Evaluating the Influence of Social Media Celebrity-Endorsed Sports Betting Advertisements as on Youth Gambling Behaviour in Offa, Nigeria.
This study evaluates the influence of social media celebrity-endorsed sports betting advertisements as an advertising management strategy and their impact on youth gambling behaviour in Offa. With the increasing reliance on celebrity endorsements in gambling promotions, concerns have emerged regarding their role in shaping gambling perceptions and behaviours. Using a quantitative survey approach, data were collected from 398 respondents to assess the extent to which these advertisements influence gambling participation, perceptions, and ethical considerations. Findings reveal that celebrity-endorsed sports betting advertisements moderately influence gambling engagement (M = 1.81, SD = 0.94), reinforcing the perception of gambling as socially acceptable and financially rewarding (M = 2.26, SD = 0.954). Respondents acknowledge the appeal of celebrity promotions but exhibit limited awareness of gambling-related risks (M = 2.64, SD = 1.167). The study highlights the ethical concerns surrounding the normalisation of gambling through celebrity endorsements and the need for responsible advertising strategies. It recommends stronger regulatory oversight, clearer risk disclaimers, and further research on the long-term effects of repeated exposure to such advertisements, particularly among vulnerable audiences.

Repositioning Secondary School Music Teachers as Pivotal Facilitators for Implementing the Music Curriculum Within the Framework of Vision 2030
This study engaged in repositioning secondary school music teachers as pivotal facilitators for implementing the music curriculum within the framework of Vision 2030. It examines secondary school music teachers in the strategic repositioning of the music curriculum, highlights the techniques for the strategic repositioning of music teachers, and discusses music teachers as a key facilitator for the implementation of the music curriculum in the context of Vision 2030. Primary data was collected through schedules and structured interviews with five music teachers in the selected schools. Five secondary schools were selected within Lagos State. The study made use of two private schools and three public schools. The library, Internet, and archival materials served as secondary data sources. This study also relied solely on oral tradition, written documents, personal oral interviews for information, and experiential knowledge in its approach and methodology. This study made use of published and unpublished library and archive materials. This involved reading through printed materials relevant to this study in libraries and archives. Such materials include books, journal articles, newspaper reports, dictionaries, and encyclopedias, among others. These materials were consulted, reviewed, and analyzed for testing and validating the position of this study. The outcome of the research reveals that secondary school music teachers play a crucial role in shaping students' musical abilities and appreciation for music. In teaching music theory and practice, one of the primary responsibilities of a secondary school music teacher is to teach students the fundamentals of music theory and practice. In the context of Vision 2030, the study sees music teachers serving as key facilitators for the implementation of the music curriculum. In conclusion, secondary school music teachers play a vital role in nurturing the musical talents of students, fostering creativity and expression, and instilling a lifelong love of music.

Development and Optimization of a Comprehensive Data Framework for Cervical Cancer Diagnosis
A global public health menace, cervical cancer is a major public health problem worldwide. Persistent infection with high-risk types of human papillomavirus (HPV) is the primary cause of the disease. Moreover, timely and accurate diagnosis is essential for clinical intervention, but socio-economic and health care system-related factors often preclude effective screening. Current solutions like Pap smears and HPV tests are not perfect or accessible to all regions and in fact, can lead to false positive or negative outcomes. We implement aggregation of both primary health care data as well as secondary datasets obtained from platform sources to create a strong framework for cervical cancer diagnosis. By palpably extended dataset in this way, it reduces the generalizability of machine learning diagnostic models that often grapples with the problems faced in real-world healthcare data like missing items component be afflicted with time few, outlier, and feature scale 250. This data cleansing helps ensure that predictive modeling can proceed without a risk of misleading results; outliers and missing data points are thus handled through systematic approaches such as outlier detection, missing data imputation, and data normalization. Evaluated five classification algorithms based on accuracy, precision, recall and f1 score Logistic Regression, SVM, KNN, Random Forest and Decision Trees The finding showed that Logistic Regression, SVM and KNN (your classifier) have better performance metrics and achieve an accuracy of 86% with lower recall on random forest and decision tree models. This work illustrates it is indeed possible to use an optimized data framework to improve the detection of cervical pathology through machine learning. Although significant advancements were made, the ongoing quest for improved sensitivity and the investigation of hybrid modeling approaches are crucial. Further studies should concentrate on improving the performances of less powerful models and use of more sophisticated data-analytical methods to guarantee that screening strategies provide timely and accurate diagnoses. Performing exploratory data analyses to discover relevant predictive features, using domain knowledge to narrow features of interest, based on the results of the study.

The Challenge of Rapid Development Amidst International Debt in Sub-Saharan Africa: Nigeria’s Legal Framework and Pathways to Sustainable Debt Management
Africa is no longer the frontier for new expansion like before the colonial era when Developed nations carved the African continent like a nice piece of chocolate cake. Anyone who still thinks this way does not fully grasp the implications of debt dealing and the mouse trap of international borrowing and underdevelopment. Africa is still the major frontier for European and oriental expansion but this time rather than sending troops on the ground the battle is economic. The struggle is also philanthropically disguised in initiatives by international financial and non-financial organizations that are loyal to the developed nations. This work is not a debate as to the veracity of the claims made here rather this work is squarely focused on the challenge of Nigerian external debt in recent times. The voyage is designed to examine the legal framework over external debt management in Nigeria while seeking adaptable solutions that would end the culture of international borrowing and make sure there are real economic gains made viz a viz the culture of running abroad for loans for capital projects. Borrowing for Nigeria pre-dated the existence of the Nigerian democracy because at the time when the earliest international loans were taken, the Brits were still in control around 1958, and the sum of Twenty-Eight Million ($28 Million) was obtained to ensure the construction of the Nigerian railway system. The research shows that indeed there are a handful of legislations within the country that regulate and marshal out both the powers and parameters of securing and servicing external debt, however, there is a disconnect somewhere that leads to many hindrances on the growth of the nation's GDP. It is the objective here to through the examination of existing laws discover the missing link and make recommendations for better arrangements. Invariably there will be lessons from looking at the legal framework vis-a-vis the sub-Saharan African layout. Indeed, developing economies must now focus within and desire more alternatives for raising capital than simply relying on foreign debt or international debt or external debt to raise capital for infrastructural projects within the nation or for even running the government.

Traditional Symbols of Yoruba Pattern Designs As Insignia of Cultural Identity On Indigenous Clothing
This article looks into the tradition symbols of Yoruba designs and the suggested intent of anonymous indigenous draught man, whose crafts works are represented on the surface design such as textile products with the aim to the promote the Yoruba identity. Apart from textile surface, there are also other objects from the cultural angle are referred symbolic objects such as woods, metals that keep memoire of signs, symbols and sketches functional. These perhaps reflect in the contemporary designs’ crafts present on the surface textile design, which makes a synergy between Yoruba art and culture possible. The Influence of Emperor Constantine on the Present Day Church: A Case Study of Anglican Diocese of Ughelli
Constantine was a Roman Emperor turned Christian. His reign was remarkable as he left indelible marks on the body of the church. His activities in the church of his time have generated much scholarly and theological debates bordering on his theological significance, political contributions, administrative impact and his socio-economic and spiritual inclinations. The issues mainly revolve around the question whether he helped the church positively or not; hence his impact has been viewed with ambivalence by theologians and scholars alike. Previous studies on this matter have focused on different aspects without adequately dealing with the question about how his legacies or antecedents have influenced the operations of the church, particularly as it affects the Anglican Diocese of Ugheli. The objective of this paper, therefore, is to investigate and examine the impacts of Constantine on the church in his time and how his influence extends to the Anglican Diocese of Ugheli. To achieve this objective, this study employed historical, phenomenological, analytical and evaluative methods. The study found out that most of the lifestyles and operations of the Church today have roots in Constantinean influence; while promoting the freedom of the church and enhancing her prosperity, he cast shadows on true Christianity and dimmed the light of spirituality by promoting apostasy, materialism, worldliness, politics and class consciousness into the church. It concluded that Emperor Constantine liberalised and reconfigured Christianity by introducing several secular principles and practices that have positive and negative impacts on the church today and these traits are evident in the Anglican Diocese of Ugheli.

Nature and Effectiveness of Rehabilitation Programmes in Preventing Inmates’ Recidivism in Nigeria Correctional Service
This study examined the nature and effectiveness of rehabilitation programmes in preventing inmates’ recidivism in Nigeria Correctional Service. The rehabilitative theory was adopted as the study’s theoretical framework. The study was purely quantitative and the cross sectional research design regulated the research methodology. The collection of quantitative data involved the participation of 695 respondents to whom questionnaire was administered. The quantitative data was analysed with Statistical Package for Social Sciences (SPSS) using frequency, tables and charts. The study found out that there were different types of rehabilitation programmes in the custodial centres. These different types of rehabilitation programmes were to meet the different rehabilitation needs of the convicts. On the effectiveness of the various rehabilitation programmes, majority of the respondents in entire sampled population unanimously agreed that the rehabilitation programmes available in the custodial centres has effectively change the lives of convicts. The study concluded that effective rehabilitation of convicts can prevent inmates from going to crime and government should always prepare a discharge package for convicts upon completion of sentence, in a way that the gains of convicts’ rehabilitation will be far more than the gains of crime. The study further recommended that modern rehabilitation programmes such as prison work programmes among others should be institutionalized in custodial centres in Nigeria.

Forensic Accounting Services as a tool for Fraud Mitigation in Selected Kwara State owned Tertiary Institutions in Nigeria
This study examined the impact of forensic accounting services on fraud mitigation in selected tertiary institutions in Kwara State. Specific objectives examined the impact of investigation service and digital forensic service on fraud. The study adopted survey research design. The population for the study comprised of principal officers, bursary, account/audit staff of the six selected tertiary institutions in Kwara State. Stratified Random Sampling was used comprising of 157 staff of the selected institutions. Data were collected using a structured questionnaire. Data collected were analyzed using Partial Least Square and Structural Equation Model (PLS-SEM). With a path coefficient of 0.592and 0747 respectively, findings revealed that investigation service and digital forensic service of forensic accountants have a statistically significant negative impact on fraud. It was concluded that forensic accounting services have a significant impact on fraud in tertiary institutions in Kwara State. The study recommended amongst others that tertiary institutions should adopt a comprehensive anti-fraud strategy that combines fraud prevention, detection and prompt response measures. It was also recommended that tertiary institutions should engage the services of forensic accountants at the early stage of a suspected fraud case.

Excel Solver Wizard Model Development for Abeokuta's Rainfall Intensity, Duration and Frequency
In hydraulic engineering systems, the kind and speed of water flow that results from rainfall activity in a particular catchment are constant variables. Twenty-five (25) years' worth of Abeokuta daily rainfall data (amount and duration) were provided by the Nigerian Meteorological Agency (NIMET), Abuja. After that, frequency analysis was performed on this data to produce intensity-duration-frequency models. The Excel Optimization Solver wizard was used to get the mean rainfall levels for the following time intervals: 5, 10, 15, 20, 30, 45, 60, 90, 120, 180, 240, 300, and 420 minutes. The data was then subjected to frequency analysis. For return periods of 2, 5, 10, 25, 50, and 100 years, defined and non-specified IDF models were created using the Normal distribution and Pearson type 3 distributions. Abeokuta has not witnessed these models' development. Values of the mean squared error (MSE) and coefficient of determination (R2) were used to assess the probability distribution functions' fitness. The normal distribution has R2 and MSE values between 0.977 and 0.991 and 85.73 and 118. 14, but the Pearson type 3 distribution has values between 0.964 and 0.997 and 42.88 and 118.68. It is recommended that the Ministry of Works utilize probability distribution models to anticipate rainfall intensities in the city of Abeokuta, in order to set acceptable design objectives.

The Relevance of French Language Learning to National Development in Nigeria
Language is an integral part of a society and its role in national development cannot be undermined. Since its acceptance as the second official language by Nigerian government, French language has not been given immense attention like English language. This has affected its acquisition and its function as the country’s second official language. Its low acquisition has also affected the country’s bilateral relationship not only with France but also with other francophone countries especially in Africa hence preventing some aspects of socio-economic development. This article examines the relevance of French language learning to national development in Nigeria. It adopts an explorative approach to depict the importance of French language acquisition and Its role in national development. It anchors its analysis on the Nigerian education system to expose why the teaching of French language must be accorded immense importance. The article revealed that Nigeria has the great potential of achieving its development policy if French language becomes as functional as English language. It also recommends among others that the learning of French language should be encouraged and supported in schools for easy acquisition by learners.
