    Defining and Redefining “Avoidance” : An Analysis of the Use of Compound Verbs by Chinese Learners of Japanese

    I. 論文中国人学習者による「複合動詞の非用」について議論をしようとする際に,その非用という現象に関して,日本語教育界ではいまだに一致した見解が形成されているとは言えない点が問題になった。そこで本稿では,先行研究と『多言語母語の日本語学習者横断コーパス』(I-JAS)を用いた調査における「複合動詞の非用」を分析し,その結果を踏まえ,非用を「ある場面で母語話者が使えるある正用表現を,学習者が使えない,あるいは使わない現象」と,再定義した。また,母語話者が対象の表現を使う頻度によって,「非用」を「第1 類−非用」と「第2 類−非用」に分類した。さらに,「非用」が起きた場面で学習者が使った代替表現によって,「N(Native)−非用」と「F(Foreign)−非用」と分類することを提案した

    Geopolitical Risks, Global Value Chains, and CO₂ Emissions : An Empirical Analysis of Developed and Developing Economies

    This study investigates the indirect environmental impact of geopolitical risk through global value chain (GVC) participation. Using Structural Equation Modeling, it estimates how global geopolitical risk affects CO₂ emissions via disruptions in GVCs across 52 countries from 2001 to 2020. Results show that geopolitical risk reduces GVC participation, which raises emissions in developed economies but lowers them in developing ones. The contrasting effects reflect differences in countriesʼ positions within global value chains in terms of carbonintensive activities and the stringency of environmental regulations across country groups. The findings highlight GVCs as a critical mediating channel linking geopolitical instability to environmental outcomes

    A Study on Freedom to Travel Abroad : Passport Issuance Denial under Article 13 (1) (i) of the Passports Law

    論説The Constitution of Japan does not explicitly guarantee the freedom to travel abroad. Such freedom, however, has been recognized by judicial precedent and scholars as being constitutionally guaranteed. This paper examines the constitutional significance of this freedom by analyzing recent litigation brought against decisions to refuse passport issuance under Article 13, paragraph(1), item(i)of the Passports Law. This provision stipulates that the Minister of Foreign Affairs may refuse to issue an ordinary passport to “a person who is not permitted to enter the country pursuant to the laws and regulations enforced in that country of destination”. The guarantee of freedom to travel abroad is intrinsically linked to personal liberty. The guarantee of freedom of movement is crucial as it is a prerequisite for exercising other constitutional rights. When passport issuance is denied particularly to journalists, consideration must be given to the connection between freedom to travel abroad and freedom of reporting and freedom of the press.     La Constitution et les branches du droit (2) : auteur de la « constitutionnalisation des branches de droit »

    論説Cet article examine la relation entre la Constitution et les branches du droit en France, du point de vue du droit constitutionnel, notamment depuis lʼavènement de la Ve République. Avant la création du Conseil constitutionnel, la Constitution et les autres branches du droit formaient deux mondes séparés. Cependant, une fois que le Conseil constitutionnel a commencé à appliquer la Constitution, celle-ci a pu contrôler les lois, créant ainsi un point de contact entre la Constitution et les branches du droit. Aux débuts du Conseil constitutionnel, Louis Favoreu a plaidé pour la « constitutionnalisation des branches du droit ». Il a par ailleurs été avancé que les branches du droit seraient transformées conformément à la Constitution. En réaction, une résistance sʼest manifestée du côté des civilistes. Georges Vedel a défendu la thèse de la « discontinuité du droit constitutionnel et la continuité du droit administratif », en plaidant pour que le principe constitutionnel soit recherché dans les principes fondamentaux des droits consolidés au cours de lʼhistoire. Pierre Delvolvé a par la suite « actualisé » la position de Vedel en proposant un cadre constitutionnel applicable aux diverses branches du droit.     From Regional to National Innovation : The Development of Science Park in Sweden

    Sweden’s first science park (SP) was established in 1983 in Lund. The development of SP has led to Sweden’s international reputation as an innovation powerhouse. However, value of innovation was not recognised by central government until the establishment of the Swedish Agency for Innovation Systems (VINNOVA) in 2001. The initial development of SP was not led by either, but by the municipalities. With the aim of financial recovery, the municipalities set up SPs, most of which are still in their hands. This paper examines how Sweden’s innovation strategy has developed from the regional level, focusing on the development of SPs. By classifying 21 SPs into three categories according to the “structural cycle” proposed by Lennart Schön and analysing their roles in the light of national politics and the economy, this paper clarifies that Sweden’s innovation has shifted from “regional innovation” to “national innovation”, with a re-evaluation of the former. At the end, it concludes by suggesting an examination of the shift in the concept of ‘region’ from a municipal district to a collaborative space among regions and the potential of collaboration for innovation strategy
