    Čini se jasno da je Ruska Federacija, sagledano u geostrateškom kontekstu, u vojnu operaciju u Ukrajini ušla nevoljno i da je na to bila primorana jer Zapad istrajava na politici NATO otvorenih vrata, bez spremnosti da uvaži zabrinutost Moskve u pogledu zaštite vitalnih bezbednosnih interesa. Posle neuspele strategije zastrašivanja, Kremlj je angažovao vojne snage sa fleksibilno postavljenim ciljevima, pri čemu su se, gotovo zakonomerno, očitovala svojstva njihove strateške kulture. Reč je o neadekvatnoj obaveštajnoj pripremi operacije, slaboj proceni ponašanja aktera u Ukrajini i Zapada, kao i gotovo potpunom izostanku ofanzivnih mera iz oblasti informacionog ratovanja. Kumulativno dejstvo ovih faktora rezultiralo je neadekvatnim dimenzionisanjem vojnih snaga i njihovog angažovanja u početnoj fazi operacije. Budući da rat ima svoje zakonomernosti, čini se da je u slučaju Ukrajine predimenzionisan uticaj politike na vojne poslove, da vojnim profesionalcima nisu precizno definisani ciljevi i data nužna ali uvek relativna sloboda odlučivanja. To je rukovodstvo Ukrajine delimično uspelo da iskoristi i vojnu intervenciju pretvori u dugotrajniji oružani sukob, uz svekoliku podršku Zapada

    U radu će se analizirati uloga i značaj demografskog faktora u ostvarivanju manjinskih prava Srba u Hrvatskoj. Na početku ćemo analizirati razvoj normativnog okvira manjinskih prava u Hrvatskoj a potom će akcenat biti na domenu njegove praktične primene. Posebna pažnja biće posvećena popisima stanovništva kao glavnog indikatora demografskih tokova, atmosferi u kojima su održani i kakve su posledice rezultata popisa bile na obim manjinskih prava Srba u Hrvatskoj. Na kraju, pokušaćemo da pružimo smernice za unapređenje manjinskih prava i položaja Srba u Hrvatskoj

    Istorijska refleksija o lokusu globalne bezbednosti – oživljavanje Indo-Pacifika

    Ovaj članak nudi alternativnu pretpostavku o mogućem preobražaju sistema međunarodnih odnosa u prvoj polovini 21. veka promenom viševekovnog središta globalne bezbednosti – locusa, sa evropskog ka makroprostoru Indo-Pacifika. Autori predstavljaju pet distinktivnih osobenosti novopredloženog koncepta koji može poslužiti kao prilog metodskim naporima za inoviranjem proučavanja međunarodnih odnosa u budućnosti. Diskusija trasira set argumenata zasnovanih na definitivnom kraju ere unipolarnosti, koja je uzrokovana brojnim procesima i događajima koji se odvijaju tokom poslednjih nekoliko godina. Središte globalne bezbednosti – locus, u kom su dominirale SAD podržane od ostalih država globalnog Zapada, bilo je tokom poslednjih osam decenija orijentisano dominantno na severni deo evroatlantskog prostora. Takva geografska bliskost evropskog bezbednosnog regionalnog kompleksa omogućila je SAD ekskluzivitet u sferi političke i bezbednosne dominacije nad čitavim svetom. Ovaj članak ima za cilj da ispita trendove, principe i procese koji su doveli do pomeranja lokusa globalne bezbednosti sa šireg područja Evrope na regiju Indo-Pacifika. Autori zasnivaju pretpostavku da sve veći ekonomski i strateški značaj ovog regiona dovodi do pomeranja fokusa globalnih bezbednosnih napora, te drugačije geografske orijentacije spoljne politike preostalih supersila u novoj raspodeli međunarodnih odnosa

    Migration in the 21st Century – Determinator of Political, Security and Economic Sustainability of North Macedonia

    During the last two decades, North Macedonia has been facing the phenomena of huge emigration as a consequence of unstable political, security and economic flows in the country. Based on the results of the last census in that country, held in September 2021, this country lost more than two hundred thousand people in a period of twenty years, which, from a strategic point of view, represents a huge internal issue for the ongoing economic flows, potential economic growth and national investment strategies. Most of the emigrants have stated that the main reason for leaving the country were unstable economic perspectives, continuation of political tensions and politically initiated ethnic problems, which all contribute to security instability. Such circumstances are the reasons for emigrants to decide to start a new chapter in life abroad, mostly in the Western European countries. Moreover, long duration of the European integration of North Macedonia represents one of the key reasons why many young citizens of this state have decided to emigrate. In this paper, from a practical point of view, the author will analyze and explain the key reasons of the migration phenomena in North Macedonia, as well as how these reasons contribute to its economic, political and security sustainability on middle term. From the other side, from a theoretical point of view, we are going to explain how much small states, such as North Macedonia, without strong economic performances and political power on regional and international level, are vulnerable, from the perspective of migration, in contemporary globalized international relations. The questions we would like to reach an answer to in this paper are the following: Do small states, on the example of North Macedonia, could be sustainable if the process of globalization at the same time determines the process of migration? What mechanisms small states have in order to mitigate the migration flows, as a measure in securing economic sustainability? Does faster European integration contribute to mitigation of migration, or the contrary? How much do the political instability and security threats really contribute to emigration process

    Diplomatija predstavlja prvu liniju promovisanja i odbrane nacionalnih interesa i jedan od izvora moći, zajedno sa vojnim, ekonomskim, informacionim i drugim. Značaj i kompleksnost diplomatije za Srbiju u uslovima savremenih međunarodnih odnosa možda se najbolje mogu uočiti u pogledu odvraćanja u uslovima kada se na tlu Evrope vodi veliki ratni sukob, koji će izvesno imati dugoročne posledice po međunarodni sistem. Kada se tome dodaju i nerešeni problemi iz perioda ratova za jugoslovensko nasleđe, posebno problem statusa KiM, izvesno je da Srbija mora da permanentno nastoji da na najbolji mogući način iskoristi sve nacionalne potencijale za sveobuhvatno i verodostojno odvraćanje u uslovima primene politike vojne neutralnosti, što samo dodatno usložnjava izazove. Efikasnost diplomatije predstavlja jedan od ključnih preduslova za uspešno odvraćanje, ali se njena sinergija sa drugim instrumentima spoljne politike ne može pouzdano realizovati bez koncepta strateške komunikacije. Cilj rada je da se osloncem na realističku teorijsku osnovu, analizom funkcija diplomatije, sagledaju njen značaj za uspešno odvraćanje i nužnost sinhronizovanog delovanja sa drugim spoljnopolitičkim sredstvima, koji se razvijaju prevashodno radi odvraćanja, ali se mogu i drugačije tumačiti ukoliko diplomatija ne uspe da izbegne zamke bezbednosne dileme

    Military Exercises in the Post-Yugoslav States: Between Balancing and Bandwagoning

    Military exercises are a tool for demonstrating and evaluating force readiness to operate in both war and peacetime, as well as a driver of a specific form of international military cooperation. Participation in in- ternational military exercises can serve as an indicator of states’ behavior in international relations, whether in bilateral or multilateral cooperation. In international relations theory, the behavior of states toward alliances and other international actors, especially those perceived as superior in power, is often defined through two extreme forms: balancing and band- wagoning. The form of behavior that a state decides to adopt depends on several factors, such as its power relative to other significant actors, the degree of perceived threat posed by those actors, the state’s position and role in the international system, and the structure of that system. This ar- ticle examines the positioning of the post-Yugoslav states in international relations, using military exercises as an indicator of that positioning. Mili- tary exercises can reflect both balancing and bandwagoning strategies, and this article explores when post-Yugoslav states have adopted one or the other. As an indicator of a country’s foreign policy positioning, military ex- ercises show that the countries in this region continue to employ different strategies rather than a uniform approach. Instead of all pursuing a strat- egy of bandwagoning with respect to one power, some opt for balancing, striving for equal cooperation with all key actors

    Belt and Road investments in Serbia: Is China a new saviour or a new threat?

    Versatile political and institutional cooperation between Serbia and China recently spurred the dynamic development of economic relations between the two countries. Those progressed quickly, especially due to Serbia’s participation in the format China-Central and Eastern European countries and the Belt and Road initiative. It caused changes in economic relations between China and Serbia in three directions: changes in trade patterns, the volume of loans, and the inflow of Chinese investments. This article focuses on the Chinese Belt and Road investments (foreign direct investments, acquisitions, and joint ventures) in Serbia while using qualitative along with descriptive statistical analysis. The authors analysed the type of companies, value of investments, and industries in which Chinese companies invested capital in the period 2014-2022. Research findings indicate an increase in bilateral trade, especially in export, after the Chinese investments have been made. The value of Chinese investment has grown over time, with a relatively high concentration in the automotive industry and a presence in rather few industries. The first investments were realized by state-owned enterprises and, in recent times, by private-owned companies. The authors indicate that while China’s role in Serbian economic development is increasing, it should not be categorized either as a saviour or a threat, but as a rather important economic partner of Serbia whose influence in Serbia is increasing. However, the interplay between China and Serbia, determined by the interests of both sides as well as the capabilities of Serbia to design appropriate institutional and policy frameworks will determine the contribution of Chinese investments to Serbian economic development in the future

    Challenges of Sustainable Development and Implementation of the Sustainable Development Goals of Serbia and the Countries in the Region

    With the aim of constantly increasing economic development, and with the constant growth of the population, there was an excessive use of natural resources, which caused the search for a long-term solution and the creation of a concept of sustainable development. For this reason, the paper pointed out the basic aspects of sustainable development in current conditions, considering that modern society puts a heavy burden on the environment and all segments of the socio-economic system. The paper focuses on the challenges of sustainable development, according to the 2030 Agenda, more precisely on Sustainable Development Goals and challenges in implementing in Serbia and countries in the region. The biggest challenge that hit the world in 2020 and which the Serbia and the countries of the region also faced was the Covid-19 pandemic, so this challenge was singled out and dealt with separately as a challenge to the implementation of the Sustainable Development Goals. With conclusion that today sustainable development cannot be spontaneous comes the realization that the process must be guided by international organizations, national states, local governments, all the way down to companies and individuals. That is why the paper outline the basic guidelines and principles of sustainable development of Serbia and the countries in the region, present the current situation in Serbia and future tendencies, and a comparative analysis of the countries in the region in terms of compliance with the guidelines, as well as the challenges in implementing the Sustainable Development Goals
