Urban Communities, Housing Commons, and Real Estate Investment: Revisiting Housing Cooperative Development in Senegal Since the Beavers Experiment
International audienceSince the 2000s, the renewed interest in housing cooperatives in the Global South has ascribed to them a number of virtues: a successful mechanism for mutual aid and escape from poverty, a “third way” in the face of the failures of public production and the speculative excesses of private production. However, there is a lack of empirical studies documenting the concrete development and operations of housing cooperatives.This article aims to contribute to studies on housing cooperatives by examining their history and implementation in Senegal, drawing on the literature and first-hand data from interviews and case studies in the Dakar region. Senegalese housing cooperatives occupy a unique place in the West African cooperative landscape given their longevity since the late 1950s and the political and militant support they periodically receive. More specifically, we examine both shifts in the institutional support to cooperatives in Senegal, and shifts in understandings and practices of solidarity along Senegal’s socio-political transformations
Single Level Fast Multipole Method for frictionless rough contact problems
International audienceA perfectly smooth contact surface does not exist in nature and industrial applications. Even a body, that seems perfectly smooth to the naked eye, will show surface roughness at a higher magnification. Due to the roughness of the surface, there are areas of contact and separation, which increases the complexity of the contact calculation. However, this computational complexity increases further due to the multi-scale nature of road surface texture and large contact area in the case of tyre/road interaction. To reduce the computational complexity of this contact problem, the Single Level Fast Multipole Method (SLFMM) is developed within this paper. The contact problem is based on Boussinesq’s contact theory and for the time being, the influence of friction and lateral displacement are neglected. To validate the accuracy and reduction in computational complexity, the SLFMM was applied to rough surfaces of different complexities and compared to a reference method, the so-called Matrix Inversion Method (MIM). Results indicate that the new method computes the pressure distribution and displacement accurately, with a global error of less than 1%. The advantage of the new method compared to the MIM is the multipole expansion, which clusters adjacent contact points to a single center point. As a result, the computational complexity of the contact calculation is reduced. Overall, the Single Level FMM computes the results faster than the reference method. These results demonstrate that the Fast Multipole Method meets the requirements of accuracy and accelerated computation for rough contact problems

Future Cities: Figurations, Fictions, and Models
International audienceWorking on future cities requires projecting oneself into realities that do not yet exist. One method consists of creating mod- els. “Modelling” is based on the principle that what does not yet exist can be deduced with a high probability from calcula- tions that take into account the data that exist, describing the present or the past; from their setting in systems; and from projections oriented in this or that way. Yet behaviours, uses, and cultures are strongly dependent on individual, subjective and imaginary phenomena. These phenomena are not easily modelled, perhaps not measured either, and even escape the very conditionality condition. They are, however, at work at all times. The authors borrow the concept of figuration to literary theory and transfer it to urban planning and urban planning pedagogy to report on an experience of sensitive and perceptual car- tography and an experience of climate fiction found footage. The authors show that both can be used to propose a protocol for exploring how urban subjectivity may face the climate crisis.Travailler sur les villes du futur requiert de se projeter dans des réalités qui n'existent pas encore. Elles montrent que ces deux démarches peuvent être mobilisées pour explorer la manière dont les subjectivités urbaines affrontent la crise climatique
Deep learning-based multiscale prediction of composite aerogels’ effective thermal conductivity
International audienceIn this work, we present a novel approach for predicting the effective properties of composite materials by integrating multiscale homogenization techniques with deep learning. High-fidelity datasets are generated using Milton's method and asymptotic homogenization through finite element simulations, capturing material behavior across scales from the nanoscale to the macroscale. A key contribution of this study is the development of an advanced multiscale homogenization model that accounts for heterogeneous property distributions within the representative volume element at the mesoscale, enabling more realistic and accurate material representation. The generated datasets are used to train multilayer perceptron models that achieve high predictive accuracy and strong generalization across both similar and dissimilar inclusion scenarios, while significantly reducing computational cost compared to conventional methods for predicting the effective properties of composite materials, specifically the effective thermal conductivity of hybrid aerogels. Additionally, the surrogate models show strong extrapolation capability, providing physically consistent predictions beyond the training domain. This scalable and robust framework offers a powerful tool for data-driven material design and can be readily extended to predict other effective properties.</div
Orienter les politiques énergie-climat sans capacité d'action ? Les régions et l'élaboration des Schémas régionaux d'aménagement, de développement durable et d'égalité des territoires (Sraddet)
International audienceThis article looks at the role played by the regions in energy and climate planning in France. Through an analysis of the implementation of the regional plans for land use, sustainable development and territorial equality (SRADDET) created by the 2015 NOTRe law, it shows that this level of government is struggling to assert its capacity for strategic action in the face of three types of stakeholders. First of all, the State continues to play a framing role, which is most apparent upstream in the process, in its desire to restrict the Regions to the role of relaying national guidelines. Secondly, network operators are seeking to retain their autonomy of action by developing their own planning strategies. Finally, sub-regional authorities are contesting the territorialisation of the plans, in the name of respect for the free administration of local authorities. The process of drawing up the SRADDETs thus reflects a balance of power that is unfavourable to the regions, and reflects the still-fragile position they currently occupy in the governance of energy and climate.Cet article s’intéresse au rôle joué par les Régions dans la planification de l’énergie-climat en France. À travers l’analyse de la mise en œuvre des Schémas régionaux d’aménagement, de développement durable et d’égalité des territoires (Sraddet) créés par loi NOTRe de 2015, il montre que cet échelon peine à affirmer sa capacité d’action stratégique, face à trois types d’acteurs. L’État, tout d’abord, continue d’exercer un rôle de cadrage, qui se manifeste surtout en amont du processus, dans la volonté de circonscrire les Régions à une fonction de relais des orientations nationales. Les gestionnaires de réseaux, ensuite, cherchent à conserver une autonomie d’action en développant leur propre stratégie de planification. Les collectivités infrarégionales, enfin, contestent la territorialisation des schémas, au nom du respect de libre administration des collectivités locales. Le processus d’élaboration des Sraddet reflète ainsi un rapport de force défavorable aux Régions et traduit la place encore fragile qu’elles occupent actuellement dans la gouvernance de l’énergie-climat
Quels enjeux de redistribution de l'offre urbaine sur les corridors ferroviaires des futurs SERM ? Une démarche exploratoire
International audienceLe travail présenté ici pose la question des "transferts de masse" potentiels entre offre urbaine et offre des futurs SERM sur des corridors actuellement desservis prioritairement par les services urbains. Ces derniers peuvent passer à proximité de gares existantes sans les desservir (ou les points d'arrêt portent des noms différents), ce qui peut se justifier dans l'absolu par une très faible offre ferroviaire. Nous avons testé une méthode d'identification des doublons potentiels dans l'optique du développement des SERM, de la revalorisation des gares qui devrait en découler (rabattement possible, gains de temps à la clé vers le centre), dans trois contextes différents : la métropole lilloise, l'agglomération tourangelle et le continuum urbain Aix-les-Bains - Chambéry - Montmélian

International audienceThis chapter presents the themes upon which researchers in the field have collectively worked to shed light, from different angles, on the politics of expertise. The deconstruction of the myth of expertise that Science and Technology Studies (STS) engages in also involves highlighting the effects on science of the involvement of experts in the public arenas where socio-technical controversies unfold. STS aims to rehabilitate the public's own rationality and to actively contribute to the search for new modalities of technical democracy, combining consultation with experts and public participation in collective decisions. STS in recent years has been particularly marked by renewed questions relating to the conflicts and power relations that might be aroused by so-called “participatory” or citizen sciences. Scientific credibility is constructed in real time, with much stronger implications for the public perception of scientists and the construction of their reputation

International audienceDéfinis comme des organisations qui entendent participer à l’amélioration despolitiques publiques grâce à la diversification des sources d’information, d’analyse,d’idées et de prospective des décideurs politiques et des citoyens, les think tankspeuvent recouvrir des formes organisationnelles variées. Dans une perspectivecognitive, leur raison d’être est donc de peser sur les mentalités, les agendaspolitiques, les politiques publiques, et a fortiori sur les futurs possibles. Les discoursde légitimation des think tanks insistent le plus souvent de manière concomitante surdes considérations gestionnaires et idéologiques (intérêt général, grandes causes etvaleurs). Les think tanks valorisent leur raison d’être à travers des discours inscritsdans leur communication institutionnelle. Ils produiraient analyses, idées etpréconisations à partir de méthodes rigoureuses, dans un effort d’objectivité, sur dessujets pertinents au sens d’essentiels.Dans le contexte des crises de l'Anthropocène, les think tanks participent à la « batailledes imaginaires » pour la définition des trajectoires sociotechniques du futur proche,notamment en produisant des recommandations sur le développement de nouvellestechnologies puissantes, la lutte contre le "retardisme", la numérisation de la sociétéet la régulation de l’Intelligence artificielle.
