No full textThis study aims to examine the effects of academic culture on the emotional experiences of female academics. It assesses, from the perspective of female faculty members, sensitivity to women and to the experience of womanhood in universities within the context of current conditions and ideal circumstances. Core dynamics of academic life, such as competition, the desire for validation, and job insecurity, can give rise to various emotional responses such as anxiety, stress, loneliness, lack of self- confidence, and envy. In particular, the scarcity of permanent positions and uncertainties about the future are among the main factors that increase the emotional burden on female academics. Within this framework, it is emphasized that academic culture provides a structure that requires not only knowledge production but also emotional resilience. This study was designed within the framework of qualitative research and adopts a descriptive qualitative approach to examine emotional experiences within academic culture. Data were collected through face-to-face in-depth interviews with 50 female academics from various disciplines selected via purposive sampling, as well as through a semi-structured questionnaire responded to by 15 participants. In the data collection process, the goal was to generate qualitative data emotional experiences. The obtained data were systematically analyzed using content analysis through thematic coding procedures. In the analysis process, the data were categorized into meaningful categories through thematic coding; the data were described according to these themes, and analysis findings were supported by direct quotations from participants. A descriptive approach was adopted rather than an from their context. The research findings revealed that institutional academic culture and emotional experiences. Additionally, the emotional experiences varied according to academic rank and career level; notably, it was a striking finding that female academics with high academic ranks and high self-efficacy perceptions participated only through the written form, indicating the influence of hierarchical position on participation preferences and modes of engagement underscoring the effect of hierarchical position on modes of engagement. No full textİdarenin sağlık hizmetlerine yönelik sorumluluğu, hukuki, idari ve etik boyutlarıyla geniş bir alanı kapsar. Kamu hizmeti olarak sunulan sağlık hizmetlerinde, hizmetin kesintisiz, etkili ve hukuka uygun bir şekilde sunulması esastır. Ancak, hizmet sırasında yaşanan aksaklıklar veya zararlar, idarenin sorumluluğunu gündeme getirebilir. Sağlık Uygulama Tebliği (SUT), Türkiye'deki sağlık hizmetlerinin sunumu ve finansmanında belirleyici bir rehberdir. Sosyal Güvenlik Kurumu (SGK) tarafından yayımlanan bu tebliğ, sağlık hizmetlerinin kapsamını, geri ödeme koşullarını ve sağlık hizmet sunucularının uyması gereken kuralları düzenler. SUT, vatandaşların eşit ve hakkaniyetli bir şekilde sağlık hizmetlerine erişimini sağlamayı hedeflerken, idarenin bu süreçteki sorumluluğunu da netleştirir. SUT kapsamında sunulan sağlık hizmetlerinde, idarenin sorumluluğu çeşitli durumlarda ortaya çıkabilir. Bu durumlar, sağlık hizmetlerinin SUT standartlarına uygun şekilde sunulmaması, sağlık çalışanlarının yanlış teşhis veya tedavi uygulamaları veya SGK' nın SUT' a uygun olmayan geri ödeme uygulamaları ile vatandaşların mağduriyetine yol açan prosedür hataları olarak karşımıza çıkmaktadır. SUT’ un sağlık hizmetlerinin sunumunda idarenin hukuki ve mali yükümlülüklerini açıkça düzenlemesi, vatandaşların sağlık haklarının korunması açısından önem taşır. Bu çalışmada, idarenin sağlık hizmetlerindeki sorumluluğu SUT çerçevesinde değerlendirilerek, Sağlık Uygulama Tebliği kapsamındaki ücretsiz sağlık hizmetleri ile uygulamada karşılaşılan sorunlar ve çözüm önerileri ele alınarak bir değerlendirme yapılacaktır.The administration's responsibility in healthcare services covers a broad area with legal, administrative, and ethical dimensions. In public health services, it is essential that the service is provided continuously, effectively, and in accordance with the law. However, disruptions or damages during the provision of services may bring the administration's liability into question. The Health Implementation Communiqué (SUT) is a decisive guide in the provision and financing of healthcare services in Turkey. This communiqué, published by the Social Security Institution (SGK), regulates the scope of healthcare services, reimbursement conditions, and the rules that healthcare providers must comply with. While the SUT aims to ensure citizens' equal and fair access to healthcare services, it also clarifies the administration's responsibility in this process. The administration's responsibility may arise in various situations within the scope of services provided under the SUT. These situations include the failure to provide healthcare services in accordance with SUT standards, healthcare workers' incorrect diagnoses or treatment applications, or errors in procedures leading to citizens' grievances due to SGK’s non-compliance with SUT in reimbursement practices. The clear regulation of the administration's legal and financial obligations in the provision of healthcare services under the SUT is crucial for the protection of citizens' healthcare rights. This study will evaluate the administration's responsibility in healthcare services within the framework of the SUT, addressing the free healthcare services under the Health Implementation Communiqué and the issues encountered in practice, along with proposed solutions
