    Revenge of the tampon: Gender and materialisms (new and old) in the 20th century Central and Eastern Europe

    I wrote this talk specifically for this conference and so my ideas are still raw. I am also not an historian, although my ethnographic research is deeply inflected with the oral historical narratives of my subjects. This is an exploratory text, still very much in progress, and I hope you will forgive the tentative nature of my reflections. This full text was first delivered as a keynote address on October 1, 2021, to the “Gender and materiality in Central and Eastern Europe in the 20th century conference” at Sciences Po in Paris. A shorter version of the text was published in a Festschrift for the Bulgarian historian, Maria Todorova (see Ghodsee 2023, 235-246), with the support of the Leibniz Institute of Eastern and Southeast European Studies in Regensburg, Germany.J’ai écrit ce texte spécifiquement pour cette conférence et mes idées sont donc encore à l’état brut.     Born in 1941 in the British colony of Tanganyika, Theresia M. was one of the few hundred girls who were trained as teachers at the end of the colonial period. She began teaching in 1960, a year before independence, and belongs to the first generation of Tanzanian women who had full careers as qualified employees while marrying and having children. Her account, which focuses on educational issues, recounts the experiences of a woman whose background is that of a minority who played a major role in passing on knowledge after independence, when education for all became a political imperative.     Une technique de gouvernementalité (post)coloniale? : La commission Congo en Belgique (2020-2022) dans une perspective historique

    This contribution considers the 2020-22 Belgian parliamentary commission on its colonial past (for which the authors served as experts) in a historical perspective, alongside two other Belgian parliamentary commissions on Congo: the 1904–5 Belgian Commission of Inquiry about the atrocities of Leopold II’s rubber regime in Congo and the 2000-2002 Belgian Commission of Investigation, which looked into the role of the Belgian state in the assassination of Patrice Lumumba. After a brief introduction of the recent commission, we first reflect on the role of commission “experts”, and historians specifically. Second, we investigate to what extent these commissions function as technologies of rule that sustain rather than critique existing balances of power. French Translation: Romain Tiquet.Cette contribution met en perspective la Commission parlementaire belge sur son passé colonial (2020-2022) – et pour laquelle les autrices ont participé en tant qu’« expertes » –, avec d’une part la Commission d’enquête belge de 1904-1905 sur les atrocités du « régime du caoutchouc » de Léopold II au Congo et d’autre part la Commission d’enquête belge de 2000-2002 qui a examiné le rôle de l’État belge dans l’assassinat de Patrice Lumumba.     Les jeunes non scolarisés : une perspective internationale et comparative

    The Global South faces the persistence of a large number out-of-school youth. This paper offers a comparative analysis of this issue in different regions of the world. The first section focuses on the challenges that a young population represents for the demography and the socioeconomic development of a country. The second section analyzes the evolution of this issue in the international agenda. If in the 1990s, youth access to school was at the center of discussions, from the 2000s, the essential skills and competencies needed by youth become the priority. The third section highlights specific pedagogical approaches implemented in Africa, Asia and Latin America. The fourth section emphasizes the need to reform both the pedagogy of massschooling as well as the models of socioeconomic development to find a lasting solution to the issue of out-of-school youth.L’ensemble des pays du Sud sont confrontés à la problématique constituée par la persistance d’un grand nombre de jeunes non scolarisés. Cet article propose une analyse comparée de cette question dans différentes régions du monde. La première partie se focalise sur les défis démographiques et socioéconomiques que constitue la jeunesse des populations du Sud. La deuxième partie montre l’évolution de l’agenda international concernant cette problématique. Effectivement, dans les années 1990, la question de l’accès des jeunes à l’école était au centre des préoccupations. Mais, à partir des années 2000, c’est principalement les compétences indispensables aux jeunes non scolarisés qui deviennent la priorité. La troisième partie met en évidence les approches pédagogiques spécifiques mises en œuvre en Afrique, en Asie et en Amérique Latine. La quatrième partie de l’article insiste sur l’impératif de réformer à la fois la forme scolaire mais aussi les modèles de développement socioéconomique afin de trouver une solution durable à la question des jeunes non scolarisés

    Approche comparée de politiques d’assurance-qualité des systèmes d’enseignement supérieur européens

    Over the last decade, the European higher education landscape has been characterised by an increasing influence of supranational contexts and priorities on the formulation of national agendas, notably in the domain of quality assurance. This trend has gained relevance with the adoption of the Bologna Declaration of June 1999 and the progressive implementation of its agenda as regards not only the organisation of study programmes across Europe but also the recognition of the national diplomas and degrees. As a result, most countries have taken up the challenge of harmonising their national policies in these and related domains in order to address the expectations that have risen from the prospected construction of a European higher education area. It remains open to debate, however, what is actually meant when invoking the “harmonisation of national policies” in higher education. Does “harmonisation” mean “convergence” and, if so, of which kind and of what dimensions? How relevant is the “national variable”, if at all, in adopting and interpreting supra-national trends and demands? Taking Western European countries – namely England, the Netherlands, Spain and Switzerland – as examples and quality assurance as the main descriptor, the paper provides some elements of response to these and other related questions. To that end, it develops a framework of analysis of quality assurance as a public policy. This framework distinguishes between the ideational and material dimensions forming the policy and brings forward five policy choices that are fundamental to that particular domain. Then, the discussion turns to the responses that the selected countries have given to these fundamental policy choices. Differences and similarities are identified, thus highlighting the specificities of the different national settings in the type of responses provided. In the third section, the paper brings forward the issue of accreditation and its (re)-emergence in the European context. It argues that accreditation has become the dominant policy objective of national quality assurance policies, which impacts significantly on the overall organisation of higher education. However, despite the commonality of the objective, the implementation of accreditation varies in the four countries under consideration, notably in the division of tasks among the different stakeholders. On the basis of the discussion and the analysis, the concluding part of the paper allows for a reconsideration of the extent of cross-national policy convergence in quality assurance policies and, finally, for an assessment of the actual relevance of national institutional inheritances when confronted to the formulation and implementation of these policies in the new European higher education landscape.En Europe, la fin des années 1990 a été marquée par l’impact croissant du contexte supra- national sur la définition des agendas nationaux dans l’enseignement supérieur, notamment dans le domaine des politiques relatives à l’assurance-qualité. Cette tendance c’est accentuée avec la signature de la Déclaration de Bologne et la mise en place des mesures qui l’ont accompagnée tant dans l’organisation des études qu’en matière de reconnaissance des diplômes. La plupart des pays européens se sont donc attelés à l’harmonisation de leurs politiques dans ce domaine afin de répondre aux attentes suscitée par la construction d’un Espace européen de l’enseignement supérieur. Cependant, de quoi parle-t-on précisément lorsque l’on invoque « l’harmonisation des politiques nationales » en matière d’assurance qualité ? « Harmonisation » signifie-t-elle « convergence » et si oui, de quel type? Quelle est la pertinence de la « variable nationale », si tant est qu’elle existe encore ? En prenant pour exemple des pays d’Europe occidentale, ce papier propose de fournir quelques éléments de réponse à ces questionnements. Pour cela, il propose tout d’abord un cadre d’analyse de l’assurance-qualité en tant que politique publique. Ce cadre se fonde sur une distinction entre les dimensions idéelle et matérielle et met en avant une série de choix politiques indispensables en matière d’assurance-qualité. Ensuite, la discussion se déplace vers les réponses apportées par différents pays à ces choix fondamentaux. Les différences et les similitudes sont identifiées et permettent d’éclairer les spécificités de chacun des espaces nationaux dans le type de réponses apportées. Dans une troisième partie, le texte aborde la question de l’accréditation et de sa (ré)-émergence dans le contexte européen. Cette partie permet de revenir sur les aspects relatifs à l’harmonisation des politiques nationales et, enfin, d’interroger le poids de l’héritage institutionnel dans le développement de nouvelles politiques en matière d’assurance-qualité dans l’enseignement supérieur

    Les paradoxes de l’Éducation pour tous dans les pays du Sud : comprendre le fond du problème en Afrique subsaharienne

    This article traces the history, importance and spirit of Education for All while recalling the issues which contributed to the global consensus around the first convention which supported it (Jomtien, 1990). By means of a literature review, then a conceptual and thematic analysis, flaws in the implementation of EFA are identified. Following the adoption of collective commitments at the Dakar Forum in 2000, there have been differentiated or adaptive implementations of EFA in the countries of the South, particularly in French-speaking Sub-Saharan Africa. Illustrations were provided on the subject of the paradoxical results of EFA in sub-Saharan Africa, but also around the postulates, paradigms, strategies and practices on its implementation. Likewise, some lessons from EFA implementation experiences are identified.Le présent article retrace l’historique, l’importance et l’esprit de l’Éducation pour tous [EPT] en rappelant les enjeux qui ont concouru au consensus mondial autour de la première convention qui l’a portée à Jomtien (1990). Au moyen d’une revue de littérature, puis d’une analyse conceptuelle et thématique, il est identifié des failles dans la mise en œuvre de l’EPT. À la suite de l’adoption des engagements collectifs au Forum de Dakar en 2000, il y a eu des mises en œuvre différenciées ou adaptatives de l’EPT dans les pays du Sud, notamment en Afrique subsaharienne francophone. Des illustrations ont été apportés au sujet des résultats paradoxaux de l’EPT en Afrique subsaharienne, mais aussi autour des postulats, des paradigmes, des stratégies et des pratiques sur sa mise en œuvre. De même, il est identifié quelques leçons issues des expériences de mise en œuvre de l’EPT
