The Role of the Central Government Through the Marine and Fisheries Resources Surveillance Unit (PSDKP) in Combating Illegal Fishing in the Waters of Sibolga City
Illegal fishing in the waters of Sibolga City not only damages the marine ecosystem but also threatens the economic sustainability of traditional fishing communities. This study aims to analyze the role of the central government through the Marine and Fisheries Resources Surveillance Unit (Satuan Pengawasan Sumber Daya Kelautan dan Perikanan/PSDKP) Sibolga in tackling illegal fishing, based on Ryaas Rasyid’s theory of governmental roles, which includes the functions of regulator, dynamizer, and facilitator. A descriptive qualitative approach was used, with data collected through in-depth interviews and document analysis, including annual reports, regulations, and operational data from PSDKP between 2021 and 2024.
The findings show that as a regulator, PSDKP implements policies under Law No. 45 of 2009 and operates the Fisheries Monitoring System (Sistem Pemantauan Kapal Perikanan/SPKP) and the Vessel Monitoring System (VMS), though effectiveness is limited by a lack of patrol vessels, personnel, and inter-agency coordination. As a dynamizer, PSDKP conducts public outreach and has established Community Surveillance Groups (POKMASWAS), but public participation remains low due to mistrust and underdeveloped reporting mechanisms. As a facilitator, PSDKP provides eco-friendly fishing gear and builds infrastructure such as fish auction centers (/TPI) and fishing ports, though distribution and utilization remain suboptimal.
The study concludes that although the central government has structurally fulfilled its roles, implementation still faces technical and institutional barriers. It recommends strengthening PSDKP’s institutional capacity through increased patrol assets and personnel, higher operational budgets, integration of real-time surveillance technology such as the Automatic Identification System (AIS), and reforms to sanctions and reporting systems. Optimization Of Budget Usage For Intellectual Property At The Regional Office Of The Ministry Of Law In North Sumatra
Intellectual Property is a protection for works produced from human innovation or creation. This clearly plays an important role that must be undertaken by the Intellectual Property sector of the North Sumatra Regional Office of the Ministry of Law in providing socialization or dissemination to the entire community about the importance of copyright. The issues raised in this research include the optimization of the Intellectual Property budget at the North Sumatra Regional Office of the Ministry of Law through intensification and extensification, steps for optimizing budget usage, management of the Intellectual Property budget, and factors that hinder the effectiveness of budget management in the implementation of intellectual property programs. The research aims to describe and evaluate the steps for optimizing the use of the intellectual property budget, its management, and the factors that hinder the budget. The methods used for data collection include interviews, observations, and documentation. The research results indicate that the optimization of the use of the intellectual property budget has been carried out through several steps of intensification, such as dissemination or socialization programs, online socialization by providing guidance from dedicated websites or social media for intellectual property, and implementing supervision and control of intellectual property. Based on the average target achievement from 2022 to 2024, the budget usage is considered to almost meet the target. However, in 2024, there was a decrease of (0.06%) due to the fact that in 2024, the received budget increased significantly, which resulted in more activities, leading to time effectiveness issues and limitations in human resources. Therefore, the intellectual property sector can further maximize the work programs planned for the year in line with the predetermined fund withdrawal plan (RPD) as detailed in the work paper. The Role Of Instagram Social Media In Increasing Nonguest Visits To Escape Rooftop Bar & Lounge At Marianna Resort & Convention Tuk Tuk Samosir
Instagram is one of the most effective social media platforms for promoting products or services, including in the hospitality industry. Escape Rooftop Bar&Lounge at Marianna Resort & Convention Tuk Tuk Samosir utilizes Instagram to attract non-staying guests to its venue.This study aims to analyze the role of Instagram in increasing visits from non-hotel guests to Escape Rooftop Bar&Lounge and to formulate strategies for improving follower count and engagement on the @escape.rooftopbar account.This research uses a descriptive qualitative method with data collected through observations, semi-structured interviews, and documentation. Data were gathered from the management of Escape Rooftop Bar&Lounge and its visitors, and then analyzed using the Framework Matrix method.The results show that while Instagram is actively used as a promotional tool, the @escape.rooftopbar account still has a low number of followers and lacks optimal use of Instagram features. Land Use Analysis of the Upper Belawan Watershed in Relation to Spatial Planning
Regional development must be balanced and sustainable, particularly in managing the Belawan Watershed, which
includes Deli Serdang and Medan. Proper spatial planning is essential to maintaining the upstream and downstream
ecosystems and ensuring environmental sustainability. This study aims to analyze the availability of agricultural
land in the upper Belawan Watershed to meet human needs. Additionally, it seeks to provide guidance on land
allocation within spatial planning and develop sustainable land allocation recommendations for the future. The
research methodology employs a qualitative descriptive approach to explain land use and a quantitative approach
for presenting numerical data that can be processed using simple calculations. The study concludes that nearly all
land in the upper Belawan sub-watershed has been utilized, with only 0.6% remaining as an ecological buffer. The
most significant land-use change has been the conversion of production forests into plantations, covering an area of

Analysis of the Influence of Enterprise Risk Management, Profitability, and Liabilities on the Value of Banking Companies Listed on the Indonesia Stock Exchange
This study aims to determine the effect of Enterprise Risk Management
(ERM), profitability, and liabilities on company value in the banking sector. The
variables used in this study include ERM, profitability measured by Return On
Asset (ROA), and liabilities measured by Loan to Deposit Ratio (LDR). This study
utilizes secondary data from banking companies listed on the Indonesia Stock
Exchange (IDX) during the period 2019–2023.
The research sample consists of 23 banking companies selected based on
specific criteria. The data was analyzed using panel data analysis to test the
formulated hypotheses. This approach allows for simultaneous testing of the
influence of ERM, ROA, and LDR on company value, taking into account
variations in data across time and between companies.
The results of the study indicate that Enterprise Risk Management (ERM)
has a positive but insignificant effect on the value of banking companies.
Profitability (ROA) has a positive and significant effect on company value,
indicating that increased profitability tends to increase company value.
Meanwhile, liabilities measured by LDR show a negative but insignificant effect

Factors Related to Safe Riding Behavior Among JNE Couriers of Amplas Trade Center Medan Branch
PT Tiki Jalur Nugraha Ekakurir (JNE) is a freight forwarding and logistics service provider that utilizes motorcycles as the main mode of transportation in its operational activities. The high frequency of deliveries can increase the risk of accidents to couriers, making it important to ensure that couriers adhere to safe riding practices. The purpose of this study was to analyze the relationship between knowledge, perceptions, and the role of coworkers on safety riding behavior among JNE couriers of Amplas Trade Center Medan Branch. This study used a cross-sectional approach. The population in this study included all motorcycle couriers at JNE Amplas Trade Center Medan Branch, totaling 55 couriers. The sampling technique was carried out using the total population so that the number of samples taken was the same as the population of 55 couriers. Research data were collected through a questionnaire containing questions related to factors related to safe riding behavior. The data were analyzed using the Spearman Correlation statistical test. The results showed that as many as 28 people (50,9%) of JNE couriers at Amplas Trade Center Medan Branch, were ≤ 29 years old and as many as 32 people (58.2%) of couriers had a working period of ≤ 6 years. Based on the results of the study, it is known that there is a significant relationship between knowledge and safety riding behavior with (p-value = 0.001), but there are no significant relationship between perceptions (p-value = 0.102) and the role of colleagues (p-value = 0.090) with safety riding behavior. It is recommended to the management of PT JNE Amplas Trade Center Medan Branch, to emphasize improving the cognitive aspects of couriers through optimizing the implementation of safety riding training programs on a regular basis.109 PagesSkripsi Sarjan
Community Identification and Participation in Community-Based Management of Mangrove Area in Tanjung Rejo Village, Percut Sei Tuan District
Mangrove forests are part of the coastal ecosystem that has unique characteristics with various potentials that are beneficial to human life, so it is necessary to maintain its sustainability so that its use can be sustainable. The surrounding community must participate in the management of mangrove so that the benefits can be felt directly by the community. This study aims to identify the mangrove forest ecosystem, analyze the level of participation and factors that influence community participation in the management of mangrove areas in Tanjung Rejo Village, Percut Sei Tuan District. Data were collected through vegetation analysis using a purposive sampling method and interviews with the census method of 55 respondents who are members of the KTH Bakti Nyata and KTH Pantai Panglima. The results of this study indicate that Avicennia marina has the greatest importance value in the growth rate of seedlings, saplings, and trees compared to other species because A. marina has a large proportion of substrate control, resulting in species dominance in the mangrove area of Tanjung Rejo Village. The level of community participation in the management of mangrove areas in Tanjung Rejo Village, Percut Sei Tuan District is quite good, this is known through observations in the planning, implementation, monitoring/evaluation and utilization of results. Perancangan Healing Space Berbasis Biofilik untuk Penderita Gangguan Mental di Kota Medan
This design proposes a healing space with a biophilic concept in Medan City as an innovative solution to support the recovery of people with mild mental disorders. The biophilic concept, which integrates natural elements such as greenery, natural light, and water, was chosen to create a calming environment and facilitate mental balance. With a user needs-based approach and environmental analysis, the design is designed to optimize accessibility and create a space that is harmonious with the urban context of Medan City.
The design results show that a healing space designed with biophilic principles can not only improve mental health, but also enrich the quality of public spaces in the city. Its strategic location and connectivity with health facilities strengthen the function of this space as an integral part of sustainable urban planning. Analysis of the Implementation of Land and Building Acquisition Duty Policy in Medan City: Case Study of the Regional Revenue Agency of Medan City
This study aims to explore the implementation of the Land and Building Rights Acquisition Duty (BPHTB) policy in Medan City, particularly through the firsthand experience of the author during an internship at the Regional Revenue Agency (Bapenda) of Medan City. The research adopts a descriptive qualitative method, with data collected through observation, in-depth interviews, and document analysis during the BPHTB service activities. Based on the findings, the e-BPHTB system offers significant convenience in tax administration, particularly in terms of speed and efficiency. However, several challenges remain, such as the limited understanding of taxpayers, unstable technical systems, and less-than- optimal external coordination. The author observed that personal communication and a persuasive approach played a crucial role in resolving many on-the-ground issues. In 2024, BPHTB revenue collection surpassed 93% of the target, indicating that the improvements implemented in the system have had a positive impact. Analysis of The Determination of The Regional Service Center of Food Corp Agricultural Production in Serdang Bedagai Regency
Serdang Bedagai Regency is one of the regions in North Sumatra that has
great potential in the development of food crops, especially rice and crops. The
agricultural sector in Serdang Bedagai Regency is the main livelihood of the
community and is the mainstay of the economic sector. However, Serdang Bedagai
Regency has not determined the service center of the food crop agricultural
production center area to make it easier for agricultural actors to determine
downstream products. This study aims to determine the service center of
agricultural production centers in the sub-sector of food crops in Serdang Bedagai.
The method used in this study is descriptive using secondary data sourced from the
relevant agencies in Serdang Bedagai and the Central Bureau of Statistics Serdang
Bedagai. The analysis methods used are Location Quotient (LQ), localization
coefficient, Guttman scalogram index analysis, Marshall centrality index analysis,
and gravity index analysis. The results of this study indicate the distribution of the
level of spatial localization of basic food crop commodities spread across all
districts in Serdang Bedagai Regency; and the determination of service centers in
