LADARU, Raluca Georgiana, BURLACU, Sorin, GUTU, Corneliu, PLATAGEA GOMBOS, Svetlana. Human resources management - labor crisis. In: 30 years of economic reforms in the Republic of Moldova: economic progress via innovation and competitiveness [online]: The International Scientific Conference dedicated to the 30th Anniversary of the establishment of the Academy of Economic Studies of Moldova, September 24th-25th, 2021, Chisinau. Chișinău: ASEM, 2022, vol. 2, pp. 187-194. ISBN 978-9975-155-64-9.The labor force is important in terms of the results obtained in the national economy. In general terms, labor, according to the theories of some economists, is a major factor in production. Along with the capital and financial-material resources, the work comes to complete, from a factorial point of view, the conditions for obtaining the best possible production. The labor force must be interpreted as part of the employed population, which operates on the basis of an employment contract. In the concrete situation of Romania, the number of employees is completed with the number of unemployed who together constitute the employed population in Romania. As a rule, the labor force must be recruited from the unemployed population, the population that is made up of the unemployed or is the active population, without fulfilling the conditions to pass into the category of the employed population. In this context, the territorial employment offices pursue persons registered as unemployed, who are thus considered or as a jobseeker. Labor market rigidity is becoming an increasingly important issue in the wake of the shocks associated with economic crises. The labor market has faced major changes in the context of the economic transition process, manifested by the reduction of the active and employed population, maintaining the unemployment rate at constant values. The labor market is generally affected by the limited capacity to create new jobs. This paper involved identifying issues related to the labor crisis, both globally and in Romania. CHIRVAS, Cristina. Models of Interaction Between the State of Origin and the Diaspora. Eastern European Journal of Regional Studies. December 2022, vol. 8, issue 2, pp. 6-17. ISSN 2537-6179, E-ISSN 1857-436X.The impact of the diaspora on the development of the state of origin is a topic that appeared relatively recently in the areas of interest and on the public agendas of the states. Currently, throughout the world, the diaspora represents an active force, involved in almost all areas of activity of a society, which tends to develop and maintain multilateral ties with political, social and cultural institutions in the country of origin or destination. Since the 1990s, more and more states have launched various initiatives at the governmental level in order to attract the development potential of the diaspora. However, often factors such as the availability of institutional means, available time, the needs, desires and capacities of diaspora members to engage in such activities, reduce the panoply of viable options regarding the state's implementation of diaspora-related development objectives. The given article aims to summarize the ways of interaction of the states of origin with the diasporas, to identify the opportunities and challenges of the various policies implemented in the field of the diaspora and to structure examples of good practices applied at the international and national level. In: Competitiveness and Innovation in the Knowledge Economy [online]: 26th International Scientific Conference: Conference Proceeding, September 23-24, 2022. Chişinău: ASEM, 2022, pp. 229-235. ISBN 978-9975-3590-6-1 (PDF).The institution of civil law functions with notions from which it itself is formed. Among the main notions of civil law that need to be regulated is that of patrimony. Patrimony is a distinct legal institution that represents the totality or universality of patrimonial rights and patrimonial obligations that belong to a person. Heritage is a legal concept that expresses the set of rights and obligations of a person as a universality, as a totality independent of the goods that the heritage includes at a given moment; whether we regard it as an entity closely related to the person of the subject or whether a universality of rights necessarily exists for any subject of law (even when the passive exceeds the active); it can never be alienated but can be transmitted to the death of the subject at the moment when its will, which gives it the character of unity, is extinguished. The patrimony includes tangible and intangible assets, consumable or fungible, movable or immovable, principal and accessory assets, etc. That is, everything that represents the powers, faculties, The patrimony fulfills three functions, essential in their importance: the patrimony constitutes the general pledge of the creditors, realizes the real subrogation with universal title and makes possible the universal and universal transmission of rights and obligations. Environmental impact analysis of the public transport system in the context of sustainable development. Chișinău: ASEM, 2022, vol. 1, pp. 55-62. ISBN 978-9975-155-61-8.Environmental protection is one of the first priorities in the activity of various political courts, be they national, European or global. All these organizations have set goals to limit the negative effects on the environment and to prevent their occurrence in the future. Measures to reduce noise pollution require investments, new materials, new techniques in civil and industrial construction, in machine building, rethinking processes, installations, means and traffic systems and last but not least, a civilized behavior of people among themselves. Therefore, the local community has a great role in combating noise pollution as well as other forms of pollution. It is necessary to find solutions and measures that allow for sustained action both nationally and locally by the competent authorities, in order to reduce the level of pollution due to road traffic, and to provide clean air to the inhabitants of these cities. This objective also supports the preparation of the integration of the Romanian transport system in the transport systems of the European Union, as a basic condition of our country's accession to the EU. The objective of the present research is represented by the study of the negative effects of the transport activity on the natural environment and on the society, by reviewing the existing literature, as well as by carrying out an analysis based on statistical data. VOSTRICOV, Denis. Analysis of AIF regulation implementation in the Republic of Moldova and the Republic of Cyprus. In: Competitiveness and Innovation in the Knowledge Economy [online]: 26th International Scientific Conference: Conference Proceeding, September 23-24, 2022. Chişinău: ASEM, 2022, pp. 452-457. ISBN 978-9975-3590-6-1 (PDF).Modern financial relationships between investors and beneficiaries evolved, seeking efficient management of financial resources. Alternative Investment Funds (AIFs) gain a greater role in international financial intermediation bringing plenty of benefits for market participants and the market as a whole: flexible investment tool, lesser administrative burden, wide diversity of asset classes, favourable taxation, market diversification and others. Legal regimes are important to promote investments and the employment of AIF as investment tools. The stable operation of AIFs in many EU countries is attributed to clear and efficient regulation. The Republic of Moldova adopted the EU AIF regulatory regime in 2020 but does not register the same success as many EU financial centres. The supposition is that the law is not being implemented as expected and that there are other structural factors requiring regulators’ attention. The aim of the paper is to compare the national AIF regime with one of the successful cases in the EU and determine which factors within the compared jurisdictions may hinder the appropriate application of AIF law in Moldova. The data used for the paper are official sources, legislation and market data. The methodology is mostly qualitative based on analysis and synthesis. Findings suggest that the adoption of EU AIF-related legislation had a beneficial effect on modernising Cypris AIF regulation. In order to develop the national AIF market, it is necessary for intersectoral cooperation of regulators to eliminate structural weaknesses and create incentives for AIF application. Linguistic globalization in the 21st century: anglicisation from idiolect to higher education. In: Multilingvism și Interculturalitate în Contextul Globalizării [online]: Masa rotundă: Culegere de articole. Ediţia a 3-a, 27 mai 2022. Chişinău: ASEM, 2023. pp. 87-99. ISBN 978-9975-147-83-5 (PDF).The paper considers the phenomenon of Anglicization as a being related to the impact of English as a Lingua Franca on the lexical layers of other languages from the standpoint of the need of unification and standardization of terminological layers (necessary borrowings) and on the other hand by the stylistic enrichment of the vocabulary (luxury borrowings). Therefore, linguistic globalization is regarded as a global intensive lexical borrowing from English by languages whose speakers use English as a foreign language. Politically and socially, it concerns the status of English as a "language of globalization", proven by scientific, political, statistical and sociolinguistic arguments. Furthermore, higher education has also been impacted by the process of Anglicization as one of the main tasks is to prepare students for effective intercultural communication in a global, intercultural environment. The present paper aims to provide an analysis of the process of Anglicisation in its transition from an individual phenomenon (idiolect) to the national and international system of higher education, highlighting its advantages and disadvantages.
