The intersection of COVID-19 and extreme climate events reminds us once again the shared vulnerabilities of South Asia and urgency of sub-regional actions to address the crisis of cascading disasters that are impacting SDG progress in the sub-region. In the context of addressing cascading risks and bringing together multiple stakeholders under one discussion platform, UNESCAP with National Institute of Disaster Management (NIDM), India, SAARC TB and HIV/AIDS Centre (STAC), and BIMSTEC Centre for Weather and Climate Centre (BCWC), engaged in an expert webinar series. The final high-level webinar in the series was organized by UNESCAP against the backdrop of the South Asia SDG Forum, under the aegis of the Asia-Pacific Disaster Resilience Network. The Special High-Level Event on Disaster and Climate Resilience in South Asia was held virtually on 4 December 2020. Ministers dealing with environment/ disaster management in five South Asian countries namely Afghanistan, Bangladesh, India, the Maldives, and Pakistan, director/heads of the SAARC Secretariat, the Regional Integrated Multi-Hazard Early Warning System for Africa and Asia (RIMES), the BIMSTEC Centre on Weather and Climate (BCWC), the National Institute of Disaster Management (NIDM), India, and the Asian and Pacific Centre for the Development of Disaster Information Management (APDIM) addressed the meeting. A key recommendation from the event was to develop a new regional framework and strategic action plan for managing cascading risks from natural and biological hazards through cooperation with sub-regional bodies such as SAARC, BIMSTEC and others to shape a longer-term, holistic, coordinated and more strategic approach to building disaster and climate resilience aligned with the Sustainable Development Goals, the Paris Agreement and the Sendai Framework for Disaster Risk Reduction

SDG 6 & COVID-19 : accelerating progress towards SDG 6 in the Asia-Pacific region in the context of COVID-19 recovery

Get PDF
The 2019 Coronavirus (COVID-19) outbreak has highlighted the importance of water, sanitation, and hygiene (WASH) in protecting human health. However, while the Asia Pacific region has seen significant progress towards SDG 6 targets during the past 20 years, the region still faces critical challenges due to scarce water resources, growing populations, and poor public infrastructure. These challenges coupled with the COVID-19 pandemic not only impede on the region’s progress towards SDG 6 but also cascade onto other interlinked SDGs such as poverty, gender equality, and climate change. Although the pandemic has had mixed impacts on SDG 6, it is imperative to accelerate progress towards SDG 6 during and post-COVID-19 to meet its 2030 targets.</p

The science, technology and innovation ecosystem of Cambodia

Science, technology and innovation (STI) will be pivotal for Cambodia to meet the ambitions of the Sustainable Development Goals, become an innovation-driven economy, and recover quickly from the COVID-19 pandemic. However, to fully harness the potential of STI and rebuild strategically, evidence-based policies that move beyond the economic imperative and drive inclusive, resilient and sustainable development are essential. Equally, policies that foster a nurturing environment that enables businesses, researchers and innovators to flourish will be fundamental to not leaving anyone behind. In 2019, the National Science, Technology and Innovation Policy 2020–2030 was adopted to build national capabilities in STI and to strengthen innovation capacity to respond to the fundamental needs of the nation. In 2020, the Ministry of Industry, Science, Technology and Innovation (MISTI) was established to lead and coordinate STI initiatives that further develop national capacities in this area, support key stakeholders and create favourable framework conditions. This report on The Science, Technology and Innovation Ecosystem of Cambodia was produced by the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) in collaboration with the General Department of Science, Technology & Innovation (GDSTI) of MISTI to support the formulation of national STI policies. It examines the current policy frameworks, key stakeholders, and the strengths and weaknesses of the national innovation system. Based on the assessment, the report explores five policy strategies to be considered by policymakers: i) enhance the governance structure of the STI system, ii) develop the national STI workforce, iii) strengthen research capacity and quality, iv) increase collaboration and linkages between different actors, and v) foster an enabling environment for innovation. Furthermore, this assessment also provides the analytical basis for Cambodia’s Science, Technology & Innovation Roadmap 2030, which has been developed by MISTI with the support of ESCAP. This Roadmap will guide government officials and other key stakeholders on the critical actions required to enhance national STI capabilities and nurture a dynamic innovation ecosystem.
