    Relationship between Administrative Strategies of Human Resource Manager and Human Resource Job Performance in Department of Education, Faculty of Education, University of Maiduguri, Borno State, Nigeria

    The study examined the relationship between administrative strategies of human resource manager and human resource job performance in Department of Education, Faculty of Education, University of Maiduguri, Borno State, Nigeria. The objective the study was to determine the relationship between conflict resolution strategy, delegations' strategy, delegations' strategy and human resource job performance in Department of Education, Faculty of Education, University of Maiduguri, Borno State, Nigeria. The hypotheses were tested at 0.05 level of significant. This study used a correctional research design. A correlational research design investigates relationships between variables without the researcher controlling or manipulating any of them. A correlation reflects the strength and/or direction of the relationship between two or more variables. The population of the study was made up of both academic and non-academic staff in the Department Education, and Department of Arts Education, University of Maiduguri, Borno State, Nigeria. The total population consists of 78 staff comprised of both academic and non - academic staff. The sample technique employed in the study is a simple random sampling technique because it ensures that each member of a population has an equal chance of being selected at random. However, the study used Krejcie & Morgan (1970) table for determining sample size to sampled 66 staff. The research instrument for this study was a structured questionnaire titled ‘the relationship between the Administrative Strategies of Human Resource managers and Human Resource Job Performance (ASoHRMoHRJ)’. The findings of the study revealed that, there was a significant relationship between conflict resolution strategy, delegations' strategy, training development strategy and human resource job performance in the Department of Education, Faculty of Education, University of Maiduguri, Borno State, Nigeria. Based on the findings of the study, it was concluded that, there was a positive significant association among conflict resolution strategy, delegations' strategy, training development strategy and human resource job performance in the Department of Education, Faculty of Education, University of Maiduguri, Borno State, Nigeria. Based on the finding of the study, the researchers concluded that since conflict resolution strategy, delegations' strategy, training development strategy were found to significantly related to human recourse job performance in the Department of Education, Faculty of Education, University of Maiduguri, Borno State, Nigeria.     Financial Inclusion and Economic Development in Nigeria 2000-2023

    Financial inclusion refers to the process of ensuring access to appropriate, affordable, and timely financial products and services for all individuals and businesses, particularly those who are traditionally underserved or excluded from the formal financial system. The study investigated the effect of financial inclusion (banking penetration, availability of banking services, usages of financial services, digital financial technology) and economic development (Real gross domestic product per person, Gross fixed capital formation) in Nigeria. The study employed the ex post facto research design. Secondary data used in this study were sourced from the publication of the Central Bank of Nigeria Statistical Bulletin and National Bureau of statistic over a period of twenty-three (23) consecutive years ranging from 2000 to 2022 to estimate the regression models adopting Ordinary Least Square (OLS). Augmented Dickey Fuller (ADF) test of unit root was conducted to affirm the stationarity of the series and guard against spurious regression outcomes from the time series data. The study found that financial inclusion measures had significant and positive effect on Real Gross domestic product per person (Adj.R2 = 0.846, F = 24.84, P< 0.05). The study found that financial inclusion measures had significant and positive effect on Gross fixed capital formation (Adj.R2 = 0.470, F = 14.00, P< 0.05). The study concluded that financial inclusion measures affected the economic development in Nigeria. It is recommended that government should focus on the financial inclusion policies as a means of ameliorating poverty, through a participation of all economic agents in the financial system.     Military Government and Development in Northern Nigeria: A Case Study of Katsina City, 1969–1999

    The Nigerian military, whose central role was to defend the country against external aggression, and national security issues was found in the national politics, governance, and shadow of development from 1966 to 1999. The paper argued that though military government and its rules had been criticized by civilian administration across the globe, in Katsina city the case was different owing to designed programs that earned them the support of the people to the extent that the city experienced tremendous development and transformation beyond what was obtainable in the colonial era and even during the civilian administration of Nigeria’s First and Second Republic. Furthermore, the emergence of the military government on July 29, 1966, led to the transformation of Katsina City from an administrative division to an area council in 1969, then to a Local Government Area (LGA) in 1976, and then to a Katsina State Capital City following 1987 state creation. Thus, all these phases of transformation led to a series of developments ranging from civil servant deployment and recruitment opportunities to the provision of healthcare facilities, electricity, and water; educational advancement; security of the city; construction of roads and markets, which attract lots of fortune seekers; and migration of Nigerian communities, which boosted the cosmopolitan nature of the city.  To this end, through quantitative and historical research methodologies, coupled with functionalism theory and the aid of primary and secondary data, this paper examines the role of military government in the political and socio-economic development and transformation of Katsina City from 1969 to 1999.               Keywords:  Military Government, Development, Katsina City, Political, Socio-economic

    Assessing the Impact of Digital Transformation on Human Resource Management in Nigerian Tertiary Institutions: A Measurement Model (Digital HRM Impact Assessment Framework (DHIAF)) Proposal

    The digital transformation of Human Resource Management (HRM) practices has become imperative for enhancing administrative efficiency, service delivery, and institutional competitiveness within Nigerian tertiary institutions. This study introduces the Digital HRM Impact Assessment Framework (DHIAF), an integrative model that combines the Technology Acceptance Model (TAM), Diffusion of Innovation Theory, Resource-Based View (RBV), and Socio-Technical Systems Theory to holistically assess the impact of digital HRM initiatives. The framework delineates five core dimensions: Recruitment and Selection, Training and Development, Performance Management, Employee Engagement and Communication, and HR Administrative Efficiency. Each dimension encompasses specific sub-dimensions and indicators designed to capture the multifaceted effects of digitalization on HRM processes. The study also proposes a theoretical validation approach, including pilot testing and factor analyses, to ensure the reliability and validity of the measurement model. The discussion highlights anticipated benefits such as improved efficiency and service delivery, while acknowledging potential challenges like technological infrastructure deficits and resistance from non-tech-savvy staff. Policy implications underscore the need for national mandates on digital HRM adoption, capacity-building programs, and strategic partnerships with technology providers.     The Impact of Colonial Legacies on the Political and Economic Development of Nigeria: A Critical Analysis of the Structural Adjustment Policies

    The implementation of structural adjustment policies (SAP) in Nigeria led to significant economic hardship, yet some individuals benefited from the recession and government actions. The import license regime in the Second Republic fostered the rise of a wealthy class, strengthening political connections. Despite low profits from 1982 to 1984, multinational companies such as United Africa Company, Patterson Zochonis, and Mobil Oil saw substantial gains, while workers experienced widespread retrenchment. SAP created a stark divide between winners and losers. Though SAP aimed to eradicate poverty and transform Africa’s economy, its failure to engage with the citizens who needed support most undermined its goals. The policy’s inability to adapt to the unique needs of African societies fueled discontent, as many felt it worsened economic hardship, poverty, and inequality. This paper uses historical method of discuss and analysis to explore the impact of colonial legacies on Nigeria's political and economic development, focusing on the consequences of SAP and its role in perpetuating disparities.     Professionalism and Staff Development in Managing Business Education Programme in South-South Nigerian Public Universities: A Comparative Relationship

    This study investigated the relationship between professionalism and staff development in the efficient management of business education programmes at Nigerian universities in the South-South area. To do this, three research questions were addressed and three hypotheses were tested at a significance level of 0.05. A descriptive survey approach was used, with a population of 98 business instructors from five selected universities in the South-South geopolitical zone. Given the population's manageable size, the sample includes all 98 business educators. Data was collected using an instrument titled “Professionalism and Staff Development on Effective Management of Business Education Program Questionnaire” (PSTDEMBEPQ), which was validated by a business education expert. The correlation coefficient of the instrument was determined to be 0.736. The findings revealed a moderate overall level of professionalism among educators, although there were variations across the different assessed areas. These variations highlight the need for ethical training, effective workload management strategies, and professional development programmes to enhance the professionalism of business educators in the region. Furthermore, the results indicated a moderately positive and statistically significant relationship between staff professionalism and the effective management of business education programmes. The study concludes that professionalism and staff development are critical for the effective management of business education programmes in South-South Nigerian universities. It identifies an overall moderate level of professionalism, suggesting opportunities for improvement and emphasizing the necessity for targeted interventions. The study recommends that universities prioritize ongoing professional development by allocating funds and facilitating access to workshops, conferences, certifications, and online courses.     Awareness and Utilization of Cloud Computing Technology for Library Services in Universities in Edo State, Nigeria

    This study investigates the awareness and utilization of cloud computing technology for library services in universities in Edo State, Nigeria. Employing a descriptive survey design, the research assesses the extent to which librarians are informed about cloud computing, the types of cloud technologies in use, and the degree of their application in university libraries. Findings indicate that while librarians recognize the potential of cloud computing to enhance service delivery, improve access to digital resources, and support teaching and research, there are significant gaps in awareness and practical adoption. The study highlights the need for targeted educational initiatives, increased funding, and regular training to equip librarians with the skills required to leverage new technologies effectively. Recommendations include organizing workshops on cloud computing, ensuring continuous professional development, and encouraging proactive adaptation to technological changes. The research concludes that for university libraries to remain relevant and responsive to user needs, a strategic shift from traditional to personalized, technology-driven services is essential, with cloud computing serving as a catalyst for improved efficiency and broader access to information resources

    Importance of Proper Waste Management Programme in Edo State, Nigeria

    Health care facilities are established to provide treatment and safeguard the health of the people against conditions that pose risk or threat to health care providers, patients, waste handlers and the entire community. Health care activities are carried out to protect, restore health and save lives but paradoxically, they are known to generate wastes that poses obvious health risks either by direct infection or through exposure to dangerous chemicals and radiation materials. The purpose of the study was to determine the medical waste management practice in health care facilities in Edo State. Eight research questions were raised to guide the study while six hypotheses were formulated and tested at 0.05 level of significance. The population for the study comprised the 1,383 health care facilities in Edo State. A sample size of 276 respondents was selected using the multi-stage sampling technique. The instrument used was a validated Dichotomous scale format questionnaire with 29 items. The instrument’s reliability was established using the test-retest method of estimating reliability and a co-efficient value of 0.68 was obtained. Data generated from the study were analyzed using descriptive statistics of frequency count, percentage and inferential statistics of binomial test and chi-square. The findings revealed that some health care facilities still do not fully comply with the dictates of approved practices specifically in the areas of segregation, incineration method, use of water proof floor with good drainage, treatment modalities and that there was no absolute difference in the urban and rural settings in terms of medical waste management. It was concluded that the immense benefits of proper waste management should be fully utilized in compliance with the approved practices to avert the possibility of accidents and disease outbreak that could result in loss of life and property. It was recommended that health care facilities should improve practices at all the stages of waste management. Therefore, all health care facilities owe a duty to protect the public and the environment and should have peculiar responsibilities as regard the waste they produce in a sanitary manner to reduce infection and illness

    First Son Primacy and Family Dependent Rights in Nigerian Estate Laws

    This paper examines the tension between first son primacy and the rights of family dependents in Nigerian estate laws. Nigeria's inheritance framework operates within a complex system of legal pluralism encompassing statutory, customary, and Islamic laws, with approximately 60% of inheritance disputes occurring at the intersection of these systems. The primogeniture tradition, deeply embedded across Nigeria's major ethnic groups, grants significant inheritance privileges to the eldest male child, often at the expense of other family dependents including widows, daughters, younger sons, and children born outside marriage or through adoption. Constitutional challenges to discriminatory practices have increased through landmark judicial decisions such as Mojekwu v. Mojekwu and Ukeje v. Ukeje, yet implementation remains problematic, particularly in rural areas where traditional authorities maintain significant influence. Drawing from comparative perspectives in the United Kingdom, South Africa, and Ghana, the paper proposes a framework for reform that acknowledges the cultural significance of first son traditions while establishing minimum protections for vulnerable dependents. Recommended reforms include a comprehensive succession code harmonizing diverse legal systems, specialized family courts, a central registry for wills and estates, and educational initiatives to foster cultural change. Implementation strategies balance immediate protections with longer-term cultural shifts through thoughtful engagement with traditional authorities, religious leaders, and civil society organizations. The paper provides an implementation roadmap with short-term and long-term objectives to develop an inheritance system that honors Nigeria's cultural heritage while ensuring justice and equity for all family members.
