    Malvertising: the use of malicious advertising to spread malware, and its negative effects on the world economy

    Cyberattacks like ransomware, spyware, and viruses are referred to as malware, or malicious software. Malvertising is the term for the malicious advertising that cybercriminals employ to trick victims into installing malware or steal data from their devices. While the attack might take many different forms, online advertising is always used to attract in the victim. For companies of all sizes, malware poses a serious risk. They have a significant impact both directly and indirectly. These include of financial loss, data loss, sensitive information theft, and disruption of operations. Cyberattacks also have an impact on the company's reputation and the trust that both clients and staff have in it. Malware can result in additional expenses that are directly related to a malware attack, as well as decreased user productivity, lost income from a system that is malfunctioning or performing poorly. Malvertising is thought to cause a loss of more than a billion dollars a year worldwide, and analysts believe the problem is growing and continues to negatively impact the global economy. To stop these cybercriminal acts, it appears that much more work must be done. For the time being, businesses and regular Internet users must take all available preventative measures to lessen the threat posed by malware. These precautions include installing Ad Blockers, Click-to-Play Plugins, updating software on a regular basis, configuring web browsers, and installing software updates. However, the most important advice is to not blindly trust Internet advertisements and to continually check devices

    Ukoliko se ne sprovedu mere u oblasti zaštite životne sredine kojima će se smanjiti zagrevanje planete, može se očekivati češća pojava katastrofa. Takođe, može se pretpostaviti da će naredne katastrofe biti razornije i da će trajati dug vremenski period. To znači da će se povećati finansijske štete, kao i štete koje trpe životna sredina i kulturna dobra. Postavlja se pitanje kako će se zemlje u razvoju izboriti sa katastrofama kada one postanu opasnije, posebno ako se uzme u obzir da se i sada teško suočavaju sa njima. Očigledno je da će na globalnom nivou morati da se angažuju relevantne međunarodne organizacije i drugi slični subjekti s ciljem pružanja pomoći zemljama u razvoju. U suprotnom, katastrofe sa kojima se zemlje u razvoju ne mogu izboriti mogu izazvati značajne političke i ekonomske posledice. To može rezultirati nestabilnošću u vidu oružanih sukoba, siromaštva, gladi i slično. Dakle, smanjivanjem rizika od katastrofa onemogućava se pojava kriza koje bi se pojavile tokom ili nakon katastrofa. To znači da zaštita životne sredine i sa njom povezano smanjivanje rizika od katastrofa ima širi kontekst. Treba istaći da pojave poput siromaštva, slabosti institucija, političke i ekonomske nerazvijenosti utiču na jačanje rizika od katastrofa. Ove pojave onemogućavaju uspostavljanje stabilnih institucija koje bi sprovele mere u vezi sa zaštitom životne sredine i poštovanjem ekoloških standarda. Zato je problemu rizika od katastrofa potrebno pristupiti na širi način kako bi se eliminisale pojave u društvu koje jačaju i održavaju ove rizike. Time bi se prekinuo krug u kome negativne pojave jačaju jedna drugu i kao krajnji rezultat imaju nastanak katastrofa koje imaju veoma teške posledice po stanovništvo, državu i društvo. Dodatni problem predstavljaju pojave koje izazivaju ili pogoršavaju klimatske promene. Neke od njih su glad i nedostatak vode. Ove pojave, s druge strane, mogu izazvati velike migracije stanovništva. Vidi se da postoji snažna uzročno-posledična povezanost između negativnih pojava koje osnažuju jedna drugu. U slučaju da se trenutni trend nastavi i dođe do većih migracija koje su uzrokovane teškim životnim uslovima EU može biti pod velikim pritiskom. S obzirom na nivo razvijenosti EU i kvalitet života koji u njoj postoji, može se očekivati da bi se značajan broj ljudi tokom migracija uputio kao evropskim državama. Time bi se politički, ekonomski i bezbednosni sistem našao na udaru. EU bi morala da izdvoji velika finansijska sredstva za smeštanje ovih ljudi, a kasnije bi morala da optereti svoj privredni sistem naglim prijemom velikog broja ljudi na radna mesta. Zato bi za EU bilo bolje da se više angažuju na globalnom nivou, kako bi podstakla druge međunarodne subjekte da odvoje veća finansijska sredstva za rešavanje problema koje izazivaju klimatske promene. Prioritet bi trebalo da predstavljaju humanitarne krize zbog nedostatka vode i hrane. Na drugom mestu, EU bi trebala da više zauzme ulogu neizbežnog političkog aktera u rešavanju političkih problema koji izazivaju oružane sukobe. Ovi sukobi mogu imati iste posledice po EU u vezi sa migracijom stanovništva ka njenim članicama. S obzirom na to da EU ima zavidan nivo političkog i ekonomskog razvoja, bilo bi korisno da se nametne kao globalni akter u vezi sa sprovođenjem promena u očuvanju životne sredine. Na teritoriji EU nalazi se veliki broj privrednih subjekata što zahteva da EU, bez obzira na visoke ekološke standarde, uloži dodatne napore u unapređenje ovih standarda. Time će EU prevashodno zaštititi svoje građane i smanjiti štete koje izazivaju katastrofe. Nesporno je da je EU u prethodnim decenijama dosta uradila u oblasti prevencije i reagovanja u vanrednim situacijama. EU je uspostavila koherentan sistem civilne zaštite u kome su objedinjeni kapaciteti svih država članica, a uključila je u njega i susedne države. Veoma je značajno što je u ove procese EU uključila organizacije civilnog društva, privredne subjekte i građane. Time je u svojim aktivnostima protiv rizika od katastrofa EU usvojila širi pristup, čime se posebno jača prevencija. Potrebno je da u narednom periodu EU uradi više na jačem povezivanju država učesnica Mehanizma Unije. Princip dobrovoljnosti u vezi sa dodelom kapaciteta država članica Mehanizma Unije nije loš ako su države posvećene zajedničkom delovanju. Ipak, čini se da u određenim situacijama ovaj princip može biti problematičan, posebno ako nadležni organi država učesnica procenjuju da njihova teritorija može u jednom trenutku biti ugrožena. Jedno od rešenja može biti formiranje kapaciteta i jedinica civilne zaštite EU kojima bi isključivo rukovodile njene nadležne institucije. To bi podrazumevalo uvođenje principa obaveznosti u postojanje i funkcionisanje sistema civilne zaštite EU. Ukoliko bi ovaj pokušaj uspeo, ne bi bilo problema da se u budućnosti širi nadležnost institucija EU na druge kapacitete i jedinice koje se trenutno nalaze u okviru ECPP-a i Resk EU. Jedini problem može biti uključivanje jedinica civilne zaštite država koje su članice Mehanizma Unije, a nisu članice EU. U tom slučaju, ove države bile bi obavezne da uključe neke od svojih jedinica u civilnu zaštitu EU. Problem se može rešiti uvođenjem određenih institucionalnih aranžmana kojima se mogu rešiti odnosi između nadležnih institucija EU i partnerskih država koje trenutno učestvuju u Mehanizmu Unije. S obzirom na stalnu promenu karakteristika katastrofa, potrebno je da EU nastavi sa razvojem opreme koja se koristi u vanrednim situacijama. Unapređenja opreme treba da odgovaraju promenama u nastanku i razvoju katastrofa kako bi se olakšalo i ubrzalo njihovo eliminisanje. Svakako je potrebno da EU nastavi da konstantno obnavlja svoje kapacitete civilne zaštite kroz nabavku nove opreme i tehničko unapređenje postojeće. Da bi EU definitivno postala globalni akter u rešavanju problema katastrofa potrebno je da uspostavi bližu saradnju sa međunarodnim organizacijama kao što je UN. Time bi se EU pozicionirala kao ravnopravan partner međunarodnim organizacijama i drugim sličnim globalnim akterima koje u svom programu imaju smanjivanje rizika od katastrofa. Kao što je već rečeno, na teritoriji EU postoje visoki ekološki standardi, pa bi bilo korisno da se EU bliže poveže sa organizacijama iz oblasti ekologije koje su globalno aktivne. Tako bi EU postala promoter usvajanja ekoloških standarda, čime bi pružila doprinos zaštiti životne sredine na globalnom nivou. Iskustva EU u procesu razvoja i usvajanja ekoloških standarda bila bi korisna za međunarodne organizacije u ovoj oblasti sa kojima bi uspostavila saradnju, kao i za slabije razvijene države. Naravno, to bi bilo korisno i za države koje žele da se priključe EU, jer bi se usvajanjem ekoloških standarda koji važe na njenoj teritoriji dodatno približile svom članstvu. Srbija jeste članica Mehanizma Unije, ali bi njeno učlanjenje u EU značilo potpuno uklapanje u evropski sistem civilne zaštite. Srbija bi nakon prijema u EU mogla da računa na dodatnu pomoć u unapređivanju svog sistema civilne zaštite. To bi bilo veoma značajno ako se uzme u obzir da reforma i osavremenjavanje sistema civilne zaštite zahteva značajna finansijska sredstva, ali i da Srbija ne spada u ekonomski snažne države. Dok se ne postigne članstvo u EU neophodno je da Srbija samostalno radi na transformaciji svog sistema civilne zaštite i da u potpunosti uskladi svoje zakonodavstvo u ovoj oblasti sa evropskim. Mesto gde bi Srbija mogla da nađe pomoć u svojim aktivnostima jesu regionalne inicijative kao što je DPPI, a od velike koristi može biti i bilateralna saradnja sa pojedinim članicama EU. Takođe, neophodno je da Srbija određene standarde, poput onih u vezi sa klimatskim promenama, sprovede u potpunosti u praksu. Time bi Srbija dala svoj doprinos politici EU koja se odnosi na zaštitu životne sredine i umanjivanje posledica klimatskih promena. Jasno je da naš sistem civilne zaštite nije u mogućnosti da se sam odupre svim vanrednim situacijama koje nastaju na teritoriji Srbije. Nije retka pojava da države učesnice Mehanizma Unije, a posebno one koje su članice EU, šalju pomoć u Srbiju kada se dogodi vanredna situacija širokog obima. Takođe, Srbija je slala svoje jedinice civilne zaštite u države regiona nakon što su na njihovoj teritoriji nastale vanredne situacije sa kojima nisu mogle da se samostalno izbore. Sve navedeno govori o dobroj i stabilnoj saradnji između Srbije i država članica EU. Ipak, Srbija kao država koja želi da se priključi EU mora nastaviti da unapređuje svoj sistem civilne zaštite i da prati promene koje se događaju u EU, a koje se tiču vanrednih situacija

    Blockchain integration in public sector: A comprehensive review of economic and legal challenges

    This paper presents a comprehensive analysis of the benefits, obstacles, and ramifications of integrating blockchain technology into public sector functions, specifically focusing on economic and legal aspects. The discussion commences with an examination of the societal relevance of blockchain technology, as it is poised to dramatically enhance procedural efficiency within public sector organizations. Subsequently, the paper delineates the primary research objectives, which encompass identifying the multitude of benefits of blockchain technology for the public sector, investigating its legal and economic consequences, and scrutinizing the challenges that public sector organizations might face during implementation. Research methodologies employed to attain these objectives consist of an extensive literature review and qualitative primary data acquisition from field experts. Findings reveal that blockchain technology holds the potential to augment the swiftness and dependability of administrative procedures while bolstering data security within public sector organizations, albeit some legal and economic apprehensions persist. Regardless of these challenges, the authors maintain that the public sector is poised to reap significant rewards from blockchain technology deployment due to its capacity to modernize and streamline operations, as well as its capabilities for precise and verifiable data storage. Research limitations include a scarcity of available primary data and reliance on a singular data collection method. Suggestions for future research involve conducting additional studies addressing the questions raised in this research and supplementing the findings with user perspectives

    Savremeno liberalnije poimanje porodice uz napredak reproduktivnih tehnologija u praksi dovodi do negativnih posledica po nesmetano uživanje roditeljskih prava. Unutar Evropske unije (EU) često se dešava da se identitetska, imovinska, obrazovna i druga prava dece nađu na udaru zbog različitosti u pravnim sistemima država članica u pogledu osnova za utvrđivanje roditeljstva. Težeći da smanje negativne posledice različitih materijalnih pravila država članica u području roditeljstva, a vodeći se pritom primarnim interesom zaštite prava deteta, Evropska komisija uputila je krajem 2022. godine Predlog Uredbe o nadležnosti, merodavnom pravu, priznavanju odluka i prihvatanju javnih isprava u pitanjima roditeljstva i uspostavljanju Evropske potvrde o roditeljstvu. Predloženim instrumentom Komisija je nastojala da ojača pravosudnu saradnju država članica u građanskim stvarima, što je preduslov za ostvarenje pravne sigurnosti i zaštite dece od diskriminacije po osnovu porekla. Za konačno usvajanje ovog akta biće neophodna jednoglasnost država članica u Savetu. Glasovi pobune pojedinih država članica, uplašenih od prekomernog zadiranja EU u osetljivo područje porodičnog prava, budi sumnju u konačni uspeh inicijative. Ipak, i pored strukturalnih, sadržinskih i teritorijalnih ograničenja novopredloženog akta, nesumnjiv je njegov širi društveni i politički značaj. Inicijativa Komisije bi, nezavisno od njene konačne pravne sudbine, trebalo da bude važan uzor za odlučnije reagovanje država u pitanjima roditeljstva sa prekograničnim implikacijama

With the use of IoT, machines can finish laborious tasks without assistance from humans. This technology has a huge impact on our daily lives by improving its functionality, convenience, and efficiency. They are changing not only how people use their homes and personal electronics but also how the healthcare, IoT manufacturing, and transportation sectors operate. However, one of the main issues is that a lot of IoT devices don't even have basic security protections. The acceleration in the use of IoT devices has drawn the attention of cybercriminals as well. These IoT attacks represent malicious attempts to exploit weaknesses in internet-connected devices, including medical, industrial, and smart home management systems. Attackers may take over the device, take advantage of confidential information, or utilize it to carry out other unlawful acts. The biggest businesses in this industry are aware of this issue and are making efforts to enhance privacy protection for IoT device users by encrypting data and putting strong access controls in place. The advancement of artificial intelligence (AI), which can identify dangers like malware and other harmful activity in real time, also holds enormous promise for enhancing IoT device security. Nevertheless, to guarantee cybersecurity, users themselves must also be vigilant and consistently take preventive measures by setting up data protection strategies

    Self-defense against non-state actors

    In the doctrine of international law, there is a division around the question: Is the right of self-defense available to states against non-state actors who undertake armed attacks? According to one doctrinal point of view, such possibility does not exist in general international law. The Charter of the United Nations does not provide for this possibility either, because it bound the right to self-defense ex- clusively to states. Therefore, any armed attack carried out by non-state actors, which cannot be attributed to states, cannot provoke an armed response by the affected state, that is, the legitimate exercise of the right to self-defense. However, according to another doctrinal point of view that prevails in international practice, such a possibility still exists in situations of high-intensity and large-scale armed attack by non-state actors. Since non-state actors do not have full legal capacity and often act under the influence and control of foreign governments, the use of force by attacked states in self-defense seems a legitimate right under ius ad bellum. This approach would be a logical set of circumstances in light of the transformation of international relations and the progres- sive development of international law. However, its legal justification remains highly disputed since the right of self-defense is interpreted contrary to the rule from Article 51 of the United Nations Charter, and with reference to the existence of the customary rule on self-defense, which was allegedly not derogated after its adoption. Starting from the fact that this conceptual division in international legal doctrine has far-reaching consequences in the international practice of preserving international peace and security, the following study will consider the questions whether positive international law allows self-defense and under what conditions against non-state actors and whether the illegal use of force by non-state actors can be attributed to the state from whose territory these actors act against other states

    Historically situated as a crossroads of great powers, Central Asia has regained prominence in the contemporary global arena. For decades, the European Union (EU) has been a significant player whose normative power, geopolitical interests and geoeconomic needs influence (Central)Asian (inter)regional dynamics. This paper examines the EU’s evolving policy towards the region, assessing its responsiveness to shifting (geo)political and security realities, currently and notably shaped by China’s rise and constant search for stability. Moving beyond a primarily aid-centric approach, the EU is strategically prioritizing facets such as energy security, connectivity, human rights, and the promotion of regional cooperation. This article examines the transformation and ramifications of the EU’s policy trajectory concerning Central Asia amid the rapidly changing regional landscape. The effectiveness of the EU’s existing strategies and initiatives in the region is examined, alongside an analysis of the challenges posed by the increasing influence of other powers, which has triggered a New Great Game. Through a study of key policy dimensions, diplomatic undertakings, and collaborative endeavors within the region, the paper aims to illuminate how the EU navigates the complex dynamic of a regional environment, seeking to support cooperation, address shared challenges, and foster stability in its engagements with Central Asia. In doing so, this paper provides insights into the EU’s role in shaping and recalibrating its policy framework in response to the evolving geopolitical and economic dynamics characterizing Central Asia

    The Economic Effects of Serbian Neutrality in the Ukrainian Crisis: Risks and Benefits

    The article explores and evaluates the dangers, advantages, opportunities, and risks for the Serbian economy stemming from its neutral stance in the Ukrainian crisis. Methods employed include content analysis of documents and official announcements, statistical description, analysis, and comparison of data. The research revealed an anticipated uptick in Serbia’s trade with Russia, attributed to its lower energy prices. This led to increased production in various sectors, such as machinery, motor vehicles, and the electrical industry. Contrary to expectations, trade with the EU not only increased but also improved structurally, particularly in higher-value goods exports. Recommendations advocate for internal resource investment in EU-threatened industrial sectors, specifically in bolstering production of products witnessing export growth
