University Governing Council Report 2019/20 - 2023/24
We are pleased to present this report of the work of the University Council for the period of 2019-2024. The report is based on the strategic pillars of the university’s strategic plan. They are focused on the key areas in which the University intends to make improvements. There is also a brief summary of the activities of the council’s committees.
As a university, the majority of its business is conducted through teaching, learning, and
engagement with the community. Kabale University has manifested a rise in innovation across a 360 degree spectrum as a result of this threefold mandate. The University Management plays a fundamental role in ensuring that the University continues to grow in terms of staff numbers, research and publications, and community engagement.
In the report it is revealed that Kabale University staff and students engage in activities designed to bridge gaps in the industry and backstop the existing problems in society. Furthermore, the report emphasizes Kabale University’s concept of being a university without walls through its wide embrace of society.
The University’s growing staff and student numbers are presented as indicators of its progress. It is evident from the report that the number of publications and research is increasing. There is an increase in the number of students participating in national and international activities.
In a large part, the Council served during a period during which the world was grappling with the problem of Covid-19. There are some challenges that are mentioned in the report that are caused by this pandemic. We may not know the full extent of the pandemic’s long-term effects even now. Furthermore, this report highlights the university’s limited finances and infrastructure as a significant setback.
Considering the university’s current growth trajectory, it is highly commendable. The government of Uganda should be commended for its support of the university and the University Council and Management for their strategic leadership.Kabale Universit
The Impact of Disciplining Students on Their Performance in Secondary Schools in Kabale Municipality Kabale District.
The study examined the impact of disciplining students on their performance in secondary school students in Kabale Municipality Kabale district. The objectives of the study were, to identify the effect of disciplining students on the performance of selected secondary school students, to examine the impacts of indiscipline on students in secondary school students, and to assess the possible solutions for indiscipline among students in selected secondary school students. The study used a descriptive research design and data was collected using interviews and questionnaires. The study impacts of disciplining students on their performance selected secondary school students, the highest number of the respondents mentioned that indiscipline leads to poor performance in schools while the least number of the respondents mentioned that it leads to accidents. Other respondents mentioned that students may be, expelled from school, or delayed in completion of the syllabus, The study results on the impacts of disciplining students on their performance in selected secondary school students in inKabale municipality Kabale district, the highest number of respondents mentioned that teachers tend to be role models to the learners, the lowest number of respondents mentioned that teachers are expected to have specific objectives which help them to choose a relevant content and that the teacher helps to identify appropriate teaching and learning resources, other respondents mentioned that they also contribute to the building of better characters among the students, that teachers help in the importation of knowledge to students and that they help to select suitable methods to help achieve the objectives and determine areas and methods of assessments. The study results on methods of teaching used to enhance moral development in selected secondary school students in Kabale Municipality, Kabale district, the highest number of respondents mentioned the use of instructional methods, the lowest number of respondents talked of exchanging ideas, other respondents mentioned group planning activities, use of films, video and taped audios presentations and storytelling. The study recommended that educators especially district officials should make visits to the schools to ensure that teachers they should also ensure that teachers use the recommended resources of teaching rather than the commercial revision materials aimed at passing examinations
Impact of Teacher’s Pupil’s Class Relationship on Academics in Selected Schools of Bubare Town Council Rubanda District.
This study explores the effect of teacher-pupil relationships on academic performance in selected schools within Bubare Town Council, Rubanda District. The objectives include examining the quality and nature of teacher-student interactions, assessing academic performance in relation to these relationships, and identifying factors that influence the dynamics between teachers and students. By using both qualitative and quantitative approaches, the research aims to understand how positive and negative relationships impact student engagement, motivation, and overall academic outcomes. Previous studies have established that strong teacher-student relationships are associated with improved academic performance (Hamre & Pianta, 2001; Roorda et al., 2011). The findings seek to provide insights into the importance of nurturing positive teacher-pupil relationships to boost educational success in schools within Bubare Town Council. The study underscores the need for teacher training programs that focus on relationship-building and communication skills, in line with recommendations from the National Education Association (2018), to foster supportive learning environments that promote academic achievement
Document Verification System Using Image Processing: A Case Study of Kabale Municipality.
Document verification is a critical task that ensures the authenticity of business authorities issued by organizations or cooperate bodies and administrative institutions like local government. In this project, we propose a novel approach to document verification using image processing techniques to combat such document forgery which has compromised the revenue collection to the expectation. The proposed system will be designed to automate the verification process and eliminate human error, thereby enhancing the accuracy and efficiency of the process.
The system is developed using state-of-the-art image processing algorithms, such as Optical Character Recognition (OCR), to extract text from scanned documents. The extracted text is then processed using various techniques, including image filtering, morphological operations, and feature extraction, to identify unique features to authenticate local government documents issued to the clients.
Overall, the proposed document verification system using image processing provides a reliable and efficient solution to the problem of document forgery and has the potential to be adopted by other local administrative units like district councils, and city administrative institutions in Uganda and beyond
Fuel Price Fluctuation and SME Financial Performance: A Case Study of the Agricultural Sector in Kagadi Town Council.
This research examines the impact of fuel price fluctuations on the financial performance of small and medium-sized enterprises (SMEs) in the agricultural sector of Kagadi Town Council. The study aimed to evaluate how fuel price volatility affects SMEs, identify the factors influencing fuel prices, and explore the strategies SMEs use to mitigate these effects. A mixed-methods approach, combining quantitative analysis and qualitative interviews, was employed to collect data from SMEs in Kagadi Town Council.
The findings indicate a significant negative correlation between fuel price fluctuations and SME financial performance, suggesting that rising fuel prices lead to higher operational costs and reduced profitability for agricultural SMEs. The analysis of fuel price determinants highlights the roles of global oil prices, geopolitical tensions, exchange rates, government policies, and market demand. Additionally, the study identifies several preventative measures adopted by SMEs, such as investing in fuel-efficient technologies, employing hedging strategies, diversifying energy sources, optimizing transportation routes, and renegotiating contracts with suppliers and customers.
The research underscores the vulnerability of SMEs to external economic factors like fuel price volatility and emphasizes the need to understand fuel price determinants and implement effective preventative measures. Policy recommendations include stabilizing fuel prices, promoting domestic production and alternative energy sources, and providing support programs and incentives to help SMEs build resilience against fuel price fluctuations.
Overall, this research contributes to the existing literature on the relationship between fuel price fluctuations and SME financial performance, offering insights for policymakers, industry stakeholders, and SMEs on managing fuel price volatility and sustaining long-term growth and profitability in the agricultural sector of Kagadi Town Council
A Review of the Effects of Climate Change on Water Resources in Sub-Saharan Africa.
Water provides different goods and services like handcraft and fishing materials, water supply for domestic use, businesses, agriculture, transport, washing, drinking, and eco-tourism. However, few studies have assessed the effects of climate change on water resources in recent years. This study investigated the relationship between water resources and climate change in Sub-Saharan Africa. In the first segment, Vos-Viewer was used to map, study the literature, and identify any gaps to evaluate the interdependence between water resources and climate. The study was guided by specific objectives, which include assessing the adaptation and mitigation strategies for the effects of climate on water resources. Searches for the keywords “climate change” and “water resources” were conducted to obtain literature for this study. A total of 125 papers selected for this study from 1945–2022, from Scopus, Google Scholar, Science Direct, and Web of Science, were found relevant for this study and were selected and discussed. Thus, the worldwide literature was used to provide a real understanding of the effects of climate change on water resources, adaptation, and mitigation measures. According to the findings of the study, cooperation networks in developing countries were not as prominent as research networks in developed countries. It was shown that irregular rainfall affects water quality and quantity by giving the water a muddy, acidic, and turbid appearance. Therefore, all stakeholders should facilitate prudent water resource
usage by 695 million people who still use unimproved water facilities

Community Involvement and Sustainable Wetland Conservation in Ruhama County Ntngamo District.
This study explored the impact of community involvement on sustainable wetland conservation in Ruhama County, Ntungamo District. The objectives included assessing community activities related to wetlands, examining conservation practices, and establishing the relationship between these activities and conservation efforts. A cross-sectional study design was employed, utilizing questionnaires and interviews for data collection. Findings revealed that most respondents indicated that cultivation occurs in the wetlands, while fewer mentioned activities such as firewood collection and fishing in swamps. Regarding wetland conservation practices, the most commonly cited practice was the enforcement of wetland regulations, while fewer respondents noted the involvement of local communities in conservation initiatives. The study also found a strong positive relationship between community activities and wetland conservation practices in Ruhama County. Based on these findings, the study recommended the establishment of local conservation groups to monitor wetland health, report illegal activities, and promote conservation education and advocacy. Additionally, it suggested providing training and support for community members on conservation techniques, including wetland monitoring, habitat restoration, and sustainable resource management
Oil Extraction and Human Mobility in Western Uganda: A Case Study of Masindi District.
A range of policies aimed at mitigating the impacts of oil extraction on the environment and local communities have been developed. However, these policies are more needed to address human mobility and better prevent the practical and psychological impacts on those displaced by oil extraction activities. Human mobility should be integrated into relevant environmental and climate change policies to support communities in areas like the Masindi district
Effects of Instructional Materials on the Academic Performance of Learners in Selected Primary Schools in Kabale Municipality.
The study examined the effects of instructional materials on the academic performance of learners in selected primary schools in Kabale Municipality. The study was carried out in three randomly selected primary schools in Kabale Municipality, the study objectives were; to explore the views of teachers and learners on the extent to which instructional facilities affect student performance, to examine the challenges that learners in primary schools face in accessing instructional materials, to assess the strategies that teachers use to minimize the challenges of attaining and using quality instructional materials. The researcher used descriptive survey designs in collecting the data. A descriptive survey design was used in collecting the data to describe schools and respondents in the study schools. A total sample of 100 respondents was selected to participate in the study. The researcher used both questionnaires and interview guides in collecting the necessary data about the topic. The data collected was analyzed by using both qualitative and quantitative techniques and presented in tables, frequencies, and percentages. In the findings, the challenges were discussed in terms of their potential impact on student performance and academic achievement. The researcher concluded that efforts should be made to improve infrastructure in primary schools, including providing reliable electricity, internet connectivity, and appropriate storage facilities for instructional materials. The researcher recommended that policymakers and education authorities should prioritize allocating sufficient funds to primary schools to ensure adequate access to instructional materials. This includes budgets for purchasing textbooks, technology, and other resources essential for effective teaching and learning
Integration of Information and Communication Technologies (ICT) on Pupils’ Learning of English in Selected Schools in Buyanja Town Council, Rukungiri District.
The topic of the study was on the he integration of information and communication technologies (ICT) on pupils’ learning of English in selected schools in Buyanja Town Council, Rukungiri district. The study was guided by the three objectives: To find out the role of integrating information and communication technologies (ICT) on pupils’ learning of English in selected schools, to investigate the factors hindering the effective integration of ICT in pupils' learning of English in selected schools, to explore strategies employed to overcome challenges hindering the effective integration of ICT in pupils' learning of English in Buyanja Town Council, Rukungiri district. Literature was reviewed according to the above objectives. The study used a descriptive cross- sectional study. A cross-sectional design was a type of observational study, or descriptive research that involved analyzing information about a population at a specific point in time. The study took a total of 50 respondents that is each school the researcher selected 5 pupils, 4 teachers and 1 head teacher by use of simple random sampling and purposive sampling. Data from quantitative and qualitative research was then analysed and presented in form of tables and graphs. Conclusions, recommendations suggestions for further research studies were finally made
