No full textThe characteristics of an astronomical site limits the performance of telescopes. “Seeing”, the blurring of stellar images by atmospheric turbulence, is a key factor. Our measurements confirm that Dome A, the highest point on the Antarctic plateau, has the best seeing conditions on the earth. A telescope at Dome A could observe the universe both clearer and deeper than other ground telescopes
Open Education and Open Science in contexts of crises
Get PDFOpen Education and Open Science are powerful tools for Education. They can provide content, access, means and collaboration to anyone interested in learning, worldwide. Further, in contexts of crises, they increase their impact and outreach. There are many types of crises, from natural ones, such as earthquakes or hurricanes, to man-made produced, such as wars, occupations, migrations or financial recessions. In these cases, an open approach to use, re-use, share and produce, guarantees education and science, even in the hardest conditions. In this paper, the authors present an overall approach to openness and crises, and how to implement them based on competence frameworks. As a specific resource, the paper introduces the Open Education & Science Crisis (OES-Crisis), which is based on five components in the form of skill-sets: 1) literacy skills, 2) digital literacy skills, 3) safety and security skills, 4) hope and resilience skills, and 5) life skills

No full textThis article describes and analyses shifts in political preferences among Sevastopol workers during French intervention (November 1918 – May 1919). After outlining the social landscape of the city during the Russian Civil War, this paper focuses on the interactions between workers, foreign sailors and political parties. The aim of this article is to study the Bolshevisation of Sevastopol\u27s working class based on the paths of several local workers. From the distribution of revolutionary leaflets to agitation in cafés, canteens, and factories, and many other illegal activities, what were the Bolsheviks\u27 tactics to rally local workers to their cause?Cet article décrit et analyse les évolutions des préférences politiques parmi les ouvriers de Sébastopol durant l’intervention française (novembre 1918 – mai 1919). Après avoir brièvement présenté une vue d’ensemble du paysage social de la cité portuaire durant la Guerre civile russe, il s’agira de se pencher sur les interactions entre ouvriers, marins étrangers et partis politiques. Cet article a pour objectif d’étudier la bolchévisation du milieu ouvrier de Sébastopol à partir des parcours de plusieurs ouvriers locaux. De la distribution de tracts révolutionnaires jusqu’à l’agitation dans les cafés, les cantines, et les usines, en passant par de nombreuses autres activités illégales, quelle a été la tactique des bolcheviks afin de rallier les ouvriers locaux à leur cause

Get PDFThis article is a publication of a source from the State Archives of the city of Sevastopol, with a preliminary commentary that discusses the relevance of this document to the study of French intervention in the former Russian Empire. It is a precious testimony of a local woman who describes some events in the life of her husband, a French sailor named Jean Lebreton. The latter deserted his cuirassier during the French intervention and settled in Sebastopol. Madame Lebreton, whose first name is unknown to us, relates her misadventures and those of her husband and reveals their tragic fate. In addition, this archive contains two letters from her husband written while the couple was imprisoned in Constantinople in 1921. The study of these documents seems relevant both from a shared history perspective and in the scope of gender studies, in order to address the episode of the Revolution and the Russian Civil War.Cet article consiste en la publication d’une source issue des Archives d’État de la ville de Sébastopol, accompagnée d’un commentaire préliminaire qui examine l’utilité de ce document dans le cadre de l’étude de l’intervention française dans l’ancien Empire russe. Il s’agit d’un précieux témoignage d’une locale qui présente certains épisodes de la vie de son mari, un marin français nommé Jean Lebreton. Ce dernier déserte son cuirassier durant l’intervention française et s’installe à Sébastopol. Madame Lebreton, dont le prénom nous est inconnu, décrit ses mésaventures ainsi que celles de son époux et dévoile leur tragique destin. De surcroît, cette archive contient deux lettres de son mari écrites pendant que le couple était emprisonné à Constantinople en 1921. L’étude de ces documents semble pertinente tant dans une perspective d’histoire partagée que dans le cadre des études de genre, afin d’aborder l’épisode de la Révolution et de la Guerre civile russe

Get PDFRapid urban growth on the Witwatersrand in South Africa from the late nineteenth century onwards opened up opportunities for a growing class of African hawkers and pedlars, and for “Native” shopkeepers who sought to establish themselves as fixed traders in the urban Native Locations. This article argues that this incipient African business class made a critical contribution to the emergence of a vibrant urban black culture as they fought to establish viable businesses and subvert racist efforts at black exclusion or marginalisation in towns and cities under segregation and apartheid. In the process, they were prominent participants in the development of new and distinctive urban black cultural practices in South Africa, especially with respect to consumption.
French Translation: Laurent Chauvet and Sophie Dulucq.À partir de la fin du XIXe siècle, la croissance urbaine rapide dans la région du Witwatersrand (Afrique du Sud) offre des perspectives d’avenir à une classe émergente de colporteurs et de camelots africains, ainsi qu’à des commerçants « indigènes » qui cherchent à s’établir de façon sédentaire dans les quartiers réservés aux « indigènes ». Le présent article étudie comment cette catégorie sociale naissante a grandement contribué à l’émergence d’une culture noire urbaine dynamique, alors même que ces acteurs sociaux luttaient, au temps de la ségrégation et de l’apartheid, pour établir des commerces viables et pour combattre les mesures racistes visant à exclure les Noirs des villes, ou à les marginaliser. Ce faisant, leur participation a été importante dans le développement de nouvelles pratiques culturelles noires dans les villes, surtout sur le plan des modes de consommation.
