The current economic situation of the country has left an indelible mark in the progress of persons with disabilities most especially among children with speech and hearing disabilities in Nigeria. Unfortunately, the effects of such economic crises-poverty have a greater impact on children with speech and hearing disabilities that experiences communicative difficulties in expressing their needs. Hence, their disabling condition forces them to live below poverty line. Although, government over the years have pronounced social protection policies to cater for the poor and needy but the effects of such policies on the population of children with speech and hearing disabilities who lives in poverty is still under questions. At present, children with speech and hearing disabilities still litters the public places and various urban streets begging for alms to survive because of neglects from government and parents who themselves are still striving to survive and could not afford to efficiently manage their children with these conditions. Based on this, the study examined the issues of childhood poverty and social protection policies in Nigeria as it affects children with speech and hearing disabilities in Nigeria. While there are some obvious lapses on the part of the policy makers the study recommended that government should consider as important better redistribution and restructuring of economic resources and income so as to narrow the wide margin between the rich and the poor in Nigeria because it would go a long way to prevent war, terrorism, outbreak of diseases, communal crises among others events that could cause childhood disabilities and downtrodden of the economy, devastating catastrophe of poverty and hunger

EFFECTS OF COMPUTER GRAPHICS AND ANIMATION INSTRUCTIONAL MODES ON JUNIOR SECONDARY STUDENTS’ SKILLS ACQUISITION IN BUSINESS STUDIES IN IBADAN, NIGERIA
The level of students’ skills in Business Studies at the Junior Secondary School Certificate Examination is poor in Nigeria. The curriculum specifies that the skills aspect should be taught practically, using a computer, reports have, however shown, that these aspects of the subject are taught and examined theoretically. Extant studies on how to improve students’ skills in Business Studies have focused largely on other teaching methods, but with little attention paid to the use of Computer Graphics Instructional Mode (CGIM) and Computer Animation Instructional Mode (CAIM). The study, was therefore, designed to investigate the effects of CGIM and CAIM on Students’ Skills Acquisition in Business Studies (SABS). The moderation effects of Students’ Interest (SI) were also examined. Purposive sampling was used to select two Local Government Areas from Ibadan city and one Local Government Area from Ibadan less city. Purposive sampling technique was used to select nine schools that had functional computers (six from Ibadan city, three from Ibadan less city). Two hundred and seventy junior secondary school students participated (Thirty JSS – students were selected from each school). Ninety students were randomly assigned to each group CGIM, CAIM and Control. Instruments used were business studies skills acquisition scale (r=0.86) and business studies interest scale (r=0.84). The treatment lasted eight weeks. Data were analyzed using analysis of covariance and Sidak post-hoc test at 0.05 level of significance. There was a significant main effect of treatment on SABS (F (2,257) =14.99, partial ?2=0.10). Students in CAIM had the highest mean score (47.36) in SABS, followed by students in control (44.90) and CGIM (42.88) groups. There was a significant main effect of SI (F (2,257) =9.14, partial ?2=0.034) on SABS. Students with high interest had the higher mean (45.38) than low interest group (44.71). The highest mean score was from CAIM (47.83), followed by CGIM (46.92) and control (45.80) groups The computer graphics and animation instructional modes enhanced junior secondary school students’ academic achievement and skill acquisition in Business Studies. These instructional modes should be employed by teachers
TRAINING IN LIFE AND PRACTICAL SKILLS FOR INNOVATION AND SUSTAINABLE NATIONAL DEVELOPMENT IN NIGERIA
To realize the fourth Sustainable Development Goal (SDG) goal of meeting quality education for all young people and adults through equitable access to appropriate learning and life skills programmes, this study examined the extent to which secondary and post-secondary education curricula incorporate life and practical skills acquisition. The benefits of promoting the interest of youths who are aggressively seeking admission into Higher Education Institutions (HEIs) through the option of Technical and Vocational Centers (TVCs), which will offer them opportunities to acquire training in practical skills, rather than waiting endlessly for the former were also emphasized. The three research questions raised in the paper were intended to initiate government’s interventions in promoting the establishment of more vocational and technical institutions to provide access to teeming HEI admission seekers. The study suggested prompt and proper implementation of the 6-3-3-4 system and the establishment of more TVCs with a view to laying a strong foundation for the acquisition of relevant vocational and technical skills for Nigerian youths, some of who may still seek university degrees in the future if they so desire. Also, intervention strategies like: teaching entrepreneurial and life skills, mind-building subjects and involvement of community-based experts to partner with the schools for balanced training in theory and practice, were also suggested in the paper
RESULT-BASED MANAGEMENT: A SINE QUA NON FOR TOTAL QUALITY ASSURANCE OF NIGERIA’S EDUCATION SECTOR
This paper examines Result Based Management (RBM) as a key component in effective Total Quality Assurance (TQA) of Nigeria education system. The recent paradigm shift in tracking government investment in all sectors paved way for RBM in planning and implementation of all the production process of any given organization/institutions- Education sector inclusive. A hard look at current trends over the last decade in quality evaluation and control leads to some concerns to all stakeholders in terms of assuring quality in the education sector. The adoption of RBM in planning and management of the sector no doubt will have a spill over effect on TQA of Nigeria education thus resulting in continuous improvement of Nigeria education sector making it becoming more aware of the ever- changing societal needs and react immediately to these needs thus resulting in effective utilization of existing resources in making the sector more productive as well as engaging all key players /stakeholders of the sector in quality mission
