A reziliencia a biztonság kontextusában
Get PDFOne of the central issues of 21st century security policy is the role of resilience among the factors shaping today\u27s security environment. This paper examines how resilience can address the security challenges of today. To this end, it reviews the relevant factors shaping and influencing Europe\u27s current security environment along the EU-NATO security axis and attempts to place resilience in the context of the geopolitical challenges of the global security system. By exploring the relationship between resilience and security, the paper highlights the strategic importance of this approach and argues that it can play a fundamental role in achieving sustainable security.A 21. századi biztonságpolitika egyik központi kérdése a reziliencia szerepe a napjaink biztonsági környezetét meghatározó tényezők között. A tanulmány azt vizsgálja, hogy a reziliencia milyen megoldást kínálhat a jelenkori biztonsági kihívások kezelésére. Ennek érdekében az EU–NATO biztonsági tengely mentén áttekinti Európa aktuális biztonsági környezetét alakító és befolyásoló releváns tényezőket, valamint kísérletet tesz a reziliencia elhelyezésére a globális biztonsági rendszer geopolitikai kihívásainak összefüggésrendszerében. A reziliencia és a biztonság közötti kapcsolat feltárásával a tanulmány rávilágít e szemlélet stratégiai jelentőségére, és amellett érvel, hogy alapvető szerepet játszhat a fenntartható biztonság megteremtésében

Get PDFNatio Hungarica and exercitus hungaricus are two concepts of medieval origin, which have changed a lot over the centuries. How did the society of Hungarian Kingdom reflect on the ideas of revolution at the end of the 18th century? How did the Natio Hungarica imagine its own role in the military power of the Habsburg Empire? The French Revolutionary Wars posed new challenges to the organization of armies in all European states. During the Napoleonic Wars, everywhere in Eurpoe, the patriotic territorial defense forces were born as integral parts of the military complement. In my thesis, I try to place the Hungarian Kingdom’s self-defense image and its ideological projection on the conceptual map of the diverse Habsburg Empire.A Natio Hungarica, valamint az exercitus hungaricus két középkori eredetű fogalom, amelyekre az évszázadok során vastag jelentésrétegek rakódtak. Hogyan reflektált a Magyar Királyság társadalma a 18. század végén mindenhol megjelenő polgári eszmékre? Hogyan képzelte el saját szerepét a Habsburg Birodalom katonai erejében? A francia forradalmi háborúk új kihívásokat állítottak a hadseregszervezés elé az összes európai államban. Így Európa-szerte egyre nagyobb hangsúlyt kaptak a patriótatudatú területvédelmi erők mint a hadkiegészítés szerves részei. A migráció mint a hibrid hadviselés eszköze és az észak-európai rendészeti szervek reakciói
Get PDFThis study examines how Russia and Belarus have instrumentalized migration as a tool of hybrid warfare along the eastern borders of the European Union. Special attention is given to the responses of Finland, Lithuania, and Latvia, which include not only law enforcement and border protection measures but also innovative political and legal solutions. Using a qualitative, case study-based document analysis, the research focuses on developments between 2021 and 2024, particularly on instances of migration being used as a means of coercion. The main finding is that this form of hybrid warfare poses significant challenges to the EU\u27s common asylum system and exacerbates the difficulties in forming a unified migration policy. The cases analyzed further illustrate that unilateral actions justified by national security concerns open new debates about the fragile balance between border protection and human rights.A tanulmány azt vizsgálja, hogyan alkalmazzák Oroszország és Belarusz a migrációt hibrid hadviselési eszközként az Európai Unió keleti határain. A szerző különös figyelmet fordít Finnország, Észtország, Litvánia és Lettország válaszintézkedéseire, amelyek nemcsak rendészeti és határvédelmi intézkedéseket tartalmaznak, hanem politikai és jogi szempontból is újszerű megoldásokkal szolgálnak. A kutatás kvalitatív módszertannal, esettanulmány-alapú dokumentumelemzés révén vizsgálja a 2021 és 2024 közötti eseményeket, különösen a migráció instrumentalizálásának eseteit. A tanulmány fő megállapítása, hogy a hibrid hadviselés ezen formája komoly kihívást jelent az EU közös menekültügyi rendszerére nézve, és fokozza az egységes uniós migrációs politika kialakításának nehézségeit. A vizsgált országok példája arra is rámutat, hogy a nemzeti biztonságra hivatkozó egyoldalú intézkedések új vitákat nyitnak az emberi jogok és a határvédelem közötti kényes egyensúlyról
A társadalmi bűnmegelőzés és a polgárőrség története Magyarországon
Get PDFVolunteers play an important role in the field of public safety, and there are many examples of this in foreign countries and in Hungary. In our country, the Civil Guard is the organisation legally authorised to carry out social crime prevention activities as an element of complementary policing. The author of this study, as a practising law enforcement officer and vigilante leader, after a general overview of the development of crime prevention, will present the historical background of civil public security activities, the emergence of vigilance, the reasons for the development of the movement, with a focus on the stages of development, the expansion of its tasks, the emergence of legal regulation and its significance. The author wishes to contribute to the comprehensive scientific research and mapping of the functioning of the vigilante movement, recognising that the subject under study is the prevention of crime, civilian involvement in the maintenance of public order and public safety, and therefore the cooperation of law enforcement, which is a constantly topical issue, since in the current circumstances the role of the vigilante is an indispensable aid to the police. Historical retrospection and a summary of the development of the organisation and its operation are an essential element of research on this subject.A közbiztonsági tevékenység területén az önkéntesek jelentős szerepet töltenek be, amire sok példát láthatunk külföldi országokban és nálunk is. Hazánkban a polgárőrség az a szervezet, amely jogi felhatalmazással rendelkezik a társadalmi bűnmegelőzési tevékenység végzésére a komplementer rendészet elemeként. A tanulmány szerzője arra vállalkozik, hogy gyakorló rendészeti szakemberként és polgárőr vezetőként bemutatja – a bűnmegelőzés kialakulására való általános rátekintés után – a civil közbiztonsági tevékenység történeti előzményeit, a polgárőrség létrejöttét a mozgalom kialakulása indokainak megvilágításával, hangsúlyozottan kitérve a fejlődés szakaszaira, a feladatkörök bővülésére, a jogi szabályozás megjelenésére és annak jelentőségére. A szerző a polgárőrség működésének átfogó tudományos kutatásához, feltérképezéséhez kíván hozzájárulni, felismerve annak tényét, hogy a kutatott téma a bűnmegelőzés, a közrend, a közbiztonság fenntartásában való civil közreműködés, ennélfogva a rendészeti együttműködés folyamatosan időszerű kérdése, ugyanis a jelenlegi körülmények között a polgárőrök szerepvállalása nélkülözhetetlen segítség a rendőrség számára. E témában végzett kutatások nélkülözhetetlen eleme a történeti visszatekintés, a szervezetet és a működést érintő fejlődés összefoglalása
The Role of Geographical Factors in the Investigation
Get PDFCriminal geography in Hungary is a field of science that is researched by few people despite the fact that the research results can be used in practice. In Western Europe and North America, research results are widely used in everyday police work. Moreover, in Germany, all criminology books contain a chapter on criminal geography.
This paper aims to examine the impact of geographical factors on investigative processes, focusing on how location, terrain and accessibility influence crime scene investigations and evidence collection.
The author gathered factors that may influence investigations from both previous sources and his own research.
The present study not only presents the role of geographical factors in the investigation but also highlights their practical implications. It lists the physical and social geographical factors that can affect crime. When presenting the factors, specific criminal cases are described where geographic knowledge was necessary during the investigation. It was this specialised knowledge that led investigators to the perpetrator.
The author is confident that, based on the practical examples, more and more people in Hungary will recognise the importance and practical applicability of this field of science

Get PDFMicromobility, which includes electric scooters, bicycles and other small transport devices, is playing an increasingly important role in urban traffic management. The aim of this study is to provide a comprehensive picture of the impact of this form of transport, with a special focus on Hungary. The analysis will present the environmental and traffic management benefits of micromobility, as well as the regulatory and infrastructural challenges. International examples, including case studies from Paris, Copenhagen and Barcelona, are also presented, highlighting innovative solutions and their potential for adaptation. The results show that micromobility can make a significant contribution to sustainable and efficient urban transport systems through appropriate regulation and integrated development.A mikromobilitás, amely magában foglalja az elektromos rollereket, kerékpárokat és egyéb kis méretű közlekedési eszközöket, egyre jelentősebb szerepet játszik a nagyvárosi forgalomszervezésben. A tanulmány célja, hogy átfogó képet nyújtson e közlekedési forma hatásairól, különös tekintettel Magyarország helyzetére. Az elemzés során bemutatom a mikromobilitás környezeti és forgalomszervezési előnyeit, valamint a szabályozási és infrastrukturális kihívásokat. Nemzetközi példákat is ismertetek, köztük Párizs, Koppenhága és Barcelona esettanulmányait, kiemelve az innovatív megoldásokat és azok adaptációs lehetőségeit. Az eredmények rámutatnak, hogy a mikromobilitás megfelelő szabályozással és integrált fejlesztésekkel jelentősen hozzájárulhat a fenntartható és hatékony városi közlekedési rendszerek kialakításához
Public Intelligence in Public Diplomacy: U.S. Strategic Intelligence Sharing in the New Age of Great Power Competition
Get PDFThis paper examines the evolution of intelligence sharing as a tool of public diplomacy through analysis of two recent cases: the U.S. intelligence disclosures preceding Russia’s 2022 invasion of Ukraine and the 2023 Chinese surveillance balloon incident. Drawing on declassified documents and contemporary reporting, the article demonstrates how intelligence sharing has transformed from a purely operational tool into a sophisticated instrument of public diplomacy. The paper reveals distinct approaches to intelligence disclosure: systematic pre-emptive sharing in Ukraine versus rapid crisis response during the balloon incident. Both cases, however, demonstrate the U.S. Intelligence Community’s growing sophistication in balancing operational security with strategic communication needs. Through comparative analysis, the article identifies key patterns in how intelligence sharing can shape international narratives, build coalition support, and counter adversary messaging while maintaining credibility and protecting sources. This evolution in intelligence sharing practices, formalised in U.S. Intelligence Community Directive 405, represents a significant development in how intelligence services engage with both foreign governments and public audiences in an era of digital information warfare and great power competition
Észak-koreai katonák az orosz–ukrán fronton
Get PDFNorth Korea (DPRK) has been demonstratively siding with Russia since the outbreak of the Russian–Ukrainian war. It recognised the independent statehood of puppet states established in the breakaway Ukrainian territories, and then supported the aggression against Ukraine with artillery ammunition and ballistic missiles. This trend escalated further in the fall of 2024 when the DPRK sent regular military units to the Kursk region of Russia, where they immediately joined the fighting. The article presents the information that has become available about the combat value of North Korean troops; as well as the information that comes from Korean soldiers captured in Ukraine. Furthermore, the article outlines the motivations of the Pyongyang regime, in the interests of which their decision-makers undertook to support the ongoing and uncertain military operations in the Eastern European region.Észak-Korea (KNDK) az orosz–ukrán konfliktus kitörése óta demonstratívan kiáll az orosz fél mellett. Elismerte a szakadár ukrán területeken létrehozott bábállamok önálló államiságát, majd tüzérségi lőszerekkel és ballisztikus rakétákkal támogatta az Ukrajna elleni agressziót. Ez a tendencia 2024 őszén tovább eszkalálódott azzal, hogy a KNDK reguláris katonai egységeket küldött Oroszország kurszki régiójába, ahol azonnal bekapcsolódtak a harcokba. A cikk bemutatja azokat az információkat, amelyek az észak-koreai csapatok harci értékéről elérhetővé váltak; valamint azokat is, amelyek az ukrán fogságba esett koreai katonáktól származnak.
