Analysis of Indonesian Employment in the Digital Era Towards the Fulfillment of Workers' Social Security and Its Implications in Industrial Relations
Digital transformation has changed the landscape of employment in Indonesia, creating new forms of work such as remote workers, freelancers, and on-demand workers. However, these changes have not been fully accommodated by existing labor regulations, particularly in terms of social security coverage and its implications for industrial relations. This study aims to analyze the legal status of the three types of digital workers within the framework of the Labor Law, assess the adequacy of social security regulations in accommodating changes in work patterns, and examine the implications of changes in employment relationships on industrial relations dynamics. The method used is normative legal research with a legislative and conceptual utilizing primary, secondary, and tertiary legal materials, and enriched with interviews with digital workers. The research findings
indicate that remote workers generally fall under formal employment relationships, namely fixed-term contracts (PKWT) or indefinite-term contracts (PKWTT), even without specific regulations, while freelancers and on-demand workers,
particularly online ride-hailing drivers, are often categorized as “partners” outside the formal employment relationship framework and thus do not receive full protection. The BPJS Ketenagakerjaan social security regulations are not yet fully
adaptive to the characteristics of digital workers, where freelance and on-demand workers can only access the Non-Wage Earner scheme independently without
employer contributions. Changes in work patterns also weaken the role of labor unions and dispute resolution mechanisms, and disregard normative rights such as fair wages, leave, and occupational safety and health (K3). It is concluded that
Indonesia's labor regulations have not fully addressed the challenges of the digital era, necessitating inclusive policies that recognize the legal status of digital workers, expand the scope of social security based on flexible contributions, and strengthen adaptive industrial relations mechanisms.175 PagesSkripsi Sarjan
Study On The Influence Of Water Quality Levels In The Mebidang Water Supply System On Customer Satisfaction (Case Study: Pdam Tirtanadi Branches In Diski And Sei Agul)
To determine the level of satisfaction with PDAM Tirtanadi experienced by customers after the use of raw water sources from SPAM Mebidang, it is necessary to measure the performance of PDAM Tirtanadi based on customer satisfaction with the quality of the products received. The methods used to analyze the customer satisfaction levels of PDAM Tirtanadi Diski and Sei Agul branches in this study are the Customer Satisfaction Index and Importance Performance Analysis, as these methods can be used to identify which product or service variables are most important to customers but have unsatisfactory performance, thus allowing for prioritization for improvement. Meanwhile, Multiple Linear Regression is used to analyze the effect of customer satisfaction on water product quality and water service quality. Through customer satisfaction measurement, it was found that the satisfaction level of existing customers at the Diski branch was 83.56%, new customers at the Diski branch at 83.57%, existing customers at the Sei Agul branch at 82.78%, and new customers at the Sei Agul branch at 92.26%, indicating that both new and existing customers at the Diski and Sei Agul branches are satisfied with the overall service. Based on the customer satisfaction analysis using the Importance performance analysis method, the top priority for improvement at the Diski branch of PDAM Tirtanadi is the variable “Cost incurred is proportional to water supply,” while for the Sei Agul branch, the variable with low performance and low importance but low priority is “How reliable PDAM is in responding to customer requests, both for new connections and meter repairs.” Based on the multiple linear regression analysis method, the variables of Water Product Quality and Water Service Quality have a positive and significant influence on customer satisfaction at PDAM Tirtanadi branches Diski and Sei Agul.181 PagesTesis Magiste

The research method used in this thesis is the normative juridical research method through a library research and case approach and using secondary data obtained from primary legal materials, secondary legal materials, and tertiary legal materials. The crime of marital rape is regulated in Article 46 of the PKDRT Law, Article 6 letter b jo. Article 15 paragraph (1) letter a and e of the TPKS Law, and Article 473 paragraph (2) letter a of the Criminal Code. The indictment serves as the basis for prosecuting a case to court, the basis for examination at trial, the basis for conducting a defense by the defendant/legal counsel, the basis/guidance for handing down a decision, and the basis for taking legal remedies. The preparation of indictments in three decisions in marital rape cases was prepared with different forms of indictment and articles, namely Decision No. 899/Pid.Sus/2014/PN.Dps with an alternative form of indictment, Decision No.129/Pid.Sus/2022/PN.Soe with a single form of indictment, and Decision No. 15/2023/PN.Bna with a combined form of indictment. The difference in the preparation of the indictment in the three decisions then had an impact on the evidence at trial, where the judge only proved in accordance with the form of the indictment and the article charged. As a result, cases of marital rape in the three decisions resulted in different verdicts.177 PagesSkripsi Sarjan

Implementation of Social Work Practice Principles in the Family Hope Program (PKH) for the Elderly in Medan Timur District
The Family Hope Program (PKH) is a conditional cash transfer program initiated by the Indonesian government aimed at supporting poor and vulnerable families, including the elderly, by improving access to education, healthcare, and social protection. This study aims to analyze the implementation of social work practice principles within the PKH for the elderly in Medan Timur District. A qualitative descriptive method was used, with data collected through observation, interviews, and documentation involving three groups of informants: PKH facilitators, elderly beneficiaries, and a group leader of PKH recipients. The findings indicate that principles such as individualization, acceptance, controlled emotional involvement, non-judgmental attitude, client self-determination, purposeful expression of feelings, and confidentiality were applied during the facilitation process. However, implementation faced challenges, including the limited number of facilitators compared to the beneficiaries and the beneficiaries’ lack of awareness of their rights and responsibilities. This study highlights the need to optimize the role of social workers and enhance the capacity of PKH facilitators to sustainably improve elderly welfare.114 PagesSkripsi Sarjan
Tijauan Kebijakan Hukum Restrukturisasi Kredit Pelaku Usaha Selama dan Pasca Pandemi Covid-19 (Studi Putusan Nomor 578/Pdt.G/2021/Pn.Mnd dan Putusan Nomor 30/Pdt.G/2023/Pn.Pin)
The credit restructuring regulation during the COVID-19 pandemic was a policy provided to debtors affected by the pandemic through Financial Services Authority Regulation (POJK) No. 11/POJK.03/2020 and its extension No. 17/POJK.03/2021.
This study aims to examine: (1) how credit is distributed and regulated within Indonesia’s banking system; (2) how the regulation of banking credit restructuring for business actors developed during and after the COVID-19 pandemic; and (3) how judicial considerations were reflected in Decision No. 578/Pdt.G/2021/PN Mnd and Decision No. 30/Pdt.G/2023/PN Pin.
This research uses normative legal methods with a statute approach and a case approach. Data were collected through literature studies and analyzed qualitatively.
Credit regulation in Indonesia refers to the Banking Law No. 10 of 1998. Although credit agreements are not explicitly regulated in the Indonesian Civil Code (KUHPerdata), they are categorized under loan agreements as regulated in Book III of the KUHPerdata. Credit distribution must comply with the principles of freedom of contract, good faith, and consensualism as outlined in Articles 1338 and 1320 of the KUHPerdata, and must fulfill the validity requirements of agreements in accordance with Article 1320 of the KUHPerdata.
Credit restructuring regulations during the pandemic were stipulated in POJK No. 11/2020, providing relief to debtors through credit rescue mechanisms. Debtors could not be deemed in default (wanprestasi) due to force majeure as regulated in Article 1245 of the KUHPerdata.
The review of the two court decisions shows that judges applied different legal considerations during and after the pandemic. The decision during the pandemic declared the creditor to have committed an unlawful act (Perbuatan Melawan Hukum), while the post-pandemic ruling stated that the debtor had committed a breach of contract (wanprestasi).
This research concludes that the divergence in judicial decisions stems from the differences in the credit restructuring policies enforced during the pandemic, which granted debtors the right to restructuring. After the pandemic, such policies were no longer in effect, and credit assessments returned to the creditor’s discretion. Failure of the debtor to fulfill contractual obligations constitutes a breach of contract.115 PagesSkripsi Sarjan
