Effective Industrial Support Policies in the Concentration of Medical and Health Care Industries -A Case Study of the Pharma Valley Project
Get PDFapplication/pdf本研究は、 静岡県東部地域を中心に2002年より展開されているファルマバレープロジェクトを事例として、 地域企業へのアンケート調査から、 医療健康産業の集積が地域経済に与えたインパクトを把握し、 今後の産業支援政策の方向性を提示している。 静岡県東部地域の企業へのアンケート調査から、 医療健康産業の集積によって、 知識・情報取得の優位性が地域企業に強くもたらされている一方、 中間財の規模の経済性に関しては効果が乏しいこと、 また人材の市場形成による人材確保についても強みとなっていないことが確認された。 産業集積のイノベーションを生むための５つの能力について、 「投融資能力」 「インフラ整備能力」 「コーディネーション能力」 に関しては能力を十分に発揮していると考えられる一方、 「イノベーションのシーズ （種） を生む能力」 「シーズの市場化能力」 に関しては向上の余地があり、 課題であることが示された。 ファルマバレーセンターを中心とした産業支援政策によって成長する地域企業が現状相当数ある中で、 その効果をより大きくするためには、 イノベーション・エコシステム論の観点に基づく産業支援政策を検討していく必要性を指摘している。This research ascertains the impact of the agglomeration of medical and health industries on the regional economy from a case study of Pharma Valley Project, which has been underway since 2002 in the eastern part of Shizuoka Prefecture. Based on the questionnaire survey of local firms, we suggest directions for future industrial support policies. The concentration of medical and health care industries gives local firms a strong advantage in acquiring knowledge and information. However, it has little effect on the economies of scale of intermediate goods. The research also confirms that in the region securing required highly specialized human resources through the formation of the labor market is insufficiently met. Regarding the five abilities for generating innovation in advanced industrial agglomerations, the results shows that while the "ability of investment and loan," "ability of infrastructure development," and "ability of coordination" are well demonstrated, "ability to create seeds of innovation" and "ability to market the seeds" are inadequate. While there are currently a considerable number of local firms which appreciate industrial support policies implemented by the Pharma Valley Center, this research points out the need to consider industrial support policies based on the innovation ecosystem theory in order to enhance the effectiveness of the policies.departmental bulletin pape
