Leaving no one behind : ICT skills in Asia and the Pacific
This paper explores trends in Information Communication Technologies (ICT) skills in Asia and the Pacific. Drawing on data from the Multiple Indicator Cluster Surveys (MICS) from three representative countries in the region, namely Fiji, Viet Nam, and Bangladesh, the paper uses Classification and Regression Trees (CART) to identify which groups are least likely to have basic, proficient, or advanced ICT skill levels, i.e., the furthest behind groups.
Results underscore significant within and cross-country disparities. The level of education attained by the individual is consistently the most important characteristic influencing ICT skill levels. Wealth and age of the individual are also important explanatory characteristics for identifying furthest behind groups. The paper aims to inform policy making and interventions strategies intended at raising ICT skills levels and addressing digital skill gaps in Asia and the Pacific.

Guidance note on disability-inclusive project management cycle
Strengthening disability inclusion in all phases of the project management will help the UN system to promote institutional accountability and learning, contributing to the implementation of the Convention on the Rights of Persons with Disabilities and the achievement of the Sustainable Development Goals (SDGs), particularly its commitment to the core value: leaving no one behind. The disability-mainstreaming is promoted by the United Nations Disability Inclusion Strategy (UNDIS) launched by the Secretary-General in June 2019, as well as the ESCAP Disability Inclusion Policy launched by the Executive Secretary in 2020. To translate the concepts and principles contained in these documents into reality, the Guidance Note lays out core principles and practice steps to be taken to mainstream disability perspectives at all stages of project management: planning; implementing; monitoring and evaluation.
