Challenges of Sustainable Development and Competitiveness of Agricultural
Agriculture has a significant impact on the entire humanity and because of that we analyze the the
purpose of agriculture sector, especially the challenges of sustainable agriculture and the influence
of competitiveness, which stems from the fact that the participation of agriculture in the economy of
Serbia and Poland is at a relatively high level. In order to see more important performance and
characteristics involved in the concept of challenges of sustainable development and competitiveness
of agricultural, we will presents a brief overview of some specifics in two different countries - Serbia
and Poland
Post-return Monitoring of Persons in Need of International Protection - Legal Boundaries and Impact on Migration Policy in Serbia and the Region
The expanding numbers of returned persons in need of
international protection have led the UN Committee against
Torture to indicate obligations of post-return monitoring for
sending states. In its general practice and a well-known infamous
case against the Republic of Serbia, the Committee gradually, yet
inconsistently, put forward the contents of this obligation. The
article explores several intriguing legal and policy questions that
this decision raises since it essentially binds Serbia to act outside
of its jurisdiction to monitor the rejected asylum seeker’s wellbeing upon return to the country of origin. It questions migration
policy implications of such an obligation for the states involved,
with repercussions also for other states in the region that lay on
the current migratory routes. Through an analysis of current state
practice, the authors inquire into the potentials of post-return
monitoring to outweigh its presumable role of a rather weak
redress and to instead serve as a valuable tool for non-refoulement
prevention used to the benefit of larger numbers of persons
seeking international protection
Međunarodna politička uloga dogmi Rimokatoličke crkve
U radu se istražuje politička uloga poslednjih katoličkih dogmi, koje su proglašene (ili obnovljene) u 19. i prvoj polovini 20. veka: bezgrešnog začeća Blažene Device Marije, apostolskog primata i nepogrešivosti pape u učenju (ex cathedra), te uznesenja Marije na nebo. Cilj rada je objašnjenje njihove političke uloge u konkretnom međunarodnom kontekstu. Dogmatizacija određenih crkvenih učenja dolazi kao posledica društveno-političkih izazova, te se politička uloga dogmi tumači iz ugla teorijskog koncepta normativnog preduzetništva i transnacionalne meke moći verskih aktera. U radu je korišćen istorijski metod. Ipak, prikazani nalazi ukazuju na dugotrajniji značaj proučavanja odnosa dogme i politike: proširenje znanja o političkom ponašanju Rimokatoličke crkve (naučni značaj) i razumevanje prirode normativnog preduzetništva koje je usmereno na globalno katoličko društvo u svim istorijskim trenucima (društveni značaj)
Zagonetka u mozaiku poretka „kineskog sna“ : Šangajska organizacija za saradnju
Ova studija predstavlja rezultat produbljenog i iz drugačijeg ugla
promatranog problema, pozicije, uloge, kao i razloga i načina uspostavljanja
Šangajske organizacije za saradnju (ŠOS) na ravni spoljnopolitičkog
delovanja Narodne Republike Kine. Ujedno, ŠOS postaje i jedan od ključnih
činilica tkanja ekonomske, političke i bezbednosne saradnje u Aziji, praćeno
globalnim posledicama, čime pruža snažnu podršku u kompleksnom mozaiku
uspostavljanja poretka „kineskog sna“. Ova studija prvo nastoji da odgovori
na pitanje: zašto se posle kraja Hladnog rata sistemski (inter)regionalni
umrežavajući multilateralizam Šangajske organizacije za saradnju ukorenio
u Aziji? Drugo istraživačko pitanja proisteklo je iz realno stvorenih odnosa
ove konstitucionalizacije na tlu Azije posredstvom Kine, prvenstveno,
samoograničavanjem njene moći, koja je prerasla u institucionalizaciju njene
moći u nenasilnoj konstitucionalizaciji poretka „kineskog sna“.
Institucionalizacija moći istovremeno je, u početku, značila i
institucionalizaciju odnosa među državama susedima, a potom i stvaranje
inkluzivnog regiona ŠOS. Inkluzija regiona ŠOS rezultirala je njegovim
prerastanjem u interregionalnu saradnju, sa kapacitetima stvaranja
ekonomskih, političkih i bezbednosnih trendova na tlu Azije
National interests of Serbia and Bulgaria after major adverse events: Between continuity and change
The subject of this paper is to examine the persistence of the previously held
notions of national interests of Serbia and Bulgaria in the face of major events
that prevented these interests from being fully realized. Did the national
interests change or remain the same after major adverse events in Serbia
and Bulgaria? Were only the means of the achievement of previously held
national interests, such as alliances, and not the interests themselves, what was
changed? In reaching the answers to these questions, authors use historical
and comparative methods, by tracing and comparing the national interests
of Serbia and Bulgaria regarding four variables: territory and sovereignty,
national integrity, wellbeing (economic prosperity) and security. The authors
will determine the perception of national interests regarding these four
variables before and after major adverse events. In the case of Serbia, this is a
break-up of Yugoslavia and NATO military intervention in 1999 and, in the
case of Bulgaria, the results of the First World War, which were referred to
in the historiography as a “national catastrophe”, the results of the Second
World War, as well as the collapse of the Eastern Bloc and the beginning of the
democratic transition. The authors conclude that the previously held national
interests did not change significantly, but were constrained due to systematic conditions such as an unfavorable balance of power and the evolution of
international law, which led them to start searching for new means of their
achievement
Space exploration's impact on economic growth
Space research can have a profound effect on Earth's challenges, provide solutions in a
variety of industries, and promote economic growth and development. The space economy is
concerned with the use of resources and the implementation of actions (during the
exploration, understanding, and use of space) that provide value and advantages for humans.
The space economy generates half a billion dollars in global income, and it is expected to
grow dramatically in the coming years. One of the primary reasons for this optimism is that
space technology, such as satellites, are being employed to support internet infrastructure.
Space technology enables global positioning systems (GPS) (which makes traditional maps
obsolete), mobile banking, weather forecasting (which assists farmers in adequately preparing
for potential weather problems), broadcasting television programs, maintenance video
conferencing, and device interconnection. Above all, space exploration can boost GDP and
create new jobs. The data gathered by researchers via multiple space missions about human
survival in extremely severe environments (how to grow food or survive with very limited
natural resources, for example) gave solutions to many problems on Earth. Countries battling
drought and food shortages can now experiment with new space technologies.
Acknowledging the potential of space technology, numerous businesses, including
pharmaceutical companies, are testing their products in the International Space Station's
microgravity. The creation of inventions that can directly support sustainable development is
another growing application for these technologies. These innovations can lessen the
consequences of climate change or enhance the handling of natural disasters on a worldwide
scale. Less developed nations will be able to participate in space research, which will directly
boost their economies, as a result of the state and private sectors working together in this field
and ultimately reducing costs associated with space exploration
Political reminder : guided exploration through terms and ideas of power
In contemporary society, many politicians have experienced a significant transformation. The essence of a
politician lies in the dedicated conduct of policies and
actions that serve the common good based on a deep
understanding of political principles. However, an increasing number of modern politicians seem to prioritize their public image over the solemn responsibility of
their roles. Therefore, it is necessary to reconsider basic
political concepts and ideas to understand the importance of effective political leadership.
Responsibility, transparency, and integrity form the
cornerstones upon which political institutions build
their credibility. In contrast, many politicians today
seem more inclined to engage in theatrics, seeking the
limelight for personal gain rather than meaningfully
contributing to social betterment. This shift is dangerous because it erodes public confidence in the political
process, creating a disillusioned electorate that questions the foundations of civilized and humane governance. Although the stated and festive populism does not
necessarily exclude the correct fulfillment of policies
for the common good, the motivation behind one's actions significantly affects the nature and sustainability
of their impact on the world. True change often comes
from a sincere desire to improve the lives of others,
while seeking popularity can bring fleeting attention
without necessarily contributing to lasting positive transformation. It is the main reason this book aims to
serve as a guide, passing on essential political knowledge and values to the next generation.
A clear motivation and call extends to the younger
generation, encouraging them to resist the temptation to
seek roles and privileges devoid of essential ideals.
Meaningful political engagement requires a commitment to ideas based on a comprehensive understanding
of history and political discourse. Only by equipping
themselves with a deep of political principles and a
commitment to factual public service can they contribute to a future restoring the true essence of politics and
ensuring a society that thrives on integrity, responsibility, and the common good. This appeal echoes a clear
and unwavering message directed towards present-day
political figures and those on the verge of emerging
leadership: prioritize the fundamental responsibilities of
political governance above the allure of media prominence. The imperative is that politicians make sense to
engage with their constituents, formulate prudent policies, and unwaveringly contribute to the collective
well-being of society. For something like that, one
needs political education and knowledge of basic political terms at least.
At the same time, this academic discourse extends
a significant appeal to students and aspiring leaders,
eschewing imitation of contemporary political behavior
for a deeper engagement with political theory and governance mechanisms. The absence of genuine leadership and the prioritization of media-centric prominence
over substantive political governance has far-reaching
consequences beyond mere political discourse. The erosion of politically educated leadership breeds a dangerous trajectory, bringing societies dangerously close
to a state of pre-political existence. This trajectory requires deep consideration and highlights the imperative
to correct the prevailing deviation from principled governance.
Therefore, before you is a diverse and accessible
book that serves both as a starting point for beginners in
political discourse and as a reminder for individuals
already in positions of political power, hence its title.
Tailored for novice readers and those actively engaged
in political spheres, the book's dual nature reflects a
thoughtful approach to cultivating a deeper understanding of political principles while providing actionable

While the book may not guarantee a complete
transformation of perspectives, its aspiration to help

politics is evident. By encouraging more informed,

The book navigates the historical and contemporary
aspects of political theory, ensuring a well-rounded
understanding for the readers. Considering the author's
background and affiliation, we utilized literature in the
Serbian language. However, in citing the bibliography,
we also included English titles to make the search more
comprehensive. Accessible language and style ensure
that readers can grasp fundamental concepts, while
practical instructions serve as a valuable guide for those
new to political roles
Between Geopolitics and Legal Obligations: The Eu and The Continuation of the Normalization Process between Belgrade and Priština
Te article deals with the challenges in the implementation of the Agreement on the path to
normalization of relations between Kosovo and Serbia signed on February 27, 2022, and its
Implementation Annex from March 2022. There has been no significant application of these
documents so far, in addition to the similar lackluster fate of numerous other documents concluded in the normalization process. Therefore, the authors argue that the EU’s image of the
mediator in the process, intending to bring democracy and rule of law through these agreements
to both parties, is increasingly brought into question.
In relation to this, the first part of the article explains how the European Union, in the context
of its policy of conditionality, increasingly exerts significant influence on Belgrade to accelerate
this process. Te opening of new clusters according to the Union’s new methodology concerning
Serbia depends on the continuation and acceleration of this process, which is now an integral
part of its negotiation framework (Chapter 35). Similarly, for Kosovo, within the broader
framework of conditions for future candidate status and future membership negotiations, this
question of the successful normalization of relations with Belgrade is a priority. Also, in the
New Growth Plan for the Western Balkans presented in November, the withdrawal of significant financial resources by the authorities in Belgrade and Pristina will depend on the further
dynamics of the implementation of all previous agreements between the two parties, especially
the last year’s Agreement on the path to normalization of relations between Kosovo and Serbia.
This Agreement was primarily the result of the joint initiative of Germany and France, with
significant diplomatic support from the United States of America.
Te second part of the article deals with the issue of the legality of such EU actions. Te authors
argue that despite a certain objective inability to accelerate the implementation process of all
the agreements reached during the thirteen-year normalization process, the European Union
can condition Belgrade and Pristina regarding additional donor funds—that is, an investment
and financial aid package—in line with the fact that the parties themselves have accepted and
committed to it. Simultaneously, through this Agreement, in principle, the parties committed
in Article 5 to harmonize their foreign policy actions with the EU’s Common Foreign and
Security Policy, which is particularly important for Serbia.
In conclusion, the authors point out that the EU credibility in the Western Balkans will largely
depend on the successful implementation of everything agreed in the dialogue between Belgrade
and Pristina. As noted in the Agreement, the issue of these relations is fundamental and closely
connected to the context of broader European security. Te European Union has assumed a
dominant role in implementing all agreed-upon aspects between Belgrade and Pristina, thereby leaving a realistic possibility that there could be serious consequences for their EU accession
process and the financial aid they are expected to receive
Green innovations as a path towards a more sustainable global economy
In previous years, due to society's increasing concern about climate change, it seems that there has never been
more pressure on companies to turn to green innovation as a main means of achieving sustainable development.
Companies that have already taken steps towards this commitment are perceived by consumers as responsible
and as those that are oriented towards environmental sustainability and improvement of economic and social
performance. This strategy attracts new consumers, improves competitive advantage, market position and
reduces time and costs of production processes. Therefore, green innovations simultaneously contribute to the
preservation of the environment and the development of the economy. In a broader sense, a country that is
committed to innovation as a means of enabling sustainable development can strengthen its international
position and build an image of itself as innovative and environmentally friendly. Among the green innovations
most represented on the market are photovoltaic cells for converting sunlight into energy, windmills (which
generate energy from the wind), electric cars, green architecture, etc. Such innovations promote economic
growth and have the role of reducing carbon emissions as well as redefining waste management and the use of
renewable resources, thus reducing the negative effects that people have on the planet. The increasing scarcity
of resources due to global economic expansion has forced countries to focus more strongly and decisively on
sustainable development. The global economy can collectively drive the positive change needed to protect our
planet for future generations by supporting and investing in these technologies
