    Inequality of opportunity in Asia and the Pacific : intimate partner violence against women-exploring shared circumstances behind higher prevalence in Asia and the Pacific

    The ESCAP Inequality of Opportunity papers identify areas of basic opportunities where inequality jeopardizes a person’s life prospects, namely: education; women’s access to healthcare; children’s nutrition; decent employment; basic water and sanitation; access to clean energy; financial inclusion, and pandemic preparedness. This report extends the Inequality of Opportunity series to explore inequality in intimate partner violence against women (IPV) and to explore the shared circumstances of women experiencing the highest prevalence of intimate partner violence in Asia and the Pacific.</p

    Strategy 2030 on accelerating rail digital transformation in the Asia-Pacific region

    The Strategy 2030 on Accelerating Rail Digital Transformation in the Asia-Pacific region was adopted by the Eighth Meeting of the Working Group on Trans-Asian Railway held in September 2023The coronavirus disease (COVID-19) pandemic has pushed digitalization to the top of the agenda for railway policymakers in Asia and the Pacific. Digitalization is no longer regarded as an optional measure but rather as a prerequisite for ensuring the competitiveness of rail transport. While some of the advantages of rail digitalization are easily comprehensible, fully harnessing its benefits requires the implementation of comprehensive, sustained and coordinated measures at the national level. Regional cooperation too can play a significant role in expediting the digital transformation of railways. Prepared pursuant to the request made by the Working Group on the Trans-Asian Railway Network at its seventh meeting for the secretariat to finalize a regional strategy/framework to deepen digitalization among the railways of the region (ESCAP/TARN/WG/2021/5, para. 14), the present document contains the text of the Strategy 203a0 on Accelerating Rail Digital Transformation in the Asia-Pacific Region. The Strategy 2030 has been prepared by the secretariat based on the results of national, subregional and regional activities on rail digitalization and a draft version was submitted for consideration at the high-level conference on accelerating rail digital transformation in the Asia-Pacific region, held in New Delhi on 5 and 6 April 2023. At the conference, it was recommended that the draft strategy undergo a round of written comments and consultations and that the final text be submitted for adoption by the Working Group, the regional platform for railway cooperation in Asia and the Pacific, at its eighth meeting where it was eventually adopted. The Strategy 2030 comprises a guiding vision, six objectives, eight priority areas and five enablers, as well as implementing arrangements, including for measuring progress in rail digitalization.&nbsp; Implementing the proposed actions outlined in the Strategy 2030 would enhance rail competitiveness in the medium to long term, facilitating a shift towards rail transport and helping to address the pressing challenge of meeting escalating transport demands while managing negative environmental externalities.&nbsp; This will directly contribute to the implementation of the Regional Action Programme for Sustainable Transport Development in Asia and the Pacific (2022&ndash;2026) and, ultimately, support countries in achieving the Sustainable Development Goals.</p

    Reducing the need to burn : how applying sustainable agricultural mechanization in Indonesia can improve air quality

    This brief highlights the results and recommendations from a pilot on agricultural machinery-based solutions to address burning of straw residue in Indonesia which leads to air pollution and other adverse consequences. The pilot was part of a project jointly implemented during 2021-2023 by ESCAP’s Centre for Sustainable Agricultural Mechanization (CSAM) and Environment and Development Division (EDD) in three countries in South and Southeast Asia with financial support from the China-ESCAP Cooperation Programme. The brief is part of a series of four briefs.  This Brief on integrated straw management in Indonesia analyzes the results of CSAM’s pilot project in the Special Region of Yogyakarta, including findings from local surveys about farming practices and the promotion of agricultural mechanization-based solutions to incentivize sustainably using straw residue as a resource.     Pathways to Adaptation and Resilience in North and Central Asia takes forward the analysis of the Asia Pacific Disaster Report 2021 and demonstrates how the subregion is being affected by various risk parameters, and where new hotspots of exposure and vulnerability to climate-induced, cascading multi-hazard scenarios are being created. The report presents critical solutions and recommends that the subregion implements customized adaptation and resilience pathways with emphasis on risk-informed development policies and investments, resilient infrastructure, resilient water infrastructure, dry land agriculture, multi-hazard early warning systems, and nature-based solutions through technological innovations and subregional cooperation approaches. These measures can accelerate the progress of countries in achieving the Sustainable Development Goals and the targets of the Sendai Framework for Disaster Risk Reduction

    Readiness assessment for cross-border paperless trade : Tuvalu

    The "Readiness Assessment for Cross-Border Paperless Trade: Tuvalu" report is co-published by ESCAP and the Ministry of Fisheries and Trade, Tuvalu This report provides an assessment of Tuvalu’s readiness for cross-border paperless trade, that is, the conduct of domestic and international trade in the form of electronic data and documents through the use of electronic systems. Following a brief overview of trade facilitation implementation in Tuvalu, findings from the technical and legal readiness assessments for cross-border paperless trade are presented. Recommendations on both technical and legal aspects of cross-border paperless trade are then provided, followed by a proposed action plan for the way forward for Tuvalu. The assessment was conducted by a team of local and international experts following readiness checklists developed by the ESCAP Interim Intergovernmental Steering Group on Cross-Border Paperless Trade Facilitation.&nbsp; The local experts conduct interviews with relevant government agencies and private sector stakeholders.&nbsp; National consultation on facilitating cross-border paperless trade was co-organized by the Department of Trade, Government of Tuvalu and ESCAP on 10-11 November 2022, where preliminary findings from the visits were further reviewed, and consolidated with validations.&nbsp; Final findings and recommendations incorporating inputs and suggestions received during and following the consultations are presented in this report.&nbsp; The financial support received from the UN Development Account project “Transport and trade connectivity in the age of pandemics: contactless, seamless and collaborative UN solutions" and from the Republic of Korea under the project ‘Capacity Building on Trade Facilitation and the Asia-Pacific Trade Agreement (APTA) promotion to strengthen intra- regional cooperation (Phase III)’.The financial support received from the UN Development Account project “Transport and trade connectivity in the age of pandemics: contactless, seamless and collaborative UN solutions" and from the Republic of Korea under the project ‘Capacity Building on Trade Facilitation and the Asia-Pacific Trade Agreement (APTA) promotion to strengthen intra- regional cooperation (Phase III)
