    RESEARCHING THE ECOLOGICAL ASPECTS OF ECONOMIC DEVELOPMENT IN BORDER REGIONS BY CONSTRUCTING A COMPOSITE INDEX ON THE EXAMPLE OF RUSSIA, CHINA AND KAZAKHSTAN

    The concept of a green economy is widely popular and is the basis of sustainable development strategies in many developed and developing countries. However, there is little knowledge on how ‘green’ priorities are being integrated into regional and local development. The present research evaluates progress in the development of a green economy at the regional level by constructing a composite index (hereinafter CI) which allows to comprehensively characterize and consider the links and interactions between the economy and the environment in specific areas. The research substantiates the choice of 5 directions of assessment and 14 indicators, and an algorithm for assessing the CI is proposed. The CI was calculated for 9 regions of Russia, China and Kazakhstan, adjacent to the territory of the Chinese Belt and Road Initiative (formerly OBOR). The developed toolkit makes it possible to analyze the features of ecological and economic interaction in the regions, to rank them according to the degree of making the economies green

    The study is devoted to intercultural communication in the age of globalization of modern society. Culture and communication exist and function within the framework of a single sociocultural space called society. The development of intercultural communication capabilities, including the ability to understand someone else’s culture, a critical analysis of the foundations of one’s own behavior, as well as recognition of another’s cultural identity and mentality and the ability to build dialogical relationships and make a reasonable compromise, is becoming increasingly important. It is proved that these abilities can be manifested in the ability to initiate contacts, expand the circle of acquaintances, show initiative and leadership in communication, make choices and decisions, and be able to defend one’s opinion. It is determined that personal and behavioral competence includes the ability of personal self-expression in the form of a manifestation of sensitivity to changing experiences of the interlocutor and the ability to integrate into the system of someone else’s culture

    TRADITIONAL MEDICINE IN THE SOUTH RUSSIAN ETHNO-CULTURAL AREA (NAMES OF DISEASES, HEALER TYPES)

    This article is dedicated to the analysis of two aspects of the Russian traditional medicine: names of the treated diseases and specific characteristics of traditional practitioners. The issues addressed in the article are of particular relevance due to the need to improve our knowledge about characteristics of this phenomenon of folk culture, including its regional specifics —in this case, typical of the Russian population attributable to the South Russian ethnographic group. The methodological foundation for the research is based on the etymological analysis and comparative-historical and structural-functional approaches. The research reveals that the nomination of diseases in folk speech was based on different principles: indication of organs of the body with pain sensations, external manifestations of the disease, the nature of pain sensations, etc. Most of these names are etymologized from the modern Russian language, but some of them have deeper roots. In most cases, people suffering from different diseases preferred to turn to recognized healing experts, which were mostly represented by the "lower" class of specialists of the sacred: "old wives", "old men", "aunties", etc. At the same time, in the popular consciousness, some total strangers (often wandering healers), rather than local practitioners, were considered especially "strong" in treating diseases. Materials of this article have a definite value for better understanding of the essential characteristics of Russian folk culture, and they can be used in large-scale studies on the traditional culture of the Russian ethnos or for teaching Russian ethnography disciplines

The methodology used has reviewed the bibliography and statistics of the case; similarly, a survey was applied to 363 surveys enrolled in the National Handicraft Registry of the Ministry of Foreign Trade and Tourism of Peru (MINCETUR) and an in-depth interview with a digital marketing expert. The study carried out, allows us to think that it is important for the attitudes of the citizens mainly during the electoral campaigns and that the changes can be their opinion due to the influence of social networks, mainly through Facebook

    The state regulation issues in the spheres of the national economy have been of particular relevance and importance since historical times. The most problematic area, but at the same time the factor affecting the interests of national and food security is the agricultural sector. The overall well-being of people and the sovereignty of the state depend on its functioning, sustainability and competitiveness. In many of its sectors, agriculture will not be able to function without state support. This is evidenced by the experience of developed countries of the world. Throughout the entire period of the existence of the Russian state, financial, organizational and managerial measures were used in relation to the agro-industrial complex. Even though the level of financial support is insufficient or sometimes unavailable, it has certain effectiveness, which is more evident in the livestock sector. Of particular importance and relevance today are issues of increasing the investment attractiveness of economic entities in the agricultural sector and rural areas themselves. Those support measures that are currently laid down in the state program for the development of agriculture in Russia should be expanded at the expense of the proposed areas and have comprehensive and systemic nature

    The current state of the national economy is reflected in the specifics of the formation and development of regional economies in the Russian Federation. The regions of Russia are highly differentiated by their resource base, industry specialization, and financial security. The lack of the balanced development of the regions expands the horizons of state intervention in economic relations through the mechanisms of tax policy, which is a supporting element of the institution of state regulation. The objective of the work is to study the state of the regional economy based on the example of one of the subjects of the Russian Federation through its tax policy implementation. The conclusions and proposals on the problem under study are formulated in the form of the principles of regional tax policy, the implementation of which, in the authors' opinion, will allow building in the region a differentiated in structure and content mechanism of tax regulation, focused on the expansion of tax potential

    FAMILY, FRIENDSHIP, AND MEMORABILIA IN INSCRIBED AMATEUR FAMILY PHOTOGRAPHS

    The presented research is based on the study of amateur Soviet photography as a massive visual historical source. The author refers to the Russian and foreign experience of using visual representations to study socio-cultural characteristics thus setting a goal to reveal, by means of family cases, the presence of sociable or family ties and memory practices using images and text located on a single photographic medium and presented in material domestic space. The study covered the southwestern districts of the Bryansk Oblast, with its historical small provincial towns and rural settlements, which are quite typical for the Soviet period of the region's history. The study demonstrated that Soviet amateur photography was the most accessible and popular way of transferring memory, preserving and presenting sociable, family, and kinship ties, including between rural and urban relatives, parents and children, and the older and younger generations. Most often, photo captions contain ‘commemorating’ inscriptions, indicating the time and place of picture-taking. Relative signings on behalf of the child were also popular since it emphasized ‘teambuilding’ of social and kin groups and networks through photo sharing. The very nature of the inscription often indicated the age or seniority of the author: school-age ‘lined notebook-style’ writings, youthful poetry, popular rhymed phrases on the theme of friendship and memory, arranged diagonally and with underscores and accentuations on some letters. Group photographs in rural areas were rarely signed; however, souvenir photos from the army, places of study, or work often contain some explanatory footnotes

    DIGITAL SKILLS AS A RESPONSE TO THE CHALLENGES OF THE MODERN SOCIETY

    Purpose: The purpose of the article is to study the level of students' digital literacy that determines their educational progress. Design/methodology/approach: The authors consider current trends in the formation of an information-oriented society and their impact on the development of digital skills of university students, which are associated with the development of national projects and programs, with the challenges of civilization to professional education. The anthropo-oriented and competency-based approaches underlying the study determined the choice of methods: extrapolation and modeling. On this basis, in the context of the research, much attention is paid to information, intellectual, communicative, and anthropo-oriented challenges that affect the development of digital literacy of university students. Based on the research data analysis, the emphasis is made on the fact that the digital competence of university students is a complex system of a personality, associated with such categories as "responsibility" and "information", with the individual’s readiness for network interaction, with information skills and with the ability to generate and maintain online content. Results: It is shown that students widely use digital technologies and the Internet for personal purposes, communications and training, and this trend of digitalization of all processes will only increase. Educational organizations are actively developing websites and electronic services that automate educational and management processes; the importance of mobile devices in the educational process is increasing, which demands the requirements for the students’ skill level. Originality / value: The study has significant prospects for the further research related to the digitalization impact on the education quality and student performance, as well as its impact on individual processes – for example, educational process management, quality management, etc. in the digital environment

    TRENDS IN DEVELOPING FAMILY MEDIATION IN THE RUSSIAN FEDERATION AND ITS CONSTITUENT ENTITIES

    : Introduction. Family mediation is a social and legal institute that helps effectively resolve family law disputes and conflicts, protect the interests of families and children, and relieve the judicial system of considering family disputes. The article aims at studying the use of family mediation in constituent entities of the Russian Federation and determining its development trends. Materials and methods. The research object is family mediation as a conciliation procedure, as well as its specific features and prospects for its development. The existing empirical and theoretical studies were used as sources. The authors analyzed the statistical data posted on the official website of the Federal State Statistics Service and scientific articles on the issue under consideration. In addition, they used general scientific (analysis, synthesis, induction and deduction, etc.), historicallegal, comparative-legal, formal-legal, sociological, theoretical, prognostic, and other research methods. Results. While analyzing the development of family mediation in Russia and its regions, the authors examine theoretical aspects of its effectiveness, historical context, and development. They consider the specific use of mediation in constituent entities of the Russian Federation and present prospects for its further development. As a result, the authors have revealed the underdevelopment of family mediation in the Russian Federation and substantiated the need for taking a set of measures to increase the use of mediation in family law disputes and conflicts. Conclusion. The study results provide an opportunity to formulate the specific features and development trends of family mediation in the Russian Federation. Further research can study the effectiveness of family mediation and analyze the feasibility of various methods and means of increasing the level of mediation in family law relations and its limitations caused by traditional and cultural characteristics of a particular region

    ROLE OF INFORMATION IN FORMING AND DEVELOPING CIVIL SOCIETY INSTITUTIONS

    : Relevance. The study is relevant since the system of civil society consists of many actors (individuals, organizations, communities), changing and complementing each other, and the perception, processing and transmission of information presuppose their possible behavior. The formation of behavioral patterns and the development of civil society depend on the information received by an individual or a community and its further consideration. Properly selected information is a specific managerial model applicable to an individual (or social group) under certain conditions and circumstances. It is generally accepted that civil society is the foundation of democracy and freedom of information. The more developed civil society is, the more grounds for democratic forms of state there will be. On the contrary, the less developed civil society is, the more perquisites for authoritarian and totalitarian regimes of state power appear. The degree of individual freedom, human and civil rights and guarantees of their implementation in each specific case largely depends on a particular state regime. Study objective. The article aims at studying the role of the state in the formation and functioning of civil society. If the state does not show its power or impose its will (coercion) in certain spheres of public life, everything will end up in disorder and chaos. This rule mostly applies to civil society as a selfregulatory system that needs constant state control. Therefore, there is an objective connection between the state and civil society (in which the state dominates) in relation to certain cases. Methods. The main research method was the deductive method to study the nature and role of information in forming and developing civil society institutions. To solve the study objective, we determined the role of the state in the formation and functioning of civil society. Results. The article tries to determine the role of information in the complex legal mechanism of forming and developing civil society institutions with due regard to the application of the cybernetic approach. In Russia, the phenomenon of civil society has a dual social and legal nature. On the one hand, it forms "from above" rather than "from below" (at the will of state). The latter can control the development of civil society using the information obtained by its institutions. On the other hand, civil society is a complex and open social system, whose development depends on the development of its constituent elements. The dialectical possibility of such development is provided by the information exchanged by elements of the system which cannot be completely controlled by the state
