    Evaluation of a salt-reduction project by a local government in cooperation with a supermarket: a case report of a public health and welfare center in Shizuoka Prefecture

    application/pdf自治体で実施したスーパーマーケットとの協働による減塩事業において、事業を通した店舗職員の意識変化を含めて評価することを目的とした。静岡県賀茂健康福祉センターと管轄の松崎町との連携で、スーパーマーケット1店舗の協力のもと、6ヶ月間の以下の取組を行った:減塩商品を陳列したワゴンの設置、減塩・排塩に関するキャンペーンと店内アナウンス。事業評価として、減塩事業の開始前後での減塩商品の販売数量、店舗職員と店舗主要関係者への調査を実施した。事業従事者は健康福祉センターと町が各1~2名、店舗が6名であった。評価した全9品の減塩商品の販売数量の平均変化率は107.7%であり、うち特売商品を除く7品とプライベートブランド4品では有意に増加した。店舗職員51名のうち17名(33.3%)の健康意識が向上し、店舗主要関係者も取組の展開を望んだ。通常業務に影響するような店舗のデメリットはなく、行政、民間企業、地域団体を含む組織間連携の利点が示唆された。The aim of this report was to evaluate a salt-reduction project conducted by a local government in collaboration with a supermarket, including changes in awareness of store employees during the project process. The Kamo Public Health and Welfare Center of Shizuoka Prefecture collaborated with the town of Matsuzaki, which is under its jurisdiction, and implemented the following initiatives with the cooperation of a supermarket over 6 months: installation of a wagon displaying low-sodium foods, as well as campaigns and in-store announcements promoting awareness of a low-sodium diet and sodium excretion. As part of the project evaluation, surveys were conducted to collect data on the sales volume of low-sodium foods before and after the start of the salt-reduction project, as well as with store employees and key stakeholders. The project staff consisted of 1–2 people each at the public health and welfare center and the town under its jurisdiction, and 6 at the supermarket. The mean change in sales volume of low-sodium foods for all 9 products evaluated was 107.7%, with statistically significant increases for 7 products, excluding special sales products, and 4 private-label products. Of the 51 store employees, 17 (33.3%) improved their health awareness, and key stakeholders requested further development of the initiatives. There were no effects on the stores that affected normal operations, indicating the benefits of inter-organizational collaboration, including government agencies, private companies, and community organizations.application/pdfjournal articl

    Study on Theoretical Aspects of Adherence to Social Norms and Influence from Surrounding Individuals

    application/pdf社会実験の結果より,社会規範を守る様を見た個人は社会規範を守るようになり,また社会規範からの逸脱を見た個人は逸脱するようになることが知られている.本稿では,こうした身近な他者からの影響が,どのように個人の行動に影響を与えるかを理論的に分析する.分析の結果,周囲の他者,及び特に身近な個人A(通常の個人),B(社会規範を遵守する個人),C(社会規範から逸脱する個人)が相互に影響し合う場合においては,周囲の他者や個人AとCが社会規範から逸脱する程度が大きいほど,個人AとBの社会規範が増すという帰結を得た.ここから,規範からの逸脱に抗うことが望ましい場合があるといえた.また,周囲の人々や個人AとBの社会規範が高いほど,個人AとCの社会規範を逸脱する程度が増すという帰結からは,規範の高さにより逆に社会規範の逸脱が促進される場合があるといえた.The results of social experiments have shown that individuals who observe others adhering to social norms are more likely to follow these norms themselves, while those who witness others deviating from social norms are more likely to deviate as well. This paper theoretically analyzes how such influences from surrounding individuals impact personal behavior. The analysis reveals that, when individuals influence each other—particularly individuals A (an average person), B (a person adhering to social norms), and C (a person deviating from social norms)—the more individuals in the surrounding environment, including individuals A and C, deviate from social norms, the more likely individuals A and B are to adhere to these norms. This suggests that resisting deviations from norms can sometimes be desirable. Additionally, the analysis indicates that as the adherence to social norms by surrounding people and individuals A and B increases, individuals A and C are more likely to deviate from these norms, suggesting that a high level of norms can paradoxically promote deviations from social norms.departmental bulletin pape
