The Settlement Process of Unsecured Micro People's Business Credit at PT Bank Sumut Sisingamangaraja Sub Branch Office
This study aims to analyze the implementation of the Unsecured Loan (KTA) policy, particularly the Micro People’s Business Credit (KUR Mikro), at PT Bank Sumut Sisingamangaraja Sub-Branch Office, as well as to examine the legal risks faced by the bank as the creditor and the dispute resolution mechanisms for non performing loans. Unsecured credit serves as an important instrument to promote financial inclusion, especially for micro-business actors in the unbankable segment. However, the provision of unsecured loans also poses significant legal risks, especially when the debtor defaults and lacks collateral assets. This research is an empirical juridical study, combining a normative approach with legal realities in practice. The research is descriptive in nature and conducted at PT Bank Sumut Sisingamangaraja Sub Branch Office. The data used includes primary data obtained through interviews with six respondents, and secondary data consisting of statutory regulations and legal literature. Data collection techniques include document study and interviews, while data analysis is conducted using a qualitative approach. The results show that the implementation of unsecured loans at PT Bank Sumut Sisingamangaraja has adhered to the 5C principle and national banking regulations. Nevertheless, the bank still faces legal risks due to its status as a concurrent creditor and the potential for default without executable collateral. Dispute resolution follows a tiered process, beginning with persuasive collection efforts, proceeding to litigation if necessary, and prioritizing non-litigation approaches such as restructuring and mediation. This study recommends strengthening internal regulations, improving risk analysis capabilities, and optimizing non-litigation settlement pathways to ensure that unsecured lending remains balanced between the bank’s interests and the protection of micro enterprises.123 PagesSkripsi Sarjan
An Overview of Parental Involvement in Children's Education at SDIT Miftahul Jannah Medan
This study aims to describe parental involvement in children's education at SD IT Miftahul Jannah Medan. The study involved 175 parents of students selected through incidental sampling. This research employed a quantitative descriptive method. Data were collected using a Parental Involvement Scale developed by the researcher based on Epstein’s Overlapping Spheres of Influence theory (2019). Descriptive analysis was used in this study. The results showed that the highest standard deviation was found in the communicating and parenting types with values of 6. 621 and 6. 100, indicating a wide variation in responses, while the lowest standard deviation was found in the collaborating with community type (3. 562), indicating relatively consistent responses. Categorization was conducted using z-scores to determine the level and tendency of involvement. The findings revealed that most respondents were inclined toward the learning at home type, with 35 parents falling into this category. Cross-tabulation is used to identify variations in the patterns of involvement types based on respondent characteristics (gender, education, occupation, economic status, marital status, number of children, and their grade level). The Fulfillment of Political Rights of Persons with Disabilities by The General Election Commission (KPU) of Labuhanbatu in The 2020 Regional Head Election: A Review of Law No 8 of 2016 on Persons with Disabilities
This study discusses the fulfillment of political rights of persons with
disabilities by the General Election Commission (KPU) of Labuhanbatu during
the 2020 regional head election, with a particular focus on Law No. 8 of 2016
concerning Persons with Disabilities. Based on reports regarding KPU's role in
implementing the political rights of persons with disabilities in the 2020 regional
elections in Labuhanbatu, the institution has made considerable efforts in
carrying out its responsibilities. These include ensuring that persons with
disabilities can fully and effectively participate in political and public life on an
equal basis with others and promoting their rights as outlined in Law No. 8 of
2016. Accessibility remains a crucial aspect that requires greater attention from
the government in fulfilling these political rights. Additionally, it is important for
the government to foster self-confidence and raise awareness among persons with
disabilities regarding their political rights and their ability to vote. In the context
of the 2020 regional election in Labuhanbatu, participation among persons with
disabilities remained low. This research employs a normative legal approach by
examining existing regulations relating to the rights of persons with disabilities,
as well as assessing the practical implementation of these legal frameworks in the
field, particularly in the efforts to fulfill the political rights of persons with
disabilities in Labuhanbatu Regency. The main challenges faced by the KPU in
ensuring inclusive participation include limited budget allocation, inadequate
infrastructure, and inaccurate data on persons with disabilities. Therefore, law is
generally understood not only as written norms and regulations (law in books),

The Relationship Between Vitamin D Level On Vulvovaginal Atrophy Symptomps Evaluated Using Vaginal Maturation Index In Menopausal Woman
Background: Vulvovaginal atrophy (VVA) is a common complaint among
postmenopausal women due to estrogen deficiency, leading to dryness, irritation,
and discomfort, significantly affecting their quality of life. Recent studies suggest
that Vitamin D may play a role in maintaining vaginal epithelial integrity and
immune function, but its relationship with VVA remains underexplored.
Objective: This study aims to investigate the relationship between serum Vitamin
D levels and vulvovaginal atrophy, assessed using the Vaginal Maturity Index
(VMI), in postmenopausal women. Methods: This was an observational
analytical study with a cross-sectional design conducted at the University of
Sumatera Utara Hospital. A total of 32 postmenopausal women were enrolled.
Data collection included demographic characteristics, serum Vitamin D levels,
and VMI assessment. Statistical analysis was performed using the Spearman
correlation test. Results: The mean Vitamin D level among participants was 19.5
± 5.6 ng/mL, indicating a deficiency. The mean VMI score was 59.16 ± 8.99. A
significant positive correlation was found between serum Vitamin D levels and
VMI scores (r = 0.610, p = 0.001), suggesting that higher Vitamin D levels were
associated with better vaginal epithelial maturity. Conclusion: There is a strong
correlation between Vitamin D levels and VMI in postmenopausal women. These
findings suggest that Vitamin D may play a role in maintaining vaginal health and
could be considered in managing VVA symptoms. Further research is needed to
explore Vitamin D supplementation as a potential therapeutic strategy for VVA in

Effect of Ground Granulated Blast Furnace Slag and Calcium Carbide Residue as Cement Substitution on Compressive Strength of High Strength Self Compacting Concrete
The advancement of concrete technology demands sustainable material innovations, one of which is the application of High-Strength Self-Compacting Concrete (HSSCC) using Ordinary Portland Cement (OPC). However, the use of OPC in high-strength concrete results in significant CO₂ emissions and requires a low water-cement ratio, which reduces workability. This study utilizes Ground Granulated Blast Furnace Slag (GGBFS) and Calcium Carbide Residue (CCR) as partial cement substitutes to mitigate environmental impact while maintaining concrete performance. In this study, GGBFS was used with variations of 0%, 10%, 20%, 30%, 40%, and 50%, while maintaining a constant CCR of 10% as a substitute for cement. Cylindrical specimens (10 cm diameter × 20 cm height, n = 3 per mix) were prepared. Fresh concrete tests included T₅₀, slump flow, L-Box, and V-Funnel, while hardened concrete was evaluated for compressive strength at 28 days. The use of TamCem Normet 60RA superplasticizer at 1.8% of cement weight effectively maintained SCC characteristics. Fresh concrete test results indicated that all mixtures showed reduced workability compared to conventional concrete but still met EFNARC 2005 criteria for SCC. The incorporation of GGBFS and CCR enhanced compressive strength across all variations, with the optimum mix (40% GGBFS + 10% CCR) achieving 78.28 MPa. This study demonstrates that HSSCC performance can be preserved with up to 50% GGBFS and 10% CCR, offering an eco-friendly concrete solution without compromising strength or workability.119 PagesSkripsi Sarjan
Implementation of Medan Berkah Health Insurance Program (JKMB) on Beggars in Medan City
Equal access to health services is a fundamental right of citizens. However,
vulnerable groups such as beggars are often neglected because they do not have
valid residence documents. The Medan City Government launched the Medan
Berkah Health Insurance Program (JKMB) to support universal Health Coverage,
allowing free health services only with a Medan ID card. This study aims to assess
the implementation of JKMB on beggars in Medan City by using the implementation
suitability model from David C. Korten, which emphasizes the relationship between
programs, organizations, and beneficiaries. The method used is a descriptive
qualitative approach, with data collection through in-depth interviews,
observations, and documentation studies. Informants consisted of beggars without
identity who had been disciplined by Social Services, program Implementation
officers, and academics in the field of social welfare. The results showed that JKMB
can only be accessed by beggars while under the supervision of Social Services,
through temporary identities such as "Mr. X". After being repatriated
(reunification), access to health services cannot be continued due to the absence of
An ID. The Program has not been able to reach marginalized groups on an ongoing
basis, and there has been no integration of cross-sector data systems. The findings
expose the discrepancy between program design and Target conditions,
highlighting the importance of more inclusive policy reformulation, facilitation of
identity ownership, and inter-agency coordination to create equitable and

Design and Development of Dispenser Equipment Control and pH Measurement"
This final project aims to design and build a water dispenser equipped with a pH measurement system and touchless control. The device is designed so that users can access drinking water hygienically without having to touch any part of the dispenser, thereby minimizing the spread of germs or bacteria. The system uses a pH sensor to monitor water quality in real time, and an infrared sensor to detect the presence of the user’s hand. An Arduino Uno microcontroller processes the sensor data and controls the water pump automatically. The pH measurement results are displayed on an LCD, making it easy for users to monitor water quality. Test results show that the dispenser works as designed, with the pump activating when a hand is detected and the water’s pH value displayed properly. Development of Paluh Merbau Mangrove Beach Tourism Destination in Increasing Community Income in Tanjung Rejo Village, Deli Serdang Regency
The Mangrove Beach in Tanjung Rejo Village, Deli Serdang Regency, is
one of the natural tourism potentials that has its own attraction in terms of the
mangrove ecosystem, the beauty of the beach, and the presence of local MSME
products. However, the management of this tourist destination still faces various
challenges, such as inadequate road accessibility, lack of supporting facilities,
and low promotion of local products. Therefore, this research was conducted to
determine the extent to which the development of the Mangrove Beach tourism
destination contributes to increasing community income as well as the constraints
faced in its development.
The research method used in this study is qualitative research with a
descriptive nature, utilizing data collection techniques such as direct observation,
in-depth interviews, literature study, and detailed document analysis. This
research was conducted at the Mangrove Beach in Tanjung Rejo Village. The
research informants included the village head, mangrove beach managers,
mangrove MSME managers, and tourists.
Research findings show that the development of mangrove beach as a
nature-based tourist destination still has shortcomings in facilities such as
restrooms, huts, and parking areas, as well as damaged and unpaved access
roads. On the other hand, community involvement in mangrove-based MSMEs has
a significant impact on income, and promotion and MSME products still need to
be improved. Overall, the development of Mangrove Beach has great potential to
enhance community welfare if carried out in a planned and sustainable manner.159 PagesSkripsi Sarjan
The Impact of Budget Efficiency on the Optimization of Intellectual Property Programs in the First Quarter of 2025 in the Regional Office of the Ministry of Law of North Sumatra
Background: Budget efficiency is a governmental policy aimed at enhancing the effectiveness of public fund utilization by emphasizing cost-saving measures without compromising performance outcomes. This policy was implemented nationally in 2025, coinciding with institutional restructuring that separated the Ministry of Law from the Ministry of Human Rights. This restructuring directly impacted the execution of public service programs, including the intellectual property program at the Regional Office of the Ministry of Law in North Sumatra. Objective: This study aims to analyze the impact of budget efficiency policies on the implementation of the intellectual property program at the Regional Office of the Ministry of Law in North Sumatra.
Methods: A descriptive qualitative approach was employed, utilizing data collection techniques such as in-depth interviews, participatory observations, and document studies.
Results: The findings indicate a significant decline in program budget realization, from 45.39% in the first quarter of 2024 to merely 10.98% in 2025. Several services, such as dissemination and education, were not executed, while mentoring and monitoring activities were conducted on a limited scale. Conversely, budget efficiency prompted a focus on priority programs and the utilization of digital technology, although these have not been fully implemented optimally.
Conclusion: The success of budget efficiency heavily relies on preparedness in planning, adaptive strategies, and cross-sector collaboration. It is recommended that the implementation of the intellectual property program be accompanied by strengthening human resource capacities, leveraging technological facilities, and conducting regular evaluations to ensure that efficiency aligns with the principles of high-quality and equitable public service delivery78 PagesKertas Karya Diplom
Address Terms in the Blind Side Movie: A Sociolinguistic Analysis
This thesis analyzes the types of address terms used in the film The Blind Side. In
analyzing the data, Wardhaugh's (2015) theory of address terms was used to
identify the address terms found in the film. The study employs a qualitative
method. The research data consists of utterances from the transcript of The Blind
Side. The source of data for this research is the script of the film The Blind Side.
The findings show that there are 50 types of address terms identified in the film.
Six distinct types of address terms were identified: 1) First Name, 2) Title, 3) Title
Plus Last Name, 4) Last Name, 5) Special Nickname, 6) Pet Name. Frequency
analysis reveals that First Name is the most frequently used type. Conversely,
Title and Social Status are the least frequently used. This study contributes to
sociolinguistic analysis of film. It demonstrates how a sociolinguistic approach
can be applied to film analysis to understand the social dynamics reflected in
