A Study on the Actual Conditions of Renewable Energy Use in the Japanese Municipalities based on the Fourth Nationwide Survey
No full textFour years has passed since the third nationwide questionnaire survey of municipalities on renewable energy policy in Japan was completed. Since then, the situations with which municipalities are faced have been changed drastically. In order to find out how municipalities react to such changes, and how are new trends in renewable energy policy emerging, the fourth survey was conducted from January 2025 through March 2025 jointly by the Hitotsubashi University, The Asahi Shimbun Company, Nagoya University, and Hokusei Gakuen University. There were responses from 1303 municipalities, for a response rate of 74.8%. In this paper, we present the first aggregate analysis of replies to the questionnaire and issues that are expected from the results.本調査は、一橋大学山下英俊研究室、朝日新聞社、名古屋大学丸山康司研究室、および北星学園大学藤井康平研究室の合同で実施された。調査責任者は一橋大学の山下が、調査実施事務局は北星学園大学の藤井が担当した。なお、一橋大学山下英俊研究室はJSPS 科研費（課題番号JP21H03667/JP23K21782）の助成を受けた

No full text本稿の課題は、スポーツの本質と価値の究明にある。まずはスポーツの本質について検討するに当たり、膨大な先行研究の中から検討に値する論文、著書を選んで批判的考察を加えていくことにする。本稿で対象とするスポーツは今日の世界に普及している近代スポーツに限定する。また、体操やダンス、武道、e スポーツがスポーツなのかというように個別的に追求していくことはせず、スポーツとはこういう特性や独自性をもった文化だというように普遍的に追求していく。そして、スポーツを普遍的に追求していくために、スポーツを内在的・外在的の両面からとらえていく。次いで、スポーツの本質究明を果たした後で、スポーツの価値について検討する。以上の観点に基づいて検討した結果を以下に簡潔に示す。 スポーツの本質は、運動課題を正確に、迅速に、合理的に、機転を利かして解決する巧みな動きにあると筆者は考える。巧みな動きとは、アスリートが自らの身体を制御し道具を操作してコートやグラウンドで表現する行為そのものであり、その行為を具体的に成り立たせているのが技術である。技術は運動課題の合目的的かつ合理的な解決方法を内包した行為の形態だと考えるから、技術にスポーツの本質が表れる。アスリートは技術を洗練させていくことが究極の目的であり、洗練された技術によって巧みな動きが生み出されるのである。 そして、スポーツは行為の文化であるから、行為の中で価値は創造される。つまり、これまでのアスリートたちが洗練させてきた巧みな動きの中で価値は創造されてきたのであって、個々のアスリートの主観や気分に価値が見出されるわけではない。それはアスリートの価値意識である。筆者は、スポーツの巧みな行為の内に創造される価値を、「巧み」、「美」、「快（フロー）」、「公正（フェアネス）」だと考えている。This study examined the nature and value of sport. First, to examine the nature of sport, we review and critically analyze the internal and external perspectives in previous research on general to examine their cultures, characteristics, and uniqueness To pursue sport universally, we look at sport from both internal and external perspectives. The value of sport is more closely examined after this. The literature review and analyses reveal that the essence of sport lies in skilled movement to accurately, quickly, rationally, and tactfully solve motor tasks. Skillful movement is related to the control an athlete exercises over their body and their ability to correctly manipulate any equipment on the field or ground to express themselves. Therefore, technique is the foundation of purposeful and rational solutions to an athlete’s motor tasks. The goal of every athlete is to refine their techniques to achieve skilled movement. Because sport involves a culture of action, its value is closely related to these actions. In other words, an athlete’s sense of value is derived from their mastery of the skilled movements required for their specific sport rather than subjectivity or mood. It is concluded that the values created through skillful sports acts are skills mastery, beauty, enjoyment（ flow）, and fairness
