of proposals for improving the legislation in force

    TRADITIONAL BELIEFS IN THE LIVES OF PEOPLE IN THE RED RIVER DELTA IN VIETNAM TODAY

    Vietnam is a multi-religious and belief nation. Traditional beliefs have occupied an important position and left significant traces in the social activities and Vietnamese people. The Red River Delta region is considered the cradle of traditional beliefs and festivals in Vietnam, such as beliefs in ancestor worship, village's tutelary god worship, national hero worship, goddess worship, fertility worship, life cycle, and ancestor of handicraft worship. Traditional religious activities are reserved and promoted by the people in order to connect, consolidate the community and satisfy the people’s cultural and spiritual activities, enhance the moral values and lifestyles of Vietnamese people, contribute significantly to preserving the traditional cultural values of the nation. The article uses some research methods such as: Analysis method, Synthesis method, Comparative method, and Ethnographic fieldwork method to learn the characteristics of traditional beliefs and to properly appreciate the role of traditional beliefs in the spiritual life of people in the Red River Delta in Vietnam today

FORMAL STRUCTURES FOR TOURISM RESEARCH (EFIT) AND PUBLIC POLICIES ON TOURISM (PPT) AT THE FEDERAL LEVEL IN BRAZIL: A COMMON AGENDA IN POLICY-MAKING PROCESSES?

    RESUMO: Este trabalho investiga se, e como, as Estruturas Formais de Investigação em Turismo/EFIT, entendidas aqui como formas de ação coletiva organizada, dialogam com as Políticas Públicas em Turismo/PPTur em nível nacional. A ação coletiva é frequentemente associada com atividades executadas por organizações formais, as EFIT Turismo são um tipo de organização formal e, consequentemente, um tipo de ação coletiva. Elas coletam dados e informações embasadas em conhecimento técnico e científico que posteriormente disponibilizam para os tomadores de decisões. Metodologicamente, de um lado consideramos os grupos de pesquisa em turismo existentes no Brasil registrados no diretório de grupos do CNPq como EFIT. Através de uma análise quantitativa e qualitativa de seu perfil identificou-se seu grau de atuação na política pública em turismo. De outro lado, foram levantadas as PPTUR, em nível federal. Esses dois subconjuntos de dados foram analisados, via análise de conteúdo, e buscou-se a interseção de EFIT com atuação sobre PPTUR e vice-versa. Os resultados mostram que houve uma expansão significativa tanto das EFIT quanto das PPTur, ao longo das últimas 2 décadas, sendo que ambas, encontram-se em processo de consolidação. Porém, não há intersecção das EFIT com o ciclo político das PPTur no Brasil, em nível nacional. Palavras-chave: Organização. Teoria Organizacional. Ação Coletiva. Política Pública. Turismo. EFIT. ABSTRACT: This paper investigates if and how the Formal Research Structures in Tourism/EFIT, understood here as forms of organized collective action, dialogue with Public Policies in Tourism/PPTur at the national level. Collective action is often associated with activities carried out by formal organizations, the Tourism EFITs are a type of formal organization and, consequently, a type of collective action. They collect data and information based on technical and scientific knowledge that they then make available to decision-makers. Methodologically, on one side we consider the existing tourism research groups in Brazil registered in the CNPq group directory as EFIT. Through a quantitative and qualitative analysis of their profile we identified their degree of activity in tourism public policy. On the other hand, the PPTUR, at the federal level, were surveyed. These two subsets of data were analyzed, via content analysis, and the intersection of EFIT with PPTUR and vice-versa was sought. The results show that there has been a significant expansion of both EFIT and PPTUR over the last two decades, and that both are in the process of consolidation. However, there is no intersection of EFITs with the political cycle of PPTur in Brazil, at the national level. Keywords: Organization. Organizational Theory. Collective Action. Public Policy.     GENRE PARADIGM FEATURES IN R. IDIATULLIN'S POETRY

    This article is devoted to the study of the genre paradigm features in R. Idiyatullin's poetry - a prominent representative of modern Tatar poetry from the pleiad of Bashkortostan. The significant achievements of the genre searches of modern Tatar poetry are reflected in the poet’s works. However, the features of the genre paradigm of his poetry were hardly studied as an integral subsystem. In this vein, the article contributes to a more correct formulation and the solution of some fundamental, nationally and scientifically significant problems of Tatar literary criticism. The relevance and novelty of the work is determined by insufficient knowledge of the genre paradigm features in R. Idiyatullin's poetry and his creative experiments in this field. In the course of the study, they argued that the poet’s work contains genre diversity: along with lyrical genres, genre searches and experimentation with intergenre forms are traced in his work. At that, it is proved that the genre paradigm in the poet's work is typologically similar to similar phenomena in Tatar literature, has its own distinctive features, conditioned by the influence of the local cultural substrate and the originality of poetic thinking. The hermeneutic approach is fundamental to our research as it directs the receptive activity of the reader to the analysis of the principles and techniques of the image, the determination of typological similarities and the peculiarity of artistic searches that coincide and have differences in different verbal arts. Also, during the study, the method of comparative analysis of texts is used effectively. In this vein, they reveal the features of the genre paradigm in R. Idiyatullin's poetry

    “UNDERGROUND PERSON” BY I. ABUZYAROV: DIALOGUE WITH F.M. DOSTOYEVSKY

    The aesthetic self-determination of ethnically non-Russian Russian writers occurs in dialogue with the traditions of Russian classics of the 19th century. For I. Abuzyarov, creating the works in the paradigms of different national and cultural traditions, the artistic discoveries by F.M. Dostoevsky are important.The concept of the work was influenced by the studies that substantiate the transcultural model of artistic development, the dialogical nature of verbal creativity, and the theory of intertextuality is developed. During the solution of the tasks set, system-structural and contexthermeneutic methods were used. It is established that the type of “underground” person in the work by I. Abuzyarov has kindred features with the paradoxicalist F.M. Dostoevsky. Undergroundness as an ontological situation, ideological and psychological space becomes the factor determining the process of identification and selfidentification of characters in I. Abuzyarov's prose. Like his predecessor, he uses the hero’s confessional introspection as the main means of revealing the “underground man” nature. The character is implemented not only in the plot, but also revealed as a subject, a carrier of a point of view. The problem of self-determination and selfawareness of the story subject is thematized and acts as the most important genreforming principle that determines the way of the main character image development. The obtained results are significant for understanding the artistic and aesthetic nature of literature that implements the phenomenon of the Russian-Tatar borderlands, as well as for determination the volume and content of “national literature” concept at the present stage

    THE BEHAVIOR AND RESPONSE OF REGIONAL DESTINATION MANAGEMENT ORGANIZATIONS IN THE TWO RECOVERY PHASES OF TOURISM DESTINATION AMID COVID-19 PANDEMIC. THE CASE OF CROATIA

    Purpose – The purpose of the paper is to examine the behaviour and the response of regional destination management organizations (DMOs) to the current COVID-19 crises. This will enable provide suggestions for improvement of stakeholder management practices and strategic planning in the times of crises and extreme uncertainty. Design/Methodology/approach – Main activities and differences between regional DMOs’ behaviour in the mitigation and restart phase of tourist destination and DMOs will be explored using a mixture of qualitative and quantitative instruments/methods. Primary sources data analysis was used. The regional DMOs’ websites, social media channels, newsletters and different media publications related to regional DMOs were observed and reviewed in the period from mid-March to mid-June 2020 to better understand their response to COVID-19. Findings – Findings illustrate that regional DMOs in Croatia have not managed to advance the relationship with their main stakeholders nor have they implemented integrated management practices during the crises. Originality of the research – The study advances our understanding of the role DMOs have in the times of crises particularly when it comes to stakeholder management, communication and strategic planning

    This article presents the results of the research work "Increasing the competitive potential of the Republic of Kazakhstan through rational architectural planning and spatial organization of territories and infrastructure facilities of mass recreation, external and domestic tourism." The research was carried out at the Satbayev Kazakh National Research Technical University under the Grant Financing of Scientific Researches State Program in 2012–2014. The article deals with the urban planning and architectural aspects of recreational activities in the East Kazakhstan region in order to identify problems and prospects for development of this sphere. The study includes field surveys, a survey of recreational service providers, and an analysis of the recreational potential of the territory by using cartographic data. Pursuant to results of the study, recommendations on the development of the East Kazakhstani recreational region are proposed

    ORGANIZATIONAL-METHODOLOGICAL ASPECTS OF CONSTRUCTING THE PRE-COMPETITION TRAINING OF MANYOARED ROWING CREWS (BY THE EXAMPLE OF DRAGON BOAT CREWS)

    The research topicality is due to the fact that the theory and methodology of the rowing sport has insufficiently studied the issue of warm-up organization as a factor regulating the pre-start state of an athlete. The existing recommendations are rather specific and cannot offer a comprehensive approach to the problem solution. The lack of data referring to preparing the dragon boat crews for important competitions determines the topicality of such research, their novelty and significance. The rationally designed pre-start preparation provides the high efficiency of the crew, increases the probability of winning, while the mistakes made at this stage may, on the contrary, undo the preceding training. Thus, the paper is devoted to the issue of optimizing the pre-start preparation of dragon boat crews. The authors propose the methodological approach based on using the consequential complexes of training programs for rowers. The article presents the complexes implying specialized motion activities with regulated space-time and space-dynamic parameters. The efficiency of the pre-start preparation (PSP) program is confirmed by the reliable differences in indicators of rowing obtained during competitions of highly qualified athletes at 500- and 1000- meters races
