    The Effect of Financial Independence, Financial Efficiency, Budget Solvency an Human Development Index on Financial Sustainability of Indonesian Local Government in 2020-2023

    This study aims to analyze the effect of financial independence, financial efficiency, budget solvency and human development index on the financial sustainability of local governments throughout Indonesia. This study uses a quantitative approach with panel data from the Regional Government Financial Reports (LKPD) of provinces in Indonesia for the period 2020-2023. Hypothesis testing was carried out using the panel data regression method with the help of Eviews 14 software. The results of the study indicate that financial independence and budget solvency have a positive and significant effect on the financial sustainability of local governments. Conversely, financial efficiency has a significant negative effect on the financial sustainability of local governments. Then, the human development index does not have a significant effect on the financial sustainability of local governments. These findings indicate that regional financial management and regulation play an important role in driving regional financial conditions and performance.     Analysis of PAX9 and MSX1 Gene Mutations in Nonsyndromic Tooth Agenesis

    Background: Tooth agenesis is the congenital absence of tooth buds. Nonsyndromic tooth agenesis is the most commonly encountered form. This abnormal condition can affect tooth development and aesthetic function. The cause of agenesis is suspected to be influenced by genetic and environmental factors, with genetics being the primary cause. PAX9 and MSX1 genes are the most frequently discussed and identified in subjects with nonsyndromic tooth agenesis. Based on previous research, mutations in PAX9 and MSX1 genes can lead to nonsyndromic tooth agenesis. Aim: This study aims to analyze mutations in PAX9 and MSX1 genes and their implications on nonsyndromic tooth agenesis. Methods: This study uses 26 blood samples from nonsyndromic tooth agenesis subjects. The blood samples were extracted to isolate the DNA which were subsequently sent to the Faculty of Dentistry, Chulalongkorn University, for sequencing. Demographic data analysis was performed using SPSS software. Frequency and percentage were calculated for categorical data, while mean, median, and mode were used for numerical data. Results: Blood collection was performed on only 13 subjects with tooth agenesis, and sequencing was conducted on only 4 subjects due to the limited number of dental agenesis patients and time constraints. The results showed that only the third sample had a mutation variant in the PAX9 gene with a significant amino acid change. The other three samples showed the presence of mutation variants in the PAX9 and MSX1 genes, with a less significant impact on gene function.     The advancement of digital technology has encouraged public service sectors, including PT PLN (Persero), to transform their services through mobile-based applications. One such innovation is the PLN Mobile application, designed to enhance service efficiency, accessibility, and customer satisfaction. This study aims to examine the role of the PLN Mobile application in improving customer satisfaction at PT PLN (Persero) UP3 Medan Utara. The research method employed is descriptive qualitative, with data collected through observation and interviews with five respondents who are active PLN customers.The results indicate that most customers find the PLN Mobile application helpful, particularly in features such as bill payment, complaints, and access to electricity information. The application is considered to simplify services without the need to visit the PLN office, saving time and providing transparent information. However, some technical issues such as system errors or unstable internet connections were reported, which can affect user experience.     Background: Self-medication for mild illnesses such as the common cold is generally practiced by the community. In this case, the role of pharmacists is very important in providing education to enhance patient safety. Objective: This study aims to analyze the influence of pharmacist intervention on the level of knowledge and therapy outcomes of self-medicated common cold patients at Apotek Kasih Agape Medan. Method: This type of research uses a quasi-experimental design with a one-group pretest-posttest on knowledge and therapy outcome indicators, while the evaluation of service and implementation is assessed on patient satisfaction indicators using a descriptive quantitative research design. The sample consisted of 50 patients who formed the intervention group (pretest-posttest), selected non-randomly using purposive sampling technique. The intervention was provided in the form of education and pharmacist counseling. Data were collected using a questionnaire that had been tested for validity and reliability, and the Kolmogorov-Smirnov test on the knowledge and therapy outcome variables showed a normal distribution. Results: The results of the Paired Sample t-Test show that there is a significant difference between the intervention group (pretest and posttest) in terms of knowledge level (0.000<0.05) and there is a significant difference between the intervention group (pretest and posttest) in terms of therapy outcome (0.000<0.05). These results conclude that pharmacist intervention can improve patient knowledge and therapy outcomes, there by increasing patient satisfaction. Conclusion: This study shows that pharmacist intervention can effectively improve the quality of self-medication for the common cold in patients.     Pendahuluan :Cerebral palsy (CP) merupakan gangguan neurologis non-progresif yang sering dikaitkan dengan keterlambatan perkembangan dan komunikasi. Gangguan pendengaran dapat memperburuk hambatan tersebut. Penilaian pendengaran dini dan akurat pada anak dengan CP sangat penting, namun sering kali sulit dilakukan karena keterbatasan kerja sama dalam pemeriksaan perilaku. Penelitian ini bertujuan untuk menentukan prevalensi dan pola gangguan pendengaran pada anak dengan CP serta mengevaluasi hubungannya dengan faktor risiko dan subtipe CP. Bahan dan Metode: Penelitian potong lintang ini melibatkan 31 anak dengan diagnosis CP di Medan. Kriteria inklusi mencakup anak berusia di bawah 17 tahun dengan persetujuan orang tua. Data yang dikumpulkan meliputi karakteristik demografis, riwayat perinatal, serta subtipe CP berdasarkan klasifikasi klinis dan topografis. Pemeriksaan pendengaran dilakukan menggunakan timpanometri, otoacoustic emissions (OAE), dan Brainstem Evoked Response Audiometry (BERA). Analisis statistik menggunakan uji chi-square dengan tingkat signifikansi p < 0,05. Hasil:Rerata usia responden adalah 7,45 ± 3,46 tahun, dengan mayoritas berusia 7–14 tahun (61,3%) dan berjenis kelamin laki-laki (64,5%). Sebagian besar memiliki berat badan lahir normal (74,2%) dan lahir cukup bulan (83,9%). Hasil timpanometri menunjukkan tipe A pada 83,9% telinga kanan dan 87,1% telinga kiri. Pemeriksaan OAE menunjukkan 71% pass dan 29% refer. Hasil BERA menunjukkan 71% normal, 25,8% mengalami gangguan pendengaran sensorineural (SNHL), dan 3,2% gangguan campuran. Anak dengan berat badan lahir abnormal memiliki prevalensi gangguan pendengaran lebih tinggi (62,5%) dibandingkan dengan berat lahir normal (17,4%) (p = 0,027). CP tipe non-spastik secara signifikan berhubungan dengan gangguan pendengaran (p = 0,045; PR = 5,7). Kesimpulan: Meskipun sebagian besar anak dengan CP memiliki pendengaran normal, terdapat proporsi bermakna dengan gangguan pendengaran sensorineural.     This research is to find out how big the influence of the Decentralization Degree Ratio, SiLPA Financing Level Ratio, Balancing Funds is on the Allocation of Capital Expenditures in City/Regency Governments in North Sumatra Province. This research uses a descriptive approach with a quantitative research method. The data collection technique uses secondary data. Data analysis uses panel data regression with the analysis sourced from the official website of the Central Statistics Agency with the help of the EVIEWS version 12 program. The research results show simultaneously the independent variables; The Degree of Decentralization Ratio, the SiLPA Financing Level Ratio, the Balancing Fund on the dependent variable Capital Expenditure shows that there is a simultaneous and significant influence.     The Impact of Macroprudential Policies on the Stability of the Banking System in Indonesia

    The stability of the banking system is a crucial pillar in maintaining national economic resilience, especially amid ongoing global economic fluctuations. In this context, macroprudential policies have become essential instruments implemented by monetary authorities such as Bank Indonesia. This study aims to analyze the impact of macroprudential policies, represented by Loan to Value (LTV), Reserve Requirement (GWM), and Capital Adequacy Ratio (CAR), on the stability of the banking system in Indonesia, as measured by the Z-Score. In addition, this study includes control variables such as Return on Assets (ROA) and bank size (Size) to enrich the analysis. The data used is secondary panel data obtained from 25 publicly listed conventional commercial banks in Indonesia during the period of 2014–2023. The study employs dynamic panel regression analysis using the Generalized Method of Moments (GMM) to address potential endogeneity issues. The findings indicate that LTV has a negative and significant effect on the Z-Score, while both GWM and CAR have positive and significant impacts. Bank size also shows a positive and significant relationship with banking stability, whereas ROA exhibits a positive but statistically insignificant effect. These results suggest that strengthening liquidity and capital buffers through macroprudential instruments can enhance banking system resilience, while excessive credit expansion poses risks to stability. Therefore, this research recommends that monetary authorities continue to reinforce supervisory mechanisms and adjust policies in line with economic conditions.     Analysis of Sanitary Hygiene and Fly Density of Chicken Meat Sellers at Simpang Limun Market Medan City

    Traditional markets are strategic locations for the transmission of environment-based diseases, particularly through the sale of food products such as broiler chickens. Meat is an ideal medium for bacterial growth due to its high water content, abundance of nitrogenous substances, and minerals, which support microbial proliferation. Contamination in chicken meat can occur due to poor personal hygiene of sellers and unsanitary sales environments. Poor hygiene and sanitation conditions contribute to an increased population of disease vectors, such as flies, which can contaminate food and endanger public health. This study aims to analyze personal hygiene, sanitation, and fly density among broiler chicken sellers at Simpang Limun Market in Medan City. This is a descriptive study using observational and interview methods. The sample consisted of 40 chicken meat sellers selected through total sampling. Results showed that the majority of the sellers were male (82.5%), aged 26-35 years (32.5%), graduated from high school (47.5%), had worked for 1-5 years (50%), and were generally not suffering from infectious diseases (92.5%). Most sellers had good personal hygiene (95%). Sanitation conditions among sellers without live chickens mostly did not meet the requirements (80%), while those with live chickens mostly met the requirements (60%). Fly density measurements indicated high fly density at broiler chicken stalls. It is recommended that sellers improve their behavior, particularly waste disposal and stall cleanliness, as well as sanitation practices, including equipment cleanliness, waste bin availability, and waste channel maintenance. It is also recommended that the relevant government authorities improve and provide adequate market sanitation facilities, such as regular disinfection.     Synthesis and Characterization of Superabsorbent Polymers Based on Sodium Carboxymethyl Cellulose and Hydroxyethyl Methyl Cellulose with Citric Acid as a Crosslinking Agent

    This study investigates the synthesis and characterization of polymer superabsorbents (SAP) based on sodium carboxymethyl cellulose (Na-CMC) and hydroxyethyl methyl cellulose (HEMC). The synthesis of polymer superabsorbents was carried out by mixing Na-CMC and HEMC using a mass ratio of 3:1 in a 2% mass mixture. In the next stage, citric acid was added as a cross-linking agent using varying concentrations of 2%, 3%, 4%, and 5%. The resulting mixture formed a film that was characterized using cross-linking degree testing, water absorption testing, FTIR, DSC, and TGA. The best crosslinking percentage was observed at a citric acid concentration of 3%, yielding 82.10%. The water absorption results showed an optimum value with a 3% citric acid concentration, which could absorb 7.184%, or 359.2 g/g of its dry weight. The FTIR test results showed the formation of SAP, supported by the FTIR spectrum in the mixture of Na-CMC, HEMC, and citric acid as cross-linking agents, with the presence of –OH groups at a wavelength of 3382.1 cm-1 and –COO groups at a wavelength of 1416.4 cm-1, and a new absorption peak at a wavelength of 1687.8 cm-1 indicating the presence of ester groups, which indicates that cross-linking has occurred in the SAP. The results of the thermogram analysis using DSC yielded a glass transition temperature (Tg) value between 109.0 °C, which is between the Tg of Na-CMC and HEMC, namely the Tg of Na-CMC at 148.03 °C and the Tg of HEMC at 113.82 °C. This indicates that there has been polymer network interaction between the three samples.
