This edition of NIU Journal of Social Sciences focuses on Development Administration, Human Reseource Management, Educational Management, Social Psycholophy and Literary Studies.
The first part of the Journal addresses issues in Development Administration such as Democratic Consolidation, Sustainable Development, Rural Development and Good Governanace. It is argued in one of the papers that Nigeria needs more responsive and inclusive governance model by promoting the decentralization of power and giving local communities more authority over resources. It is therefore, suggested amongst others, that Nigeria may move toward a future characterized by greater justice and prosperity by tearing down the legacy of the colonial era and supporting grassroots efforts. Restructuring appears to be a concrete way to fulfill the dreams of the people as the country struggles with its developmental obstacles.
Papers in the second section are on Human Research Management. One of the papers in this Section reveals that there are gaps in regulatory oversight and enforcement. Inadequate monitoring and supervision can allow malpractices to go unchecked. Insufficient transparency in reporting practices was also identified to hampers stakeholders' ability to assess the performance and integrity of pension fund administrators. It is therefore, recommended that government should empower Pension Commission to summon the Chairmen, Directors or Managers of non-compliant employers and impose severe sanctions on them. Above all, Pension Commission should embrace high level standard of corporate governance. While tapping into global expertise for training and education of staff, systems development, technology and information communication technology.
Using Ijebu Metropolis of Ogun State, Nigeria as a case study, one the papers, in the third section on Educational Management, examines Secondary School Students’ Attitude Towards Gender Stereotype. It consequently, recommends that teacher training needs to be conducted in a way that will allow for the promotion of necessary awareness and knowledge about how to reduce gender-stereotypes through classroom teaching and learning.
Papers in the fourth section are on Social Psychology. It is revealed in one of the papers in this section that married men's perceptions and knowledge of family planning were significantly influenced by Family Planning Radio Health Messages, but not their attitudes towards the practice. The paper therefore, recommends that Family Planning Radio Health Messages should be refocused to target men not just women alone since men have the headship position to make some decisions in many families in the South-Western part of Nigeria.
In last section on Literary Studies, one of the papers examines the extent to which the term “Choreoclecy” can really fare where it concerns esoterically inclined African worship dances with propensity for trance. Using Descriptive Analytical Approach, the study revealed that this term is articulated through the basic principles and formulae that are required to aid easy dissection and analysis of the inherent compositional structures in most worship dances.
On the whole, this issue of NIU Journal of Social Sciences features many interesting research papers. Some of these papers are empirical in nature while others have theoretical base. Each of them focuses on one specific social and management problem or the other; trying to proffer solutions to them. Readers are therefore advised to make proper use of the ideas presented by the various authors
Librarian’s Perception and Skill Sets for the Use of Metaverse in Universities in Nigerian
The term "metaverse" is generally used to describe the shared virtual environment that is formed as a result of the collision between virtual and physical realities. As the Metaverse continues to evolve, libraries are faced with both new opportunities and challenges, which call for a fresh set of skills from librarians. The study therefore investigates Librarian’s perception and skill sets for the use of metaverse in universities in Nigeria. The population includes all librarians in Nigeria. Data were gathered via an online questionnaire that was distributed to respondents through Nigerian Library Association state chapter WhatsApp groups across Nigeria. 162 online responses were received, only 148 were valid and used for the analysis. Mean scores were used to analyze the data. Results of the analysis show that librarians perceived that metaverse promote virtual tours, improve accessibility for people with disability, promote virtual learning spaces and enhance information retrieval. The skills set librarians possess for the uses of metaverse in libraries were Computer literacy skill, Collaboration skill while, digital marketing skills, technical proficiency skills were not possessed by librarians. Librarians perceived challenges were High Investment cost, Shortage of trained personnel, mental health issues, Privacy and security challenge. The study suggested, among other things, that Librarians should engage in ongoing professional development programs to stay abreast of emerging trends and technologies and librarians should advocate for institutional support and investment in metaverse technologies.

Attitude Towards Telemedicine Among Women of Childbearing Age With Fibroid Tumor Attending Aminu Kano Teaching Hospital, Kano State
Telemedicine gains traction, particularly following the COVID-19 pandemic, its potential to enhance healthcare access for women with fibroids remains a critical area for investigation. This study aims to assess the attitudes of women of childbearing age towards telemedicine at Aminu Kano Teaching Hospital, Kano State, Nigeria. A cross-sectional research design was employed to examine the attitudes of 197 women towards telemedicine for managing fibroid tumors. Participants were selected through an availability sampling method, and data were collected via a structured questionnaire. The instrument was validated and assessed using Cronbach's Alpha, revealing a reliability coefficient of 0.82. Data analysis involved descriptive statistics and one sampled t-test at a significance level of 0.05. The study revealed that the majority of respondents were aged between 36-45 years (43.30%), predominantly married (69.71%), and had varied educational backgrounds. The analysis indicated a mean attitude score of 2.1866, falling below the neutral mean of 2.5, with a t-test indicating no statistically significant attitude towards telemedicine (p = 0.1001). This suggests that the participants do not exhibit a significant inclination towards the use of telemedicine for managing fibroid tumors. To foster a more positive attitude towards telemedicine among women with fibroid tumors, it is recommended to develop telemedicine platforms that support local languages, implement comprehensive cultural competency training for healthcare providers, and establish telemedicine support centers within the local health system to provide accessible consultations.

Perceptual Effect of Stereotypes in MTN Fastlink and Dettol Advertisements on Image of Female University Workers in Nigeria
This study investigated the perceptual effect of the advertisers’ strategies using stereotypical images of women to attract attention of consumers to their advertised products and services on the image of women in the work place using MTN (Fastlink) and Dettol Antiseptic advertisements as cases. The study specifically examined the extent of the gender portrayal in the selected advertisements; ascertained the audience interpretations of the gender stereotypes in the selected advertisements; and the perceptual effects of the stereotyped advertisements on female University workers in Ogun State. Survey method was adopted while questionnaire was used as instrument for data collection. A proportionate sample of 286 was drawn from staff members of three Universities in Ogun State while the convenience sampling technique was adopted for the administration of copies of questionnaire. Findings revealed that the selected advertisements portrayed women in an inferior context and showed that the advertisements capable of impacting negatively on the image of women in the workplace. Other findings showed female workers disagreeing to stereotypes in the selected advertisement affecting their personality while the audience generally perceived highly that female stereotypes can hamper managerial opportunities and positions for women. Hence, the study recommends that women should see themselves as talented individuals with unique skills, who can manage their affairs in the world with dignity and decorum. Females that feature in advertisements should reject roles that debase and dehumanize women folk. Advertisers should start representing women in the society positively and advocate for equity and women liberation in Nigerian society through advertisements.

Effect of Ad-hoc Staff Training on Election Outcomes in Kano State, Nigeria
The study titled “Effect of Ad-hoc Staff Training and Development on Election Outcomes in Kano State, Nigeria”, a quantitative survey research design was adopted. Data collection was done through the administration of structured questionnaires to the population of 300 ad-hoc staff in Kano state. The use of secondary sources includes reports from INEC on its past elections as well as guidelines on the ad-hoc staff training). The data collected were analyzed using inferential and descriptive statistics which include the Analysis of Variance (ANOVA) and multiple regression analysis. The findings of the study have shown that training on technological skills have great impact on the efficiency of Election Day activities, with a p-value of 0.000. On the other hand, the duration of training as an independent variable did not affect the efficiency and accuracy of electoral activities, with a p-value of 0.127. Pre-election training content as an independent variable was found to be statistically significant on the accuracy of electoral outcomes, with a p-value of 0.000. the study concludes that when ad-hoc staffs are well trained, the election delivered are more credible, even with more realistic voter-turnout and vote counts. Consequently, it was recommended that training for ad-hoc staffs should be extensive and effective. INEC should ensure training on technological expertise as well as the pre-election training on the conduct and ethics of electoral processes. Also, periodic training should be carried out as part of the refresher courses aimed at ensuring staff competence and updates on innovations in the electoral process.

Exploring the Relationship between Women’s Travel Behaviour and Adoption of Sustainable Transportation Practices
The fast and increasingly urban growth necessitated the drastic change in characteristics of travel behaviour of women. Amidst risks involved in different transportation systems and the realities of fiscal constraints, women struggle to have safe access and affordable transportation options. This study examines the relationship between women travels behaviour and adoption of sustainable transportation practices with special references to four (4) urban centres in Ogun State, Nigeria. A total of one thousand three hundred and sixty-six (1,366) completed questionnaires were used for the analysis. Pearson Product Moment Correlation (PPMC) was employed to investigate the correlation between the travel patterns of female’s individuals and the implementation of sustainable transportation methods. The results from the correlation analysis depict a significant relationship between women’s travel behaviour and adoption of sustainable transportation practices in Ogun State. The result further shows that the level of adoption of sustainable, transportation practices significantly influence women’s travel behaviour and the out-of-town trips for all purposes.

The Influence of the School towards Students’ Indiscipline
The purpose of this study was to find out the how School management factors influence indiscipline in some selected secondary schools in Rivers State. Applying survey method through questionnaires, it used samples from secondary schools’ students in Rivers State. This study, as much as possible has revealed that such factors as parent’, lapse in their responsibilities towards their children, inadequate amenities in school, lack of teachers’ sincerity and devotion to duty and students’ indifference to study, all contribute to indiscipline and poor performance in schools. The theory of classroom discipline and reinforcement by Skinner was adopted in this work. The instrument used was questionnaire constructed by the investigator. Items on the questionnaire were designed to elicit information on the likely determinants of cases of students’ indiscipline. The results were calculated in percentages. The findings indicated that certain Government factors influence students’ indiscipline. It was discovered that these have adverse social and psychological effect on academic growth. Based on the findings, suggestions are made to the appropriate agencies dealing with students’ discipline and academic growth. It is hoped that these suggestions will check the existence of indiscipline in schools which may be on step to enhancing good academic performance by students.

Gender-Based Analysis of Social Networking: The Influence Thereof on Academic Performance of Delta State Upper Basic Social Studies Students.
This study looked at gender disparities in the influence of social networking on Delta State Upper Basic Social Studies students' academic performance. It used a single study question and one hypothesis to drive the use of a descriptive survey research methodology. Using stratified random sampling, 975 Basic 9 students; 481 males and 494 females were chosen for the sample. A questionnaire and Social Studies performance scores were used to gather data. The reliability of the questionnaire items was evaluated using Cronbach's alpha at a significance threshold of P<0.5. Pearson's coefficient of determination was used to answer the research question, and Pearson's Product Moment Correlation was used to test the null hypothesis at the 0.05 significance level. The finding showed a strong correlation, with gender playing a major role between Upper Basic Social Studies students' academic performance and their use of social networks. The result led to the recommendation that social networking be promoted to male and female students in Delta State Upper Basic schools in order to assist learning and improve academic achievement.

Education Resources Situation and Teachers’ Job Performance in Public Senior Secondary Schools
The job performance of teachers has come under serious scrutiny by education stakeholders. Teachers have been accused of poor performance of their job. However, teachers continue to complain about the situation of resources available for them to carry out their work. Therefore, could education resource situation determine the job performance of teachers? Thus, this study investigated education resource situation and teachers’ job performance in public senior secondary schools in Edo State. The study was guided by three hypotheses. The study was adopted the correlation research design. The sample comprised of 31 public secondary schools and 327 public secondary schools’ teachers in Edo State. A checklist titled: Education Resources Situation Checklist (ERSICHE) and a questionnaire titled Teachers’ Job Performance Questionnaire (TJPQUE) were the instrument for data collection. The reliability of the questionnaire was determined using Cronbach alpha statistic and a value of 0.80 was obtained, which showed the internal consistency of the questionnaire. The data collected were collated and analyzed with Pearson Product Moment Correlation Coefficient, and Fisher’s z statistic at 0.05 level of significance. The findings of the study were that a significant relationship existed between education resource situation and teachers’ job performance. Furthermore, no significant difference existed in the relationship between education resource situation and teachers’ job performance based on size, and location. Consequently, the study recommended that government should improve the situation of resources in public schools to reflect the minimum standard, and there should be even provision of resources in all school irrespective of location, and size

The first part of the Journal addresses issues in Development Administration such as Commercial Agriculture, Revenue or Fiscal Policies, Debt Management, Imperialism, Welfare Services, Rural Development and Good Governanace. It is argued in one of the papers that monetary policy fundamentals have significant push-up effects on commodity prices. It is therefore, suggested amongst others, that the monetary policy authority should attractively peg the price of government’s securities, moderate money supply and interest rate to enhance monetary stability for driving diversified private sector investments which if sustained will dampen commodity price in the long-run.
Papers in the second section are on Educational Psychology. One of the papers in this Section argues that computer assisted instruction method is an effective method for improving students’ Mathematics achievement in students. It is therefore, recommended that recommended that Computer Assisted Instruction should be applied in the teaching of Mathematics in schools to improve academic achievements.
Using Nigeria as a case study, one the papers, in the third section on Social Philosophy, examine the problem of corruption in Africa, holistic definition of corruption, nature and characteristics of corruption, evil of corruption, and the causes of corruption, legal and institutional fight against corruption in Nigeria, how religion aids corruption and the role of religion in combating corruption as a social responsibility/intervention in Nigeria. It consequently, recommends that religious institution should as a matter of urgency be the watchdog and the conscience of the common man in nation with respect to combating corruption in Nigeria.
Papers in the fourth section are on Business and Entrepreneurial Studies. It is revealed in one of the papers in this section that corporate entrepreneurship dimensions correlated significantly with performance of selected deposit money banks in Nigeria. The paper therefore, recommends that value creation of top management should indulge the opinion of their customers through questionnaires and feedback mechanism. This would give the organisation an insight to what the customers’ expectations regarding new things that are brawling up in similar competitive organisations. In the same vein indulging customer’s opinion while launching new products, would make them feel carried along and valuable.
In last section on Creative Studies, one of the papers explores how mass media discuss contemporary issues of insecurity. Using Content Analysis Research, the study revealed that bandit attacks and Government security agencies' efforts were the dominant issues, and conflict and human-interest frames were the prominent news frames used to present banditry issues across the three selected television stations. Consequently, findings of the research work support tenets of agenda-setting and framing theories. It is recommended that television stations increase the patterns and depth of their coverage, as well as the news frames used to present banditry issues.
