    This thesis examines how the administrative decision issued by the Directorate General of Higher Education affects the exercise of authority by the governing organs within private university providers, such as the board of trustees in foundations and the council or governing board in associations. The decision is significant because it regulates the requirements and procedures for institutional changes of Private Higher Education Institutions (PHEIs), but it does not fully consider the diversity of legal structures and organizational forms of their managing bodies. This raises potential problems in institutional practices, particularly in the verification and approval stages conducted by LLDIKTI and the Directorate General. This research employs a normative legal method using both a conceptual approach and a statutory approach. The analysis is grounded in the theory of constitutional mandate to examine the legitimacy of private higher education, the theory of authority to analyze the exercise of legal functions by organizational organs, and the theory of legislation to evaluate the legal form and status of the Director General’s decision within the national legal system. The results indicate that while Decision No. 63/E/KPT/2020 is formally an administrative decision, in practice it contains general normative provisions applicable to all private universities. This creates ambiguity in legal classification, as such regulatory content should be issued in the form of a ministerial regulation rather than an administrative decision. Therefore, harmonization is needed between administrative norms and the legal structure of educational institutions, along with the formulation of technical verification guidelines that uphold the principles of legal clarity, legality, and legal certainty.169 PagesTesis Magiste

    This study discusses the directive speech acts in the anime “D-Frag Episode 11- 12” by Tomoya Haruno. The purpose of the study is to determine the types of directive speech acts along with their context contained in the anime “D-Frag Episode 11-12”. The data source of conversation dialogue is the anime D-Frag Episode 11-12 by Tomoya Haruno. The research methods used are qualitative, descriptive, and observational methods. The theory used is speech act theory adopted from the expert, namely Namatame. The research data is oral data containing directive speech acts in the dialog of the anime “D-Frag Episode 11-12”. Based on the analysis of the anime “D-Frag Episode 11-12”, there are 10 data that contain types of directive speech acts including: 2 data of command speech, 2 data of request speech, 2 data of prohibition speech, 2 data of permission speech and 2 data of suggestion speech. From the research analysis, it is also found that the use of speech acts is diverse, the use of requesting type: ~onegau, ~moraeru, the use of command type: ~kudasai, the use of prohibiting type: ~naide kudasai, ~V ru na, the use of permission type: ~te mo ii, Suggestion type: ~Ta houga ii. Thus, it can be concluded that the anime “D-Frag Episode 11-12” contains 5 types of directive speech acts and 5 uses of diverse speech acts.72 PagesSkripsi Sarjan

    Nutrition services in hospitals have an important role in supporting the recovery of patients' health through the provision of food. This study aims to analyze the application of hygiene and sanitation of food management as well as check the presence of E. coli bacteria in food samples at the Nutrition Installation of Dr. Pirngadi Hospital Medan City. This research is a descriptive quantitative research with an observational approach. Data collection through observation, interviews, and laboratory tests. The results of the study showed that the implementation of personal hygiene of food handlers in the nutrition installation of Dr. Pirngadi Hospital was categorized as good (81.25%), the hygiene of sanitation of facilities and infrastructure that includes buildings, sanitation facilities and cooking utensils did not meet the requirements, and the implementation of sanitary hygiene for food management did not meet the requirements according to the Minister of Health Regulation Number 2 of 2023 concerning Environmental Health. The results of laboratory tests showed that out of six food samples, there were three food samples containing E. coli, namely in sautéed vegetables, kale, curry chicken, and tempeh chili sauce.     Analysis of Copper, Arsenic, and Zinc Metals Concentration in Total Suspended Solid from Road Dust Suspension-Resuspension in Medan Marelan District

    The development of transportation will result in exhaust gas or road dust which is very dangerous for public health and also the environment. This study was conducted to identify the concentration of metals in Total Suspended Solid from Road Dust Suspension-Resuspension (RDS-R) in Medan Marelan District. Analysis of metal concentrations focused on Copper, Arsenic, and Zinc metals. Road dust samples were collected using a portable vacuum with three location points then sieved with a 200 mesh sieve, the sieved road dust samples were dissolved with rainwater to simulate the natural environment of urban runoff and analyzed using Inductively Coupled Plasma - Optical Emission Spectrometry (ICP-OES) to determine the concentration of heavy metals in the sample. Analysis of metal concentrations using ICP-OES requires a destruction process, namely wet destruction using strong acids such as HNO3 and H2O2. So that the concentrations of copper, arsenic, and zinc metals are sequentially 92 mg/kg; 3 mg/kg; and 287 mg/kg. Then the results of the validity test using ICP-OES obtained a recovery test of 99.5% - 100.1% while the precision test expressed in %RPD obtained 0%. The linearity obtained by the ICP-OES analysis method was 0.9999 for Cu, 0.9998 for As, and 0.9987 for Zn with LoD for Cu 0.00104 mg/L, As 0.0133 mg/L, and Zn 0.01212 mg/L, and LoQ for Cu, As, and Zn respectively 0.00347 mg/L, 0.0444 mg/L, and 0.04042 mg/L. This study is expected to provide scientific information regarding the content of heavy metals in TSS from RDS-R which can pollute water bodies and have an impact on human health and the environment around Medan Marelan District.77 PagesSkripsi Sarjan

    The Influence of Financial Literacy and Investment Motivation on Investment Interest in The Capital Market among Millennials with Income as a Moderating Variable

    This study aims to analyze the influence of financial literacy and investment motivation on investment interest in the capital market among millennials, with income as a moderating variable. The research employs an associative method with a quantitative approach. The population in this study consists of millennials with an interest in investing in the capital market, with a total of 150 respondents selected using purposive sampling. Primary data were obtained through a Likert-scale questionnaire, and data analysis was conducted using SmartPLS 4.0 software. The results indicate that both financial literacy and investment motivation have a positive and significant influence on investment interest in the capital market. However, the moderation test shows that income significantly moderates the relationship between financial literacy and investment interest, while income does not significantly moderate the relationship between investment motivation and investment interest. These findings have important implications for policymakers and financial institutions to enhance financial literacy through comprehensive educational programs and to consider income levels when encouraging investment interest.152 PagesTesis Magiste

    Hypertension is the leading cause of premature death worldwide, and the number one cause of death in Indonesia, especially in North Sumatra. This is due to the patients' lack of ability to manage their diet. One type of dietary approach that can be applied to hypertensive patients is the DASH diet (Dietary Approaches to Stop Hypertension). The purpose of this senior practical work is to implement nursing care for hypertensive patients through education on the DASH diet menu in managing the diets of hypertensive patients. The method used in this activity is health education using Booklet media. The activities include pre-tests and post-tests to assess clients' knowledge about Hypertension and the DASH diet. The results of the pre-test based on the assessment of knowledge before education related to the DASH diet showed that 5 clients (100.0%) had poor knowledge, and after the post-test, all knowledge of women of childbearing age improved, reaching 5 clients (100.0%). Based on the results of nursing care management for 5 clients, an increase in clients' knowledge about Hypertension and the DASH Diet was obtained in Tigaurung Village, Pamatang Sidamanik District, Simalungun Regency. The application of this diet is expected to improve the effectiveness of condition recovery in hypertensive patients and also help improve the quality of life of the patients to avoid the risk of degenerative diseases caused by hypertension.93 PagesKarya Tulis Profes

The research method applied is the qualitative descriptive method. The film Musang Berjanggut by P. Ramlee serves as the primary data source. The research results explain the intrinsic elements in the film Musang Berjanggut, including theme, characters and characterization, setting, plot, point of view, and message. The theme of the film Musang Berjanggut by P. Ramlee is "Destiny and life's journey in achieving desires with cleverness and effort." In the film Musang Berjanggut by P. Ramlee, there are 13 characters and their characterizations. There are 11 time settings, 9 place settings, and the socio-cultural setting in the film Musang Berjanggut by P. Ramlee showcases traditional Malay culture, including the tradition of betrothal, clothing, proverbs, and the culture of exchanging verses. The plot in this research is a linear plot. The point of view used is the third-person perspective. The message of the film Musang Berjanggut is to be a wise leader, the importance of finding the right partner, the importance of having true love and loyalty, and to be fair and uphold the truth. Max Weber's social actions in the film Musang Berjanggut depict 20 instrumental rationality actions with rational considerations to achieve goals. There are 11 value-oriented rational actions that emphasize the importance of moral values in interactions. There are 21 affective actions that illustrate the role of emotions in acting.     Image Watermarking Using Sobel Canny Algorithm and Discrete Wavelet Transform Algorithm to Protect Digital Photo Content on Instagram Platform

    In the digital era, cases of photo content theft and copyright infringement particularly on platforms like Instagram are becoming more frequent. To mitigate this issue, a Steganography approach using the Image Watermarking technique is employed to embed ownership or copyright labels into digital images. This study utilizes the Discrete Wavelet Transform (DWT) algorithm for the embedding process and the Sobel-Canny algorithm for the extraction process. The system is developed using the Python programming language and supports *.jpeg/jpg image formats to perform mathematical operations required for embedding and extraction.Testing was carried out on five image files with varying sizes. The results indicate that larger image sizes and longer processing times result in increased complexity and larger output file sizes. Evaluation was performed using Mean Squared Error (MSE) to measure image distortion and Peak Signal to Noise Ratio (PSNR) to assess visual quality. The best results showed an Mean Squared Error (MSE) of 0.80 and Peak Signal to Noise Ratio (PSNR) of 49.07 dB, confirming that the watermark is imperceptible to the human eye and does not significantly affect image quality.Further testing under Crop and Rotate attacks revealed that the watermark becomes unreadable, suggesting the system is not resistant to major image alterations. However, when subjected to minor modifications, the watermark remained detectable, indicating a degree of robustness against light image processing.59 PagesSkripsi Sarjan

This research explores the design of an open-space mall using biophilic architecture, which integrates nature into the urban environment. The aim is to incorporate natural elements like green spaces, water features, and natural lighting to create a sustainable and aesthetic setting. It also examines how biophilic design enhances user experience, reduces stress, and promotes social interaction. Its strategic location is in a bustling area in Medan, offering easy access. Using qualitative and quantitative methods, the study analyzes site survey, documentation, literature study, comparative study, analysis of space requirements, circulation, spatial layout, space capacity, and space size.     Analysis of Efectiveness of Parking Retribution Revenue Through E-Parking at The Department of Transportation of Medan City

    The effectiveness of parking retribution revenue through the E-Parking system implemented by the Department of Transportation of Medan City, as well as to identify the factors that influence the success of its implementation. The background of this research is based on the city government's efforts to increase Local Own-Source Revenue (PAD) by optimizing the parking system, which was previously manual and prone to revenue leakage. This research uses a descriptive qualitative method with data collection techniques including interviews, documentation, and literature studies. Through this approach, the researcher was able to explore in depth how the E-Parking system is implemented and the responses from various stakeholders, including parking attendants, service users, and local government officials. The findings show that the implementation of E-Parking has had a positive impact on increasing PAD in Medan City. The system enables more transparent, accountable, and digital-based transaction recording. However, there are still challenges in its implementation, such as limited technological infrastructure, low digital literacy among the public, and resistance from parking attendants who feel threatened by the new system. The Department of Transportation has made various efforts to overcome these obstacles, such as providing training to personnel, expanding E-Parking coverage areas, and collaborating with private partners. Nevertheless, the revenue targets set by the government are still considered too high (overestimated) when compared to actual field results. Overall, the E-Parking system holds great potential as a modern solution for managing parking retribution, provided it is supported by technological readiness, community participation, and continuous oversight.96 PagesKertas Karya Diplom
