Academic Governance, Self-Regulation, and Productivity of School Heads: Bases for Learning and Development Framework
This descriptive-correlational study assessed the levels of academic governance, self-regulation, and productivity among school heads considering their sex, age, civil status, educational attainment, and administrative experience. It also examined the extent to which self-regulation and academic governance influence productivity. The aim was to enhance school heads’ competencies in these key areas. Data for this study were gathered using researcher-developed, expert-validated questionnaires. Descriptive statistics (frequency, percentage, mean, and standard deviation) and inferential test (Linear Regression at a 0.05 significance level) were conducted using SPSS. Findings revealed that school heads exhibited very good levels of academic governance and very high self-regulation. Productivity was also consistently high across 14 indicators. Notably, both self-regulation and academic governance significantly influenced productivity, with self-regulation exerting a stronger effect. Based on the results, a learning and development framework was formulated, encompassing three proposed initiatives: Project CRFL, Project Lead Within, and Project eLead. These initiatives aim to strengthen leadership by fostering emotional intelligence, enhancing collaboration, and cultivating future-focused skills. The study concludes that effective leadership stems more from internal capacities than demographics, highlighting the need for continuous, context-specific training for school heads
IT Infrastructure Analysis in LSPU-Santa Cruz, Laguna: A Basis for A Proposed IT Infrastructure Plan
The study “IT Infrastructure Analysis in LSPU-Santa Cruz, Laguna: A Basis for a Proposed IT Infrastructure Plan” was conducted to comprehensively assess the current IT infrastructure of LSPU–Main Campus, Santa Cruz, Laguna. Through this study, the assessment of the university’s current status of IT infrastructure, including hardware, software, and peopleware, is conducted. A structured IT infrastructure plan is proposed to enhance the delivery of quality services to stakeholders, thereby determining their level of satisfaction. A stratified random sampling method is employed to ensure representation from each stakeholder group, which employs a descriptive quantitative research design to analyze the IT infrastructure of LSPU-Santa Cruz, Laguna. The study utilizes statistical treatment with mean and standard deviation to identify patterns, trends, and overall perceptions regarding IT infrastructure performance and effectiveness. The IT infrastructure at LSPU–Main Campus generally received high satisfaction ratings (M = 3.61 to 3.76), with wireless network coverage scoring slightly lower (M = 3.51), indicating a need for better Wi-Fi connectivity, suggesting room for improvement. Align IT infrastructure development standards for higher education institutions. By implementing the recommendations, LSPU-Santa Cruz can create a secure and efficient IT environment, enhancing the university’s ability to provide high-quality education and services to its stakeholders
Delivery of Economic, Investment, and Tourism Promotion Programs in Buruanga, Aklan
This study assessed citizen satisfaction with the delivery of economic, investment, and tourism promotion programs in Buruanga, Aklan. The study utilized the Citizens’ Satisfaction Index System (CSIS), a tool developed by the Department of Interior and Local Government (DILG). The research evaluates awareness, availment, satisfaction, and the need for action regarding local initiatives. A mixed-methods approach was employed, involving 150 respondents (75 male and 75 female), aged 18 years and older, all of whom had resided in Buruanga for at least six months. Key findings indicate that awareness levels vary significantly across programs. High awareness was noted for Livelihood Programs (54.67%) and Development and Maintenance of Tourist Attractions (53.33%), while Public Employment Services (28.67%) and Regulation and Supervision of Businesses (33.33%) exhibited low awareness. Availment rates highlighted strong utilization of tourism-related services (82.5%), contrasting with a low availment rate of Public Employment Services (11.63%). Satisfaction ratings were notably high across most programs, with 100% satisfaction reported for public employment services and 98.48% for tourism promotion activities. Despite high satisfaction levels, a considerable percentage of respondents expressed a need for action, particularly regarding investment promotion activities (31.91%) and tourism initiatives (24.24%). This study contributes to existing literature by highlighting the importance of citizen feedback in refining economic and tourism initiatives. It highlights the need for local governments to enhance awareness and accessibility while continuously evaluating program effectiveness to meet community needs. By addressing these gaps, local government units can tailor services to better meet community demands, ultimately enhancing governance strategies in Buruanga, Aklan
BaBaLU: A Bawal Bastos Law among University Stakeholders Leading Towards Safe Spaces Using K-Means Clustering Algorithm
Creating a secure and inclusive academic setting has become a necessity in an era shaped by rapid technological innovations and shifting standards of society, particularly among students. This study developed a web and mobile application to enhance safety at Cavite State University - Main for all university stakeholders, aligned with the broader mission of higher education institutions (HEIs) and in fostering individual well-being and strengthens university’s integrity and inclusivity, in accordance with Republic Act No. 11313, the Safe Spaces Act, or the Bawal Bastos Law. The web application allows stakeholders to anonymously report gender-based sexual harassment, while the mobile application enhances user safety by providing real-time hotspot data and recommending safer alternative routes. Using the K-Means clustering algorithm, the system analyzes incident data by location, date, and time to accurately identify hotspots, provides safer paths, and describe safety levels for specific areas, thereby improving safety outcomes. The application received a “Strongly Agree” rating in a modified ISO/IEC 25010 Software Product Quality evaluation, indicating full satisfaction with its performance among respondents. The evaluation results were tabulated and statistically processed using mean and standard deviation to ensure objective assessment of software quality characteristics. The feedback and results indicate that Gender and Development-Resource Center\u27s needs are being effectively met, demonstrating its dedication to establishing a safer and more responsive academic environment
SMART-Scholar: A Scholarship Management and Tracking System
The manual administration of scholarship programs in Ormoc City has long been plagued by inefficiencies, including delayed processing, inaccurate record-keeping, and poor communication among stakeholders. To address these challenges, this study introduces Smart-Scholar, an automated scholarship management and tracking system designed to streamline workflows, improve data integrity, and enhance communication between LGU coordinators, applicants, and scholars. Developed using the Agile methodology, Smart-Scholar incorporates iterative feedback into its development cycle, resulting in a responsive and user-centric platform. The system features dedicated web interfaces and a mobile application, enabling real-time updates, large-scale data management, and task automation. Evaluation through user testing and performance analysis revealed that 93% of participants rated the system as user-friendly and time-efficient, with substantial improvements in data accuracy and operational transparency. Minor concerns, such as occasional email verification delays and interface learning curves, were noted. Overall, the study concludes that Smart-Scholar effectively resolves the core issues of manual scholarship administration and demonstrates strong potential as a scalable, inclusive solution to support the educational advancement of Ormoc City’s youth
Integrated Smoke Detection Using Blynk App: An Internet of Things (IOT) Approach
This paper discusses how the smoke detector was integrated with the Blynk platform. The purpose of this capstone project was to enhance indoor safety by detecting and monitoring smoke with the concept of IoT using ESP8266 and MQ2 integrated with Blynk App. Through this integration, users may remotely monitor and manage the system, guaranteeing that accurate and timely data is sent to Blynk cloud. The method used in this study was to build a prototype consisting of a sensor, actuators (LED and Buzzer), ESP8266 and Smartphones/Laptop. Sensors were used in detecting smoke, actuators were used to alert and notify users and ESP8266 was used to provide Wi-Fi connectivity. ESP8266 was also used as a link between actuators and sensors. It reads sensor data and sends it to the Blynk server. This project focuses on detecting and monitoring smoke but without identifying the type of smoke it detected. The emphasis was on real-time monitoring and simple data storage. To evaluate and test the system’s usability and other factors that impact its performance, dependability, maintainability, and other critical characteristics, 15 participants were chosen to test using the SUS standardized questionnaire and 7 technical experts with expertise in sensor technology, microcontroller programming, IoT integration and fire safety systems were purposely chosen. The testing and evaluation were done using modified McCall’s Software Quality Model on a controlled setting while SUS was done on different locations in accordance with the testers
Contextualizing Instruction: Addressing Gaps Through Localized, Adaptive Teaching
Contextualization is one of the foundations of the Basic Education Curriculum, which is currently being promoted and implemented by the Department of Education. While this curriculum is already being used, there are still teachers who inquire about shared materials such as textbooks, modules, and other related contextualized resources. This study explores the instructional challenges faced by teachers within the framework of Mother Tongue-Based Multilingual Education (MTB-MLE). Qualitative data were gathered, and thematic analysis was employed to identify and interpret significant themes emerging from experiences of teachers. The study adopted the six-phase framework of Braun and Clarke. The participants were six (6) teachers who took part in the interviews conducted. A semi-structured questions were used as a guide for the researcher in conducting the interviews. From the interviews conducted, four (4) themes emerged like Lack of Resources, Different or Diverse References, Creating Methods/Approaches, Unfamiliar Words These results, allowed the researcher to have a better understanding of the issues regarding contextualization. A teaching model was created to serve as a guide for teachers in creating additional teaching materials
Difficulties Encountered in Teaching Qualitative Research Method Among Senior High School Teachers: Basis for Enhancement Activity for Extension
This descriptive study explored the challenges faced by Senior High School (SHS) teachers in teaching qualitative research in the province of Antique during Academic Year 2023–2024. The respondents were 70 identified public SHS teachers assigned to teach Practical Research 1 (Qualitative Research). A researcher-made and validated instrument was utilized for data collection. Descriptive statistics included frequency, percentage, rank, and mean, while inferential statistics employed was One-way ANOVA set at a 0.05 alpha level. Findings revealed that the majority of SHS teachers teaching qualitative research were Teacher II as to rank, resided in the northern part of Antique, had limited teaching experience, and held a bachelor\u27s degree. The top five difficulties encountered in teaching qualitative research method rated as "High were: (1) lack of knowledge in using NVivo for data analysis, (2) lack of knowledge in using Atlas.ti, (3) limited access to accredited evaluators or reviewers, (4) limited access to accredited publications, and (5) limited access to accredited refereed journals. No significant differences were found in the extent of difficulties encountered when teachers were grouped according to their demographic profile
Institutional Support in Enhancing Online Teaching Competency: Evidence from a Chinese University
Institutional support plays a critical role in enhancing the online teaching competency of educators. As digital transformation accelerates in higher education, universities must provide strong structural, technological, and developmental support to ensure effective teaching and learning. This study investigates the relationship between institutional support and online teaching competency as perceived by faculty members at Yunnan Normal University, China. Institutional support was examined across five dimensions: infrastructure, funding, access to technology, policy implementation, and professional upskilling. A total of 397 respondents from various disciplines participated in a validated, self-administered online survey. Findings reveal a generally favorable perception of institutional support, with policy support receiving the highest ratings. Significant positive correlations were found between online teaching competency and key support areas such as upskilling, funding, access to technology, and institutional policies. However, gaps were noted in technical support, broadband access, and inter-school collaboration. The results emphasize the importance of sustained investment in digital infrastructure and continuous faculty development. It is recommended that institutions strengthen policies, improve infrastructure and technical services, expand training programs, and foster inter-institutional cooperation to build a resilient, competent, and future-ready teaching workforce
Real-Time Automated Hand-Vote Counting System
Manual vote counting has come under increasing scrutiny as election experts and critics question its accuracy, efficiency, and susceptibility to human error. This issue becomes more pronounced as the number of votes increases. In response to this problem, researchers have explored alternative approaches, such as automation, to address the challenges associated with the traditional “Show of Hands” method of voting. By employing computer vision techniques, the researchers have conceptualized the development of algorithmic intelligence using the computational power of Raspberry Pi. This system can recognize open-palm hand patterns and offers a reliable and efficient mechanism for expediting the process of school elections. Specifically, this study employs CNN-based object recognition algorithms, namely the YOLOv5 and YOLOv8 nano models. These models were trained for 100-300 epochs using the HAGRID ‘Stop Sign’ datasets and researchers’ self-produced datasets containing multiple images of raised hands. Performance metrics, including Mean Average Precision, Confusion Matrix, Inference Speed, and Model Weight were considered and monitored to evaluate the effectiveness of the models. As a result, the training stage yielded an 82.6% Mean Average Precision with an IoU (Intersection over Union) threshold of 0.50:0.95. This achievement indicates a satisfactory performance in object detection, surpassing the threshold typically considered as indicative of good performance.
