    Šta Putin zapravo želi u Ukrajini?

    Prelaz od Bajdenove ka Trampovoj administraciji u SAD otvorio je pitanje mogućeg skorog zaustavljanja Rusko-ukrajinskog rata. Autor polazi od stanovišta da je za mir u Ukrajini, pored iskrenosti u nameri Vašingtona i Kijeva, neophodno da i ruski predsednik Vladimir Putin pristane na njega, jer je on rat i pokrenuo. Do argumenta da je Putin odlučujući činilac u izbijanju ovog rata, u radu se dolazi nakon razmatranja niza dubljih i srednjih uzroka rusko-ukrajinskog sukoba. Da bi se došlo do odgovora na pitanje šta je potrebno da Putin pristane na mir, a da kasnije ne obnovi invaziju, analizira se šta on želi da postigne u Ukrajini, uz klasifikaciju ratnih ciljeva. Dolazi se do teze da je Putin napao Ukrajinu motivisan ambicijom ka istorijskoj veličini, te da se politika Rusije prema Ukrajini uopšte, a Putinova invazija posebno, mogu podvesti pod politiku prestiža u klasifikaciji Hansa Morgentaua. Autorov zaključak je da je mir u Ukrajini, koji bi bio prihvatljiv po nju i Zapad, moguć ukoliko se Putinu privremenim prepuštanjem zauzetih ukrajinskih teritorija pruži privid ličnog prestiža kome teži, uz odbranu ukrajinske nezavisnosti i dalje obuzdavanje Rusije

    Podsticanje kockanja u Srbiji putem poreskog zakonodavstva

    Kockanje ima negativne efekte na pojedinca i društvo. Međutim, ono ima i pozitivne fiskalne efekte za državu jer utiče na povećanje javnih prihoda. Shodno tome, države kontrolišu ovu aktivnost, težeći da maksimizuju pozitivne, a minimizuju negativne efekte kockanja. Kao instrument za postizanje ove ravnoteže, države koriste svoje poresko zakonodavstvo. U tom smislu, govorimo o regulatornom cilju oporezivanja, koje je objašnjeno u radu pomoću metode konceptualne analize. Rad ima za cilj da, pomoću uporedno-pravnog metoda, izvrši normativnu analizu oporezivanja dohotka od kockanja u državama u regionu i u Srbiji, kao i da korišćenjem pravno-dogmatskog metoda objasni na koji način Srbija podstiče kockanje. U pogledu oporezivanja dohotka od kockanja, autori ukazuju na specifičnosti srpskog poreskog zakonodavstva, koje ne samo da ne ograničava kockanje, već ga svojim rešenjima podstiče. Autori u radu iznose zaključak da se u Srbiji poreskim zakonodavstvom direktno stimuliše kockanje kao neželjena društva aktivnost i predlažu način ukidanja ovog podsticaja

    ZSBP i strateška autonomija EU: između ambicije i stvarnosti u uslovima globalne nestabilnosti

    Rad analizira Zajedničku spoljnu i bezbednosnu politiku (ZSBP) Evropske unije u kontekstu savremenih globalnih izazova i sve prisutnije potrebe za strateškom autonomijom. Nakon kraćeg prikaza sledi istorijski razvoj ZSBP – od neuspešnih integracionih pokušaja pedesetih godina XX veka, preko Evropske političke saradnje, do savremenog institucionalnog okvira definisanog Ugovorom iz Mastrihta. Poseban akcenat stavljen je na normativne ciljeve ZSBP, ali i na njenu institucionalnu slabost, naročito u kriznim situacijama kada se zahteva brzo i jedinstveno delovanje. Kao ključni test za ZSBP razmatra se odgovor EU na rusku agresiju na Ukrajinu, koji otkriva ograničenja postojećeg modela odlučivanja i zavisnost Unije od političke volje država članica. U tom kontekstu, koncept strateške autonomije analizira se kao neophodan korak ka redefinisanju uloge EU u multipolarnom svetu. Strateška autonomija podrazumeva sposobnost Unije da samostalno odlučuje i deluje u skladu sa sopstvenim interesima i vrednostima, bez ugrožavanja saradnje sa saveznicima. Rad ukazuje na potrebuza institucionalnom reformom, jačanjem tehnološkihi odbrambenih kapaciteta i većom unutrašnjom kohezijom kako bi EU mogla delovati kao efikasan i snažan globalni akter

    U članku autor analizira institucionalni i tehnološki okvir digitalizacije matičnih evidencija u Republici Srbiji, s posebnim fokusom na Predlog zakona o Matičnom registru. Uvodno se daje kratak pregled istorijskog razvoja matičnih knjiga, važeće pravne regulative i izazova postojećeg hibridnog sistema u kome se evidencije vode paralelno u papirnom i elektronskom obliku. Potom se detaljno razmatra novi koncept vođenja matičnih evidencija koji donosi uvođenje jedinstvenog Matičnog registra – rešenja koje podrazumeva potpuno napuštanje papirnih knjiga i prelazak na centralizovani elektronski statusni profil građana. Posebna pažnja posvećena je uporedno-pravnoj analizi, sa akcentom na prakse Estonije– države prepoznate kao lidera u oblasti digitalne uprave u Evropi – i Austrije, dugogodišnje članice Evropske unije sa pravnim sistemom sličnim onom u Srbiji, koja je uspešno sprovela digitalizaciju matičnih evidencija. Cilj rada je da ukaže na značaj ove reforme, ne samo za efikasnost i transparentnost javne upraveveć i za jačanje pravne sigurnosti, unapređenje zaštite ličnih podataka, kao i očuvanje istorijsko-kulturnog nasleđa u digitalnom okruženju

    On the Edge: Serbia between the West, Russia, and Its Own Course

    The war in Ukraine deepened global divisions and pushed even actors with limited power to articulate their positions. Serbia’s reaction — a public condemnation of the invasion, but with a refusal to impose sanctions — goes beyond the usual behaviour of small and medium-sized states that oscillate between balancing and bandwagoning and reflects a thoughtful attempt to manage uncertainty by retaining manoeuvring room within an increasingly fragmented global order. This article examines Serbia’s foreign policy between 2022 and 2025 through the lens of hedging, a strategy that allows smaller states to navigate uncertainty by engaging with rival powers while deferring irreversible choices. Rather than reducing foreign policy to a binary of alignment or resistance, this analysis highlights Serbia’s use of ambiguity as a conscious and calculated position. The theoretical framework is neoclassical realism, which links structural pressures with domestic political dynamics, such as the preferences of the political establishment and the public opinion. This research draws on a qualitative analysis of documents and discourse, including UN voting records, statements by domestic and foreign officials, and EU reports. The findings suggest that Serbia has temporarily sustained its autonomy by exploiting the gaps between competing external expectations. However, as geopolitical lines harden, the space for manoeuvre narrows. This paper argues that Serbia’s hedging strategy illustrates both the opportunities and limitations facing small states that seek to shape, rather than simply absorb, global pressures

    Serbia’s Foreign Policy Perspectives amid the United States’ and the European Union’s Strategic Repositioning

    Donald Trump’s second term stirred up the international balance of power, which is gradually moving towards multipolarity. Additionally, the war in Ukraine galvanised the EU to take up a more decisive role in the international arena and strengthen its security. Having this context in mind, small states find themselves in a position to carefully consider the implications and impact of the new circumstances and attempt to formulate a foreign policy approach that can help them successfully navigate the unpredictable and turbulent strategic environment that is emerging. Among them is Serbia, an EU membership candidate pursuing a multi-vector foreign policy and burdened by the issue of sovereignty and territorial integrity in Kosovo and Metohija. Considering the evolving trajectories of both the US’ and the EU’s foreign policy amid changes in the international context, and their implications for US-Serbia and EU-Serbia relations, Belgrade’s strategic alignment may come under pressure to be reconsidered in response to the new circumstances. Therefore, this article explores Serbia’s relations with these two actors, its foreign policy perspectives and sets out three scenarios for its future orientation

    Serbia’s Contemporary Multi-Vector Foreign Policy and Its Economic Implications

    The interplay between Serbia’s multi-vector foreign policy and economic results is the primary research subject of this article. It is explored by observing the connection between Serbia’s political cooperation with its four main strategic partners (the European Union, the United States of America, the Russian Federation and the People’s Republic of China) and the economic outcomes achieved in cooperation with these countries. The authors employ descriptive statistical and case study analysis to investigate whether four macroeconomic parameters—trade, foreign direct investment, loans, and grants—have been influenced by foreign policy. The analysis indicates that Serbia’s foreign policy orientation is significantly correlated with economic performance. The primary economic parameters linked to political influence are loans and grants. Other aspects of economic performance, such as trade and foreign direct investments, are less affected by political cooperation

    The Role of the Library in Modern Educational Methods: Determinants, Variables, and Perspectives

    Libraries in schools in modern educational systems play a dual role: on the one hand, they are marginalized, on the other hand, they have become an integral and determining part of the educational process. When it comes to their marginalization, we are witnessing a trend of decreasing use of printed materials in educational processes. On the other hand, when it comes to the essential role of the library as an integral and determining mechanism in the educational process, it is important to highlight their adapted role in modern and upcoming educational processes. In this context, the essence of this paper is to point out, through the role of the library, modern educational methods that make the educational process more efficient, while the methods themselves make the entire process more effective in analyzing the relationship between the school system, on the one hand, and students - on the other hand. Using the empirical example of the organization of cultural and public activities within school libraries, we will point out the educational importance of libraries themselves. On the other hand, in a theoretical context, the work will contribute to understanding the necessity of modern methods and models of interactive teaching processes in order to make education in a systemic sense sustainable in the modern conditions of human development and digitalization

    Redefining the European Union as a Determinant of the Sustainability of the Western Balkans - A Case Study: Serbia and North Macedonia

    The European Union’s (EU) movements represent significant factor in the sustainability of political entities in the Western Balkans (WB) due to the fact that membership is placed on a pedestal as a question of sustainability. The common characteristic of all political entities in the WB is precisely membership in the EU, placed as a strategic foreign policy goal. Therefore, of particular importance is to analyze and assess the directions of development of the EU in the ongoing political, economic and security circumstances in order to create a clearer insight for planning the foreign policy actions of political entities in the WB. The contribution of this paper is threefold: first, we will provide an answer to the question of how much the European perspective of the region is endangered; second, we will establish what political units within WB, using the case study of Serbia and North Macedonia, are doing in the direction of existing potential threats in the EU context on the political, security and economic fronts, and finally, we will answer the theoretical question about the room for maneuver of foreign policy and foreign economic action of small states in the given circumstances of international political, economic and security relations
