    Decentralization in Uganda has been considered one of the most instrumental and partly successful policies amongst most of the policies that have been implemented under the National Resistance Movement Government. This is attributed to a well streamlined governance structure with connected checks and balances in case of any breach of the rules of procedure of implementation on providing services by a particular individual or individuals working or acting in a particular local government office. Of course there are governance challenges notably corruption, bribery and embezzlement of funds, political pressures and patronage all of which deter local governments from achieving their set goals and objectives. In this paper we attempt to review and assess the governance of the decentralization policy in Uganda concentrating on the key milestones and failures

    Assessing the Impacts of Local Community Perceptions on Tourism Destinations in Uganda: A Case Study Lake Bunyonyi Kigezi Region (Uganda).

    Tourism development in Uganda, particularly in regions like Kigezi surrounding Lake Bunyonyi, has become increasingly important for economic growth. However, the success of tourism initiatives heavily relies on the perceptions and attitudes of local communities towards tourism activities. This study investigates the impact of local community perceptions on tourism destinations, with a focus on the Lake Bunyonyi surrounding community in the Kigezi Region. Utilizing qualitative research methods, including interviews and observations, data was gathered from community members, tourism stakeholders, and local authorities. The findings reveal a complex interplay of factors influencing community perceptions towards tourism, including socioeconomic benefits, environmental concerns, cultural preservation, and community empowerment. The study highlights the significance of community engagement and empowerment in fostering positive perceptions towards tourism. It underscores the importance of sustainable tourism practices that prioritize community involvement, cultural preservation, and environmental conservation. Moreover, the research identifies opportunities for collaboration between local communities, government agencies, and tourism stakeholders to enhance the socio-economic benefits of tourism while mitigating negative impacts. This research contributes to the understanding of community-tourism dynamics in Lake Bunyonyi and provides insights for policymakers, tourism practitioners, and community leaders to develop strategies that promote inclusive and sustainable tourism development in the Kigezi Region and beyond

    Investigating the Effect of Seasonal Variation on Road Traffic Accident Occurance Along Selected Routes in Western Uganda.

    The study examined the seasonal variations in Road Traffic Accidents (RTAs) along Kabale Katuna, Kabale-Kisoro and Kabale Mbarara highway, western region, Uganda from 2018 to 2022 and explored the relationship between RTAs and seasonal changes and the effect of seasonal changes and road traffic accident on accident causalities on the routes. Secondary data on RTAs and mean monthly rainfall were collected for the period covered by the study from the Uganda Traffic Police Force and the Uganda National Meteorological Authority, Kabale Meteorological Station. The Analysis of Variance (ANOVA), and simple statistical techniques of frequencies and percentages were used for the data analysis. Correlation models were also used to explain variations in RTAs and to assess the degree to which the variations in RTAs were associated with the monthly rainfall. The study found out that there were 109 minor, 178 serious and 42 fatal accidents in the dry season and 121minor, 152 serious and 47 fatal accidents in wet season for the study period of 2018-2022 The study also revealed an increase of 0.77% of total traffic accidents during the Dry season. The number of RTAs and road injuries during the study period increased by 2.47% (n=133 to 149) and 4.12% respectively while death due to RTAs increased by 4.65% (n=23 to 29) from 2018 to 2022 and further revealed an increase of 0.77% of traffic accidents during the Dry season for the study period. Weak negative correlation (-0.049, -0.18 and -0.275) for the Wet season in 2021,2022 and (-0.275) for dry season of 2019 respectively, correlation between rainfall and accidents along the route during the study period is generally negative in wet season and positive in dry season. These indicate that weather is also a factor contributing to the recorded RTAs in the study area. However, the month of December and January had a highest number of registered road accidents which was associated with the higher volume of road traffic as people tend to travel more. It was concluded that there is no positive relationship between rainfall and Road traffic Accident but rather rainfall has a slight static significant on Accident Causalities due to weather changes and reduction of sight distance

    Comparative Study on the Preservation Efficacy of Rosemary Extracts and Conventional Preservatives on Tomatoes.

    Tomatoes, a vital agricultural commodity, are prone to significant post-harvest losses due to their high perishability. Traditional preservation methods like synthetic chemical preservatives have been effective but raise health concerns. With growing consumer demand for natural and safer food products, rosemary (Rosmarinus officinalis) has emerged as a promising natural preservative due to its antioxidant and antimicrobial properties. However, its comparative efficacy with conventional preservatives is underexplored. This study presents a comparative analysis of the preservation efficacy of rosemary extracts versus conventional preservatives (sodium benzoate and bacterimycin) on tomatoes. The research aimed to assess the effectiveness of rosemary extracts in maintaining the physiological quality, shelf life, and overall condition of tomatoes during a 14-day storage period. This study evaluated key indicators such as color retention, weight loss, and shelf life in tomatoes treated with rosemary extract at concentrations of 0.5%, 1.0%, and 1.5%, alongside conventional preservatives and an untreated control group. The methodology involved visual ratings, and measurements of percentage weight loss. Results indicated that rosemary extract, particularly at 1.0% and 1.5% concentrations, significantly outperformed conventional preservatives, leading to superior color retention and reduced weight loss, with spoilage delayed by up to 12 days. These findings suggest that rosemary extract offers a viable, eco-friendly alternative to synthetic preservatives. The study concludes that rosemary extract is an effective means of preserving tomato quality and recommends further research to explore its application across various fruits and storage conditions, potentially enhancing food preservation strategies

    The Interface Between Loss and Damage, Vulnerability and Human Rights in Africa.

    This article assesses the intersectionality between vulnerability and impact that arise from losses and damages during climate change, in order to highlight the impact that climate change has on human rights in the context of loss and damage in Africa. It further interrogates the adequacy of climate change law in providing solutions to losses and damages and proposes the application of a human rights-based approach as the solution. The article concludes with possible recommendations on how best to improve ways of ensuring that human rights are placed at the centre of seeking solutions to climate change induced losses and damages

    Translation of Folktales from Runyankore-Rukiga into English: A Case Study of Challenges and Strategies.

    This study aims at the translation of Runyankore-Rukiga folktales into English, identifying cultural and linguistic challenges and suggesting strategies to aid cross-cultural translation. Five folktales have been translated with explanatory footnotes about the hard-to-translate and/ or untranslatable words and expressions. The researcher back-translated two of them to verify the validity of the translation. The study was qualitative in nature. It relied on data from both primary and secondary sources. The study showed that translation faces culture-related challenges, given that the languages are culturally distinct. It also showed that meaningful, “speaking” personal names and literary devices such as euphemisms, proverbs and proverbial expressions, idioms and idiomatic expressions, ideophones, and onomatopoeia, similes, and metaphors are sources of problems in translation. Some strategies to resolve these challenges have also been suggested: firstly, employing footnotes to explain the hard-to-translate and untranslatable culture-bound and linguistic items and expressions; secondly, using the three proverb and proverbial translation principles proposed by Beekman & Callow (1974, p. 139); and adopting the principle that some devices remain untranslated and are retained in the target language (Kaindl, 1999, p. 275). In addition, the researcher used the methods: literal translation and free translation for euphemisms, as proposed by Wang (2020, pp. 1176 -1177); plus Baker’s (1992) taxonomy of four idiom translation strategies. Lastly, the five simile and metaphor translation strategies proposed by Larson (1984, p. 254) were applied. The study recommended, firstly, that the government invests in and puts more emphasis on translation work and studies of this nature; secondly, that translators ensure they fully understand the source and the target languages and cultures; lastly, that translation be introduced into the language syllabus at secondary school level

    Design and Analysis of a Hydraulic Scissor Lift Trolley.

    This project focused on designing and analyzing a hydraulic scissor trolley to address the safety hazards and inefficiencies associated with manually handling heavy food sacks in warehouses and food stores. Current practices often involve workers climbing trailers using makeshift wooden stairs without guardrails, creating serious risks of falls and injuries. To improve safety and efficiency, the hydraulic scissor trolley offers a secure and ergonomic solution that minimizes injury risks while boosting worker productivity and operational flow. Powered by hydraulic fluid that drives a cylinder, the scissor lift allows for vertical movement of the platform. This project provides a comprehensive overview of essential components, such as hydraulic cylinders, scissor arms, and the base structure. Materials were selected for optimal durability and strength to withstand operational demands. Engineering sketches detail component dimensions, supported by static stress analysis performed using advanced software like Ansys and SolidWorks. The analysis includes calculations for lift height and additional lifting range, illustrating how this innovative design enhances safety and optimizes material handling in food storage facilities. By implementing this solution, the project aims to reduce delays and bottlenecks, thereby increasing overall productivity in warehouse operations

    Human Resource Practices and Employee Retention in Local Governments in Uganda: A Case of Kabale District Local Government.

    This study examined the effect of human resource practices on employee retention in Local Governments; a case of Kabale District Local Government. The study was guided by three study objectives which included examining the effect of recruitment and selection practices on employee retention at KDLG, the effect of training and development on employee retention at KDLG, and the effect between human resources compensation and benefits on employee retention at KDLG. A case study research design was used considering utilizing both quantitative and qualitative approaches. The study targeted 134 participants, but 119 managed to respond, including 117 who filled out the questionnaire and 02 who were interviewed. The study findings revealed that there was a very insignificant relationship between recruitment and selection on employee retention at (r = .026, P=0.781 > 0.01), there was a positive but insignificant relationship between development and training and employee retention at (r = .159, P=0.86 >0.01) and there was a positive and significant relationship between compensation and benefits and employee retention at (r = .430**, P=0.00 <0.01). From the linear regression analysis, it was revealed that from the linear regression, it was revealed that recruitment and selection predicted employee retention by only 0.08% with insignificant predictive potential at (Beta = .026, p=.781>0.05), development and training predicted employee retention by only 10.1% with insignificant predictive potential at (Beta = .159, p=.086>0.05) and compensation and benefits predicted employee retention by only 17.8% with significant predicator at (Beta = .430, p=.000<0.05). From the multiple regression analysis, the combined constructs of human resource practices with constructs of recruitment and selection, development and training, and compensation and benefits collectively accounted for 18.8%. However much recruitment and selection positively predicted employee retention at KDLG, it was an insignificant predictor at (Beta = .049, p=.623>0.05) and despite development and training positively predicting employee retention at KDLG, it was an insignificant predictor at (Beta =.227, p=.07 >0.05). Furthermore, compensation and benefits positively and significantly predicted employee retention at KDLG at (Beta =.567, p=.000 <0.05). The study recommended that it is crucial for KDLG to reevaluate its retention strategies, focusing on enhancing job satisfaction, professional development opportunities, and overall workplace conditions to mitigate turnover and ensure the retention of valuable talent. It was also recommended that KDLG reassess its approach to employee development through benchmarking and hiring professional trainers to ensure equitable access to training opportunities, establishing regular and comprehensive training programs, and fostering a culture that prioritizes continuous learning and professional growth. Failure to address these deficiencies will continue to impede efforts to retain talent and hinder the district’s effectiveness. There is also a need for providing competitive salaries, ensuring all employees are on the payroll, offering comprehensive workplace allowances and recognition programs, and equitably distributing work benefits across employees at all levels

    Teachers' Competence as an Avenue for "Learning Through Play Pedagogy" in Preschools: A Case of Makindye Ssabagabo Division.

    The purpose of this study was to establish whether teacher competence can enhance the use of learning through play (LTP) pedagogy in preschools. Specifically, the objectives of the study were to; examine how teachers' knowledge of the strand matter influences the use of learning through play in preschools, to establish whether teachers' knowledge about learners influences the implementation of learning through play in preschool, and to assess teachers' pedagogical knowledge needed on the use of learning through play in pre-schools. The study was guided by scaffolding instruction as a teaching strategy from the social constructivist theory by Levy Vygotsky (1978). The study adopted a case study design. The study population comprised preschool class teachers, heads of sections, head teachers, and pupils in class observation. Purposive sampling was used to apportion individual members selected. Data was collected using the interview schedule, focus group discussions, and documentary analysis. The qualitative data was analyzed using content analysis and presented in narrative form. These techniques involved observing the study participants & behavior and drawing conclusions based on their responses and actions in the way they engaged in incorporating the learning through play pedagogy. The main findings of the results highlighted and approved that some of the teachers were competent in using the learning through play pedagogy while others still used the teacher-centered approach. Teachers conducted play without a pre-conceived pedagogical purpose. Others still involved children in the learning process in the absence of play. Further investigation revealed that those doing it well had received continuous professional development support, unlike the rest. In terms of contribution, the research recommended pedagogical advancements by showcasing the benefits of learning through play. The novelty of the study concluded that the problems addressed in this research and the suggestions presented provide the basis for improving ECD practices while using play in learning

    Investigating the Effect of Wood Ash–Lime Blend in the Stabilization of Reclaimed Asphalt Pavement for Road Construction.

    Extremely large volumes of reclaimed asphalt pavement (RAP) aggregates are generated during pavement rehabilitation and reconstruction and disposed of along road alignments while large quantities of wood ash are generated from burning eucalyptus (eucalyptus grandis specie) logs under controlled combustion at 10000C. This paper presents the results of the laboratory evaluation of the characteristics of wood ash-lime stabilized RAP with a view to determining its suitability for use as highway pavement material in flexible pavement construction. The RAP-wood ash-lime mixtures were subjected to compaction tests to determine the compaction characteristics and California bearing ratio (CBR). Test results show that the properties of RAP improved with wood ash treatment. RAP was classified as A-2-4 using the AASHTO classification system and the general rating as sub-grade in accordance with AASHTO (1986) is excellent too good. The values of Maximum dry density (MDD) increased at 0% and 2% wood ash treatment and decreased furthermore with an increase in the percentage of wood ash-lime while the optimum moisture content (OMC) increased with an increase in wood ash-lime content in the RAP +wood ash-lime mixes. RAP samples were collected and mixed with wood ash and lime in varying percentage replacement of 0%, 2%, 4%, 6%, 8%, and 10% by sample weight. Geotechnical properties such as particle size according to BS 1377 Part 2 and Part 4 standards, Atterberg limit ASTM D3282 standards, unconfined compressive strength test (UCS), compaction test, and California bearing ratio (CBR) test were carried out on both native and stabilized soil samples as per AASHTO classification. The Methodology presents the materials including water, soil & wood ash, and methods which include; Liquid limit, Plasticity index, MDD, UCS, CBR that were undertaken to achieve the desired aims and objectives of the project
