    South and South-West Asia Development Monitor Number 1, 16 February 2012 The Development Monitor is a bimonthly electronic newsletter, launched in early 2012 (issued on a monthly basis initially), which provides an overview of the work and activities undertaken by the ESCAP South and South-West Asia Office and conferences and knowledge products of relevance to the subregion. The newsletter also provides a compilation of news and articles on themes covered by the ESCAP SSWA work programme. The subregional office for South and Southwest Asia (SRO-SSWA) in New Delhi is the newest office of the UN Economic and Social Commission for Asia and the Pacific. The office was opened on 15 December 2011 by Dr. Noeleen Heyzer, Under-Secretary-General of the United Nations and Executive Secretary of ESCAP and several ministers and senior policymakers from the subregion with a high-level policy dialogue on development challenges facing the sub-region, featuring a keynote address from Nobel Laureate Prof. Amartya Sen of Harvard University. The mission of the SRO-SSWA focuses on closing development gaps, fostering inclusive growth, and building productive capacities in the subregion's LDCs, as well as facilitating connectivity within the subregion and boosting intraregional and South-South cooperation

    Summary assessment of Committee on Disaster Risk Reduction, Seventh Session, 25-27 August 2021

    The seventh session of the Committee on Disaster Risk Reduction took place from 25-27 August 2021 in a virtual mode due to the COVID-19 and related travel restrictions in many countries in the Asia-Pacific region. A questionnaire assessing the relevance, effectiveness and quality of the meeting was distributed to each delegation of ESCAP members and associate members. The main purpose of this assessment is to support the secretariat&rsquo;s ongoing efforts to improve its servicing of the session. The seventh session of the Committee on Disaster Risk Reduction was attended by 60 per cent of all ESCAP members and associate members (36 of 62). Some 29 of delegations (80 per cent) were headed by officials from the respective capital, including 4 participants at ministerial level. In total there were 237 individual participants, of whom 95 were female (40 per cent). A number of other entities (27) participated, including United Nations bodies and agencies, intergovernmental organizations, and non-governmental organizations. From these entities, there were 77 participants of whom 36 were female (47 per cent). Therefore, the total number of participants from both governments and other entities was 314 individuals and the total number of female participants was 131 (42 per cent).</p

    This is the fourth in a series of policy guides developed to support policymakers and practitioners in Asia and the Pacific in their efforts to strengthen social protection. This guide examines ways to finance social protection, with a focus on tax-financed social security schemes. This policy guide will outline the options for countries to increase investment in social protection through general government revenues. The guide will also briefly discuss social insurance schemes financed through contributions. Ideally, countries should build systems that are funded from both sources to ensure minimum income security for all citizens and residents and to smooth consumption levels over the lifecycle

    Reducing Inequality in FEALAC Member Countries.The 2030 Agenda for Sustainable Development makes a call to 'leave no one behind' and to 'endeavour to reach the furthest behind first' on the path towards sustainable development. A critical first step towards that direction is to identify population sub-groups that have limited access to opportunities and achieve worse outcomes in various domains, such as education, health, nutrition and basic infrastructure. Knowing who is being left behind can inform policy and guide the adoption of tailored response strategies. This document presents a methodology to examine inequality and identify the furthest behind in five selected indicators that are related to the Sustainable Development Goals in 23 FEALAC member countries: 8 countries in Asia and the Pacific, and 15 countries in Latin America and the Caribbean. The document was produced jointly by staff in the Social Development Division of ESCAP and the Social Division of ECLAC, as part of the FEALAC-funded project entitled: 'Reducing inequality in FEALAC Member Countries - innovative policymaking that leaves no one behind'

    Pacific IXP : operating guideline

    The Pacific IXP proposal is a development of United Nations ESCAP stemming from a series of subregional workshops aimed at progressing the Asia-Pacific Information Superhighway (AP-IS) initiative, and requests from Pacific island nations to examine the feasibility of a Internet Exchange Point for the whole Pacific islands community. In particular, under AP-IS Pillar 2 &lsquo;Internet Traffic &amp; Network Management&rsquo;, ESCAP and the Internet Society (ISOC) collaborated on a series of studies that showed a model for such an IXP traffic exchange was technically feasible, and examined several possible operating models. UN ESCAP Asia-Pacific Information Superhighway initiative The Pacific-IXP proposal arose from requests by member states for UN ESCAP to facilitate investigations on the feasibility of establishing a Pacific-islands wide Internet exchange point. These high-level designs have been the subject of consultations with relevant key stakeholders in Fiji, Samoa and New Zealand, including government departments, regulators, service provider association groups such as PITA (Pacific Island Telecommunications Association) and existing domestic IXP managers. All consulted stakeholders expressed support for developing the concept further.</p

ESCAP-SSWA, in collaboration with the National Planning Commission (NPC), Nepal; and the Nepal Economic Association convened the Policy Dialogue on Regional Cooperation, Inclusive Development and Nepal’s LDC Graduation Strategy in Kathmandu on 30 September 2013. H.E. Dr. Rabindra Kumar Shakya, Vice-Chairman, NPC, stressed that regional cooperation could be a viable mechanism for promoting inclusive and sustainable development. He thanked ESCAP for its longstanding partnership with Nepal. at the inaugural session chaired by Mr. Yubaraj Bhusal. Regional cooperation and inclusive development in South Asia: Perspective on the Post-2015 Agenda, Food security and hunger, and Nepal’s graduation strategy from the LDC status were the three main focus of the event
