    : Anticiper les évolutions pour les accompagner et les maîtriser

    Cette recherche comprend quatre volets.Le premier présente le fonctionnement d’outils numériques existants d’analyse mathématique du droit. L’intelligence artificielle permet de modéliser certains aspects de l’activité juridique. En appliquant une méthodologie rigoureuse, on peut en particulier présenter l’éventail des décisions qui seraient prises par une juridiction donnée sur un dossier caractérisé par quelques dizaines de critères. Cette quantification fine de l’aléa judiciaire, qui va bien au-delà de simples statistiques, permet de comprendre et d’analyser les pratiques et, le cas échéant, de les faire évoluer.Le deuxième volet est consacré à l’encadrement juridique de ces Modes Algorithmiques d’Analyse des Décisions (MAAD).Leur domaine de compétence identifié - les contentieux juridiquement analogues – leur cadre juridique s’articule principalement autour de quatre points :- les réutilisations des données judiciaires- l’éthique avec un principe de transparence qui s’applique aux méthodes et aux résultats- les responsabilités que le fait générateur soit constitué par une faute présumée ou qu’il provienne de l’autonomie de l’algorithme- l’intégration des MAAD à des procédures dématérialisées de règlement judiciaire et extra-judiciaire des litigesDans le troisième volet, une enquête a été menée auprès des présidents des tribunaux de grande instance et des Cours d’appel de métropole et d’outre-mer ainsi que de la Cour de cassation dans l’objectif de connaître leur perception de ces outils, leurs attentes et leurs suggestions quant à leur emploi. Elle a permis de recueillir les avis de magistrats intéressés par ces outils. Les magistrats soulignent la nécessité de réguler leur conception et d’accompagner leurs usages.Le quatrième volet, sociologique, montre que les dynamiques internes au champ juridique, qui se traduisent par l’« appropriation des nouveaux outils par les acteurs du droit », seront déterminantes dans le processus de changement qui devrait se traduire par une montée en puissance des algorithmes au sein de l’institution qu’est la Justice Si d’importantes forces de changement sont déjà à l’œuvre, elles reposent sur la mobilisation d’acteurs aux caractéristiques spécifiques plutôt « subalternes » dans lechamp juridique voire, s’agissant des dirigeants de start up , clairement périphériques. Ces derniers apparaissent atypiques par l eur trajectoire, qu’elle soit professionnelle ou profane, et leur attitude réformatrice plus ou moins « radicale » relativement au monde du droit et de la justice

    Uranus and Neptune are key to understand planets with hydrogen atmospheres

    Uranus and Neptune are the last unexplored planets of the Solar System. I show that they hold crucial keys to understand the atmospheric dynamics and structure of planets with hydrogen atmospheres. Their atmospheres are active and storms are believed to be fueled by methane condensation which is both extremely abundant and occurs at low optical depth. This means that mapping temperature and methane abundance as a function of position and depth will inform us on how convection organizes in an atmosphere with no surface and condensates that are heavier than the surrounding air, a general feature of gas giants. Using this information will be essential to constrain the interior structure of Uranus and Neptune themselves, but also of Jupiter, Saturn and numerous exoplanets with hydrogen atmospheres. Owing to the spatial and temporal variability of these atmospheres, an orbiter is required. A probe would provide a reference profile to lift ambiguities inherent to remote observations. It would also measure abundances of noble gases which can be used to reconstruct the history of planet formation in the Solar System. Finally, mapping the planets' gravity and magnetic fields will be essential to constrain their global composition, structure and evolution

    Interactive runtime verification (i-RV) combines runtime verification and interactive debugging. Runtime verification consists in studying a system at runtime, looking for input and output events to discover, check or enforce behavioral properties. Interactive debugging consists in studying a system at runtime in order to discover and understand its bugs and fix them, inspecting its internal state interactively. We define an efficient and convenient way to check behavioral properties automatically on a program using a debugger. We aim at helping bug discovery and understanding by guiding classical interactive debugging approaches using runtime verification. In this paper, we provide a formal model for interactively runtime verified programs. For this, we model how of a program executes under a debugger composed with a monitor (for verdict emission) and a scenario (for steering the debugging session). We provide guarantees on the soundness of the verdicts issued by the monitor by exhibiting a weak simulation (relation) between the initial program and the interactively runtime verified program. Moreover, we provide an algorithmic view of this model suitable for producing implementations. We present Verde, an implementation based on GDB to interactively runtime verify C programs. We report on a set of experiments using Verde assessing the usefulness of Interactive Runtime Verification and the performance of our implementation. Our results show that, even though debugger-based instrumentation incurs non-trivial performance costs, i-RV is applicable performance-wise in a variety of cases and helps to study bugs

    Le présent rapport constitue une première réponse à la saisine relative à l’habitat favorable à la santé adressée par la Direction générale de la santé le 21 avril 2018 au Haut Conseil de la santé publique. Ce rapport constitue un document de référence identifiant les propriétés de l’habitat ayant un impact sur la santé. Une description de l’ensemble des facteurs influençant positivement ou négativement la santé a été réalisée, selon différentes dimensions : l’environnement extérieur proche du logement, caractéristiques du bâti et des occupants incluant leurs comportements. Pour chaque dimension, les sources documentaires les plus pertinentes ont été référencées, sans prétention d’exhaustivité, ainsi que les réglementations applicables et les recommandations d’usage ou d’entretien. Les facteurs identifiés sont pour la plupart du temps interconnectés et les effets sur la santé des occupants résultent de leurs actions combinées. Les risques « émergents » de type nanomatériaux, ondes électromagnétiques, perturbateurs endocriniens ou bien objets connectés et leur impact sur la vie privée sortent du cadre de ce rapport et n’y sont pas abordés. La description réalisée dans ce rapport des propriétés de l’habitat ayant un impact sur la santé est la première étape d’un processus visant à terme à proposer des lignes directrices pour les règles générales d’hygiène en matière de salubrité des habitations

    Diversity of candidates and elected officials in Great Britain

    Diversity of representation is important for the democratic principles of equality, effectiveness, fairness, justice and legitimacy. However, the lack of good quality and consistently defined data for most protected characteristics considerably hampers the monitoring of the diversity of political representation in Britain.The aim of this report is to assess the quality of the available data on the diversity of candidates and elected officials at UK, national and local election levels and to identify where there are data gaps and limitations.The report draws together the best currently available data on the protected characteristics of candidates standing in the 2016 and 2017 elections in Great Britain. The report also sets out recommendations for improving the monitoring of diversity of political representation.Few data are available for most of the protected characteristics defined in the Equality Act 2010, and what is available is often drawn from reduced sample sizes. This reveals a fragmented picture with many gaps, making it difficult to assess confidently the diversity of political representation in Britain. Much of the current evidence relies on observation or self-reporting in surveys, and low response rates to those questions highlights the challenge of collecting this sort of information. However, the data that are available indicate that elected representatives in Great Britain remain unrepresentative of the population in their socio-demographic characteristics.Our assessment of diversity is drawn from information available on the diversity of candidates and elected representatives in the House of Commons, the Scottish Parliament, the National Assembly for Wales and local elections. The focus is on six out of the nine protected characteristics listed in the Equality Act 2010 for which data were available: age, disability, race, religion or belief, sex and sexual orientation. No data were available for gender reassignment.Section 106 of EA 2010 places a statutory obligation on political parties to collect and publish information relating to the protected characteristics of candidates for the UK Parliamentary, European, National Assembly for Wales and Scottish Parliament elections. However, section 106 has not been brought into force

    RESPIRE - Récolte des menus bois en forêt - Potentiel, Impact, Indicateurs et remédiations par épandage de cendres de bois

    La demande en bois-énergie, notamment de plaquettes forestières, est appelée à s'accroitre dans les années à venir. Le projet RESPIRE vise à :1) étudier l'impact d'un prélèvement accru des menus bois en forêt sur la matière organique du sol, la dynamique d'éléments nutritifs dans l'écosystème, la biodiversité du sol et les fonctions de cette diversité en lien avec la minéralisation de la matière organique ;2) étudier les mécanismes biophysiques de remédiation par les cendres de bois ;3) renseigner les politiques publiques en matière d'intensité de prélèvement, et ensuite de remédiation par les cendres issues de chaufferies de biomasse bois.Pour cela, le projet s'appuie sur des expérimentations ex situ en laboratoire et in situ avec un réseau de 12 parcelles permanentes de 2 ha chacune sur la manipulation de matière organique des sols en forêt (Réseau MOS, chêne et hêtre), incluant un traitement extrême où le sol est mis à nu tous les ans par enlèvement des litières fraiches (de façon à borner les réponses de l'écosystème sans que cela ne soit envisagé pour la gestion). La présente synthèse expose la méthodologie employée ainsi que les résultats et les perspectives du projet

    Expected Complexity of Routing in Θ6\Theta_6 and Half-Θ6\Theta_6 Graphs

    We study online routing algorithms on the Θ6-graph and the half-Θ6-graph (which is equivalent to a variant of the Delaunay triangulation). Given a source vertex s and a target vertex t in the Θ6-graph (resp. half-Θ6-graph), there exists a deterministic online routing algorithm that finds a path from s to t whose length is at most 2 st (resp. 2.89 st) which is optimal in the worst case [Bose et al., siam J. on Computing, 44(6)]. We propose alternative, slightly simpler routing algorithms that are optimal in the worst case and for which we provide an analysis of the average routing ratio for the Θ6-graph and half-Θ6-graph defined on a Poisson point process. For the Θ6-graph, our online routing algorithm has an expected routing ratio of 1.161 (when s and t random) and a maximum expected routing ratio of 1.22 (maximum for fixed s and t where all other points are random), much better than the worst-case routing ratio of 2. For the half-Θ6-graph, our memoryless online routing algorithm has an expected routing ratio of 1.43 and a maximum expected routing ratio of 1.58. Our online routing algorithm that uses a constant amount of additional memory has an expected routing ratio of 1.34 and a maximum expected routing ratio of 1.40. The additional memory is only used to remember the coordinates of the starting point of the route. Both of these algorithms have an expected routing ratio that is much better than their worst-case routing ratio of 2.89

    Le Conservatoire botanique a engagé un programme d’étude et de caractérisation des végétations des zones humides de la vallée de la Marne sur le secteur le plus intéressant du point de vue de la dynamique de la rivière et des habitats naturels qui y sont associés : de Vitry-le-François à Épernay.  La typologie des végétations de zones humides de la vallée alluviale de la Marne et des abords immédiats de ses affluents sur le tronçon de vallée s’étendant approximativement de Vitry-le-François à Châlons-en-Champagne a été réalisée. Le présent Catalogue des végétations présente l’ensemble des végétations observées sur la vallée de la Marne entre Vitry-le-François et Épernay. L'ensemble des associations végétales, des séries et géoséries, sont décrites et présentées à l'aide de fiches et de tableaux phytosociologiques

    An introduction to Siconos

    In this document, a brief overview of the Siconos Platform is given. One of the goal is to give a flavor on a simple example of the ability of the platform to model and simulate the so-called non smooth dynamical systems (NSDS). In particular, some examples of Lagrangian mechanical systems with contact and friction or electrical circuits with ideal and piecewise linear components (diodes, MOS transistors, \ldots) are commented. Finally, the Siconos software is presented, starting from its architecture to a non exhaustive presentation of its components and functionalities. The aim of this document is not to serve as a reference guide but more as a illustrative introduction document to promote the use of the platform
