Broken Understanding: Corrupted Participation in Emerging Public Spaces
This contribution develops a concept of reflexive intercultural mediation in orientation on obstacles to understanding in emerging public spaces as criteria to assess processes of social inclusion and exclusion. Among the discussed obstacles to understanding are the anatomy of political communication, the ascription of value-laden emotions to others and self, culture-specific emotion worlds and conflict models, the global spread of highly ritualized models of communication with their respective forms of capital or “media of success” such as popularity and authenticity, the crisis of public institutions, particularly of truth as opposed to the triumphant progress of highly sensitized subjectivities, and the economic dynamics tech companies are involved in. The concept of mediation across social and cultural differences that is developed here considers mediation as a reflexive practice and societal arrangements that aim at generating understanding and, in order to do so, lay open obstacles to understanding and highlight the underlying divides. © The Editor(s) (if applicable) and The Author(s), under exclusive license to Springer Nature Switzerland AG 2024
Ranking intuitionistic fuzzy sets with hypervolume-based approach: An application for multi-criteria assessment of energy alternatives
Ranking Intuitionistic Fuzzy Sets (IFS) using distance-based methods involves calculating the distance between an IFS and a reference point which represents either maximum (positive ideal solution) or minimum (negative ideal solution) value. These methods assume that similarity of an IFSs to the reference point increases as its distance from it decreases. While it is a common practice to use nonlinear distance functions for ranking IFSs, this paper proves that no nonlinear IF distance function can be robust. In this study, the shortcomings of the conventional procedure are demonstrated by providing a mathematical proof and an alternative ranking method based on the hypervolume metric is proposed. In addition, the suggested ranking approach is extended as a new multi-criteria decision making method called Hypervolume-based Evaluation and Ranking Technique (HEART). HEART is applied for multi-criteria assessment of Turkey's energy alternatives. Denizyoluyla yapılan eşya taşımaları bakımından Türk Ticaret Kanunu’nda taşıyan lehine düzenlenmiş olan muhtemel sorumsuzluk sebepleri
Taşıyan, eşya hâkimiyetinde bulunduğu sırada meydana gelmiş olması şartıyla yükte meydana gelen zıya ve hasar ile yükün geç teslimi nedeniyle oluşan zararlardan sorumludur. Bununla birlikte taşıyanın meydana gelen zarardan doğan sorumluluğundan kurtulması, bazı hallerde mümkün kılınmıştır. Taşıyan, zararın kendisinin veya adamlarının kastından veya ihmalinden doğmadığını ispat ederek zarardan doğan sorumluluğundan kurtulabilir. Fakat kusursuzluğunu taşıyan ispat etmek zorunda olduğundan, ispatsızlık rizikosu da taşıyana yüklenmiştir. Kusursuzluğun ispatı her durumda kolay olmadığından, Kanun’da taşıyan lehine bazı mutlak ve muhtemel sorumsuzluk sebepleri kabul edilmiştir. Böylelikle zararı meydana getiren olayın bir mutlak veya muhtemel sorumsuzluk sebebi teşkil ettiği durumlarda, öngörülen bu düzenlemelerle taşıyanın kusursuzluğunu ispatı bakımından getirilmiş olan ağır ispat yükü yumuşatılmıştır. Bu çalışmada, Türk Ticaret Kanunu hükümleri uyarınca taşıyanın eşyanın zıyaı, hasarı ve geç tesliminden doğan sorumluluğuna genel olarak değinildikten sonra Türk Ticaret Kanunu’nun 1182. maddesinin birinci fıkrasında sekiz bent şeklinde düzenlenen taşıyanın kusursuzluk ve uygun illiyet bağı karinelerinden yararlandığı haller incelenmiştir
Modeling a closed-loop inventory routing problem for returnable transport items under horizontal logistics collaborations and dynamic demand structure
This paper addresses a closed-loop inventory routing problem with multiple suppliers, products, and periods under horizontal collaboration assumptions. Our problem encompasses various decision aspects, including routing, inventory management, product delivery, returnable transport item collection and cleaning. We analyze various logistics collaboration scenarios. The effects of demand dynamicity are also assessed. The problem has been mathematically defined as a Mixed Integer Linear Programming model. A rolling horizon approach and a hybrid heuristic algorithm are proposed for instances that exceed the computational requirements of solving the exact MILP model. The applicability and potential benefits of the MILP model and the proposed solution methodologies are demonstrated through a base case and additional numerical analyses on larger-sized instances and networks. The results show that supplier collaboration significantly reduces routing costs, while customer collaboration reduces inventory costs. Numerical comparisons reveal that the proposed algorithms outperform the MILP model for large-scale problem instances.Research Fund of the Hacettepe University [SUK-2022-19963]This work was supported by Research Fund of the Hacettepe University. Correlation Analysis Between Vital Signs Of Patients In Intensive Care Unit
32nd IEEE Signal Processing and Communications Applications Conference (SIU) -- MAY 15-18, 2024 -- Tarsus Univ Campus, Mersin, TURKEYArtificial intelligence (AI) and machine learning (ML) techniques have become very important in healthcare and health data processing. The proliferation of the internet and technological advancements has led to the need to use various platforms to fulfill daily routines. As a result, there is an increase in personalized user experiences, especially in healthcare monitoring through non-invasive vital signs analysis. The widespread use of artificial intelligence and machine learning technologies in the field has increased the accuracy and accessibility of the analysis of health monitoring systems, especially by leveraging comprehensive databases such as the MIMIC-III Clinical Database (v1.4), thus eliminating the need for measurements or additional sensors for data collection. In this study, the MIMIC-III waveform database was used to examine the relationship between patients' non-invasive vital signs and the intensive care units in which they were admitted. The correlation information obtained started with the comparison of raw versions of the data and continued with mathematical transformations such as Fourier transforms to detect hidden patterns and search for significant relationships between vital signs in many dimensions, and the results are reported in this study. Legal framework of data governance in the public sectorin comparison with european union law
Veri temelli teknolojilerin günümüzde geldiği seviye devletlerin veri yönetişimi konusunda düzenlemelerde bulunmasını gerekli hale getirmiştir. Toplumun birçok kesimi tarafından veri temelli ekonominin getirdiği fırsat ve imkanlar kullanılmak istenmektedir. Bu kapsamda veriler hukuki düzenlemelere konu olmaya başlamıştır. Kamu sektörü elinde bulunan verilerin ise hukuk düzenleri tarafından nasıl ele alınacağı bu çalışmanın konusunu oluşturmaktadır.The current level of data-based technologies has made it necessary for governments to regulate data governance. Many segments of society want to utilise the opportunities and possibilities brought by the data-based economy. In this context, data has started to be subject to legal regulations. Sınıf III hastalarda bimaksiller ortognatik cerrahi sonrası mandibular kondil pozisyonunun değerlendirilmesi: Konik ışınlı bilgisayarlı tomografi çalışması
This retrospective study evaluated the mandibular condyle position before and after bimaxillary orthognathic surgery performed with the mandibular condyle positioned manually in patients with mandibular prognathism using cone-beam computed tomography. Methods: Overall, 88 mandibular condyles from 44 adult patients (20 female and 24 male) diagnosed with mandibular prognathism due to skeletal Class III malocclusion who underwent bilateral sagittal split ramus osteotomy (BSSRO) and Le Fort I performed using the manual condyle positioning method were included. Conebeam computed tomography images obtained 1–2 weeks before (T0) and approximately 6 months after (T1) surgery were analyzed in three planes using 3D Slicer software. Statistical significance was set at P 0.05). Conclusions: While the change in the sagittal plane can be maintained as before surgery with manual positioning during the BSSRO procedure, significant inward and outward rotation was observed in the axial and coronal planes, respectively, even in the absence of concomitant temporomandibular joint disorder before or after the operation. Further long-term studies are needed to correlate these findings with possible clinical consequences
Imaging of Rough Surfaces by RTM Method
An electromagnetic (EM) imaging framework is implemented utilizing a single-frequency reverse time migration (RTM) technique to accurately reconstruct inaccessible 2-D rough surface profiles from the knowledge of scattered field data. The unknown surface profile, which is expressed as a 1-D height function, is either perfectly electric conducting (PEC) or an interface between two penetrable media. For both cases, it is assumed that the surface is illuminated by a number of line sources located in the upper medium. The scattered fields, which should be collected by real measurements in practical applications, are obtained synthetically by solving the associated direct scattering problem through the surface integral equations. RTM is subsequently applied to generate a cross correlation imaging function which is evaluated numerically and provides a 2-D image of the region of interest. A high correlation is observed by the function in the regions where the transitions between two media occur. Hence, it results in the acquisition of the unknown surface profile at the sites where the function attains its highest values. The efficiency of the proposed method is comprehensively tested by numerical examples covering various types of scattering scenarios
Effect of the Coating Formulation on the Barrier Properties and Final Appearance of Non-wettable Hybrid Paper Sheets
Thin coating layers of cross-linked polydimethylsiloxane (PDMS) and inorganic particles including glass spheres (GS), colloidal and fumed silica (aero and N20), montmorillonite (MMT), and kaolin (K) were attached onto Grade 1 Whatman filter paper (WFP) substrates using the spraycoating procedure to achieve superhydrophobic hybrid paper sheets. Coating formulations were varied in terms of their PDMS molecular masses and inorganic particles to prepare different samples. The effect of PDMS molecular weight and change in inorganic particle composition on the optical properties, surface roughness, barrier properties, surface chemistry, and topography was investigated. Hybrid paper sheets with ?E00 values lower than 1 could be achieved, the surface roughness of which could be decreased by increasing the PDMS molecular weight in the coating formulation. Scanning electron microscopy studies revealed a homogeneous coating distribution, resulting in significant improvements in both the air and water barrier properties of the hybrid paper sheets. Spectroscopic investigations revealed the presence of interactions between the coating layer and the underlying paper substrate. Moreover, the distribution behavior of the inorganic particles on the spraycoated surfaces using the proposed method was also investigated using model compounds. © Institute for Color Science and Technology.TÜBİTAK 3501 National Young Researchers Career Development Program, (119M109
The effect of corporate reputation and service quality on business performance: A research in health businesses
Bu araştırmanın temel amacı, sağlık sektörü içinde kurumsal itibar ve hizmet kalitesinin işletme performansı üzerindeki etkilerini ortaya koymak için model geliştirmek ve bu modeli test etmektir. Bu amaçla, kurumsal itibarın alt değişkenleri olan farkındalık ve tanınma, yönetim-liderlik, güvenilirlik, hizmet kalitesinin alt değişkenleri olan empati, sağlıklı yiyecekler, fiziksel özellikler, güven, güvence ve işletme performansının alt değişkenleri olan, rekabet, finansal performans, hizmet kalitesi, esneklik, kaynak kullanımı arasındaki ilişkiler analiz edilmiştir. Çalışma kapsamında araştırma verilerinin elde edilmesinde, demografik özelliklerle ilgili sorular, “Kurumsal İtibar Ölçeği, Hizmet Kalitesi Ölçeği ve İşletme Performansı Ölçeği” olmak üzere üç ölçekten yararlanılmıştır. Ankete katılan bireylerin verdiği cevaplardan oluşan veriler SPSS istatistik analiz programı ile analiz edilmiştir. Bu doğrultuda, demografik özelliklere ait dağılımlar belirlenmiş, ölçeklerin güvenilirlik düzeyleri belirlenerek, faktör, anova, korelasyon ve regresyon analizleri yapılmıştır. Anket çalışması, İstanbul’da faaliyet gösteren özel hastanelerin çalışanlarına uygulanmış olup, bu kapsamda 400 kişiye ulaşılmıştır. Araştırmanın analizleri sonucunda, sosyal sorumluluğun, sağlıklı yiyeceklerin ve hizmet güvencesinin, rekabet faaliyetleri üzerinde pozitif bir etkisi olduğu tespit edilmiştir. Ayrıca, kurumun fiziksel özelliklerinin ve hizmet güvencesinin, finansal performans üzerinde pozitif bir etkisinin olduğu tespit edilmiştir. Buna karşılık, kuruma yönelik olumsuz algıların, müşteri memnuniyetinin ve sosyal sorumluluğun, hizmet kalitesi üzerinde negatif bir etkisinin olduğu tespit edilmiştir.The main purpose of this research is to develop and test a model to reveal the effects of corporate reputation and service quality on business performance in the health sector. For this purpose, the sub-variables of corporate reputation, awareness and recognition, management-leadership, reliability, the relations between the sub-variables of service quality, empathy, healthy food, physical characteristics, trust, assurance, and the sub-variables of business performance, competition, financial performance, service quality, flexibility, resource utilization, were analyzed. Within the scope of the study, in obtaining the research data, questions about demographic characteristics, "Corporate Reputation Scale, Service Quality Scale and Business Performance Scale" were used. The data consisting of the answers given by the individuals participating in the survey were analyzed with the SPSS statistical analysis program. In this direction, the distributions of demographic characteristics were determined, the reliability levels of the scales were determined, factor, anova, correlation and regression analyzes were performed. The study was applied to 400 personnel working in private hospitals operating in Istanbul. As a result of the analysis of the research conducted for this study, social responsibility, healthy food and service assurance, it has been found to have a positive effect on competitive activities. In addition, the physical characteristics of the institution and the service assurance, it has been determined that it has a positive effect on financial performance. On the other hand, negative perceptions towards the institution, customer satisfaction and social responsibility, it has been determined that there is a negative effect on service quality
