Godfatherism and Nigeria's 2023 General Elections: The Case of Delta State
This paper focuses on the issue of godfatherism and its impact on the 2023 general elections, with a particular emphasis on Delta State, Nigeria. It raises questions about certain facets of Nigeria's democratic governance that have not been adequately examined, raising questions about the nation's unique problems. The February 2023 general elections in Nigeria were not without flaws as usual, and many issues militating against the consolidation of democratic rule in Delta state since 1999 are ubiquitous. The study considers the role of the godfather in facilitating or stunting democratic growth in Nigeria in general and Delta State in particular. Usurping the place of the masses through their manipulative tendencies of selecting candidates instead of free, fair, and credible elections or the abuse of the rule of law are common in the polity. The historical method of description and analysis was adopted, underpinned by Marx Weber's theory of power, to interpret the work further. The study interrogated both primary and secondary sources related to it. Primary sources, such as oral interviews and newspapers, and secondary sources, such as books, news magazines, and online publications, were consulted. The study revealed that godfathers are gatekeepers in the polity, and their functions are overbearing to the masses. The study also identified that because the masses are not allowed to vote or their votes no longer count, Godfathers select leaders who are not representative of the people and are not accountable to them. The findings further indicate that forcing the godfather out of politics may be dangerous, considering their power and position in the government. It, therefore, concludes making laws that will accommodate them might be a better alternative.

Post- Civil War Developments in Nigeria: Issues, Challenges and the Establishment of NATSINTA Army Barracks, Katsina, 1970-2020
The paper examines the post-Nigerian Civil War developments that led to the establishment of Natsinta Army Barracks, Katsina. Prior to 1966, the total strength of the Nigerian Army was merely 10,000. However, at the end of the war, the figure had risen to 250,000. This posed a serious challenge because the available barracks could not contain more than 10% of the personnel. In view of this, the Nigerian Army instructed the soldiers to leave the East because the region was saturated with artificial barracks. On the May 1, 1970 the 82-battalion arrived Katsina from Uli-Ahiala. They were accommodated at Sabongida, Gidan Kwakwa, Kayalwa, GRA and some hotels, as well as rented apartments in the city. By 1977, the project for a permanent barracks was completed at Natsinta Village. The barracks housed the 82 battalion and in 1996 the 35 battalion replaced them. The scope of the paper is 1970-2020 because it was in 1970 that 82 battalion arrived Katsina. The year 2020 is the terminal end of the paper because it was in that year that residential quarters for the personnel of 17 brigade was constructed in the barracks. The paper argues that the establishment of the barrack was a landmark in the history of modern Katsina metropolis. Natsinta had impacts on the socio-economic and security aspect of Katsina. Primary and secondary sources of historical research were used in writing this paper.

Haustafeln: A Deconstruction Reading of the Household Codes in Ephesians 5: 22-25 for Sustainable Development in Nigerian Context
The quest for sustainable development has remained a recurring decimal in the history of man. Hence it becomes enigmatic for scholars and the society to admit the Pauline household codes on the verge of global challenges for advancement and technological breakthrough in the society as well. The paper adopts o multidimensional approach in order to heuristically examine the phenomenon. It discovers among other things that the restriction on the family was borne out of fear for the Greco-Roman government since the Jews were under Roman rule. Also, discovers that it is anti-society in outlook as women were meant to be seen and not heard their potentials denied while children and slaves the future leaders in our contemporary context were disenfranchised. Beside the men, every other person are denied of their rights, subjected and couched under the guise of patriarchal authority and harmonious living. The paper concludes by recommending a deconstruction reading that will empower women and youths to achieve speedy development. It recommends that the idea of patriarchy should be re-reinterpreted with love-submission in focus, where input from other members of the family counts and not blind submission to mediocrity and underdevelopment because of masculinity

Does the Nigerian Federal Legislature Have Constitutional Powers to Summon the President of the Republic Over Matters of National Importance?
Following worsening insecurity in Nigeria, the lower arm of Nigeria`s Parliament, the House of Representatives, had on December 01, 2020, issued a summons to the President of the Republic, to appear before the House on December 10, 2020, to address it on the true state of the (in)security in the country. The summons and Mr. President`s refusal to honour it, had sparked off a national debate/controversy, especially bothering on the propriety and constitutionality of such summons against the President and the extent of obligation (if any) of Mr. President to answer to it. This forms the main focus of the present paper which begins with a prognostic determination of extent of constitutional powers (if any) of the Nigerian Federal Legislature or any arm of it, to issue a summons on Mr. President, the extent of Mr. President`s duty or right to honour or dishonour such invitation, and possible implications of compliance or non-compliance thereof. The paper examines relevant case law and provisions of the Nigerian Constitution, and then proceeds to consider options open to the President in the circumstances, especially in view of the constitutional provisions relating to Presidential immunity. Then, drawing an analogy from extant law and practice in jurisdictions, such as the USA, with a somewhat similar constitutional or legal framework, the authors in their conclusion proffer recommendations believed to accord with the demands of rule of law and constitutionalism, and geared especially towards advancement of constitutional democratic ideals, governance transparency and accountability. The authors believe that legal scholars and researchers owe it as a duty to society, to constantly offer legal opinions to serve as additional guides to leaders, institutions, policy makers and their advisors in the discharge of their responsibilities and towards promotion and sustenance of responsible and responsive governance.

This issue of NIU Journal of Legal Studies touches on the Role of Arbitration in Resolving Corporate Governance Dispute in Nigeria, Lagos State Land Registration Law of 2015, Implementation of the Administration of Criminal Justice Act of Nigeria, as well as Legislative Oversight Functions in Nigeria.
One of the papers, in this edition, observes that despite the numerous advantages and successes recorded in the use of arbitration to achieve an amicable resolution of corporate governance disputes, it is still faced with some limitations. The study therefore in its conclusion, recommended various strategies that can be employed to enhance the use of arbitration in resolving corporate governance disputes.
Another paper reveals that there has been a lapse in the effective implementation of ACJA in Nigeria. It was therefore concluded and recommended that the Administration of Criminal Justice Monitoring Committee set up by the ACJA of Nigeria exact their duties in check-mating the police, the office of AG of Nigeria, and the courts to ensure the maximum enforcement of their functions.

Human Resource Policies, Decision Making and Industrial Harmony in Edo State
This study empirically assessed the relationship between human resource management policies and decision making in promoting industrial harmony in Ministry of Finance and Ministry of Budget/Planning in Benin City, Edo State. The study specifically examined how human resource policies (promotion and transfer policies, leave and time-off policies, employee conduct policies and employee exit policies) influences industrial harmony ad decision making and how decision-making influences industrial harmony in Ministry of Finance and Ministry of Budget/Planning in Benin City, Edo State. Cross-sectional survey research design was utilized in this study. The population of this study consist of all one hundred and seventy-five (175) staff of the Ministry of Finance and Ministry of Budget/Planning in Benin City, Edo State. A sample size of 122 respondents from the Ministry of Finance and Ministry of Budget/Planning in Benin City, Edo State were administered questionnaire. Data collected were analyzed using descriptive statistics to ascertain the employees' perceptions on the variables of interest while Pearson correlation coefficients and multiple regression analysis were used to analyze the relationships among the research variables. All tests were performed at a 5% level of significance using SMART software. The structural equation modeling (SEM) was used as the estimating technique to analyze the structural relationship between measured variables and latent constructs. The study found that human relations policies positively impact on industrial harmony in an organization. The study found that there is a statistical significance between human resource policies, decision making and industrial harmony. It is recommended that management need to improve the level of job involvement of employees in the decision-making process, especially those human resource policies that affect them as this would eliminate any form of discrimination to a minimum.

Abortion in Okpokwu and its Socio-Religious and Moral Implications
This research, examined abortion in Okpokwu, a Local Government Area in Benue State, Nigeria and its socio-religious and moral implications. It considered the reasons why young adults opt for abortion when unwanted pregnancy occurs among them in the community, despite the prevailing religious and moral givens. Procuring abortions comes with dire consequences, including stigma and the loss of human lives of both the fetus and the mother. Researchers have established that individuals’ religious, social and moral position influence one’s attitude and general outlook on live issues including abortion. Using both quantitative and qualitative methods, the work asserted that, abortion is not just a medical issue; it also has ethical, religious and social dimensions. This work found out that various contextual and structural factors could shape the abortion decision by women who conceived before marriage. This includes the influence of globalization and social media. The study further identified that socio-religious and structural constraints made no much impact in discouraging abortion; rather, people continue to procure abortion due to wrong advise, shame, fear, peer pressure and the availability of abortion drugs in patent medicine shops. The work advised that religious, political and traditional leaders in Okpokwu, should rise to the occasion to nipping in the bud, this menace of abortion, which has claimed myriads of young and adolescent lives in the community.

Influence of Information Management on Decision-Making among University Managers in Southern Nigeria
This study examined the influence of information management on the decision-making among university managers in Southern Nigeria. Four research questions were raised to guide the study. The population consisted of all the University managers in Southern Nigeria: Three hundred and twenty-five of the population was selected using multi-stage random sample technique. An instrument titled: “Information Management and Decision-making Practices” was used to collect data. Pilot study was used to validate the instrument while Pearson correlation (r) was used for the reliability of the instrument. Data collected was analysed using the descriptive Pearson (r) statistics. The findings showed that information was effectively managed which enhances effective decision-making among the university managers. The result again showed that there was significant relationship between information management and effective decision-making among university managers based on gender of the managers. Based on the findings of this study, it was recommended that broader awareness of information and practices may be valuable as the managers’ attempt to interpret behaviours in the fresh decision-making situations.

An Evaluation of the Effect of Early Marriage on Girl Child Development in Borno
The study assesses the effect of early marriage on girl child development in Jere L.G.A. Metropolis, Borno State. Related literatures were reviewed based on specific objectives of the study. This study was a survey research method. The target population of the study comprise some selected residence in Maidugiuri, Borno State. The research instrument used for this study was a well-structured questionnaire. The data were analyzed using frequency count and its equivalent percentages score as well as likert scale. The result of the study indicates that many of the respondents strongly agrees that early marriage can make it too difficult for a girl to attend school and perform her duties as wife and mother. Some of the respondents agree with the statement that Education is useful to a girl child even after marriage. While some of them strongly agree to the statement that early marriage increases risk for sexual transmitted diseases (HIV/AIDs). Majority of the respondents strongly agree that early marriage affects girl child in providing health services to their children. It is therefore, recommended that Government should create awareness on the negative effect of early marriage and how it makes girl child education almost impossible. Government should create a policy that will be geared towards discouraging early marriage as death may occur during birth
The Relevance of Azeez Sanni and Segun Awosiyan Newspaper Cartooning in Nigeria
This paper articulates the relevance of newspaper cartooning in Nigeria through which, the forms, styles and character composition of selected cartoonists works were looked into. The study examined the works of Azeez Sanni and Segun Awosiyan who over the years have contributed their quota immensely in Nigeria newspaper cartooning. However, despite their impact in the study area, they are not known in scholarly works. Hence this study which purposively selected five works each from the two cartoonists with a view to looking at their cartoons impact on Nigeria socio-cultural and political issues, without jettisoning Government reaction on the embedded information’s carried in their cartoons. In achieving this, descriptive, formal and expressive content was adopted to appraise the purposively selected cartoons of the artists.
