South-South cooperation for science, technology and innovation policies in the Asia-Pacific region
Commissioned by the Trade, Investment and Innovation Division, ESCAPScience, technology and innovation (STI) were identified as key means of implementation for the Sustainable Development Goals (SDGs). In this context, ESCAP launched a 3-year project titled “SouthSouth cooperation for science, technology and innovation policies in the Asia-Pacific region” funded through the United Nations Development Account (10th tranche).
STI is a broad agenda. To provide focus - at the outset - the project aimed to develop 1) measurement frameworks and 2) strategies and policies for business model innovations - namely social enterprise, impact investment, and inclusive business - to spur private sector innovation to transition traditional economies to impact economies. The impact economy can be defined as a system in which institutions and individuals give equal priority to social impact and financial impact. Addressing unpaid care work in ASEAN
This report describes the state of the unpaid care economy in ASEAN countries. By examining the socioeconomic, political, legislative and institutional conditions in each country of ASEAN, this report highlights examples of promising policy measures undertaken either prior to the COVID-19 pandemic or as emergency measures after its onset to address women’s unpaid care and domestic work. The report proposes recommendations to introduce a care-sensitive dimension into national and regional gender policies towards building back better and more equal.</p

Infrastructure corridor development series : part III : calculation results for determining the most promising scenario for infrastructure corridor development
The Regional Economic Cooperation and Integration (RECI) initiative of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) aims to promote integrated markets for goods, services, information and capital; infrastructure connectivity; financial cooperation; and economic and technical cooperation through a multidimensional and multidisciplinary approach. Promoting seamless connectivity in transport, energy and information and communications technology (ICT) is a central pillar of the RECI initiative.
As part of the RECI initiative, ESCAP is implementing a United Nations Development Account Project on “Addressing the Transboundary Dimensions of the 2030 Agenda for Sustainable Development through RECI in Asia and the Pacific” from 2018 to 2021. This project aims to develop knowledge products such as analysis reports, and build capacity of member States in promoting seamless regional connectivity with a focus on the co-deployment of ICT, transport and energy infrastructures.
Following the recommendations to national capacity building workshops for policymakers of Kazakhstan, Kyrgyzstan, Mongolia, and subregional workshop for countries in East and North-East Asia in October-November 2019, this analysis report is aimed to enhance understanding for planning interstate infrastructure corridors. The scope of this report covers in-depth analysis of the co-deployment of ICT infrastructure along transport and energy infrastructure corridors and support identification of key needs and the selection of the priority projects.
In response to the needs of member States and considering the complex challenges of limited national and regional infrastructures, the key objectives of this research are to: (1) provide in-depth cross-sectoral analysis of three potential interstate infrastructure corridors in the target countries of the RECI project (Kazakhstan and Kyrgyzstan); (2) provide knowledge and capacity building in determining the most promising model for infrastructure corridor development; and (3) promote an enabling environment for infrastructure corridor development, including the co-deployment of ICT, transport and energy infrastructures.
An infrastructure corridor approach is used as an attractive smart solution to link the geographical territories, and improve regional and transboundary connectivity. An infrastructure corridor is a high-tech transportation system integrated with a wide range of ICTs to facilitate the flow of goods, services, knowledge and capital in a cost- and time-effective way towards achieving the 2030 Agenda for Sustainable Development.
This research paper is a part of the Infrastructure Corridor Development Series that supports decision makers and infrastructure owners in their decisions on the development of new infrastructure corridors. The Infrastructure Corridor Development Series is divided into three main parts:

The guide explains the use of open-source software, namely Quantum Geographic Information System (QGIS) to construct a map displaying land cover change over time, and RStudio to generate land cover change statistical tables. Maps and tables are generated in accordance with the land cover categories of the System of Environmental-Economic Accounting (SEEA).

An in-depth study of broadband infrastructure in the ASEAN region, August 2013
Between late 2012 and mid‐2013, Terabit Consulting performed a detailed analysis of the broadband infrastructure in the nine largest member countries of the Association of Southeast Asian Nations (ASEAN): Cambodia, Indonesia, Lao People’s Democratic Republic, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Viet Nam. Terabit Consulting’s analysis also included trans‐border broadband projects extending into contiguous regions such as Yunnan Province, China.
The analysis revealed that, although extensive investment has been made in fibre and other broadband infrastructure, both domestically and internationally, there is a wide chasm between markets, with a clear “broadband divide” demonstrated when richer markets are compared with poorer ones, when major metropolitan areas are compared with smaller cities and rural areas, and when coastal markets are compared with inland ones.
The analysis also shows that international connectivity and the pricing of international bandwidth varies greatly among the nine subject ASEAN countries, and that even in the markets with lower costs, bandwidth is still significantly more expensive than in Europe and North America. A limited number of international bandwidth hubs have emerged to serve the Southeast Asian region, most notably Singapore and Hong Kong, China, offering the region’s lowest international bandwidth prices and greatest overall international capacity. Much of the region’s international fibre infrastructure has developed in a hub‐and‐spoke configuration around these two hubs, although telecommunications carriers and other investors of means have constructed their own direct interregional fibre infrastructure wherever possible.Republic of Korea.
