Get PDFThe mobility needs of the armed forces can be analysed to identify transport needs. Within the road transport sub-sector, there is a well-defined group of road bridges whose load capacity may be a limitation. The study presents the bridges with insufficient capacity identified in 2004 from a military point of view. The deficiencies identified for 17 of the 26 bridges are still valid today. The military load classification performed on the 17 bridge structures verifies a significantly higher load capacity than the civilian register. The examples presented demonstrate the need to renovate and strengthen old and poor bridges, while at the same time there are significant benefits to be gained from the introduction of military load classification.A fegyveres erők mobilitási igényét elemezve jól meghatározhatók a közlekedésfejlesztési igények. A közúti közlekedési alágazaton belül jól meghatározható csoportot alkotnak a közúti hidak, amelyek teherbírása korlátozást okozhat a katonai mozgások területén. A tanulmány bemutatja a 2004-ben katonai szempontból meghatározott elégtelen teherbírású hidakat. A 26 híd közül 17 hídnál feltárt hiányosság ma is változatlanul érvényes. A 17 hídszerkezetre elvégzett katonai teherbírási besorolással lényegesen nagyobb teherbírás igazolható, mint a civil nyilvántartás szerint. A bemutatott példák igazolják, hogy szükséges a régi rossz hidak felújítása és erősítése, ugyanakkor jelentős előnnyel jár a katonai teherbírásértékelés bevezetése a jelenkori minősítések szempontjából
Iran’s Gray Zone and Hybrid Operations:: Strategic Development and Regional Impacts
Get PDFThe aim of this essay is to provide an overview of the development of Iran’s hybrid warfare methods and its regional strategic objectives. Iran is continuously refining its toolkit in asymmetric and gray zone operations. The publication analyses the role of proxy organisations such as Hezbollah and the Houthis, operations in cyberspace, as well as the modernisation of the Iranian military and the development of offensive capabilities, which pose a threat to regional stability. This includes a focus on Iran’s presence in Syria and Iraq, and the escalation patterns of its conflicts with Israel and the United States, Israeli airstrikes, Iranian countermeasures, the military exercises of the Islamic Revolutionary Guard Corps and the tensions surrounding the nuclear agreement. The presentation details the evolution of Iran’s operational model, which integrates both asymmetric and conventional means. The study underlying this presentation illustrates how Iran combines various forms of warfare to strengthen its regional position and achieve its geopolitical objectives, and to demonstrate the effectivity of the methods in reaching Iran’s strategic goals

Get PDFIntroduction: Police communication is also expected to be efficient, but the Hungarian Police currently do not have a communication strategy.
Objectives: The author of the study seeks to answer how police officers think about how they communicate with each other, their leaders, fellow agencies and media providers, and how the police as an organization presents itself to the outside world.
Methodology: The doctoral student first interviewed the staff of the Jász-Nagykun-Szolnok County Police Headquarters using the research police café, a qualitative research method that has taken off in police science. In the two-session Police Café, he selected participants from criminal and law enforcement fields through heterogeneous sampling, who were able to express their opinions and insights on four predefined topics related to police communication. Then, also in the framework of a two-session semi-structured focus group interview, the crime and law enforcement leaders of the county police headquarters and local agencies spoke about internal and external communication, communication noise, and their problem-solving suggestions.
Results: I found that although the legislation on the communication service and external communication was revised and amended in 2023, there is still a lack of a comprehensive strategy against which complex requirements and guarantees can be formulated. The police officers and police leaders interviewed unanimously agreed that changes are needed in internal and external communication within the police.
Conclusion: In order to set short, medium and long-term organizational goals and tasks, a plan is needed that articulates the main direction and prepares for the expected and unexpected events of the future. This could be achieved with uniform requirements and regulations. In the future, the same research process will take place in Pest County, the results of which the author intends to publish in a new study.Bevezetés: A rendőrségi kommunikációval szemben is elvárás a hatékonyság, azonban jelenleg a magyar rendőrség nem rendelkezik kommunikációs stratégiával.
Célkitűzések: A tanulmányban arra keresem a választ, hogy a rendőrök miként vélekednek arról, hogy hogyan kommunikálnak egymással, vezetőikkel, a társszervekkel és médiaszolgáltatókkal, illetve a rendőrség mint szervezet hogyan jeleníti meg önmagát a külvilág felé.
Módszertan: Először a rendészettudományban szárnyát bontogató kvalitatív kutatási módszer, a kutatói rendőrkávéház segítségével kérdeztem meg a Jász-Nagykun-Szolnok Vármegyei Rendőr-főkapitányság munkatársait. A kétalkalmas Police Caféban heterogén mintavétellel választottam ki a bűnügyi és rendészeti szakterületekről érkező résztvevőket, akik négy előre meghatározott, rendőrségi kommunikációt érintő témában mondhatták el véleményüket, meglátásaikat. Ezután szintén kétalkalmas félig strukturált fókuszcsoportos interjú keretében a vármegyei rendőr-főkapitányság és a helyi szervek bűnügyi, valamint rendészeti vezetői nyilatkoztak a belső és külső kommunikációról, a kommunikációs zajokról, problémamegoldási javaslataikról.
Eredmények: Megállapítottam, hogy bár 2023-ban felülvizsgálták és módosították a kommunikációs szolgálatra, illetve a külső kommunikációra vonatkozó belső normát, még mindig hiányzik az átfogó stratégia, amellyel szemben komplex követelmények és garanciák fogalmazhatók meg. A megkérdezett rendőrök és rendőri vezetők egyöntetűen egyetértettek abban, hogy változtatásokra van szükség a rendőrségen belüli belső és külső kommunikációban.
Konklúzió: A kitűzött rövid, közép- és hosszú távú szervezeti célok, illetve feladatok lefektetéséhez egy olyan tervre van szükség, amely megfogalmazza a fő irányt, és felkészít a jövő várható és váratlan eseményeire. Ezt egységes követelményekkel és előírásokkal lehetne elérni. A továbbiakban ugyanez a kutatási folyamat zajlik majd Pest vármegyében is, amelynek eredményeit egy újabb tanulmányban szándékozom közreadni

Get PDFSince the end of the war, rules and procedures have been established for the neutralization and disposal of known ordnance, which have made the work of bomb disposal experts safer. However, from time to time, explosive devices still emerge that challenge even the well-trained bomb disposal professionals. One such device was the German 34/35 cm Röchlinggranate 42 Be concrete-piercing grenade, which resurfaced in the late 1990s (hereinafter referred to as "Röchling grenade"). Successfully neutralizing this ordnance represented a task that spanned several generations of bomb disposal experts. This writing aims to present this special and rare projectile, as well as to describe its neutralization process.A háború befejezése óta kialakultak az ismert eszközök hatástalanításának és mentesítésének szabályai és eljárásai, amelyek alapján a tűzszerészek munkavégzése biztonságosabbá vált. Alkalmanként azonban még mindig előkerülnek olyan robbanótestek, amelyek hatástalanítása még a jól felkészült tűzszerész szakembereket is kihívás elé állítja. Ilyen eszköz volt a 90-es évek végén előkerült német 34/35 cm Röchlinggranate 42 Be. betonromboló gránát (a továbbiakban röchlinggránát) is, amelynek sikeres hatástalanítása több tűzszerész-generáción átívelő feladatot jelentett. Ez az írás ennek a különleges és ritka lövedéknek a bemutatására, valamint a hatástalanításának ismertetésére vállalkozik

The time that has passed since then reflects that a new Cold War is unfolding. The status quo as we have known it is changing. Hungary has begun to develop its military strength in time, but full renewal is a long and arduous process. In order to develop a defence force that can strike on several fronts, the weakest links must be strong. Since Hungary is a water-rich country and two major rivers run through the country, it cannot be left unprotected from the water either. The river guard, also known as the warship subdivision, has been present in the country for many decades and its primary task is to demine the water areas connected to domestic rivers and streams. After World War II, there were no contiguous minefields left in our waters, but in the current situation, no one can guarantee that this will remain the case.A 2022-ben kitört orosz–ukrán konfliktus új irányt adott az egész világnak és konkrétan Európának is. Az eddig elképzelhetetlen háború karnyújtásnyira került hozzánk. Az azóta eltelt idő azt tükrözi, hogy egy új hidegháború van kibontakozóban. Változik az eddig ismert status quo. Katonai erejének fejlesztését Magyarország ugyan idejében elkezdte, de a teljes megújulás hosszú és fáradságos folyamat. Ahhoz, hogy egy több fronton is ütőképes honvédség alakuljon ki, a leggyengébb láncszemeknek is erősnek kell lenniük. Mivel Magyarország vizekben gazdag ország, és két jelentős folyam is átszeli, nem maradhat védtelenül a vízről sem. Ezek nélkül terepen vagy akár a főváros egyik belső kerületében sem lehet szakszerű és biztonságos tűzszerészmunkát végezni. A járőrparancsnoki státuszban lévő mester és az I. osztályú tűzszerész katonák évekig készülnek ennek a munkának az elvégzésére. Get PDFThe study assessed the career motivation of final-year cadets studying in the Defense sector training program to understand how their military career choices were influenced by their participation in the Voluntary Territorial Reserve service during their student status and the five-week basic military training conducted in September 2024, during the first month of their final academic year. The method of the survey was a questionnaire containing 72 response options, primarily using a four-point Likert scale. The study involved 30 students in the 13th grade enrolled in the Defense sector training program at the Than Károly Technical and Vocational Secondary School of the Budapest Technical Vocational Training Center. The study confirmed the assumption that the basic training enhanced motivation toward a military career. The positive perception of the Armed Forces improved, with 70% of respondents stating that they plan to continue their studies in a military educational institution or with a military scholarship. The questionnaire also included an assessment of the reasons for undertaking military service. In responses characteristic of their generation, greater emphasis was placed on the sense of community, exploring the limits of their abilities, and gaining practical experience, rather than the promised income. Based on the measurement, it can be assumed that undertaking reserve service strengthens the alternative of choosing a military career after graduation. To achieve a broader interpretation of the study’s results, it may be justified to increase the size of the target group and involve more institutions participating in the Military Cadet Program.A vizsgálat a honvédelem ágazati képzésben tanuló utolsó éves kadétok pályamotivációját mérte fel annak megismerése céljából, hogy a tanulói jogviszonyuk alatt vállalt Önkéntes Területvédelmi Tartalékos szolgálat és az azzal járó 2024 szeptemberében, az utolsó tanév első hónapjában végrehajtott öt hetes katonai alapkiképzés mennyire befolyásolta őket a katonai pályaválasztás terén. A felmérés módszere egy 72 válaszadási lehetőséget tartalmazó – jellemzően négyfokú Likert-skálás – kérdőív. A vizsgálatba a Budapesti Műszaki Szakképzési Centrum Than Károly Technikum és Szakközépiskola 13. évfolyamban tanulói jogviszonnyal rendelkező, Honvédelem ágazati képzésben résztvevő 30 diákját vontuk be. A vizsgálat megerősítette azt a feltételezést, hogy az alapkiképzés erősítette a katonai pálya iránti motivációt. A honvédség pozitív megítélése erősödött, a válaszadók 70%-a nyilatkozta, hogy tanulmányait katonai tanintézetben vagy katonai ösztöndíjjal folytatja. A kérdőív részét képezte annak felmérése is, hogy milyen okok miatt vállaltak katonai szolgálatot. Generációjukra jellemző válaszaikban a közösségi élmény, képességeik határainak megismerése, a gyakorlati tapasztalatszerzés nagyobb súllyal szerepelt, mint az igért jövedelem. A mérés alapján feltételezhető, hogy a tartalékos szolgálat vállalásával, az érettségi utáni katonai pályaválasztás alternatívája felerősödik. A vizsgálat eredményeinek általános értelmezéséhez indokolt lehet a célcsoport számának növelése, több Honvéd Kadét Programban részt vevő intézmény bevonása

But as the number of passengers increases, so does the number of crimes on board.
In this paper, we have looked at the range of measures that can be taken to create and maintain shipping safety in an area where openness, hospitality and hospitality are fundamental principles. We look at the general characteristics of maritime shipping and the impact of terrorism and piracy on shipping safety.A szerzők gyakorló biztonsági szakemberként kívánnak átfogó képet adni a tengerjáró hajók iparát érintő egyes biztonsági kérdésekről és kihívásokról. Betekintést kívánnak nyújtani a sokak által csak kevéssé vagy egyáltalán nem ismert, luxustól csillogó világ árnyakkal telített kulisszái mögé, rámutatva arra is, hogy egy hihetetlen dinamikával fejlődő ágazatról van szó, ahol évről évre egyre nagyobb és növekvő számú utastömeget kiszolgáló hajók kerülnek a világ vizeire. A hajótársaságok pedig a maximális profit érdekében számos különféle tematikájú és eltérő hosszúságú utat kínálnak, legyen szó akár egy több hónapon át tartó világkörüli útról vagy pár hetes mediterrán hajókázásról. Az utasok számának gyarapodásával azonban a fedélzeten elkövetett bűncselekmények száma is növekszik.
