Cabo Delgado: az új stratégiai, hatalmi „játszótér” Kelet-Afrikában?
Get PDFWith the Russian-Ukrainian war breaking out, alternative energy sources and deposits to replace Russian energy imports are becoming increasingly important for Europe. One of the potential solutions could be Africa. One possibility is the discovery of natural gas reserves in the northern Mozambique province of Cabo Delgado. However, the most serious problem is the serious security instability that has prevailed since 2017, caused by a local jihadist organisation under the umbrella of the Islamic State. The Mozambican government has been unable to contain the crisis, so foreign entities have stepped in and achieved relative stability, allowing the necessary facilities for gas extraction to be built. The study takes stock and ranks the foreign powers present, their interests and their results.Az orosz–ukrán háború kirobbanásának következtében Európa számára egyre fontosabbá válnak azok az alternatív energiaforrások és lelőhelyek, amelyekkel helyettesíteni lehet az orosz energiaimportot. Az egyik lehetséges megoldást a Mozambik északi részén, Cabo Delgado tartományban felfedezett földgázkészlet jelentheti. Ugyanakkor a régió 2017 óta instabil; a helyzet előidézője egy, az Iszlám Állam hálózatához tartozó dzsihádista szervezet. Get PDFOne of the big issues of the early 21st century is China’s role in security policy. What power does it have, how much and for what purposes is it willing to use it? In this paper I want to examine an important aspect of this question, the Chinese naval forces. After a historical overview, I will present the most recent current information on the Chinese navy, based on open-source documents compiled by the Congressional Research Service, the United States Department of Defense, and the Office of Naval Intelligence. These sources are the latest data available at the time of writing (November 2023). My conclusions from the data are presented at the end of this paper.A 21. század elejének egyik legnagyobb kérdése Kína biztonságpolitikai szerepe. Milyen erővel bír, mennyire és milyen célokra hajlandó használni az erejét? Jelen tanulmányomban e kérdés egy fontos részletét, a kínai haditengerészeti erőket kívánom vizsgálni. A történeti áttekintés után ismertetem a kínai haditengerészetre vonatkozó aktuális információkat, amelyeknek forrásai az Egyesült Államok törvényhozásának Kongresszusi Kutatószolgálata, az Egyesült Államok Védelmi Minisztériuma, valamint az Egyesült Államok Haditengerészeti Hírszerző Hivatala által összeállított, nyílt forrású dokumentumok. Get PDFThe current transformation of the world order and the challenges to the leading position of the United States are not without consequences for the South Asian states. The rapid rise of the People’s Republic of China and the loss of Russian power are forcing some countries in the region to reassess their strategies. Related with this, experts of international and security studies pay keen attention to the future roles of India and Pakistan. This study examines the challenges that the South Asian region, and especially its two leading powers, may face in the post-hegemonic stage of the development of world order. In doing so, it briefly reviews the post-Cold War strategic aspirations of India and Pakistan and their relationship with the great powers, and then it pays detailed attention to the changes in the South Asian strategic environment over the past decade, with particular regard to the effects of the intensifying U.S.-China rivalry.A világrend napjainkban zajló átalakulása és az Egyesült Államok vezető pozícióját érő kihívások Dél-Ázsia államaira nézve sem maradnak következmények nélkül. Kína gyors felemelkedése, valamint Oroszország hatalmának gyengülése stratégiáinak átértékelésére készteti a térség országainak egy részét. Ezzel összefüggően India és Pakisztán jövőbeli szereplehetőségeit kíséri élénk figyelem a nemzetközi és biztonsági tanulmányok művelői részéről. E tanulmány azt vizsgálja, hogy a dél-ázsiai térség, és különösen annak két vezető hatalma milyen kihívásokkal szembesülhet a világrend poszthegemoniális fejlődési stádiumában. Ennek során röviden áttekinti India és Pakisztán poszthidegháborús korszakra jellemző stratégiai törekvéseit és a nagyhatalmakhoz fűződő viszonyát, majd részletesebb figyelmet szentel a dél-ázsiai stratégiai környezet elmúlt évtized során bekövetkezett változásainak, különös tekintettel a fokozódó amerikai–kínai rivalizálás erre gyakorolt hatásaira

Get PDFThe invasion of Russia against Ukraine in 2022 led to the aggressor’s exclusion from the Council of Europe in March. The European Convention on Human Rights, the core human rights document of the now 46-member pan-European organisation, has also not bound the Russian Federation since September the same year. What will be the fate of the ongoing Russianrelated cases before the European Court of Human Rights in Strasbourg? Will the procedures be suspended, terminated or continued? How did the ECtHR decide on these issues in 2023? How is compliance with the judgments delivered but not yet enforced, ensured? Nonetheless, is it not counterproductive to exclude a country from an international human rights protection mechanism? This study aims to answer these questions.Oroszország Ukrajnával szembeni inváziója 2022-ben az agresszor márciusi kizárásához vezetett az Európa Tanácsból. Az immár 46 tagállamúra fogyatkozott páneurópai szervezet emberi jogi alapdokumentuma, az Emberi Jogok Európai Egyezménye sem köti tovább az év szeptembere óta az orosz államot. Mi lesz így a strasbourgi Emberi Jogok Európai Bírósága előtt a folyamatban lévő, orosz vonatkozású ügyek sorsa? Felfüggesztik, lezárják, folytatják az eljárásokat? Miként döntött erről 2023-ban az EJEB? A meghozott, még végre nem hajtott ítéletek tiszteletben tartása miképpen biztosított? Violence against Women as a Structural Risk:: Responding through Prevention with Due Diligence
Get PDFSituations of crises such as the Covid–19 pandemic expose the fissures in society, both domestic and global. Using violence against women as an example, the paper shows how structural risks amplify during crises and how the concept of due diligence can be used to address these risks. By focusing on prevention, it analyses the existing approaches towards due diligence in the context of violence against women by the Inter-American Court of Human Rights, the European Court of Human Rights, the Committee on Elimination of Discrimination against Women and the Special Rapporteur on violence against women. The paper looks at how these mechanisms have considered the invocation and applicability of the duty of prevention with due diligence as well as the measures that states need to take to discharge such a duty. It concludes with a reflection on what can be done to further strengthen the arguments of the mechanisms analysed in this paper to utilise the full potential of due diligence concerning state obligations towards the prevention of violence against women
Human Rights and Sovereign Debt Restructurings:: Considerations on States’ Legal Arguments in Disputes under Public International Law
Get PDFThis article delves into the intersection of sovereign debt restructurings with human rights. It emphasises that, in disputes under international law, States often omit to raise arguments concerning how adverse judgments could potentially harm the economic, social, and cultural rights of their citizens. The article also draws attention to the applicable law approach of some arbitral tribunals and the behaviour of certain holdouts, explaining how they can also contribute to this ecosystem. Ultimately, it is argued that the current hard-law international architecture is neither optimal nor encouraging to robustly link sovereign debt restructurings and human rights. To this end, the article recommends that these processes be guided by certain general principles of law. These principles, considered sources of international law, should be infused with international human rights law nuances. Rather than advocating for an overhaul, suggestions are made to refine the existing international legal framework and better suit human rights in sovereign debt restructurings
Sahrawi Women and the Liberation Struggle:: Agency and Resistance in a Minority Context
Get PDFThis paper aims to explore Sahrawi women’s experiences of maternity within the Sahrawi liberation struggle, framing it as both an individual and a collective act of resistance against the occupation of Western Sahara. Rooted in the pronatalist politics of the Sahrawi liberation front’s (Polisario), it investigates how Sahrawi women approach biological reproduction as part of a minority group. Choices of biological reproduction among Sahrawis are inscribed within a history of occupation and refuge that, together with colonialism and nationalism, also shape Sahrawi women’s agency in navigating the socio-political dimensions of reproduction. This paper critically engages with an increasing number of humanitarian interventions in reproductive health, exploring the balance between addressing health concerns and the potential imposition of Western perspectives on biological reproduction. Empirical evidence highlights Sahrawi women’s adaptive strategies within in response to changing realities, emphasising the intricate interplay between reproductive autonomy, collective resistance, and identity

Get PDFThe organoleptic characteristics of dried sea buckthorn berries were investigated under laboratory conditions. The dried products were placed in polyethylene packaging immediately after the dehydration operation and stored in a refrigerator (5 °C) and in a room without air control (20−24 °C) for 4 months. During the storage period, the dried products stored under different conditions were subjected to sensory tests every month. Based on the judgment of the panels involved in the sensory test, the freeze-dried sea buckthorn became sticky and slightly moistened already after the first month, both at room temperature and in the refrigerator. Among the hybriddrying solutions, sea buckthorn dried with combined methods is can be powdered, crispy and dry during the entire storage period – both at room temperature and in refrigeration equipment – but the external appearance is not always appropriate. Among the drying processes, vacuum pre- and freeze finish-drying are recommended dehydration solutions in terms of the storage and sensoryproperties of the tested products. In addition, we found that the storage condition at room temperature is suitable for the storage of the tested product based on the sensory properties.Laboratóriumi körülmények között vizsgáltuk a szárított homoktövisbogyók organoleptikus jellemzőit. A szárított termékeket a vízelvonási művelet után azonnal polietilén csomagolásba helyeztük, a tárolásuk hűtőszekrényben (5 °C) és légtérszabályozás nélküli helyiségben (20−24 °C) történt, 4 hónapon keresztül. A tárolási terminus alatt havonta a különböző körülmények között tárolt szárítmányokat érzékszervi vizsgálat alá vontuk. Az érzékszervi vizsgálatba bevont személyek megítélése alapján az önállóan fagyasztva szárított homoktövisbogyó már az első hónap után, mind a szobahőmérsékleten, mind pedig a hűtőszekrényben puhult, ragadóssá vált és kismértékben nedvesedett. A hibrid szárítási megoldások közül a tárolási terminus teljes ideje alatt – szobahőmérsékleten és hűtőberendezésben egyaránt – a kombinált módszerekkel szárított homoktövis porítható, ropogós, száraz, de a külső megjelenés nem minden esetben megfelelő. A szárítási eljárások közül a vákuum-elő- és fagyasztva utószárítás a javasolt vízelvonási megoldás a vizsgált termékek tárolását és érzékszervi tulajdonságait tekintve. Emellett megállapítottuk, hogy a szobahőmérsékleten történő tárolási kondíció megfelelő a vizsgált termék tárolására az érzékszervi tulajdonságok alapján
