Features of the Transformation of the Budget of the Krasnodar Krai in the Period of the Pandemic for 2020
One of the most important tools for regulating social and economic development is the budget occupying a central place in the financial system of the state. With the help of budget funds, the levels of social and economic development of territories are levelled, financing of industries and spheres of the national economy is provided, budget funds are directed to the development of priority areas of economic development. The object of this study was the Krasnodar Krai budget for 2020. The study purpose was to analyze the features of the budget structure of the Krasnodar Krai during the pandemic in 2020. During the study, comparative, historical and analytical methods were applied, which helped to obtain the necessary analytical materials and evaluate them. Based on the study, it was concluded that the highest index in income during the pandemic was the tax on personal income and the lowest-the tax on mining. The Krasnodar Krai budget for 2020 received more revenue than planned. Consequently, there was a positive trend and a gradual increase in the revenue part of its budget
Garden Chair Restoration
The article is devoted to the realization of unique practical methods of restoration of decorative and applied art objects, which is a significant work in cultural heritage preservation because the topic is practically inexhaustible, both for researchers, art historians and for restorers-performers. The subject of the study was household garden gilded furniture of Russia of the 19th century. The project aimed to return the garden chair to the exhibition form for further use in the museum halls, as an object of 19th-century garden furniture art. To understand the restoration problems of the kind of furniture, the author of the article turned to the researchers’ publications devoted to the aspects of the creation, decoration and restoration of 19th-century furniture. The author presents in detail the stages of furniture restoration. As well as the technologies used for this type of restoration work. As a result of the comprehensive restoration of the garden chair with rattan, the master restorer acquired a certain useful theoretical knowledge of the topic and practical experience of working with the decorative and applied art subject, which had only characteristic features of its technical condition and methods of working to return the chair to its aesthetic and exposition appearance. The materials presented in the article will be useful for practising restorers and novice young professionals
Cultural and Tourist Cluster “EAEU&APEC Cooperation Park” as a Model of Harmonious Development of Eurasia
The authors propose to discuss the image-idea of the concept of the International Cultural and Tourist Cluster “EAEU&APEC Co-operation Park” as a pilot minimally viable model of a new social and economic structure of international relations. The cultural and historical national model is proposed as an alternative one to the global and liberal non-national models of development. These models are the economic materialization of two opposite outlooks: spiritual and materialistic, respectively. The substantiation of the choice of the ‘sobornost’ category by the governing principle of modeling is given, its main spiritual and material effects are shown. Klironomy is accepted as the scientific basis of the model of spiritual outlook. The development of a practical model is carried out in the tradition of the conceptual theory of management. The results of the discussion will be used to promote the project and attract the scientific community to the design and study of cluster effects based on sobornost
The Struggle for the North-Western Region. Russian-Polish Confrontation in Lithuania and Belarus (1795–1862)
Although 225 years have passed since the third partition of the Polish-Lithuanian Commonwealth, after which Poland as a state disappeared from the map of Europe altogether, this historical event has not ceased to be relevant. The territorial component of the former Grand Duchy of Lithuania, which was part of the Polish-Lithuanian Commonwealth with some autonomy since 1569, is analyzed. The author of the article examines the most difficult question of the history of Lithuania and Belarus in the framework of the Russian-Polish confrontation. The article presents historical facts that are not popularized, but are extremely important for the critical analysis of political and cultural processes that took place in the North-Western Region in the 19th century. The author concludes that the persistent and ongoing struggle with varying success did not end with the victory of one of the parties, but only with the fact that the Polish side lost more, having lost a significant part of its influence on the inhabitants of the region
Optimization in Warehouse for Assembly and Construction Company
Optimization of warehouse for assembly and construction company is actual in modern stage of logistics development in the cities and urban regions. One of the most important criteria during dynamical logistic development is to be guarantee of quality for company’s clients. In the research, logistic complex issues on the example of the “Aria TV” company were studied. Comparative, mathematical methods and methods of spatial analysis were used to reach the purposes. The materials of specific documentation and regalements, and research works of leading specialists in the field of logistics as D. Cattaruzza, W. Yu, C. Harland and others were used in the research. There is conclusion that it is necessary to include international standards of ISO 9000 family to optimize professional activities of the company and support high level of the quality. It is offered to separate main warehouse by creating of additional warehouses in the megapolis districts actualized for the company. The research results are intended for specialists from huge logistics companies operating in the area of the cities
Features of Budget Planning in State and Municipal Administration in the Russian Federation
The author of the article examines the issues of budget planning in state and municipal administration. Attention is paid to the analysis of the correlation of its features and problems in the current economic crisis. It is concluded that the analysed problems of budget planning form a new dynamic space of municipal management, which is aimed at constant adaptation to the changing and expanding regulatory field of public administration. This does not lead to minimising the features of municipal management but to their constant increase in both volume and quantity. In the course of the study, comparative and historical methods of analysis were used. The materials of the article are intended for Russian and foreign specialists in research of state and municipal planning on the territory of the Russian Federation
The Formation of Klironomical Thinking in the System of the Social Outlook
The preservation of the historical and cultural heritage of civilization is the most urgent and priority direction of the world community development as a whole and the society of each state individually. The cultural image of society cannot be formed from nowhere, from a blank slate. This is the result of centuries-old transformations, diffusions and interpenetration of semiotic series, traditions, folklore, in its essence the formation of intangible cultural heritage and transfer into a material shell, which begins to form the heritage value’s concept, first in economic perception (equivalent), and then spiritual—the values of the past for future society. The expanded paper, based on the first two chapters of the monograph on klironomy, a new science on the cultural heritage preservation being developed, is an analysis of the evolution of the formation of a special kind of outlook in a person and society based on klironomical thinking, i.e., thoughts about preserving the past for the future. The author concludes that the individual and social outlook began to expand not only in philosophical terms, but also culturological and art criticism. Gradually, understanding not only the very essence of the preservation of cultural heritage, but also its processes and patterns, led to the formation of a separate direction of outlook, which requires a new name and definition—klironomical
Transformation of the Social Space of an Ethnos in Historical Retrospect: Bulgarian Communities in Russia
The social space is constantly changing, which creates difficulties in interpreting this category. There are no ethnic groups that have lived in one place for the entire period of their history. The colonists from the Balkans had a single status, but they were not a single entity at all. A. Skalkovsky (1848) and Nikolai Derzhavin (1914) wrote about Bulgarian settlements. The formation of independent Bulgaria was promoted by the activity of national enlightenment figures in Bulgaria (V.E. Aprilov, M. Drinov, T. Minkov) and the role of the Bulgarian diaspora in Russia. Military conflicts led to the fact that the Bulgarian settlements were on different sides of the borders. After the defeat in the Crimean War, Russia temporarily (until 1878) lost a small part of southern Bessarabia. This territory was ceded to the Principality of Moldavia, a vassal state of the Ottoman Empire. The upheavals of the 20th century had a heavy impact on Bulgarians. Most of the Russian Bulgarians who lived in the province of Bessarabia were under the rule of the Romanian invaders for 22 years, until 1940. Historical and comparative methods of material analysis were used. In the course of the study, the position of the Bulgarians in the internal Russian conflicts was analyzed. The results of the research published in the article will be useful for specialists in the field of ethnology, ethnography and world history
Legal Status of an Expert in Criminal Proceedings of the Republic of Kazakhstan
The article reveals the problematic issues of the appointment and production of forensic examinations in the criminal procedure legislation of the Republic of Kazakhstan. The authors of the article analyzed the norms of the criminal procedure law, as well as the current state of judicial and investigative practice on the appointment of expert examinations. In the process of analyzing the criminal procedure law, a comparison of the legal status of ‘expert and specialist’ in the legislation of Kazakhstan was also made. The analysis will allow the legislators of the post-Soviet countries to take into account the shortcomings described in the construction of the norms of the criminal procedure law. For example, an analysis of the norms of the criminal procedure law shows that today the expert is deprived of the opportunity to go beyond the list of questions. The foregoing leads to the fact that some aspects important for the investigation remain without consideration. This negatively affects the resolution of the tasks of the criminal procedure law
