Une analyse ERM des stress tests climatiques basés sur des scénarios en assurance
Les instances de régulation et de supervision financière, dans leur objectif de veiller à la stabilité financière, demandent aux institutions d'évaluer leur résilience aux risques liés à la crise climatique. Pour ce faire, elles s'appuient sur des scénarios de variables climatiques et macro-économiques pour projeter à moyen ou long terme les impacts sur les bilans et les comptes de résultats des effets prévus du changement climatique. Dans cet article, nous analysons ces exercices de « stress-tests climatiques » basés sur des scénarios et montrons quelles sont les limites des hypothèses sous-jacentes et les points faibles d'une telle modélisation en termes de gestion du risque. Nous montrons en quoi une analyse basée sur des scénarios, reposant sur les trajectoires actuelles du Network for Greening the Financial System (NGFS), ne relève pas vraiment du « stress test » et proposons des pistes d'amélioration pour mieux intégrer des scénarios de chocs notamment : l'intégration de scénarios beaucoup plus adverses, la prise en compte des objectifs non financiers, et la considération des risques opérationnels
Éco-anxiété en France (étude 2025). État des lieux, seuils de préoccupation clinique, variables déterminantes
L’éco-anxiété, définie par les chercheurs comme une détresse psychologique (mal-être) découlant des inquiétudes face à la crise environnementale, est un sujet de préoccupation exponentielle pour les populations mondiales. Les médias et la recherche s’en font l’écho, sans que l’on en connaisse précisément l’impact sur la population française. ` D’où la nécessité d’en établir l’état des lieux de façon objectivée. C’est l’une des ambitions de ce travail, première étude réalisée en France à partir d’un échantillon représentatif (de 15 à 64 ans concernant par extrapolation 42 millions de Français). En complément, ce travail a permis d’améliorer l’approche de mesure de l’éco-anxiété, fondée sur un concept solide et un outil diagnostic construit scientifiquement, et de proposer un étalonnage original de catégories d’intensité croissante. Il permet de comprendre que l’éco-anxiété est un continuum avec des scores et des symptômes progressifs, révélant trois catégories générales d’éco-anxieux au sein de la population française. D’abord, 31,5 millions de Français ne seraient pas du tout éco-anxieux, peu ou très peu. Ensuite, 6,3 millions seraient moyennement éco-anxieux avec de premiers symptômes qu’il convient de ne pas laisser s’aggraver. Enfin, 2,1 millions seraient fortement éco-anxieux et 2,1 millions très fortement éco-anxieux, au point de devoir bénéficier d’un suivi psychologique, avec un risque pour 420.000 d’entre eux de basculer vers une psychopathologie tierce connue (dépression réactionnelle ou trouble anxieux). Aucune catégorie sociodémographique n’est épargnée par l’éco-anxiété, mais à des degrés différents. Elle touche plus les femmes que les hommes mais pas seulement les plus jeunes, contrairement à l’idée reçue. Les Bac+3 sont les plus éco- anxieux, les sans diplômes le moins. La CSP la moins éco-anxieuse est celle des retraités. Habiter en grande agglomération et en région parisienne accroît l’éco-anxiété, de même que l’intérêt pour l’environnement. Pour préserver la santé mentale des éco-anxieux, une prise en charge curative et préventive de l’éco-anxiété serait nécessaire aux niveaux individuel, collectif et sociétal, pour dépasser le problème de santé publique et transformer l’énergie négative de l’éco-anxiété en énergie positive de résilience tournée vers l’éco-engagement, au service de la transition environnementale

It may also be listed as a “species likely to cause damage” (ESOD – the acronym in French), for public health reasons among others. Conversely, benefits linked to the presence of foxes are also put forward, such as the predation of rodents carrying zoonotic agents. In this context, ANSES was asked to: (1) list the zoonoses present in France for which foxes play an epidemiological role, (2) identify other public health impacts associated with changes in fox populations, (3) explain the relative importance of the effects of changes in fox populations for humans and/or the environment, (4) analyse the feasibility of a cost‐benefit analysis (CBA) of the prevention and impacts associated with these zoonoses. In France, the fox is a source of zoonotic pathogens, with a major role for Echinococcus multilocularis, a parasite for which the fox is the main source of environmental contamination. However, reducing fox populations does not reduce the risk of transmission of E. multilocularis to humans or domestic animals, and may even have the opposite effect to the one intended. The main levers for action are those relating to exposure to environmental contamination. The fox is part of complex trophic networks, in which its specific role in regulating prey populations is impossible to determine because (i) several predators share the same prey, with a variable role for the fox among the predators, (ii) the dynamics of prey populations is also conditioned by factors other than predation. The relationship between the abundance of rodents and the risk of disease for humans has not been demonstrated either, due to the complexity of the trophic and epidemiological networks, their highly probable variability from one ecosystem to another, and the multiplicity of hosts. As a result, the data currently available does not allow any conclusions to be drawn about the epidemiological role of the fox as a predator of rodents hosting zoonotic agents. Finally, there is no public health justification for culling foxes, particularly for ESOD classification, except in the very specific and localised context of the fight against bovine tuberculosis, for which the selective culling of foxes in and around the livestock buildings of a domestic outbreak has been proposed. In addition, the expertise concluded to the feasibility of a CBA targeted at assessing the burden of alveolar echinococcosis and measures to prevent its transmission. The feasibility study shows the partial nature of a CBA targeting zoonoses, without taking into account other roles played by the fox in the ecosystem

Global Citizenship Advocacy: Empowering Children Through Community Holidays and Outdoor Adventures as Global Common Goods
International audienceThis chapter explores the advocacy for community leisure activities and outdoor holidays for children as global common goods. Historical movements for reduced working hours have highlighted the importance of rest and leisure for both adults and children. In 1938, the founders of the French National Federation for Secular Works for Children and Teenagers’ Holidays emphasised the educational benefits of community holidays and camps, fostering children’s health, social skills, cultural and environmental awareness, and open-mindedness. French NGOs mostly rely today on Jeunesse au Plein Air (JPA), a recognised public utility organisation, to advocate for children’s access to these experiences, promoting them as essential for training active citizens and social cohesion.The chapter focuses on the hybrid nature of JPA, as an umbrella organisation, and on its strategic communication initiatives. Through discourse and semiotic analysis of communication materials, interviews, and ethnographic research, the authors examine the framing of children’s community holidays as global public goods, highlighting challenges such as public programmes’ financial constraints as well as the compensation of territorial and socio-economic disparities. This frame of reference is compared to the theoretical criteria defining general interest, public goods, and global common goods. The analysis distinguishes between lobbying and advocacy, demonstrating how JPA navigates intricate legal and political contexts of democratic representation crisis and the growing influence of far-right parties. It shows how JPA uses the global common goods argument to enhance its advocacy initiatives
Peculiar Rainbows in Saturn's E Ring: Uncovering Luminous Bands Near Enceladus
International audienceWe report observations of stripe-like features in Enceladus' plumes captured simultaneously by Cassini's VIMS-IR and ISS NAC instruments during flyby E17, with similar patterns seen in VIMS-IR data from flyby E13 and E19. These parallel stripes, inclined at approximately 16° to the ecliptic and 43° to Saturn's ring plane, appear continuous across images when projected in the J2000 frame. A bright stripe, most visible at wavelengths around 5 μm, acts as the zeroth-order diffraction peak of a reflection grating with an estimated groove spacing of 0.12-2.60 mm, while adjacent stripes are attributed to higher-order diffraction peaks. We suggest that this light-dispersing phenomenon originates from an inclined periodic structure within Saturn's E ring. This structure, constrained between Saturn's G-ring and Rhea's orbit, likely consists of fresh ice particles supplied by Enceladus' plumes

Piezoelectric transducers for deicing airplane wings
International audienceIn this talk, a new method for deicing airplane wings using piezoelectric transducer will be presented.Ice accumulation on aircraft has been recognized as a major risk in aviation since the early 20th century. The piezoelectric ice protection system has recently proven to be relevant in terms of energy consumption and integration. This system relies on the use of piezoelectric actuators to excite the structure to be deiced at a given frequency. When this frequency matches the natural frequencies of the structure, the magnitude of vibration increases, generating high levels of stress and deformation, eventually exceeding the critical strengths of the ice (traction/compression, adhesion, or both).The talk will present the methodology for design and controlling the actuators, utilizing analytical and modal finite element analysis to identify the most contributing resonance modes to deicing. Experimental validation through several stages is ensured to obtain an operational deicing prototype.Subsequently, emphasis is placed on presentation of the development of a power supply tailored to piezoelectric actuators for deicing purposes. Given the dependence of the electrical behavior of actuators on mechanical load and temperature, certain aspects must be considered when designing the electrical power supply. The results demonstrate operational deicing with optimized efficiency, thus validating the effectiveness of piezoelectric deicing technology in the context of aircraft electrification

Cette parlementaire de La France insoumise, qui a œuvré à l’obtention de cette directive, raconte un parcours semé d’embûches, jalonné d’obstacles dressés par le pouvoir macroniste et les lobbyistes des multinationales des plateformes.
