    Barriers for the Practical Use of Contemporary Management Methods in the SelfGovernment Sector

    In the 80s of the last century, for the whole public sector, due to its low efficiency, old and inefficient administration model begun to replace gradually through multiple used in business management methods. Polish local authorities realize that to achieve beneficial effects is not possible without a modern management system that can help to improve the efficiency and the performance of local government. In addition, we see a lot of changes in economic, social and global, which have the negative impact on the functioning of the local government, and in particular, on its financial situation. In a clash with the growing expectations of the local communities, it forces local authorities to undertake specific activities. The aim of the article is to present selected tools of contemporary management in the local government sub-sector, in particular multi - year financial planning, annual planning in the form of task-based budgeting, public-private partnership and internal management control and audit in context of legal and organizational barriers which influence the effectiveness of their use

    Entrepreneurial Tournaments: Towards Disclosing the Rivalry Process Among Corporate Entrepreneurs

    The notions and motivations of inter-organisational rivalries among employees have to some extent been highlighted by classical theories of management such as tournament theory. However, employees’ and entrepreneurs’ competitions are fundamentally different in pattern. Based on the doctrine of entrepreneurship, entrepreneurial competitions are essential for a productive economy. Even so, there have been few in-depth holistic attempts to understand the rivalry process among corporate entrepreneurs. During the last three decades, various fragmented studies have been conducted from different standpoints to clarify the process of corporate entrepreneurship (CE). Nevertheless, considerable room remains for developing a model of the rivalry process with respect to entrepreneurial activities within large and complex organisations. Hence, the main contribution of the research can be claimed as investigating and formulating the rivalry process. For this purpose, a systematic qualitative grounded theory methodology (GTM) was used. During a five-month period, corporate entrepreneurs from one of the chief Iranian research institutes were systematically interviewed. Based on the research results, in addition to endorsing the existence of such a rivalry process among corporate entrepreneurs, the GTM model extends the literature of CE by examining the previously unaddressed part of the process, i.e., disclosing the corporate entrepreneurs’ implemented strategies, among other blocks of the theory

    A Knowledge Concept Map: Structured Concept Analysis from Systematic Literature Review

    The purpose of this article is to present a mental model of knowledge as a concept map as an input to knowledge management (KM) investigations. This article’s extended knowledge concept map can serve as a resource where the investigation, development, or application of knowledge would be served with a broad mental model of knowledge. Previously unrelated concepts are related; knowledge concepts can sometimes be expressed as a range, i.e., certainty related states: view, opinion, sentiment, persuasion, belief, and conviction. Extrathesis is identified as a potential skill level higher than synthesis, and associated with the concepts: discovery, institution, insight (the event), revelation, or illumination that precedes innovation. Qualitative methods were used to gather and document concepts. System engineering and object analysis methods were applied to define and relate concepts. However, the theoretical sampling and theoretical saturation methods applied do not guarantee all appropriate concepts have been identified. Given the breadth, depth, and dimensionality of concepts of knowledge, later researchers may add additional concepts. This article provides evidence of additional things people know, an alternative to psychology’s acquaintanceship, understanding and placement of newer categorizations of knowledge in relation to older ones, and suggests that ranges for knowledge terms exist. This article extends the 2015 paper on this topic by: 1) taking a deeper look into epistemological terms and relationships, 2) providing contextual definitions, 3) suggesting extrathesis as an idea beyond synthesis, 4) updating the concept map; and 5) providing new insight on the overloaded knows including adding an eleventh know. It provides a much more solid basis for KM investigations than typical presentations, providing a broad understanding of knowledge that is beneficial

    A Framework for the Evaluation of the Feasibility of Public – Private Partnership in Local Government in Serbia

    The adoption of the New Law for Local Government Financing is currently underway in a Serbian Parliament procedure. The goal of the new law is the creation of clear government regulations which will define the system of financing for local government entities. This will furthermore create an environment of stability and predictability with regard to revenue planning when preparing local government entities’ budgets, as well as achieving a vertical balance when distributing revenues amongst various state levels. Additionally, these goals are reflected in the establishment of a system to increase the share of public investment in the total expenses of counties and cities, as well as in the vertical balance with regard to the distribution of revenue and jurisdiction at various state levels. In that sense, it is preferable to understand financial models such as public-private partnerships, which have still not, to an adequate degree, been adopted in Serbia, but one which could potentially contribute to the introduction of additional sources of local government financing. In order to better perceive the current capacities of this model of financing local government in Serbia, a study was conducted during the spring and summer of 2016, taking into account a sample of 150 examinees. The results of the study indicate very low human resource and technical capacities in local government with regard to realizing and comprehending the concept of public-private partnership

    Capable design or designing capabilities? An exploration of service design as an emerging organizational capability in Telenor

    This empirical paper examines a process, starting with the managerial decision to make service design an organizational capability, and follows it as it unfolds over time within one organization. Service design has become an established business practice of how firms create new products and services to promote differentiation in an increasingly uncertain business landscape. Implicit in the literature on service design are assumptions about strategic implications of adopting the prescribed innovation methods and tools. However, little is known about how service design evolves into an organizational capability enabling firms to transform their existing businesses and sustain competitiveness. Through a longitudinal, exploratory case study of service design practices in one of the world’s largest telecommunications companies, we explicate mechanisms through which service design evolves into an organizational capability by exploring the research question: what are the mechanisms through which service design develops into an organizational capability? Our study reveals the effect of an initial introduction of service design tools, identification of boundary-spanning actors and co-alignment of dedicated resources between internal functions, as well as through co-creation with customers. Over time, these activities lead to the adoption of service design practices, and subsequently these practices spark incremental learning throughout the organization, alter managerial decisions and influence multiple paths for the development of new capabilities. Reporting on this process, we are able to describe how service design practices were disseminated and institutionalized within the organization we observed. This study thus contributes by informing how service design can evolve into an organizational capability, as well as by bridging the emerging literature on service design and design thinking with established strategy theory. Further research will have to be conducted to confirm if the same mechanisms are observable across contexts and in other firms, and several future research directions are identified. In addition, the study also has implications for practice as it demonstrates how service design methodology can be implemented and has strategic implications for organizations

    Developing Entrepreneurial Skills. An Educational and Intercultural Perspective

    The research aims to determine how the economic and business administration faculties within the European Union member states are contributing to the development of students’ entrepreneurial skills. Therefore, a case study strategy is employed which concentrates on the most important business schools from the European Union member states; thus, 267 syllabuses from 21 higher education institutions are identified and analyzed. The results prove that European business schools manage to develop most of the required entrepreneurial skills among their students. Their graduates are both task and people oriented. On the one hand, they value performance, are capable of solving problems and taking calculated risks. On the other hand, they know how to communicate and collaborate within a team. Besides, it may be stated that the analyzed educational programs are combining the “about entrepreneurship” approach with “for entrepreneurship” perspective; they focus on developing cognitive, functional, and behavioral competences by combining lectures with active learning techniques. These actions are influenced by cultural specificity and have an impact on a country’s capacity to be a top performer, in terms of entrepreneurship development. These findings have both theoretical and practical implications. On a theoretical level, they extend the literature regarding the development of entrepreneurial skills by providing concrete information about the skills on which the academic curricula focus. On a practical level, they provide valuable insights regarding the skills that the future entrepreneurs will have; these will influence their behavior in a business environment no matter whether they will choose to be the owner of a business or an enterprising employee

    The issue of a relationship between leadership and corporate social responsibility is getting more popular and is examined in different contexts. For this reason, the aim of the paper is to map trends in the research on the interface between leadership and corporate social responsibility. Topic profiling methodology is applied to scan a wide body of publications in order to identify key topics and research patterns. The data for analysis were retrieved from Scopus database. The paper discusses the following areas: general topic profiling, journals/topics profiling, authors/topics profiling, subject areas/ topics profiling, core references/topics profiling. Finally, the article provides conclusions and recommendations for further studies

    General Research Profiling for the Concept of a ‘Learning Organization’

    The idea of a learning organization has become one of the most prominent contemporary management concepts which attract the attention of the new ranks of researchers. The growing interest of researchers increases the number of publications related to the issue of a learning organization. Nevertheless, so far, the field of the study has not mapped thoroughly, which seems to be a gap in the body of knowledge. Therefore, the aim of the paper is to conduct general research profiling of the studies related to the concept of a learning organization based on the data retrieved from the Web of Science Core Collection database. The key research profiling criteria included in the study are: a publication year, a number of citations, a country/territory, an institution, a source title and an author(s). The study is concluded with the thematic analysis of the most influential papers in the field. The paper is the first step to conduct the comprehensive research profiling of the studies on learning organizations. Further studies will be focused on subject area profiling and full-range topic profiling

    Forecasting Methods in Modern Enterprise Management

    The aim of the chapter is to describe advanced methods of forecasting used in modern, high-tech enterprises. One of them – the ARMA model considers the strong dependence between the individual observations, used for prediction of time series, characterized by high dynamics of change. Here will be explained the process of selection of its parameters, and method design of the model. Second – harmonic analysis – uses, in turn, the cyclicality of the time series by which to construct the model describing the time series and what is the forecast for future periods. The first method is a group of parametric models, the second one is nonparametric, and both use the nature of a change of time series. The use of these methods will be shown by example
