Characteristic of this inter-budgetary mechanism is the calculation of the volume of allocations for the general financing of a local budget. The budget process being the basis of the mechanism. ISBN 978-9975-155-73-1.This paper presents a theoretical-methodological foray into the changes in the management system of small and medium enterprises in the context of the pandemic crisis. The aim of the research is to identify changes in the management system of small and medium enterprises through the implementation of information technologies. In the paper, a special place was given to identifying the need to implement information technology in small and medium enterprises. At the same time, the most relevant information technologies to be implemented in small and medium-sized enterprises were identified in order to facilitate their adaptability in the context of the pandemic. Research methodology: analysis, synthesis, induction, deduction, scientific abstraction, qualitative research were used as methods. In conclusion, we can mention that the implementation of information technologies in small and medium enterprises has become a necessity of competitive enterprises that want to adapt more easily to the extremely difficult pandemic context. Creșterea gradului de digitalizare a economiilor naționale, a nivelului de deschidere a comunicațiilor datorită transferului de informații către mass-media digitală nu numai că creează noi oportunități în toate domeniile activității social - economice, dar necesită, de asemenea, dezvoltarea de noi abordări pentru asigurarea securității a întreprinderilor indiferent de formele lor organizaționale și juridice de funcționare. Scopul acestui articol este de a analiza mecanismele asigurării securității economice a întreprinderilor mici și mijlocii în condițiile transformărilor digitale. Baza teoretico-metodologică a articolului se bazează pe principiile fundamentale ale teoriei securității economice, concepte, modele de asigurare a securității economice a entităților economice de diferite niveluri ierarhice. ISBN 978-9975-155-61-8.This paper represents a theoretical-practical incusion of the changes in the management systems in the context of the new changes punctuated by the use of new information technologies, extremely necessary for companies to step on the path of sustainable development. Businesses are active actors in the development of society, they are the pillars of change in society. In this context, it is extremely necessary to resize the management system of national enterprises in the direction of using new information technologies that help companies to meet new challenges, to more easily infiltrate the large global market. The aim of the research is to identify the possibilities of resizing the management system through the use of information technologies. Among the research objectives we can highlight: researching the typology of management systems, identifying new changes in management systems that have arrived with the introduction of information technologies, scoring solutions to increase the competitiveness of companies with the introduction of information technologies. In conclusion, we can mention that information technologies for the management system represent a sure path to economic performance, to new dimensions of increasing competitiveness and ensuring sustainable development. A modern management system includes the most diverse information technologies that are used by companies to increase the performance of the company. However, more and more studies aim to prove the applicability of emotional intelligence in the workplace, especially for people in management positions. Managers perform a variety of activities within the organization, many of which involve interaction with subordinates. Better management of emotions and development of emotional skills could positively influence the relationship between managers and employees and increase the overall performance of the organization. This study aims to identify the link between the level of emotional intelligence of managers and the leadership style practiced by them. We have confirmed that a high level of emotional intelligence correlates with democratic leadership and determines managers to communicate fluently, manage conflicts effectively, include subordinates in the decision-making process and form successful teams. The actuality and the importance of the research topic. The dynamism and turbulence that characterizes the activity environment of higher education institutions require the application of safe, tangible measures in order to achieve sustainability through the prism of harnessing human potential, in the context of innovative changes. The need for higher education institutions to be competitive, sustainable, derives from the increase in competitive pressure, from the need to align with international standards, in order to attract students and face the new challenges of postmodern education (PME). Consequently, sustainability in higher education institutions must be cultivated at a fast pace, ensuring the promotion of economic, social, and environmental equilibrium. The actuality of the research topic derives from the need for universities to guarantee a safe route to their sustainability, which can only be ensured by applying university sustainability management in the context of the innovative changes punctuated by postmodern education. The universities of the Republic of Moldova are confronted, along with other higher education institutions in the country, with multiple problems and challenges that they must deal with on a daily basis, finding concrete solutions that could provide them with a firm path towards the competitiveness of higher education institutions
