    Integrated Mechanical Engineering and Human Resource Management Strategies for Occupational Safety Enhancement: An Evidence-Based Approach in Libyan Technical Institutes

    This study conclusively demonstrates the critical synergy between mechanical engineering solutions and human resource management strategies in achieving measurable safety improvements within Libyan technical institutes. The empirical findings reveal that predictive maintenance protocols (r=0.72) and quarterly safety training interventions (38% accident reduction) serve as foundational pillars for occupational safety enhancement, while their integrated implementation explains 81% of safety performance variations (R²=0.81). The research identifies significant regional disparities in safety outcomes, directly correlated with differential resource allocation patterns, and establishes the complete mediation effect of training programs in translating leadership commitment into tangible safety results. These evidence-based insights carry important implications for developing country contexts, where the demonstrated effect sizes exceed global benchmarks, suggesting particularly high returns on safety investments in under-resourced educational environments. The findings advocate for institution-specific adaptation of integrated safety management systems that combine technological controls with human capital development, while accounting for local constraints such as equipment availability and budgetary limitations. This research contributes both practical frameworks for immediate implementation in Libyan technical education and theoretical advancements to the global discourse on safety science in developing nations, particularly through its quantification of synergistic effects between engineering and administrative interventions in educational settings

    D’après la Régie d’Assainissement de Kinshasa (Raskin), la ville produit quotidiennement 7000 tonnes de déchets, provenant des ménages, des marchés, des places publiques et des entreprises. Il s’agit notamment des produits et sachets en plastiques, des immondices ainsi que de la mitraille. La valorisation des déchets biodégradables par l’Ongd Avodec, a pour objectif de mettre à la disposition des maraichères de son rayon d’action, dont 80% sont des personnes vulnérables (veuves, filles mères, orphelins, etc.), un produit organique de qualité appelé « compost » pour promouvoir le maraichage périurbain. La filière du recyclage dans le site de Mayimbi par l’Avodec est confrontée aux difficultés, aux opportunités et aux menaces inhérentes à toute organisation socio-économique dans la poursuite de ses objectifs ainsi que la gestion de son cycle d’exploitation

    L’identification des pauvres ne se limite pas à la simple signification du terme « pauvreté ». Puisque la satisfaction des besoins, le bien-être économique ou encore les capacités d’un individu ne sont directement observables ni facilement mesurables, le recours à des variables observables permettent d’inférer approximativement la réalité à laquelle on réfère par le terme pauvreté. Ces variables portent le nom « d’indicateur ». La République Démocratique du Congo a accompli des progrès significatifs en matière d’éducation notamment dans la scolarisation primaire, aussi bien pour les garçons que pour les filles, en ce qui concerne le taux brut ou le taux net de scolarisation, en progression constante depuis une vingtaine d’années. Ces progrès notables pour les milieux tant urbains que ruraux révèlent cependant que le taux de scolarisation en milieu rural est inférieur à celui du milieu urbain. Le faible taux de scola-risation influe fortement sur la croissance et contribue à la pauvreté économique au pays

    Le site maraîcher de Tshuenge dans la Commune de Masina, ville province de Kinshasa, en République Démocratique du Congo, couvre une superficie de 2.780 ha avec une population dynamique et croissante, estimée à 4.300 paysans en 2024. Constitué d’une trentaine des d’hommes à l’origine dont la majorité s’occupait de la pisciculture (les étangs), Tshuenge Masina s’est organisé jusqu’à atteindre sa configuration actuelle. Considérant par exemple qu’un bac d’aubergine revient à 37.000 Fc sur le site de Tshuenge, le revenu moyen d’un ménage produisant des aubergines est de 37.000 Fc/bac tandis que les dépenses quotidiennes se situent en moyenne à 10.000 Fc/jour, donc 300.000 Fc/mois. Pour faire face à ses charges, un ménage au revenu moyen de 37.000 Fc/bac d’aubergine devra donc produire une trentaine des bacs d’aubergines mensuel, rien que pour assurer la survie. Avec un espace cultural réduit à 2 ares pour la culture de l’aubergine, les ménages de Tshuenge ont du mal à combler ce besoin grâce uniquement à leur production, d’autant plus que l’écoulement rapide des produits n’est pas garanti

    Epidemiological And Clinical Study Of Diabetic Foot Cases Seen At Tanambao I University Hospital Center In Antsiranana

    Introduction: Diabetic foot is the most frequent cause of hospitalization among diabetic patients and the leading cause of non-traumatic amputation. The objective of this study was to report the epidemiological characteristics of diabetic foot wounds seen and managed at Tanambao I University Hospital Center in Antsiranana. Methods: This was a single-center, retrospective, descriptive study conducted over a 5-year period, from January 1, 2017, to December 31, 2021, in the Department of Orthopedic and Trauma Surgery at Tanambao I University Hospital Center in Antsiranana. Results: Thirty-six cases of diabetic foot were analyzed. The hospital prevalence was 4%. The average age of the cases was 57.9 years, with a female predominance of 55%. Urban residents were the most represented (67%). In 58% of cases, diabetes was diagnosed during hospitalization. For 67% of patients, diabetes had been evolving for less than 5 years. Hypertension was the most common associated cardiovascular risk factor, found in 39% of cases. The average consultation delay was 31.11 days. Wounds appeared spontaneously in 64% of the cases. The most frequently observed type of lesion was gangrene (45%). Wagner grade 5 was the most represented (33%). Amputation was performed in 36% of patients. The outcome was favorable in 67% of cases. The average length of hospital stay was 16.7 days, and the mortality rate was 8%. Conclusion: Diabetic foot wounds are degenerative complications of diabetes. They are disabling and serious. Early screening and patient education remain the most effective ways to prevent and delay the onset of complications

    Study of Preparation Techniques and Valorization Perspectives of the Traditional Dish Atchonkoun in the Gastronomic Culture of the Fon of Abomey, Benin

    Traditional gastronomy represents a key component of cultural heritage, reflecting history, traditions, climatic specificities, and resources unique to local populations. Atchonkoun, a traditional emblematic dish of the Fon people of Abomey in Benin, embodies the ancestral and cultural values of this community. Prepared with maize and beans using techniques handed down from generation to generation, this dish has been identified as being at risk of disappearance. A survey conducted among 318 respondents highlighted the numerous challenges facing Atchonkoun. Despite its strong symbolic and cultural value, its consumption remains marginalized, and its recognition is still confined to the local level, thereby limiting its national and international visibility. This study documented the various traditional preparation techniques of Atchonkoun and identified the obstacles to its preservation and transmission. The findings reveal the crucial importance of safeguarding this dish, not only to preserve a fundamental element of the culinary heritage of the Fon of Abomey but also to enrich and diversify Beninese cuisine. Finally, the study proposes concrete strategies to enhance the value of this culinary heritage, including the creation of quality labels to preserve its authenticity, the training of producers to combine tradition with quality, and the integration of the dish into modern gastronomic circuits

    Counterproductive Security: An Analysis of Oil Exploration, Militarisation, and Conflict in the Niger Delta

    The use of the military in confronting internal security challenges related to oil companies and host communities in the Niger Delta has been widely viewed as counterproductive (Dode, 2012). Despite numerous military missions to protect oil installations, foundational conflicts over land, compensation, and environmental degradation persist. This paper examines the complex relationship between oil exploration, conflict, and militarisation in the Niger Delta, arguing that a state-led militarised approach is fundamentally flawed because it fails to address the root causes of the conflict. Grounded in John Burton\u27s Human Needs Model and Stakeholder Theory, this study employs a critical literature review to analyze secondary data. Findings confirm that unresolved grievances over land ownership, inadequate compensation, and severe environmental damage are the primary drivers of conflict. The study reveals that years of militarisation have not fostered peaceful coexistence but have instead escalated violence, entrenched criminality, and resulted in gross human rights violations. This analysis demonstrates a clear link between oil exploration activities, food insecurity, and the erosion of traditional livelihoods. The paper concludes that the Nigerian government\u27s security strategy is counterproductive and recommends a shift towards community-centric conflict resolution mechanisms, such as local arbitration courts and the meaningful involvement of local populations in security and decision-making processes, to achieve sustainable peace. By synthesizing Burton\u27s Human Needs Model with Stakeholder Theory, this paper provides a novel and robust framework for understanding why state-led militarisation is destined to fail and offers a theoretically grounded path toward sustainable peace

    The rapid integration of synthetic intelligence (SI) across academic and industrial domains presents a dual imperative: fostering innovation while ensuring ethical deployment and regulatory compliance. This comprehensive review synthesizes a decade of research and policy (2014–2025) to analyze the tension between promoting SI adoption and mitigating risks like algorithmic bias and academic misconduct. Through a comparative analysis of divergent international approaches, including the EU\u27s risk-based model and China\u27s development-first strategy, the paper identifies the critical need for a harmonized global standard. The paper\u27s primary contribution is a novel, tiered global governance framework that proposes specific, sector-aware SI use thresholds: a cautious 20–30% in academic settings to preserve intellectual development, and a progressive 50–100% in industrial contexts to drive innovation. This is a practical way to strike ethical ground between technology development and humanism because it is based on the principles of transparency, accountability, and fairness
