    Did We Expect Too Much Of Rural Age-friendly Initiatives? Studying the Sustainability and Scope of a Rural Canadian Age-friendly Program

    Understanding the sustainability of age-friendly initiatives is timely, given the interest of governments worldwide in age-friendly policy and the implementation of age-friendly programs. Focussing on expert perspectives from 11 rural communities in the Canadian province of Newfoundland and Labrador, this study examines how limitations to the sustainability of rural age-friendly initiatives (at both the committee and program level) may affect systemic community change. An iterative collaborative qualitative analysis demonstrates that the longevity of rural age friendly initiatives was directly limited by financial and capacity challenges. These factors created limitations of scope, in which committees often were prevented from being able to address the multi-year, comprehensive requirements of bigger-picture issues facing older adults, especially among isolated, marginalized, or vulnerable residents. Over-dependence on volunteers and on the ability of small, rural municipalities to develop age-friendly initiatives that, in urban settings, are typically created with more capacity and resources, seriously limits the long-term scope, and by extension the impact, of rural age-friendly initiatives. ‘Age-friendly’ is often viewed as a positive way to improve the health and quality of life of older people. However, the present findings demonstrate that often-insurmountable challenges of longevity and scope, in terms of the breadth of issues that can be addressed, faced by rural age-friendly initiatives typically do not facilitate these anticipated outcomes. En se concentrant sur les points de vue d'experts de 11 communautés rurales de la province canadienne de Terre-Neuve-et-Labrador, cette étude examine comment les limites à la durabilité des initiatives rurales pour les aînés (au niveau des comités et des programmes) peuvent affecter le changement communautaire systémique. Une analyse qualitative collaborative itérative démontre que la longévité des initiatives rurales pour les aînés était directement limitée par des défis financiers et de capacité. Ces facteurs ont créé des limites de portée, dans lesquelles les comités ont souvent été empêchés d'être en mesure de répondre aux exigences pluriannuelles et globales des problèmes plus généraux auxquels sont confrontées les personnes âgées, en particulier parmi les résidents isolés, marginalisés ou vulnérables. Une dépendance excessive à l'égard des bénévoles et de la capacité des petites municipalités rurales à développer des initiatives adaptées aux personnes âgées qui, en milieu urbain, sont généralement créées avec plus de capacités et de ressources, limite sérieusement la portée à long terme et, par extension, l'impact, d’initiatives rurales pour les aînés. « Les aînés » est souvent considéré comme un moyen positif d'améliorer la santé et la qualité de vie des personnes âgées.     Entrepreneurial Space and Enterprise Richness In a Group of U.S. Counties Before, During, and After Economic Turmoil

    The importance of economic diversity as a business measure prompted an investigation of the association between a period of economic turmoil (Great Recession) and the power law relationships of enterprise richness—a business diversity measure—and enterprise numbers—an expression of total entrepreneurship—in 22 U.S. counties. Before the onset of the turmoil from 2000–2007, the total enterprise numbers in the counties increased steadily. With the onset between 2008 and 2011, they declined sharply and thereafter from 2012–2016 continued decreasing slowly. However, enterprise richness–enterprise numbers relationships—expressed as power laws—were fairly stable before, during and after the turmoil. These power laws are apparently robust and not temporally sensitive. The power laws potentially provide predictive powers about different entrepreneurial typesin U.S. counties: that is, new, existing, and total entrepreneurship.     Rural Livelihood Improvement: An Assessment of Households’ Strategies and Activities in Adamawa State, Nigeria

    The livelihood of rural residents is paramount in the development of the Nigerian state. The broad objective of this study was to assess rural livelihoods in Adamawa State, Nigeria. In specific terms, the study described rural residents’ socio-economic characteristics, identified their livelihood strategies and activities, examined factors affecting the undertaking of diverse livelihood activities, and also identified livelihood constraints in the study area. A sample of 480 respondents was selected from nine Local Government Areas of the State for the study. A semi-structured questionnaire was used in collecting data from 16 sampled villages. Descriptive statistics and Ordinary Least Square (OLS) multiple regression analysis were used in the data analysis. Findings of the study revealed that 86.7% of the respondents were male with a mean age of 46 years, and are mostly (74%) educated. Married persons constituted the majority (91.7%) having an average household size of the respondents was 7 persons. The main livelihood strategies in the area were; diversification, intensification, and migration. The respondents’ most common livelihood activities were agriculture-related. The study also revealed that the livelihood activities in the area are being significantly affected by age (X1), gender(X2), marital status (X3), household size (X4), educational level (X5), farm size (X6), remittance (X7), social group membership (X8), and access to credit (X9). The respondents’ foremost livelihood constraints identified in the study were; lack of basic social amenities (95.6%), poor political representation (92.9%), insecurity challenges (74.4%), lack of capital/financial exclusion (61.7%), and adverse climatic conditions (51.7%). Key among the recommendations of the study was the need for substantial investments in the provision of physical infrastructure in rural areas and also the provision of adequate security of lives and properties in conflict-affected areas

    This research explores gay tourism within the Western Canadian province of British Columbia (BC) with a specific focus on travel done by self-identified gay males within rural regions. Research on gay tourism has rarely centred on rural areas, as it is often viewed as an urban phenomenon undertaken primarily in the Global North. This urban focus is related to the perception that cities are more open and accepting of LGBTQ2+ people, which can support respect for diversity and inclusion, than purportedly more conservative rural towns. This study identifies a number of opportunities and barriers to expand rural travel among the LGBTQ2+ market. This qualitative research draws on semi-structured interviews with 20 gay travellers currently residing in BC. Participants indicated that travel to rural destinations is increasingly important for gay men, especially those who wish to escape from city life, access outdoor recreation, and enjoy a slower-paced environment. However, prevailing notions of rural homophobia still exist for many gay men, and some have encountered homophobic microaggressions in rural regions. These experiences have deterred some travellers from engaging in rural tourism. Findings suggest that many rural destinations need to foster safe and inclusive environments for gay travellers. This study also encourages further examination of the diverse experiences of gay travellers to rural regions. La recherche sur le tourisme gay s'est rarement centrée sur les zones rurales, car il est souvent considéré comme un phénomène urbain entrepris principalement dans les pays du Nord. Cette focalisation urbaine est liée à la perception que les villes sont plus ouvertes et plus tolérantes envers les personnes LGBTQ2+, ce qui peut favoriser le respect de la diversité et de l'inclusion, que les villes rurales prétendument plus conservatrices. Cette étude identifie un certain nombre d'opportunités et d'obstacles à l'expansion des déplacements ruraux sur le marché LGBTQ2+. Cette recherche qualitative s'appuie sur des entretiens semi-structurés avec 20 voyageurs gais résidant actuellement en Colombie-Britannique. Les participants ont indiqué que les voyages vers des destinations rurales sont de plus en plus importants pour les hommes gais, en particulier ceux qui souhaitent s'échapper de la vie urbaine, accéder à des loisirs de plein air et profiter d'un environnement au rythme plus lent. Cependant, les notions dominantes d'homophobie rurale existent encore pour de nombreux hommes gais, et certains ont rencontré des micro-agressions homophobes dans les régions rurales. Ces expériences ont dissuadé certains voyageurs de s'engager dans le tourisme rural. Les résultats suggèrent que de nombreuses destinations rurales doivent favoriser des environnements sûrs et inclusifs pour les voyageurs homosexuels.     Understanding the Agriculture Policy Environment in Newfoundland And Labrador - A focus on Farmer Attraction and Retention Interventions

    This paper examines agricultural policy interventions in Newfoundland and Labrador. We focus specifically on efforts geared towards building the capacity of agriculture through the attraction and retention of people into the industry. We found that the agricultural policy environment is a complex structure of private and public actors, who intervene both collaboratively and distinctively to make farming attractive to the general public and to keep farmers in the industry. These efforts manifest through financial incentivizing, informational and resources support, skill development and capacity building, land reforms, institutional support, and changes in program requirements and operational mechanisms. However, despite the multiactor driven diverse agricultural policy actions that target various industry capacity sectors, structural limitations in the policy environment, including unclear policy language, red tape, stringent program requirements, a one-sided focus of policy actions, and lack of partnership and silo approach to farm programs undermine how beneficiaries perceive, accept, and participate in policy interventions. More importantly, these challenges reveal the (in)effectiveness of policy actions by highlighting the lack of room for experimentation, inflexibility, and lack of even playing grounds for beneficiaries. Through these findings, this paper contributes to the literature on agricultural policy and policy evaluations by providing empirical case evidence of the dynamics in policy environments and how that could be improved. Nous nous concentrons spécifiquement sur les efforts visant à renforcer les capacités de l'agriculture par l'attraction et la rétention de personnes dans l'industrie. Ces efforts se manifestent par des incitations financières, un soutien en matière d'information et de ressources, le développement des compétences et le renforcement des capacités, des réformes foncières, un soutien institutionnel et des changements dans les exigences du programme et les mécanismes opérationnels. Cependant, malgré les diverses actions de politique agricole menées par plusieurs acteurs qui ciblent divers secteurs de capacité industrielle, des limitations structurelles de l'environnement politique, y compris un langage politique peu clair, de la paperasserie, des exigences de programme strictes, une focalisation unilatérale des actions politiques et le manque de partenariat et l'approche en silo des programmes agricoles sape la façon dont les bénéficiaires perçoivent, acceptent et participent aux interventions politiques. Plus important encore, ces défis révèlent l'(in)efficacité des actions politiques en soulignant le manque de place pour l'expérimentation, l'inflexibilité et le manque de terrain de jeu égal pour les bénéficiaires. Grâce à ces résultats, cet article contribue à la littérature sur les politiques agricoles et les évaluations des politiques en fournissant des preuves de cas empiriques de la dynamique dans les environnements politiques et de la manière dont cela pourrait être amélioré.     Regional Service Providers’ Understandings of Rurality and Intimate Partner Violence

    Intimate partner violence (IPV) is more prevalent and chronic in rural areas in Canada and internationally. Social attitudes and understandings of IPV shape the extent to which communities tolerate violence, and the opportunities that perpetrators and victims have to end violence. This article examines service providers’ understandings of rural attitudes toward IPV drawing on semi-structured interviews with expert service providers (N=15) in two Canadian rural regional service centres, Brandon, Manitoba and Sydney, Nova Scotia. The similarities among the case studies illustrate how cultural variations of traditional gender norms and family norms embedded in rural place significantly influence attitudes towards IPV through othering and the minimization and marginalization of experiences of IPV. This research is framed in a radical feminist and anti-essentialist conceptualization, which highlights how patriarchal systems inform attitudes and subsequently the rates and maintenance of IPV. The article concludes with a discussion of service provider recommendations and their implications for rural development. Cet article examine la compréhension qu'ont les fournisseurs de services des attitudes rurales envers la VPI en s'appuyant sur des entrevues semi-structurées avec des fournisseurs de services experts (N=15) dans deux centres de services régionaux ruraux canadiens, à Brandon, au Manitoba et à Sydney, en Nouvelle-Écosse. Les similitudes entre les études de cas illustrent comment les variations culturelles des normes de genre traditionnelles et des normes familiales ancrées en milieu rural influencent de manière significative les attitudes envers la VPI à travers l'altérisation et la minimisation et la marginalisation des expériences de VPI.     Adoption of Precision Agriculture in Alberta Irrigation Districts with Implications for Sustainability

    To fulfill worldwide food requirements in the future, agriculture production will need to increase significantly. However, given the stress agriculture places on the environment, production must also be sustainable. A new suite of agricultural technologies commonly referred to as precision agriculture (PA) has been found to improve farming efficiency and environmental sustainability. This study focuses on the adoption of PA on irrigated farms in southern Alberta. Through irrigation, southern Alberta has become amongst the most fertile and productive agricultural regions in Canada. Alberta is also recognized for its entrepreneurial and progressive farm culture and practices. This economic and cultural environment may provide fertile ground for the adoption of PA technologies. In a survey of farmers in three irrigation districts in Alberta, we explore whether we see high rates of PA adoption. In exploring farmer and farm characteristics, we expect to find: (a) adoption leaning towards more advanced PA technologies; (b) the use of PA technologies leaning towards specialty crop production; (c) PA technology adoption to be negatively related to age; and (d) PA technology adoption to be positively related to both farm size and education. Finally, we expect there to be significant differences in farmer and farm characteristics across the three irrigation districts, owing to differences in cropping patterns and climatic variables. Our findings show no district embodies all the farm and farmer characteristics we expected. But, as expected, within districts and across districts, there are statistically significant differences in many of the characteristics studied. Consolidating and comparing the results leads to interesting profiles of the districts, where one district is relatively distinct and the two others are relatively similar; and consistent across all districts are the positive indicators for agricultural sustainability relative to farmers’ estimates of reduced inputs of irrigation water, fertilizer, herbicides, and pesticides, as a result of the use of PA technologies.     Human–environmental Relationships in the Arctic: Mapping and Analyzing Shishmaref

    This article examines the process of analyzing the Arctic indigenous village Shishmaref and evaluates the applicability of Western planning analysis methods for the interpretation of the living environment. The analysis approach is partly phenomenological, i.e., the analysis of the village is based on the researcher’s own observations. At the same time, the aspect of the community and its views on the environment are examined. The framework studies the role of the architect from the perspective of participatory design. Based on this research, Western design models do not seem suitable for indigenous village planning, but a genuine participatory approach is needed from the beginning of the planning process, i.e., also in the analysis phase. This requires enough time and working on-site; therefore, a slow planning process is needed. Accepting the importance of traditional knowledge as part of the planning gives a new direction to the design of Arctic indigenous villages, especially to their relocation. La démarche d’analyse est en partie phénoménologique, c’est-à-dire que l’analyse du village est basée sur les propres observations du chercheur. En même temps, l'aspect de la communauté et ses vues sur l'environnement sont examinés. Le cadre étudie le rôle de l'architecte du point de vue de la conception participative. Sur la base de cette recherche, les modèles de conception occidentaux ne semblent pas adaptés à la planification des villages autochtones, mais une véritable approche participative est nécessaire dès le début du processus de planification, c'est-à-dire également dans la phase d'analyse. Cela nécessite suffisamment de temps et de travail sur site ; par conséquent, un processus de planification lent est nécessaire. Accepter l'importance des connaissances traditionnelles dans le cadre de la planification donne une nouvelle orientation à la conception des villages autochtones de l'Arctique, en particulier à leur relocalisation.     Rural Vietnam in Transition: Widening Gaps in an Age of Rural Decline

    Rural decline has emerged as a major political and policy issue in many countries, including rapidly developing nations like Vietnam. National and local/regional governments are searching for policy solutions to rural depopulation, economic stagnation, and employment losses associated with rapid technological change. In some countries, particularly in the Western and industrial world, rural frustrations transformed into political unrest. Vietnam has a more complicated rural reality, marked by modest declines in population, the improvement of rural infrastructure, and significant advances in well-being. Rural conditions, however, have not improved as fast as in the country's major cities, which can add to a sense of rural unease and dissatisfaction even when material conditions are improving. This assessment, based on fifteen years of regular observation across rural Vietnam, highlights the difference between the situation in Vietnam and general patterns of rural decline.     Rural Healthcare Workers’ Experiences and Needs During The Initial Stages of COVID-19

    Rural healthcare workers are experiencing barriers to accessing supports for their own mental health and well-being. Findings from an online survey during the initial stages of the COVID-19 health pandemic reveal that healthcare workers (N=137) in rural and non-metropolitan Manitoba, Canada, are increasingly stressed by fluctuating COVID-19 protocols and policies and face challenges such as lack of anonymity and stigma about their mental health concerns. The health pandemic has amplified existing challenges to healthcare in rural places and has created extended periods of stress and isolation for healthcare workers. Implications to policies and practices relevant to providing essential mental health supports to reduce the likelihood of long-term negative health outcomes are discussed. Rural healthcare workers’ experiences emphasize the importance for place-specific research and practice.
