MCCs Mostly MIA
This infographic is available in English and Sinhala. This infographic delved into how frequently Ministerial Consultative Committees (MCCs) have met between November 2020 and August 2023. Parliamentary Standing Order 112 (6) requires MCCs to meet ‘at least once a month’, to discuss and report on issues referred to them by the Parliament. However, it was found that during the 9th parliament, none of the 29 MCCs have met this requirement (= MIA - Missing In Action). Considering this, VR's Manthri Team analysed the percentage of those meetings that were actually held by each MCC, including ones with the highest and lowest percentage of the required meetings

The Best Next Step for Improving Tax Collection
2p. This article was published as an opinion column by the Daily Mirror in print and is available online at https://www.dailymirror.lk/opinion/The-best-next-step-for-improving-tax-collection/172-263588In 2021, the country’s tax revenue as a share of gross domestic product (GDP)reached its lowest level since 1959 – dropping to just 8%. Increasing tax-to-GDP ratio is one of the most important measures of Sri Lanka’s ability to achieve sustainable economic recovery, and meet its commitments on the current International Monetary Fund (IMF) programme. The Sri Lankan Government has recognized this challenge and taken several steps since 2022 to increase tax revenues, by increasing tax rates and introducing new taxes. Among others, Withholding Tax (WHT) was reinstated at a rate of 5%, Value Added Tax (VAT) was revised upwards from 8% to 15%, and both Personal Income Tax and Corporate Income Tax rates were hiked significantly. Despite this, Sri Lanka is still falling short of its budgeted revenue targets. Sri Lanka had a target to collect 2.1% of GDP in tax revenue in the first quarter of 2023. It fell short of this target by 11%. The target for June was 4.3% of GDP. The government has publicly acknowledged that the target was not achieved, though the precise shortfall has not been revealed as of yet. Given that taxes rates have seen huge upward revision, it is clear that Sri Lanka’s current problem lies not in how much people are being taxed, but in how well taxes are collected. In essence, it is a problem of tax administration/collection
"අපෝ අපෝ මහතා" - මෙම කතුවැකිය ගැන ඔබේ අදහස?
This entry includes a write-up and an infographic (both in Sinhala). On 2nd August 2023, the Dinamina editorial commented on an incident where singer Umara allegedly mispronounced the word "Matha" (mother) as "Mahatha" (Sir) while singing the national anthem at a cricket-related event. While most dismissed this as a minor mistake, the editorial claimed it was deliberate, suggesting that an individual at the cricket board, who is financially supportive of singers and other associated parties, influenced the rendition. The editorial went further, referring to this individual as "Bada Mahatha, Thal Kotayak Weni Eka," (බඩ මහත, තල් කොටයක් වැනි එකා) which could be interpreted as a body-shaming remark. This incident highlights how media platforms can deviate from neutral reporting and resort to ad hominem attacks, raising concerns about journalistic ethics
