South and South-West Asia Development Monitor No. 25
This is the latest issue of the ESCAP South and South-West Asia Development Monitor, which covers the period from 15 April 2014-14 June 2014. The Development Monitor is a bimonthly electronic newsletter, launched in early 2012 (issued on a monthly basis initially), which provides an overview of the work and activities undertaken by the ESCAP South and South-West Asia Office and conferences and knowledge products of relevance to the subregion. The newsletter also provides a compilation of news and articles on themes covered by the ESCAP SSWA work programme. The Asia-Pacific Outreach Meeting, held in Jakarta on 10-11 June 2014, brought together leading figures in the public, private and civil society sectors from over 30 countries to discuss ways to mobilize domestic and international finance in support of sustainable development in Asia-Pacific. The Fourth
South Asia Forum on the SDGs
(SASF), conceived as the subregional preparatory for the Asia Pacific Forum on Sustainable Development (APFSD) and the High-Level Policy Forum (HLPF) was organized by the South and South-West Asia Office of United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) in collaboration with the Government of Maldives on 2-3 December 2020. More than 600 participants including representatives of governments, academia, think tanks, civil society organizations, and other key stakeholders from South Asian countries participated in the Forum. The 4th Forum took place against the backdrop of the COVID-19 pandemic which began as a health crisis has become an unprecedented human and socio-economic crisis. Hence, the Forum focused on Sustainable and resilient recovery from the COVID-19 in South Asia, aligned with the APFSD and HLPF themes for 2021. It focused on the cluster of SDGs to be reviewed at the 2021 HLPF, viz., SDG 1 (No poverty), SDG 2 (Zero hunger), SDG 3 (Good health and wellbeing), SDG 8 (Decent work and economic growth), SDG 10 (Reduced inequalities), SDG 12 (Responsible consumption and production), SDG 13 (Climate action), SDG 16 (Peace, justice, and strong institutions) and SDG 17 (Partnership for the Goals). It drew upon the
COVID-19 and South Asia: National Strategies and Subregional Cooperation for Accelerating Inclusive, Sustainable and Resilient Recovery (UNESCAP 2020), and reports of the High-Level Policy Dialogue
on COVID-19 and South Asia held on 9 July 2020, and the
Policy Dialogue on South Asian Cooperation for Accelerating Recovery from COVID-19 and Building Back Better
held on 9 September 2020.
In cognizance of the need identified for enhancing the role of think-tanks in promoting regional cooperation for fulfilling the 2030 agenda for sustainable development, the UNESCAP launched the
South Asia Network of Think Tanks for SDGs (SANS)
portal which can act as a knowledge platform for multi-stakeholder meetings for sharing of best practices and thereby accelerating SDGs implementation by South Asian countries
Harnessing time-use data for evidence-based policy, the 2030 agenda for sustainable development and the Beijing Platform for Action : a resource for data analysis
This publication provides a reference on the application of time-use data in providing insights for the formulation and
monitoring of public policies as well as monitoring of the Sustainable Development Goals. It provides detailed guidance
on accessing, processing and analysing time-use data from selected national surveys to examine socio-economic
dynamics in a range of areas while exploring public policy priorities and ways forward. The publication is designed for
reference and use by national statistical offices and other relevant national agencies contributing to policy research,
analysis and formulation as well as Sustainable Development Goals implementation and monitoring. It could also serve
as a resource for researchers, academia and civil society organizations with an interest in relevant policy analysis.

Mapping population exposure to flood hazards : step by step guide on the use of QGIS
This guide shows you step-by-step how to generate a map which shows the percentage of the population exposed to flood hazard.
For illustrative purposes we have focused on one type of flood hazard, riverine floods and one geographical area, Lao People’s Democratic Republic. The maps generated are shown together with explanation of the applied methodology. The guide explains how to generate similar maps for hazard types and geographical areas of your own choosing.
The guide uses Copernicus Global Land Cover data, Census data and Administrative Boundaries data and Flood Hazard data to generate the maps shown. The guide explains the use of open-source software, namely Quantum Geographic Information System (QGIS) to construct the maps.

Energy transition pathways for the 2030 agenda : sustainable energy transition roadmap for the city of Cauayan, the Philippines
The Sustainable Energy Transition (SET) roadmap for the City of Cauayan has been developed to identify technological options and policy measures that will help the city to navigate the transition of its energy sector in line with the 2030 Agenda for Sustainable Development.
This SET roadmap has two main objectives. First, it aims to establish a scenario baseline for 2019-2030, taking into consideration the current policy settings. Second, it identifies the measures and technological options that could raise Cauayan’s efforts to align with the SDG7 targets as well as achieving deep decarbonization of its energy system. The four scenarios that are presented in detail in this roadmap are:
• The current policy scenario (CPS), which has been developed based on existing policies and plans, and used to identify the gaps in existing initiatives in aligning with the SDG7 targets and the city’s ambitions;• The sustainable energy transition (SET) scenario presents technological options and policy measures that will help the city to align its development with the 2030 Agenda for Sustainable Development, particularly SDG7;
• The Decarbonization of Power Sector scenario (DPS) explores the impact of a decarbonized electricity supply on the city’s GHG emissions, and presents multiple pathways that the city can undertake in decarbonizing its electricity supply;• The Towards Net Zero (TNZ) scenario, the most ambitious scenario, looks at a pathway for moving towards a net zero society through decarbonizing the electricity supply and the adoption of electricitybased technologies.
An additional scenario – the business as usual (BAU) scenario – has also been modelled to provide a BAU baseline where no enabling policies/initiatives have been implemented, or the existing policies/initiatives have failed to achieve their intended outcomes.</p
