The Determinants of successful Implementation of Government Projects in Vietnam: A case of Ho Chi Minh City projects
The study examined the determinants of successful implementation of government projects in Vietnam in the case of Ho Chi Minh City projects. The specific objectives of the study was to determine the role of stakeholders participation on infrastructural projects implementation in Ho Chi Minh City projects in Vietnam, to establish the influence of human resource on infrastructural projects implementation in Ho Chi Minh City projects in Vietnam, to examine the impact of governance on infrastructural projects implementation in Ho Chi Minh City projects in Vietnam and to establish the effect of adequate budgetary allocation on infrastructural projects implementation in Ho Chi Minh City projects in Vietnam. The study was anchored on two theories, namely, resource-based view and human capital theory. The study adopted a descriptive research design. The targeted population of the study was 893 respondents that were drawn from the employees working in six major projects within Ho Chi Minh City projects. The sample size of the data was 276. The findings of the study established that stakeholder participation, human resource, governance and adequate budgetary allocation were positively and significantly related to the successful implementation of infrastructure projects. The study concluded that that stakeholder participation increases the successful implementation of infrastructure projects in Ho Chi Minh City in Vietnam since there was a positive and significant relationship between stakeholder participation and the successful implementation of infrastructure projects. The study also concluded that there exists a positive and significant relationship between human resources and the successful implementation of infrastructure projects. Besides, the study concluded that there exists a positive and significant relationship between governance and the successful implementation of infrastructure projects.

Determinants of Enterprise Resource Planning System Projects Implementation in Kenyan State Agencies: A Case of Tanathi Waterworks Development Agency
Enterprise Resource Planning (ERP) Systems are managerial tools that improve organizational performance. ERP automates key functions such as Finance, Accounting, Human resource and procurement. Implementation of the Enterprise Resource Planning is normally done in facets depending on the organization's size and structure. ERP projects are capital intensive and different methodologies are adopted in implementing ERP systems. The implementation of the ERP systems comes with various challenge sand the ability of an organization to overcome the challenges determines the success of the project. This study thus, aimed to investigate the determinants of enterprise resource planning system projects implementation in Kenyan State Agencies in a case of Tanathi water works development agency. The study was guided by the following objectives: To establish how finance availability, capacity development, management commitment and Existing ICT Technology determine Enterprise Resource Planning System Implementation. The study used a descriptive research design with a target population of 58 respondents that was drawn from Tanathi top managers, middle and other Key departments. The study sampled 48 respondents through the purposive method. Data was collected through the use of questionnaires. Data were analyzed using Statistical Package for Social Sciences. All the questionnaires received were referenced and items in the questionnaire were coded to facilitate data entry. After data cleaning which entailed checking for errors in the entry, descriptive statistics such as frequencies, percentages, mean score and standard deviation were estimated for all the quantitative variables. Inferential data analysis was done using multiple regression analysis. The data was presented in form of tables. The study found that ERP was an added advantage and value for money and that ERP does not improve financial control and better accuracy. The research also found that training development determines enterprise resource planning system projects implementation in the Tanathi Water Works Development Agency. The research found that management shows commitment to programs on the implementation of ERP and the managerial staff was committed to ERP system continuous improvement. The research further found that LAN/WAN determines enterprise resource planning system projects implementation in the Tanathi Water Works Development Agency. The study concluded that capacity development was the greatest determinant of enterprise resource planning system projects implementation in Tanathi Water Works Development Agency, followed by financial availability, then existing ICT Technology while management commitment was the last determinant. The study recommended that timelines should be realistic. The scheduled time for implementation and cost is inevitable to ensure that the desired results are obtained as agreed in the contract. The Tanathi Water Works Development Agency should carefully assess and select ERP software.

A Comparative Study on Psychological Contract and Affective Commitment of Catering Employees between Public and Private Universities in Nairobi City County, Kenya
Psychological contract refers to employees perception as the implicit agreement between themselves and the organization that contains a shared responsibility between the two parties. It is different from the formal contract as it is implicit. Employees commitment is the ability to internalize and engage in achieving the goals of an organization. The purpose of the study was to establish and compare relationship on psychological contract and organizational commitment between public and private universities in Nairobi City County, Kenya, moderated by employees welfare initiatives. The study adopted a descriptive survey design where a sample size of 50 public and 50 private university catering employees from two universities in Nairobi City County, Kenya. Data collection instruments were questionnaires and interview guides. Qualitative data was coded and summarized in compilation sheets for easier analysis. Quantitative data was analyzed using SPSS with levels of significance established using paired tests with a cut-off point of p being < or =0.05 at 95% confidence and significance levels. The findings revealed that x2=18.84 df = 3 and p=0.000 and 0.001 which are < 0.05, an indication that, there is a significant relationship between psychological contract and organizational commitment of university catering employees in both public and private universities in Nairobi City County, Kenya. This means that, psychological contract can be attributed to organizational commitment of public university catering employees in Nairobi City County, Kenya

A Postcolonial Study of Land Conflict in 1 Kings 21:1-16: Towards A Theological Response to Land Clashes in Kenya
This study used postcolonial biblical criticism to read 1 Kings 21:1-16 as a theological response to land clashes. Land clashes is part of post-colonial injustices that need to be addressed using the postcolonial perspective. The guiding objectives were to provide a background of 1 Kings 21:1-16 as a basis to exposed land conflicts and social injustices, to show how land clashes has affected the citizens and how postcolonial reading of 1 Kings 21:1-16 can be used to respond to land clashes. The aim of this study was to produce a useful tool for responding to land clashes and intellectual reference for other scholars. The key question addressed in this study is how 1 Kings 21:1-16 can be read to deal with land clashes. The study was qualitative in nature in that it utilized data from the library, books, journals, theses, online sources, and other relevant publications. The study is informed by the observation that there are few biblical scholars who previously dealt with theological responses on land clashes. It was hypothetical that land clashes can be addressed theologically. The researcher found out that perpetrators of land clashes should be prosecuted and justice delivered to the victims, capital punishment should be imposed on the perpetrators of land clashes, land laws should be revised to ensure that leaders do not misuse power to illegally relocate citizen in order to take their land. There is need for laws prohibiting leaders spouses from accessing power functions for wrong use as did Jezebel. Finally there should be laws ensuring that all foreigners get well rooted and grounded in the new religious and cultural heritage.

Influence of political regulatory environment on the liberalization of the air transport industry in East Africa
This paper explored the influence of the political regulatory environment on the liberalization of Air transport industry in East Africa. Data were analysed using descriptive and inferential statistical methods. The results confirmed that there was high cost of tariffs which limit the number of passengers, the bilateral agreement was discouraging liberalization, political will, and regional integration success was found to be among the key areas that can help improve liberalization of air transport. The regression results showed that the political regulatory environment affects positively the change in air transport. It was recommended that higher-level authorities in EAC keep improving collaboration among nations, easy movement of people between counties. Having a high-quality infrastructure and affordable tariffs can significantly affect the liberalization of the air transport industry.

Determinants of the Implementation of E-Procurement Programs in Parastatals; A Case of Kenya Ports Authority
The purpose of this study was to examine the determinants of the Implementation of E-Procurement Programs in Government Parastatals: A Case of Kenya Ports Authority. The study was guided by the following objective; to assess how stakeholders involvement influence implementation of E-procurement Programs, to determine how Technology Infrastructure influence the implementation of E-procurement Programs, to establish how staff skills in technology influence the implementation of E-procurement Programs and to investigate how top management support influence implementation of E-procurement Programs in Government Parastatals. This study adopted a descriptive study design with target population of 300 from KPA where a sample of 38 key staffs was randomly and purpose sampled. The study used structured self administered questionnaires as the primary data collection instrument. Data analysis was done through use of descriptive method. Further data analysis, was done through Statistical Package for Social Sciences (SPSS).The findings showed that all the study variables showed a significant influence on implementation of E-procurement programs at Kenya Ports Authority.Therefore, recommendations of the study was that, KPA should consider a whole inclusiveness of all other stakeholders. This was focused to only staff and suppliers they did not consider community that surround them, let the computer department at KPA find out the deficiencies involved on acquisition of suitable hardware, continuous improvement and training to all support staff and who are key implementer of e-procurements projects.Suggestrd for other studies to be done to all key other government parastatal with focus to the same objectives and a replicated of the same to be done at All KPA regional offices such as Lamu, Nairobi and Kisumu.

Critical Success Factors Influencing Adoption of Monitoring and Evaluation Systems of County Government Projects in Kenya: A Case of Mombasa County Government
Monitoring and Evaluation systems are crucial in ensuring that the project meets the targeted objective. Monitoring and Evaluation helps organizations to retrieve important information from previous and current projects. This information is useful in planning for the future, avoiding pit-falls, keeps the project within the right track and reduction in delays during project implementation. Government projects are planned for at both the national level and the county government level. Despite the existence of a robust M&E system, County Governments in Kenya have continually misappropriated and/or diverted funds meant for development projects. County government Projects are over-priced and lack adequate and meaningful public participation in the planning, implementation and evaluation. An effective and efficient monitoring and evaluation system is critical for successful implementation of projects. Whereas Mombasa County Government has received negative successive mentions in the Auditor General reports, since 2013, an analysis of these reports, between 2013 and 2018, indicates that no significant change has been achieved. The study was an investigation into the critical success factors influencing the adoption of monitoring and evaluation systems in County Government projects in Kenya, the case of Mombasa County. The researcher investigated the influence of organisation culture, budgetary allocation, organisation structure and staff competence on the successful adoption of monitoring and evaluation systems of county government projects. The dependent variable used for the study was adoption of M&E systems, while the independent variables were organization culture, budgetary allocation, organization structure and staff competence. The literature reviewed the themes of organization culture, organization structure, budgeting, and staff development. The study was anchored on the Results Based Management Framework and the participant-oriented approach. The target population for the study was 50 respondents drawn from the staff members in the county government delegated the M&E function, their directors and chief officers of the departments. Based on the Krejcie and Morgan model used to determine the sample size, 44 respondents were used in this study. Data collection was done by aid of a structured questionnaire with items ranked using a 5-point Likert scale. Piloting was conducted using 11 members of staff and the validity of the data collection tool was determined. Reliability of the research instrument was determined using the inter-rater approach. Data analysis was done by both descriptive statistics, using the mode and the mean; and by inferential statistics. The Spearman correlation coefficient was used to determine associations between the dependent and independent variables used in the study. A weak positive association between organization culture and adoption of M&E systems was noted (rs = 0.1, p two-tailed= 0.87. There was a moderate positive association between budgetary allocation and adoption of M&E systems (rs =0.5, P two-tailed = 0.391. Organization structure’s influence on the adoption of M&E systems was very weak (rs =-0.05, p two-tailed = 0.93). There was a moderate negative association between staff competence and adoption of M&E systems (rs = -0.5, p-two-tailed = 0.391). Based on the study objectives the study concluded that there is a significant relationship between organization culture, budgetary allocation, organisation structure and staff competence on the successful adoption of monitoring and evaluation systems of county government projects. The study recommended that organization culture influences the overall performance of the organization. Besides, it was recommended that county governments should budget for the M&E of the projects and that the M&E unit should be well funded. Similarly, training should be carried out at least once in a year for the staff in the M&E unit.

The Influence of Market Orientation on Performance of Private Security Firms in Kenya
The objective of the study was to establish the influence of market orientation on the performance of private security firms in Kenya. Despite the significant value of private security firms to the Kenyan economy, the market orientation construct has not been studied in the context of private security industry in Kenya. Many studies have been done on market orientation and firm performance with the findings indicating that market orientation has a positive and significant effect on firm performance. However, other studies by have reported findings of a negative effect of market orientation on firm performance while others have found market orientation having an insignificant impact on firm performance. The inconsistency of research findings among authors was an indication that the available research evidence on the link between market orientation and performance of business organizations is inconclusive. Therefore there was need for this study to be conducted. The data was collected from key informants in the private security firms and they were either the marketing manager of the Chief Executive Officer of the firms. The Resource-Advantage theory and the Resource Based Theory were used to provide theoretical perspectives to the study. The study targeted 39 firms that were members of the Kenya Security Industry Association (KSIA) in a census study that was cross-sectional in nature and 37 firms participated in the study and this translated to a 95% response rate. Data was collected from the respondents using a semi-structured questionnaire whose measurement scales met all the requirements of reliability and validity tests. Descriptive and inferential statistics was used to gain a good understanding of the respondent and firm characteristics and simple linear regression was used to establish the relationship between market orientation and performance. Results of the regression analysis indicated that market orientation had a positive and significant effect on both non-financial and financial performance of the private security firms. The study recommended that managers of private security firms and firms in other industries should view market orientation as a resource that can enhance the firm ability to achieve sustainable competitive advantage. It also recommended that management of firms should invest their time in developing a market orientation culture among all employees of their firms because this will enhance the inter-functional co-ordination that is required when developing and implementing strategies. A longitudinal study was suggested since the industry structure has been significantly affected by the strong government regulation through the Private Security Regulatory Authority.

Information and Communication Technology (ICT) Integration and Teachers’ Classroom Pedagogy in Selected Secondary Schools in Nyanza District- Rwanda
The aim of this research project was to analyze the influence of integration of ICT in education on teachers’ classroom pedagogy in secondary schools in Rwanda, specifically in Nyanza District. This research project was guided by the following specific objectives: To assess the level of ICT integration in teaching and learning process in selected schools in Nyanza District; to determine the level of teachers’ classroom pedagogy in selected schools in Nyanza District, and to establish the relationship between ICT integration and teachers’ classroom pedagogy in selected secondary schools in Nyanza District. This study used a descriptive research survey design. The data in this study were gathered from head teachers and teachers from sampled schools. The sample size in this study was 84 respondents out of 132. Purposive and simple random sampling techniques were adopted to obtain the required number of respondents. Questionnaire and interview guide were used as main tool for collecting primary data. To ensure validity and reliability of research instrument a pilot study was conducted in schools, which were not included in the study sample. After data collection, the research analyzed the quantitative data with the aid of a statistical package for social sciences version 23.0 while qualitative data were analyzed using content analysis. The results of the study indicated that teachers integrate ICT in teaching and learning process as shown by the mean of 3.42 which expressed as high mean and the study found that both teachers and students use ICT tools and equipment during teaching and learning process. To the second objective, the findings of the study indicated that ICT is important tools that influence syllabus coverage, content delivery and record keeping in education setting. In this study, majority of respondents indicated that ICT had a positive impact on teachers’ classroom pedagogy as shown by high mean of 3.84 on syllabus coverage; mean of 3.90 on content delivery and mean of 3.89 on record keeping. The findings on this objective suggested that level of teachers’ classroom pedagogy has improved because of ICT integration in teaching and learning process. The results on the third objective revealed that there is a strong positive relationship between ICT integration and Teachers’ classroom pedagogy due to the correlation coefficient of 0.803**.

Strategies in Teaching HIV and Aids Education in Public Boarding Secondary Schools in Kisumu County, Kenya
The purpose of this study was to explore strategies used in teaching and learning HIV and AIDS in public secondary schools in Kisumu County. The study adopted convergent parallel mixed methods design. Stratified random and purposive sampling methods were used to select participants. Data was collected using questionnaires, in-depth interview and focus group discussion guide. Quantitative data was descriptively analysed using Statistical Package for Social Science (SPSS) version 26. Qualitative data was analysed using content and thematic analyses. The study established that teachers used multiple strategies to teach HIV and AIDS in schools. The study concluded that in spite challenges teachers encounter in teaching the subject, they strive to actively engage learners using different strategies during HIV and AIDS lessons. The study recommended that the Ministry of Education should provide schools with current and adequate HIV and AIDS teaching and learning resources, equip teachers with current information on HIV and AIDS and best teaching strategies through in-service and pre-service training.
