Obstructing public sector accounting reform : the top 10 pitfalls
Policymakers and government officials spend time, energy, budgets, and political capital on implementing public sector accounting reforms, only for unintended actions to potentially obstruct their chances of success. 10 types of obstruction are outlined below, and how policymakers and officials can instead avoid it

Partitioning of AI models for execution on mixed criticality systems : a workflow approach proposal
We anticipate that in dependable edgeAI AI system development, only a subset of AI-inferred classes must be inferred dependably. The implication is a mixed-criticality AI execution environment where critical processing can be treated substantially differently than any non-critical processing from which is follows that the AI model must be partitioned, allowing separation of critical and non-critical AI-execution. There is currently no standard method of achieving and documenting such a state. This paper examines partitioning for mixed-criticality execution
Family involvement along the care continuum for small and sick newborns : attitudes and skills of healthcare providers in Ghana
Background: The high social and emotional burden on families with small or sick newborns necessitates family-focused care. Positive attitudes towards family involvement and skilled healthcare providers are crucial for improving the health and well-being of small/sick newborns and their families. While family systems care (FSC) has been explored and implemented in high-income countries, it is rarely reported in low- and middle-income countries. This study aims to assess knowledge, attitudes and skills of healthcare providers on FSC and the family care practices, interactions, and reciprocity in the provider-family relationship throughout the care continuum of sick/small infants and their families.
Methods: A cross-sectional survey involved healthcare providers offering maternal and newborn care at secondary and primary-level facilities. Participants were sampled from one secondary-level hospital and 13 primary health facilities in the Hohoe Municipality of Ghana. The survey instruments included the standardized and validated instruments ‘Family Importance in Care - Nurses’ attitudes’ (FINC-NA) and ‘Family Nursing Practice Scale’ (FNPS), which measure healthcare providers’ attitudes and skills in working with families, alongside four open-ended questions. Quantitative data were analyzed using descriptive statistics, while answers to open-text components were categorized thematically.
Results: Overall, 143 healthcare providers, comprising nurses, midwives and physicians, participated in the study. The median score of FINC-NA was 93 (83–99), while the FNPS was 30 (24–35). Most healthcare providers had a positive attitude towards family involvement in care, whereas practice skills were moderate. From the open-ended questions, care providers’ perceptions and actions in relation to family care practices were communication difficulties, intra-family challenges and confidentiality concerns. They also reported reduced workload, stronger healthcare provider-family relationship and improved quality of care through increased family collaboration and support.
Conclusions: Overall, healthcare providers valued family involvement in the care but had only moderate skills in working with them. Advocacy for the inclusion of family systems care in healthcare education, in-service training and policy development in Ghana is warranted. This will support healthcare providers to deliver high-quality care to families with small or sick newborns from pregnancy to post-discharge
Geopolitical risks : differential impacts on domestic firms and MNEs
In an increasingly interconnected global economy, geopolitical risks pose significant challenges to firms, particularly multinational enterprises (MNEs) with extensive cross-border operations. We examine the impact of geopolitical risks on the performance of MNEs and domestic firms, utilizing a novel measure of geopolitical risk exposure based on a ranking of firm-specific risk categories. Our findings reveal that geopolitical risks negatively affect both MNEs and domestic firms’ current business situations, but MNEs face a more negative future outlook. Yet, MNEs can leverage geopolitical risks to their advantage through effective mitigation strategies which improve business conditions in the medium term. Thus, in times of increased geopolitical tensions, MNEs can generate a competitive advantage relative to domestic firms by employing highly effective mitigation strategies
Which kind of experts in which loops? Redefining the relationship between translators, data, and models
MT and generative AI have led and will lead to new translation practices. On the one hand, the language industry requires experts-in-the-loop who coordinate AI services and turn mechanically produced text into high-quality output (Txabarriaga 2024). On the other hand, many human translators work as data labellers via platforms for extremely low rates in uberized conditions (Fırat, 2021). These circumstances ignore that the long-term risks of decreasing high-quality human data in Large Language Models have been highlighted (Simard, 2014; Briesch et al., 2023; Martínez et al., 2023): Less than ten generations of recycled synthetic training data lead to complete degradation and/or a dramatic loss of diversity in the output. New (business) models are certainly called for! We investigate to what extent quality of the output increases when a GPT-like model is trained with a dataset consisting of multiple translations per source text – compared to a model trained with only one translation per source text. We expect to see a dramatic improvement not only in the quality of translations of the same kind of texts present in the training data, but also regarding emergent aspects. If this leverage effect arises, i.e., that an extremely high increase in knowledge results in the model with relatively little, high-quality data, this logic could also be applied to other areas (programming, graphic design, etc.) where there is more than one correct solution to a problem. Human, manual work would increase in value and long-term dangers of training with (purely) synthetic data would decrease. If translators can monetise alternative translations of existing translations, the resulting business model raises a number of legal, economic, but also practical issues, and allows for a potential redistribution of the economic value associated with translators’ work
