DISRUPTIVE STRATEGIES IN THE LEARNING OF ISOSTATIC BEAMS BASED ON XVIGAS® SOFTWARE THROUGH CONTENT EVALUATION
It was proposed to determine the effectiveness of XVigas® software in the learning of isostatic beams in students of electrical mechanical engineering of a Peruvian national university located in Lima. It was used a quasi-experimental design evaluating the experimental and control groups before and after the application of the software. Comparative contrasts were analyzed using TStudent (for paired and independent groups) and analysis of variance (ANVA one way). He concluded that the use of the software proved to be an effective disruptive strategy in content-based learning in these students. It was also demonstrated that there was similarity of performance between cognitive and attitudinal learning. The procedural learning showed significant differences with the cognitive one, recommending deepening the study in this aspect, extending it to the teachers' perspectives
RURAL UNEMPLOYMENT IN RUSSIA: REASONS AND REGULATION MECHANISM
Against the background of dynamically developing agriculture, Russia still has not been able to achieve sustainable development of rural territories. One of the key problems holding back movement in this direction is unemployment. Each economic system has its own characteristics of the formation of the labor market, which are determined by many endogenous factors. In this article, the authors investigate the features of the course of socio-economic processes in the labor market of rural areas. It is stated that the modern transformation of the agricultural sector is accompanied by an increase in labor productivity based on the improvement of the technological level. At the same time, the processes of labor force release and growth of forced unemployment in rural areas are taking place. The economically active population, released as a result of ongoing processes, migrates, being "squeezed out" to more prosperous regions in terms of job availability, most often to urban areas. A significant gap between total and registered unemployment, indicating the low efficiency of the functioning of labor market institutions, is observed. Under these conditions, the main requirement for the implementation of any economic projects in the countryside should be the provision of employment for the population. Labor market regulation is possible through the implementation of passive and active government policy measures. Within the framework of a passive policy, it is proposed to protect people affected by unemployment. An active policy should be aimed at regulating the level and duration of unemployment: expanding agricultural production, including labor-intensive one, by various agribusiness entities; accelerating the rate of the diversification of the rural economy; developing a mechanism to stimulate an interest in creating new jobs; solving the problems of accessibility of state employment services for rural residents, and increasing their efficiency. The problem of rational employment of the rural population can be solved only by implementing consistent economic transformations, taking into account the particularities of the formation of the labor market in rural areas
AVANT-GARDE TRENDS IN BALLET ART OF THE 20TH CENTURY
Ballet is often not just a way of expressing director’s idea, it also reflects the conservative side of art. Ballet should be viewed as a source of preservation of classical art and development of its academic structure. Consideration of tasks other than the development of art already transitions ballet to the field of sociological and political scientific discourse. In this regard, the relevance of this study is determined by the border between modernity in ballet and the preservation of its traditional foundations. The novelty of the study is determined by the fact that modernity in ballet manifests itself not only as part of a performance or as a desire to form a public response. The main value is formed based on mutual assistance in the development of such parameters as innovative methods of artistic presentation, visual elements of ballet production and structuring of additional impressions from choreography for the viewer. The author shows that the central idea must be distributed to form the image of the viewer’s involvement in the storytelling on stage and empathy both for the classical versions of the stage productions and in performance with avant-garde elements. The practical significance of the study is determined by the possibilities of the structural development of ballet in the general framework of choreography as an element of the social art development

EVALUATING AND IMPROVING THE DESTINATION IMAGE THROUGH QFD-AHP INTEGRATED METHOD: EXAMPLE OF CAPPADOCIA
This study evaluates the Cappadocia region's destination image with AHP and KFG integrated method and determines how to improve the destination image. First of all, the Cappadocia region's destination image elements were listed by tourism industry experts according to their importance weights. The activities targeted at improving the destination image were ranked according to their importance. Destination image elements and remedial activities were associated, and the "Conducting national and international promotion," activity was the most important activity. As it is known, AHP, which is one of the multi-criteria-decision-making methods, is a powerful method that allows subjective judgments to be digitized and converted into objective evaluation criteria. The KFG method is a systematic approach that can define customer requirements using quantitative and qualitative techniques and transform them into measurable product and process parameters. In this sense, destination image elements' effective inclusion in decision mechanisms emphasizes this study's importance
JUDICIAL INTERPRETATION OF LEGAL NORMS: THEORY OF THE ISSUE
The objective of the article is to find optimal ways to develop the judicial interpretation of legal norms as a form of application (explanation) by courts of norms of current legislation. Justice is one of the most important security functions of the judicial power system in Russia and, according to the Constitution of the Russian Federation, is exercised in civil, administrative, criminal, and constitutional court proceedings. The inevitability of the existence of the judicial lawmaking institution implies the necessity to adjust the understanding of the principle of the separation of powers so that the lawmaking function is distributed among the legislative, executive, and judicial branches of power. The leading method of studying the problem is deductive, which allows studying the legal nature of the judicial interpretation of legal norms. The article concludes that the existence of discretion in the legal system is conditioned by several objective factors. These factors include the objective impossibility of regulation by the general norm of all individual legal relations; the existence of evaluative concepts, dispositive, and peremptory legal norms containing relatively certain or alternative sanctions; the existence of open legal lists, gaps in the law, and collisions of legislation. The thesis is argued that it is impossible to level out by subjective preferences one of such objective phenomena of legal regulation as legitimacy and law enforcement discretion. At the same time, legitimacy is a phenomenon of a higher order. In a sustainable democratic legal system, law enforcement discretion can function only in terms of legitimacy
DEVELOPMENT MECHANISM OF THE PUBLIC-PRIVATE PARTNERSHIPS
In Russia, the formation of the public-private partnership institution dates back to 2004. Russia’s experience in implementing public-private partnerships is mainly related to infrastructure projects, while abroad typical implementation areas of public-private partnerships are transport, housing and utility infrastructure, residential building, telecommunications, environmental projects, the financial domain, and the social sector. The expediency of using public-private partnership mechanisms in the social sector of the Russian Federation is determined by the high need for extrabudgetary funds and the use of effective management methods to increase the population's provision with health, education, culture, housing, communal, and other services. International practices show that public-private partnerships are developed widely. To some extent, almost every state implements the concept of the public-private partnership. Therefore, it is natural that the development level of the public-private partnerships institution, its specifics, and orientation to certain schemes and sectors depend on the state development features and directions, its economic growth, and the social sector
