The role of government in the context of regional autonomy, where each region is given the authority to regulate and manage its own government affairs within its jurisdiction, including mandatory matters such as the need for adequate housing for the community. This study aims to analyze the role of the Medan City Housing and Settlement Agency in meeting the housing needs of low-income communities in Medan Deli District. The research method used in this study is descriptive qualitative. Data and information were collected through interviews, observations, documentation, and literature review. The research was conducted at the Housing and Settlement Area Office of Medan City and the UPT managing Kayu Putih Rusunawa. Informants in this study included the Head of the Housing and Settlement Area Division of Medan City, the Head of UPT for Kayu Putih Rusunawa in Medan Deli District, and the residents of Kayu Putih Rusunawa. The data and information were analyzed based on the theory of Horoepoetri (2003), which includes: the role as a policy, the role as a strategy, and the role as a communication tool. The results of this study indicate that the Housing and Settlement Area Office of Medan City and the UPT managing Kayu Putih Rusunawa have made efforts to fulfill the housing needs of Low-Income Communities through the Kayu Putih Rental Simple Flats in Medan Deli District. However, several challenges remain in its implementation. One such challenge is the lack of socialization regarding the new policy issued by the Medan City Government concerning the increase in rental prices, which has caused disappointment among residents. In terms of strategy, there is still no formal regulation limiting the duration of residency, leading to many tenants staying for over a decade and even feeling a sense of ownership. Furthermore, regarding the communication role, there is low resident participation in decision-making discussions and suboptimal use of modern communication technologies. Communication is often one-way, which could lead to resistance toward policies.216 PagesSkripsi Sarjan

Experimental Study Of Combustion Characteristics And The Effect Of Sugarcane Bioethanol On The Performance Of A Stationary Engine

    No full text
Increasing carbon emissions from the transportation sector have driven the search for more environmentally friendly alternative fuels. Sugarcane bioethanol stands out as a potential renewable energy solution, particularly for Indonesia. In this study, I experimentally analyzed the effect of sugarcane bioethanol on the performance and combustion characteristics of a stationary engine. Furthermore, this research compares its performance against commercial gasoline fuels (RON 90, 92, and 98) commonly used in Indonesia. The experiment was conducted on an engine under no-load conditions with speeds varying from 1500 to 4000 RPM, where cylinder pressure and combustion parameters were analyzed using a Kistler data acquisition system. The results indicate that the engine performance using sugarcane bioethanol (RON 95) was highly competitive and showed no significant difference compared to commercial gasoline. Specifically, bioethanol produced a slightly lower peak pressure but exhibited a longer and more controlled combustion duration, which is characteristic of high-octane fuels. The resulting power and torque were comparable, especially at high engine speeds, proving that bioethanol can be used without a meaningful sacrifice in performance. Therefore, it is concluded that sugarcane bioethanol is a highly viable alternative fuel to support Indonesia's energy diversification program towards more sustainable energy sources.98 pagesSkripsi Sarjan

Analysis of Income Risk Oil Palm Plantation for Recipients of Kredit Usaha Rakyat at Formal Financial Institutions (Case Study at Bank X, Universitas Sumatera Utara Branch, Medan City).

    No full text
Oil palm plantation farming has access to government capital through the Kredit Usaha Rakyat (KUR) program. Risk is a crucial issue that needs attention in the context of using credit to avoid negative impacts on both financial institutions and the sustainability of farming businesses receiving KUR. This research aims to analyze the income risk of oil palm plantation farming for KUR recipients at Bank X USU Branch Medan. Data was obtained from Bank X USU Branch Medan by conducting a census of 113 debtors involved in oil palm plantation farming. The research employed descriptive quantitative methods, utilizing the Value At Risk (VaR) and Coefficient of Variation (CV) methods. The research results indicate a potential maximum increase in revenue and a maximum decrease in costs. Furthermore, the risk levels for both revenue and costs are categorized as low, evidenced by a coefficient of variation less than 0.5. Analysis of income risk reveals that if revenue increases and costs decrease by their respective VaR values, there is a potential for income growth. If revenue and costs fluctuate by their coefficient of variation values, an optimistic scenario suggests an increase in debtor income. Conversely, a pessimistic scenario could lead to a decrease in income, though not to the extent of total income loss.101 PagesSkripsi Sarjan
